ince I became OFTEC chairman three years ago, there have been many significant changes in the oil heating and cooking industry. One of the major advances has been the OFTEC’s positive response to both legislative and environmental challenges. Last year saw the launch of a brand new bio-liquid heating oil specification, which is a blend of kerosene and biofuel. This followed successful field trials where the bioliquid replaced 100% kerosene in domestic and commercial installations. However, there is still much work to be done to make sure that bio-liquid plays a key part in the forthcoming renewable heat incentive. Once fuel distributors are in place to provide the new fuel, there will be many opportunities for registered technicians to convert existing oil heating systems to bio-liquid.

Safeguarding the environment Another key achievement has been the increasing use of bunded tanks to help safeguard the environment. Changes to the oil storage regulations and control of pollution regulations have minimised the threat of oil spillages by requiring the use of a bund or bunded tank in many situations. The thinking should be that a bunded tank is required in every situation, unless it can be proved beyond all doubt that it is not needed. The last three years have also seen a continuing shift towards condensing boilers. They are now commonplace for the vast majority of new and replacement installations in England and Wales, with the benefit of high efficiency and lower running costs. And in Northern Ireland, new legislation means that condensing boilers are now mandatory for most installations, with the Republic of Ireland currently looking to introduce similar legislation. OFTEC’s growth in Ireland The number of registered technicians in Ireland has increased almost threefold in the last couple of years and now exceeds 800. This is helping to raise standards and ensure that technicians are providing a professional service for customers. The next three years will, I am certain, hold just as many challenges, and as I hand over the role of chairman to Barry Gregory from Riello, I am confident of a positive future for oil heating and cooking. Industry News - looking to the future for off grid energy
EuPD update OFTEC has received indications that EU Directives will have to take account of negative impacts on existing industrial sectors in all member states, following recent meetings with the European Commission Impractical levels of NOx - concerns Both Jeremy Hawksley, OFTEC’s director general, and Eurofuel’s Michael Bennet had expressed concerns about the impractical levels of NOx proposed by the Commission. Jeremy Hawksley explained: “Making OFTEC’s voice heard at a European level is vitally important, as most of our UK legislation comes from the Commission.” Concerns were raised during a meeting at the European Commission with Stephan Kolb, directorate general for energy and transport. It is envisaged that the house of the future will use a combination of technologies such as solar and bio-liquid heating fuel, reducing the use of fossil fuels. making OFTEC’s voice heard at a European level is vitally important OFT probes off-grid energy The Office of Fair Trading (OFT) is to investigate the market for heating oil and other off-grid forms of energy in response to “increasing public concern” about competition in the sector. The OFT investigation will ascertain whether the UK’s 2.5 million people who use off-grid energy – including oil, LPG and solar energy – have an adequate choice of suppliers who offer competitive prices and fair terms and conditions. According to figures from the Office for National Statistics (ONS), the cost of liquid fuels has risen by 49% in the past year. The OFT investigation – due to start next month (March) and end during the autumn – has been welcomed by energy minister, Charles Hendry. “Many off-grid energy consumers were hit by high prices and supply issues this winter,” he said. “I am keen the reasons for this are thoroughly investigated.”
Renewable Heat Incentive It was expected that the government would have made an announcement concerning the forthcoming Renewable Heat Incentive (RHI) before this issue of Oil Installer went to press. Details of the scheme, which included support for bioliquids such as biokerosene used for home heating, were released last year. The scheme is also expected to cover air and ground-source heat pumps, solar thermal, biomass boilers, renewable combined heat and power, biogas and the injection of biomethane into the natural gas grid.

Industry News - demanding boiler targets and technical support
Satisfying the EuP Directive The EuP Directive, the European Commission’s controversial proposals designed to force heating manufacturers to design more energy efficient products, has been scheduled to go live by the end of the year. Crucially, the requirement that all boilers would have to be boxed and dispatched with the necessary control systems, such as timeclocks, room thermostats and TRVs, is likely to be dropped, as has the requirement that NOx emissions for oil-fired boilers do not exceed 35 milligrams per kWh. The latest draft information suggests the limit for oil-fired boilers is likely to be 120mg per kWh and gas-
fired boilers 35 mg per kWh. Martyn Bridges, director of marketing and technical support at Worcester, Bosch Group, commented: “I am pleased to say that there has been a realisation within the Commission that initial drafts of the EUP Directive were not workable, particularly for the UK heating industry. This realisation follows extensive lobbying by the Heating and Hot Water Industry Council and OFTEC. (See also page 4). We now have a much more practical set of proposals which can be implemented within the UK market, but they still set a demanding target for UK heating manufacturers.”

Alan has started Gnosis Consultancy Services to provide a bespoke evaluation service - analysing potential threats and opportunities specific to existing products, goods and services in the domestic oil and bio-liquid heating and cooking sector. Mitsubishi shows energy saving potential The energy saving potential of advanced heating, cooling, ventilation and power generating equipment for retro-fit and new build featured prominently on the Mitsubishi Electric stand at the Ecobuild Show. The latest developments in domestic and commercial heating were on show. The company claims that its Ecodan range of products can help achieve renewable energy targets, cut fuel bills and provide reliable, renewable heating for almost any building. “We all know the importance of reducing energy consumption, and the impact this can have on cutting fuel bills. Research results show huge support for renewable energy among young people

In a recent survey, 94% of those questioned said that offshore wind was the ‘fairest’ energy technology, 81% were in favour of onshore wind, and 94% supported solar energy. These figures were in comparison to just 2.2% in favour of coal energy. The results are contained within a report being presented by DECC’s pioneering Youth Advisory Panel to energy and climate change minister, Charles Hendry. This calls for greater youth consultation on energy and climate change policy and for young people to get involved. Based on DECC’s 2050 Pathways project, the report looks at the UK’s energy policies from the perspective of those people who will have to live with those decisions for their entire adult lives. It was drafted by young people aged between 16 and 25 who visited power stations, nuclear plants and projects promoting renewable energy sources, to investigate the issues at first hand. Industry News - registration, inspection and retirement
An inspector retires Alan Smith – one of OFTEC’s most respected inspectors – has left the organisation. He joined OFTEC from Shell in 2005 and operated in the East of England as a sub-contract inspector where he met hundreds of registrants with whom he shared the benefit of his long experience in the oil industry.
Maintaining a professional image Regular inspection is one very important way in which OFTEC ensures that the oil heating and cooking industry maintains a professional image. Technicians who fail to adhere to OFTEC standards could have their registrations revoked. The technicians listed on page 34 of this issue have all recently been removed from OFTEC’s list.
Audit and inspection An OFTEC inspector visits newly registered businesses and technicians at least twice during their registration period. The first visit involves an audit carried out within three months of the business registering (except Channel Islands and Isle of Man). This audit ensures that the rules for registration, competency levels and all legislative requirements for an oil heating business are met. On the second visit, a competency inspection of each individual registered under the business is undertaken. This involves a detailed site visit to see each person’s most recent installation work or a commissioning or service call, depending on the scope of registration held. “Recent feedback has shown that an early one-to-one meeting is a huge benefit to businesses,” said Adrian Lightwood, OFTEC inspections manager. “Both the audit and inspection visits are mandatory. And, failure to keep an appointment can lead to suspension from OFTEC’s competent persons’ register.”

Planning for retirement

Over 63 years old and thinking of retiring? If your retirement date is imminent, why not take up an annual registration at £280 (plus VAT) for both combined business/ technician registration. There is no limit to the number of years that the one year option can be taken up. Definitely intending to retire within the next five years, but unsure of the exact date? Irish News - campaigning, condensing and conforming Carbon monoxide awareness campaign The Health & Safety Executive for Northern Ireland (HSENI) has launched a campaign to highlight the importance of having heating and cooking appliances professionally serviced on a regular basis. Posters and leaflets provide warnings about carbon monoxide (CO) poisoning and recommend that CO alarms are installed as a further precaution. David Blevings, OFTEC Ireland manager said: “Technicians should be advising consumers that they should have their boilers serviced by a competent OFTEC technician who has a flue gas analyser that enables them to check for CO leakage and build up. Ireland moves to condensing
Passport scheme raises standard
Changes to Part F of the building regulations in Northern Ireland has meant that, from 1st January 2011, all new and replacement domestic central heating boilers in both newbuild or replacement situations, must have a minimum seasonal efficiency (SEDBUK) rating of 86% and – unless by prior approval - be of a condensing type. The Republic of Ireland has also proposed a move to condensing boilers, likely to come into force from July 2011. Technical Guidance Document L sets out measures for conservation of fuel and energy in dwellings and suggests that boiler minimum efficiency should be increased from 86% to 90%, as specified on the HARP database.
The boiler passport scheme, launched in Ireland in 2009, has reduced the number of warranty claims. According to OFTEC, the passport has been of real benefit as many more customers are now getting their boilers commissioned as a result. Boiler passports are supplied with all new oil boilers from Firebird, Grant, Turkington and Warmflow in Ireland. They are designed to record all the necessary information throughout the life of a boiler, such as installation, commissioning and servicing. Since July 2010, all manufacturers involved with the passport scheme have only offered a warranty if the boiler has been installed to current building regulations and where a completed passport has been returned by a competent person, such as an OFTEC registered technician.

New oil storage regulations New regulations were expected to come into force in Northern Ireland on 31st October last year, but changes within the assembly delayed the legislation. The Control of Pollution (Oil Storage) Regulations are now expected to come into force in March 2011. The regulations aim to reduce and prevent pollution of water, caused by any inadequate above ground oil storage facilities. They will set out existing good practice and minimum design standards for new and existing above ground oil storage facilities. Mandatory bunding will be one of the main requirements of the new regulations, which will apply to oil storage facilities over 200 litres on industrial and commercial sites. The regulations will also apply to waste oil storage facilities and to companies who refine or distribute oil.

Tank News - capacity, gauging and inspection
Does size really matter? he recent Arctic weather conditions which made so many roads throughout the British Isles impassable, have raised questions about the suitability of domestic fuel oil storage tanks. Does the current trend of installing tanks with a capacity of less than 1200 litres really make sense when, for several weeks of the year, fuel deliveries are, to say the least, difficult to make? The efficiency of the modern boiler might lead the consumer to the conclusion that reducing the volume of oil being stored without having to increase the fuel delivery schedule, might be a viable option. But Tim Clark, managing director of Northern Irelandbased Atlas Tanks, is cynical about this notion. “Times of shortage, or testing delivery conditions, do have a habit of coinciding with increased daily fuel consumption,” he says. Storing less fuel therefore means that the consumer does not always have a quantity that can be counted upon as a “reserve” should circumstances change.

However, Stephen Gibb of Balmoral Tanks feels that tanks up to 1100 litres continue to be sufficient for 3-4 bedroom houses. “Given the current concern over fueloil prices, it is unlikely that the average householder would completely fill larger tanks in any case,” he says. Ciara Cox, marketing manager for the Harlequin product range from Clarehill Plastics, is convinced that difficulties faced by the public this winter can be directly related to the decrease in the volume of heating oil being ordered per delivery – something which, she says, may be attributable to rising fuel costs in recent years. “Full usage of your heating oil tank’s capacity in winter can greatly reduce the risk of running out during cold spells.” But is a tank the capacity it actually claims to be? Richard Marsh of Envirostore UK says “not”. His company manufactures both 1000 and 1225 litre bunded tanks, but points out that some plastic tank manufacturers advertise tanks as 1000 litres when, in fact, they hold less than 950 litres. “This, we feel, is not only very confusing for the fuel companies, but it is also for end users,” he says.
Price advantage Tim says that the well-known advertising phrase: ‘visit half as often with twice as much’ is a sensible and logical approach – not only helping the distributor, but also giving the consumer peace of mind, together with a distinct price advantage because of

Harlequin tanks come with a 4 inch cap which makes it possible to inspect the tank. “Underneath this cap is a dipstick allowing the customer to manually check the level in the tank,” says the company’s business development executive, David Cather. Balmoral Tanks also recommends a good quality level gauge to monitor tank contents. But, says Stephen Gibb, modifying tank designs to allow manual filling from small containers could cause problems of localised spills and other health and safety issues. “We couldn’t condone such a development,” he says. Atlas tanks incorporate inspection lids, giving access into the inner tank, which, in an emergency situation, facilitates the manual filling of a tank from portable containers or transfer pumps – but this is a practice which also concerns Tim Clark. However, Richard Marsh says that Envirostore’s unique inner spill tray design serves as a built-in overfill preventer. “When a panic fill takes place, as happened a lot in the cold weather, customers can safely use a funnel which will sit inside the inner lid, surrounded by the inner spill tray, thus preventing any fuel from spilling into the bund,” he explains.
FAME check New European legislation introduced in January means gas oil (diesel) intended for non-road mobile machinery such as tractors could possibly contain up to 7% Fatty Acid Methyl Ester (FAME) or biodiesel. There is a possibility that only this one type of gas oil will be available from fuel distributors, and, as a result, gas oil ordered for heating fuel could also contain 7% FAME. Hot Technical Topics Space heating zones – the facts OFTEC’s technical department is now processing a high number of enquiries concerning the revisions made to building regulations in October 2010 In particular, the space heating zone requirements of the Domestic Building Service Compliance Guide (DBSCG) has been a popular topic of enquiry amongst system installers in England, Wales and Jersey. The DBSCG is a second tier document to building regulations approved document L1, and requires - where space heating is provided - the system to be divided into a minimum of two heating zones, each with independent temperature interlock. The regulations apply to new systems in new and existing dwellings with a total useable floor area up to 150m2. Work involving just boiler replacement is exempt from having two space heating zones where the floor area is below 150 m2. An amendment has been published for OFTEC Technical Book 4 2010 Edition, which is available to download, free of charge, from www.oftec.org Copies of all the approved documents, including the Domestic Building Services Compliance Guide, can be downloaded free of charge from http://live.planningportal.gov.uk/
Requirements clarified OFTEC’s technical department has been seeking clarification from Communities and Local Government (CLG) on the use of flue and hearth data plates and the definition of a ‘bathroom’ This follows the release of revised building regulations for England and Wales in October 2010. With advances in flue systems, and the versatility of balanced flue liners, OFTEC now advise technicians that flue and hearth data plates are required where balanced flue liners are installed. The Domestic Building Services Compliance Guide does not require thermostatic radiator valves to be installed on radiators within a ‘bathroom’. However, as approved document L does not provide a definition of a ‘bathroom’, CLG have confirmed that the definition in approved document F, which covers ventilation, has been adopted. It states “bathroom is a room containing a bath or shower and, in addition, can also include sanitary accommodation..”

Full production Warmflow’s cylinder manufacturing facility is now in full production and the company’s first stainless steel unvented cylinders will be in stock at its distribution centre in Telford, Shropshire, by the end of February. The established Warmflow oil boiler range consists of band “A” condensing boilers with an output ranging from 14kw to 44kw. They are available as heat-only, pumped, system and combi models, in either boiler house, white case indoor or “kabin pak” outdoor versions. “Our flueing system is one of the most advanced available,” continues Phil Craggs. “All balanced flue systems – either horizontal or vertical – are plastic, which makes them extremely versatile and allows maximum installation flexibility. Scottish efficiency - boiler scrappage The Scottish private landlords’ boiler scrappage scheme is still in operation. Introduced in late 2010, the scheme enables eligible landlords to claim £400 off the cost of a new boiler. Boilers eligible for the grant are those with a G rated efficiency (of 70% or less) which must be replaced by a boiler recommended by the Energy Saving Trust. OFTEC estimate that there are over 93,000 households in Scotland which use oil heating; the scheme could benefit tenants by reducing fuel bills by up to 25%.

Training - belt tightening, challenges and issues
Training gets tough Oil Installer spoke to training providers across the country to see how the industry has fared over the last year and whether any have been affected by recent changes to the structure of OFTEC courses Affected by the economy According to Phil Stanley, Grant UK’s training manager: “We have seen a downturn in OFTEC training and assessment; numbers dropped significantly, immediately following the financial crisis in 2008. They picked up a little in 2009 and remained steady in 2010 but not reaching the levels of pre 2008. It seems companies aren’t getting as many staff re-assessed as before and are managing with fewer registered engineers.” The situation is similar at the Grimsby Institute explains James Branney, head of the school of plumbing, gas and electrical installation: “Training in general has been steady throughout the academic year so far, but oil specifically has slowed down with only four candidates since September 2010. We feel that the economic climate is affecting all training but hope that our bigger renewables offering later in the year (biomass and solid fuel in March, ground/air source heat pumps, grey water recycling and rain water harvesting in September) will attract new custom.” At EOGB Energy Products sales and marketing director, Stewart Binnie reports: “We’ve only been up and running for a year but its going OK and we’re filling about one OFTEC course a month with 7 or 8 people. We would like to do more but suspect that’s all there is.” At Worcester Bosch however, it has been a very different story: “We’ve had another exceptional year, only hampered by the bad weather in January 2011 and December 2010. The number of installers attending courses remained constant throughout the year,“ tells training manager, Phil Bunce. Mike Kiddie, training manager for AGA Rangemaster also had positive news: “Training has been steady towards the end of 2010 but is already extremely encouraging for the first quarter of 2011.” Training numbers have increased at Firebird. National sales manager, Barry Bryndilsen believes this is due to: “A significantly greater awareness of the product range. Over the last year, we feel that belt tightening has reduced the level 24 | Oil Installer Spring 2011
of courses being undertaken with specialist training providers. However, manufacturers seem to be handling a similar number of courses. In fact, with the recent introduction of our mobile demonstration/training vehicle, we’ve taken our training to a wider audience in 2010.” Renewable training on the up A number of the training providers offering OFTEC courses also offer courses in renewables technologies, which on the whole, are proving very popular. In addition to its own renewables product training courses, Grant UK offers LOGIC courses in solar thermal and solar photovoltaic (PV), (run in conjunction with GTEC Training). Phil Stanley explains: “Four years ago we had a lot of interest in solar thermal courses. This has tailed off in the last year but has more than been replaced by solar PV - we’ve been inundated with training requests.” At BPEC, whilst overall training numbers have remained the same over the last year, business development manager, Paul Cullen reports: “A steady increase in the amount of people training and up-skilling in renewable technologies, probably due to initiatives such as the Feed in Tariffs (FiTs), the revision of the Microgeneration Certification Scheme (MCS) and the forthcoming Renewable Heat Incentive (RHI). It’s also possible that the recession and downturn in work has meant that plumbers and heating engineers have started to diversify into the renewable technologies.” Worcester offers training in solar thermal, ground source heat pumps, air to water and air to air heat pumps. According to Phil Bunce: “Training in the area of renewable technologies is very popular and also on the increase, partly due to interest in the RHI.” The NICEIC also offers training in solar thermal, solar PV and heat pumps and agreed: ”As more and more people become aware of the benefits surrounding these systems, we’re seeing the uptake on these courses improving nationally, week on week.” Whilst Coventry based Xtra Skills is offering training in renewables there was, “very little or no uptake in 2010.” Centre manager, Jo Duffty, however, “remains optimistic that the 2011 FiTs will change the situation.” Surprisingly, whilst a number of boiler manufacturers noticed a significant number of oil candidates had returned to do renewable training the same could not be said for the training centres, who reported little or no uptake in renewables from oil installers. At Worcester, 40% of renewable candidates had also taken an oil installation course, whilst at Firebird this figure was closer to 80%. National sales manager, Barry Bryndilsen believes: “As oil boiler customers,
they’re aware of Firebird’s expanding product portfolio and are looking to increase their own businesses by offering renewables in conjunction with our oil boilers.” All change at OFTEC Within the last six months OFTEC has updated both course materials and technical documents, prompting a mixed reaction from training providers. The changes have been welcomed at Worcester: “The course and assessment procedures have improved making the courses more robust. The only thing we would improve is the need for more clarity from OFTEC on the pre-requisites required by candidates,” states Phil Bunce. James Branney agrees: ”The practical changes are a vast improvement.” On the flipside, several companies have complained about the resulting increase in paperwork. EOGB’s Stewart Binnie told OI: “We can’t get the information on CD so now have reams of paperwork and can’t just print off what we need. The leaves also fall out of the training books.” A spokesman for NICEIC added: “Whilst most people acknowledge the assessment has improved in content, its delivery is still quite poor, in particular the way paperwork is still posted to them (not supplied on a disk as they were informed it would during its development) and the structure of the papers. Jo Duffty agrees: ”The removal of the CD and printing option by the centres, along with the removal of the £200 incentive for new OFTEC registration seems a little short-sighted.” Newly appointed OFTEC training manager, David Knipe, responded to the comments saying: “I’m aware that there have been changes to the assessment materials over the last few months. These have helped make the assessment process considerably more robust, as well as meeting the requirements of the United Kingdom Accreditation Service (UKAS). Feedback from the assessment centres has generally been positive, however I take on board the comments regarding the quantity of paperwork involved, and this is something that I am currently investigating. There will be no quick fix as we need to get any changes right first time, but it is hoped that before too long we will reach a solution that is agreeable both to UKAS and to the assessment centres. Looking ahead in the short to medium term we’re looking to introduce a scheme to cover commercial oilfired heating systems, and one of the longer term aims is to look at the integration of solar powered and oil-fired systems. I am sure that there will be many issues to be faced over the next year, but I am confident that by working closely with the centres we will be able to overcome these challenges.”

The 2010 OFTEC assessment structure has been well received by candidates from the AGA Training Centre. Centre manager, Mike Kiddie reports: “Many candidates have commented that the assessments now have greater relevance to their activities in the field. BPEC has started the year with a brand and image overhaul, launching a new website at the beginning of January. The new site allows users to purchase manuals and download centre guidance documents and marketing materials. Business development manager, Paul Cullen said: “We’re very pleased and excited with the new look, which extends from the new website across all BPEC marketing and promotional literature. We believe the fresh and clean design and the enhanced website will be well received by customers.” Document F of the Building Regulations has been revised; in response, BPEC has developed the first generic training course to enable operatives to comply. Installer profile - Richard Thwaites, Cumbria
Seeing stars Following his success at the 2010 OFTEC Awards for Excellence, OI caught up with double award winner, Richard Thwaites, to talk about his work ot one for the limelight, Richard was a little surprised to be nominated for three awards and to win two of them; Oil Tank Installer and Oil Cooker/Stove Installer but said: “It was a nice honour and good to be recognised for the work I do.” He also added: “It was nice to be greeted on arrival by Jeremy Hawksley and Lorraine Taylor, who both made me feel very welcome and definitely more at ease.“

Based in Appleby, Cumbria, Richard has singlehandedly built up a client base of nearly 300 customers over the last 18 years, working in a 50 mile radius throughout Cumbria and the Yorkshire Dales. As a Rayburn Guild engineer, operating in a largely rural area, the majority of Richard’s work is concentrated on installing and servicing range cookers. He became OFTEC registered 7 years ago and is also HETAS registered. Although his company, R T Thwaites, does not have a website, Richard is listed on Rayburn’s website but is in the enviable position of being “busy enough without online enquiries.”
A busy time Winter is Richard’s busiest time and when OI spoke to him in December he was doing 65 hours a week over 7 days. “It’s been

extremely cold and I have attended my fair share of break downs. People also get very worried in the run up to Christmas about their cookers and want to make sure that they’re functioning well and can cope with the demands of a Christmas dinner.” In readiness for next winter, Richard has ordered a four wheel drive van to help him cope with the extreme conditions, which have been particularly treacherous in his area over the last few months.

With renewables set to play an important role in the heating industry, Richard has looked at the possibility of branching out, but has been put off by the prohibitive costs. “Unless I get help with the funding, I won’t be able to do the Microgeneration Certification Scheme as it’s just too expensive. I would be happy to do it in the future but it depends on government schemes and the provision of funding for both installers and householders. If biofuels come on board, I may go down that
route but we will have to see what happens in March.” In the meantime, Richard does all solid fuels and “installed a lot of wood burning stoves two years ago when the price of oil was high. However now the price of oil has come back down I’m doing noticeably less.” With the servicing work due to tail off in March, Richard is set for a busy summer of installations. Whatever the weather, whatever the job, Richard enjoys his work: “After all I wouldn’t do it if I didn’t,” he adds.

Products & Services Uplifting theft protection Anglo Nordic’s oil anti theft alarm activates if anybody tries to access a tank’s fill cap or vent, giving off an audible and visual alarm. It comes with a remote control to arm/ disarm and, if noises are heard, there is an emergency button enabling the owner to activate its siren. On certain installations it can be a problem to install a traditional oil reservoir oil lifter. The Oilman pump has a smaller suction lift than an oil lifter but can pump up 16 metres direct to an appliance. The energy efficient unit only pumps when the appliance is running; when a drop in pressure is detected in the supply line a pressure switch turns on the pump. This pump does not require a return line to be taken from appliance back to tank. At up to 30 l/hr output, the Oilman is ideal for the domestic/light commercial market with other models available for the commercial market.
