On arrival at t he airport and w hen being received by an ECLS Liaison Officer, w orkers w ill be provided w it h a brochure and ot her pert inent inform at ion t o guide t heir set t ling-in on t he designat ed farm in Canada. B. Induct ion - Individual em ployers w ill norm ally prepare induct ion act ivit ies, specific t o t heir t ype of farm ing business, during t he first few w eeks of t he w orkers? em ploym ent .
4. Facilit at in g Wor k er Welf ar e & Em ployer Relat ion s This core funct ion is prim arily t he responsibilit y of t he ECLS in collaborat ion w it h OECS M inist ries of Labour. Under Liaison t he ECLS sust ains healt hy com m unicat ion w it h/ bet w een w orkers and em ployers. The ECLS also ensures t he m aint enance of w orker w elfare w it h easy access t o t he services it provides t o w orkers ( e.g.: m edical insurance & filing incom e t ax ) and good relat ions w it h em ployers, w hile encouraging labour best -pract ices
5. Wor ker Evalu at ion : Workers are evaluat ed annually by em ployers via an online evaluat ion t ool facilit at ed by t he ECLS. This t ool assist s em ployers t o det erm ine w hich w orkers w ill be request ed t o ret urn for t he follow ing season as a nam ed w orker on an LM IA.
St ep 3: Post -Depar t u r e : All St akeh older s 6. Em ployee Evalu at ion : The ECLS, in collaborat ion w it h OECS M inist ries of Labour ( Technical Working Group ? TWG) , is developing an online t ool t o evaluat e em ployers. This t ool w ill help t he ECLS-TWG t o det erm ine w hich em ployers it w ill cont inue t o sat isfy w orker request s, based on proven high st andards of operat ion and dem onst rat ed respect for w orker w elfare. The launching of t his t ool is earm arked for 2019.
7 An n u al Review : ECLS -TWG an d Can ada-Car ibbean SAWP An n u al Review M eet in g An overall review of t he part icipat ion of OECS w orkers in Canada?s Tem porary Worker Program s w ill be conduct ed annually. The ECLS-TWG w ill part icipat e in 2 review s as follow s i. ECLS-TWG Annual Review M eet ing: This m eet ing is for t he benefit of ECLS m anagem ent and OECS M inist ries of Labour represent at ives ( including PS?, Labour Com m issioners or relevant Labour Officers) t o review t he current year?s part icipat ion in SAWP, t o discuss and agree on rem edial m easures for t he nex t season; and t o prepare a unified OECS posit ion, regarding proposed SAWP cont ract am endm ent s, t o be deliberat ed at t he Canada-Caribbean SAWP Annual Review M eet ing. The ECLS-TWG is scheduled direct ly before t hat m eet ing, for convenience, t o encourage m ore OECS part icipat ion. ii. Canada-Caribbean SAWP Annual Review M eet ing: This m eet ing norm ally t akes place im m ediat ely aft er t he ECLS-TWG Annual Review M eet ing, at t he end of Novem ber each year. At t his m eet ing all Caribbean count ries ( Barbados, Jam aica, OECS and Trinidad & Tobago) M inist ries of Labour, part icipat ing in SAWP, com e t oget her t o hold discussions w it h FARM S, FERM E and ot her provincial em ployer um brella coordinat ing agencies for SAWP, including relevant Governm ent of Canada agencies like ESDC, Im m igrat ion and relevant High Com m issions, on com m on issues for t he im provem ent of SAWP. In part icular, proposed am endm ent s t o t he SAWP cont ract for t he ensuing year are debat ed, negot iat ed and approved, by t he m eet ing, for im plem ent at ion.
