Bioliquid campaign gathers pace OFTEC is at the centre of a parliamentary lobbying campaign to include bioliquid heating fuels in the Renewable Heat Incentive (RHI) from October Since last October, director general, Jeremy Hawksley, chairman, Barry Gregory, and Neil Schofield of Worcester Bosch have held 13 meetings with MPs and Lords at Westminster with more meetings planned. Several parliamentary questions have been asked and MPs have written to minister, Greg Barker. A further letter

with 12 MP signatories is due to be sent, following which OFTEC expects to meet with the minister shortly. In a separate campaign, OFTEC is lobbying members of the Northern Ireland Assembly and NI MPs to persuade them to give a higher tariff to bio-liquids in the NI RHI scheme, which is different from that in Great Britain.

Bioliquids could save 1.2 million tonnes of CO2 per annum by 2020 As part of their campaign, OFTEC released new research results which show that a switch from kerosene to bioliquids could save the UK over 1.2 million tonnes of CO2 per annum by 2020. Field trials over an 18-month period tested a blend of 30% fatty acid methyl ester (FAME), manufactured from waste cooking oil, and 70% kerosene. Compared to conventional kerosene, the blend has been proven to reduce carbon emissions by 28%. If this blend were included in the RHI, OFTEC believes that by 2020 90% of existing oil customers could be using it.

Concern over Green Deal OFTEC has expressed concern over whether the new Green Deal will sufficiently address the problems of fuel poverty in rural areas. In a written submission to the select committee inquiry into fuel poverty in the private rented and off-grid sectors, OFTEC questioned whether the Green Deal and Energy Company Obligation would be financially attractive enough for rural households. Around a quarter of households in rural areas are fuel poor and, in recent years, the Warm Front scheme has been successful in improving energy efficiency and reducing fuel bills for many of those homes. Now that the taxpayer scheme is being phased out, OFTEC is concerned that the measures proposed in the Green Deal may not be as effective as Warm Front. Jeremy Hawksley, OFTEC director general said: “Under the Green Deal proposals, energy efficiency improvements will be financed through higher long-term electricity bills for 4 | Oil Installer Spring 2012

After contact with civil servants regarding the RHI – in London and in Belfast – it has become clear that there are concerns about the future availability of sustainable biofuel at a feasible market price. To address these issues, OFTEC has prepared a paper

Although the scheme plans to provide assistance for both the hardest to reach and hardest to treat properties, it must focus initially on the fuel poor as a priority.” In its written response, OFTEC also advocated a means-tested approach to the winter fuel payment, which should only be paid in the form of a fuel voucher as opposed to the current cash payment. OFTEC also called for mandatory servicing of oil-fired appliances in the private rented sector, and for a more robust approach to the enforcement of existing legislation to make sure that heating systems are installed and commissioned correctly. explaining how sufficient incentives are needed for farmers to plant feedstocks for bioliquids – including rape seed and wheat – in order to meet increased worldwide demand. A minimum 8p per kw subsidy is being sought for bioliquids inclusion in the RHI. OFTEC believes this is the minimum level needed to make bioliquids viable for end consumers.

Trials and guidance As an operator of a competent persons scheme, OFTEC has been selected to take part in a UKAS pilot scheme allied to the government’s new Green Deal initiative. The initiative will see householders receive incentives to install energy efficiency measures provided these are installed by certified technicians. Accreditation is scheduled for completion by April with the cost of the trials being covered by the Department of Energy and Climate Change. OFTEC has also been accepted to provide auditor services for the pilot, and, as such, has received auditor training for three employees. New guidance documents for OFTEC registered businesses will explain the requirements of the Green Deal scheme.

Industry News - the drive for greater energy efficiency

Highlighting the need for ‘a good, efficient boiler’ On a recent visit to the headquarters of the Worcester, Bosch Group, Chris Huhne, former secretary of state for energy and climate change, was questioned on a number of issues including the UK economy, the Renewable Heat Incentive, the Green Deal and feed-in tariffs Mr Huhne also commented on saving energy and reducing fuel bills. “Consumers need to shop around in the short term to switch to a cheaper supplier and take extra steps like insulating their homes. The importance of having a good, efficient boiler to avoid wasting energy is also underlined.” Whilst touring the company’s manufacturing and training facilities, Mr Huhne praised the company’s focus on training for both installers and apprentices. “The apprenticeship scheme at Worcester, Bosch Group is absolutely crucial to the reputation that this company has for quality. Energy efficiency – installers to advise The Chartered Institute of Plumbing and Heating Engineering (CIPHE) believes it is now imperative for plumbers and heating engineers to advise members of the public about reducing energy bills. CIPHE says energy saving is preferable to providing short-term financial relief, although it

recognises there is a need for both. “Plumbers and heating engineers have a lot of expertise in these matters,” reports acting chief executive, Kevin Wellman. “Even simple jobs like explaining how people can adjust their thermostats effectively could really help.

Regional inspectors required With both new business audits and periodic inspections now mandatory (see page 14), OFTEC is looking to expand its team of regional inspectors

Paul Rose has been promoted to technical director designate. Paul has been part of the OFTEC technical team since 2005, and prior to that worked for a major oil boiler manufacturer. He has been heavily involved with the project to develop bio-liquids as an environmentally friendly alternative to kerosene.

Malcolm Farrow has been appointed as marketing and communications manager. Malcolm joins OFTEC from the Suffolk Coast and Heaths Area of Outstanding Natural Beauty team where he was responsible for communications. In his new role he will manage all aspects of marketing and communications including PR, websites and events.

Full-time inspectors are needed in both the south of England and the Lake District, whilst part-time inspectors are required in the Republic of Ireland and the Channel Islands. Meeting registered technicians on a daily basis, inspectors are responsible for auditing business procedures and checking individual technical competence.

A good knowledge of industry legislation is required. Industry News - online, on hand, on top of CO poisioning

CO – beware the “silent killer”… OFTEC Inspection Services has recently investigated two cases of carbon monoxide (CO) poisoning

The first incident was reported by a householder, and when OFTEC’s regional inspector visited the site, he discovered a second-hand vaporising range cooker which had been installed by a non-registered installer several years previously. It had been serviced annually, also by a non-registered engineer. For some time, the householder had thought that it gave off fumes, but became increasingly concerned when her CO alarm went off. She contacted her local authority who tested and found high levels of CO in the room. On examination, an OFTEC inspector found there was no flue liner fitted, and that the overall flue system was ineffective for this type of appliance. There was also inadequate ventilation to the room. OFTEC recommended that a new flue system and adequate permanent ventilation should be installed by a registered technician, and that, on completion, the appliance should be recommissioned and a flue interference test carried out in accordance with correct procedures.

The second case occurred late last year; OFTEC was part of a joint investigation team with the Health and Safety Executive in Northern Ireland (HSENI). A pressure jet appliance had been installed at a domestic property some two years earlier, and had been serviced by unknown engineers. On this occasion, the CO problem was due to a low level flue, terminating in an enclosed outbuilding where fumes were accumulating without dispersing freely into the atmosphere. The HSENI is currently dealing with this incident. “Although CO incidents with oil are rare,” says OFTEC, “Everyone should be vigilant for the signs of potential poisoning. CO is sometimes called the silent killer because it cannot be seen and is odourless. An incorrectly installed appliance or flue system could be leaking the lethal gas for years without being detected. Encourage all your customers to fit a good quality CO alarm, such as the Fire Angel which is available from OFTEC Direct.”

Industry News - meeting energy demands

Meeting renewable energy targets Former energy secretary, Chris Huhne reaffirmed the coalition’s commitment to meeting EU renewable energy targets. There is an EU-wide target to source 20% of energy from renewable sources across the European Union by 2020; the UK’s share is to generate 15%. “I do not want the UK to be left behind by turning our back on the green economy, said Chris Huhne. “Our renewable target is less demanding than other EU member states but the effect is bringing real jobs and investment.”

Latest research from DECC shows that so far this financial year, companies have plans to invest almost £2.5billion in renewable energy projects in the UK, with the potential to create 12,000 jobs. Registration News – new criteria and a workmanship warranty

Changes Just joined to OFTEC OFTEC? registration The Department of Communities and Local Government has recently introduced new authorisation criteria for all competent persons schemes. As a result OFTEC must introduce new rules for registrants. The United Kingdom Accreditation Service (UKAS) monitors all competent persons schemes, and will be checking to see that OFTEC works to the new criteria. Some of the new criteria is already part of OFTEC’s rules of registration, which, in future, may be enforced more rigorously. However, a new requirement is that each registered business operating in England and Wales must offer customers a workmanship warranty, details of which appear on the opposite page. Other criteria include:

Access to appropriate test instruments for the scope of work Certification and reporting Sufficient levels of insurance Details of how complaints are handled and recorded Health and safety policy Details of professional development and future requirements Technical reference document requirements

Many registered businesses will already have some or all of these elements in place. OFTEC inspectors are required to check everything as part of the new business audit which businesses receive within three months of joining OFTEC. Inspectors also check all criteria on subsequent periodic inspections. All relevant information is contained within the rules for registration R100 document, which can be downloaded from the OFTEC website. 14 | Oil Installer Spring 2012

Documentation check

Companies that register with OFTEC for the first time must have a new business audit carried out by an OFTEC Inspector within three months of joining, except for businesses in the Channel Islands or Isle of Man. The audit is designed to ensure businesses are up to speed with the latest legislation and environmental issues. Regional inspectors also invite questions about OFTEC registration and works notification. Although the audit is a relatively straightforward procedure, OFTEC recommends that businesses are prepared for the process by having the following documents readily available. In addition to the documentation check, the inspector will need to visit a recent installation or servicing job, depending on the scope of registration held. As well as demonstrating competence to the inspector, technicians will need to have available the correct control documentation as listed right.

A current OFTEC identification badge. Notify a lost badge on 0845 65 85 080. A current set of OFTEC technical books covering your scope of work. Check www.oftec.org for the latest editions and download any free updates. New books can be purchased from training centres or from OFTEC Direct at www. oftecdirect.org. As an alternative to OFTEC technical books a reference library of building regulations and building standards should be held. A certificate of public liability insurance (£2m or €2.8m). A certificate of workmanship warranty insurance for businesses in England and Wales. A valid calibration certificate for any electronic test equipment. Evidence of a complaints procedure and a record of any past complaints. Evidence of use of control documentation for completed jobs (e.g. TI/133. CD/10, CD/11, CD/30). A current copy of R100 rules of registration.

The scheme covers the cost of rectifying any defective work directly attributable to installation work which falls within building regulations. If the original OFTEC registered installer is no longer trading, a householder can claim up to

£10,000 for any rectification work which might be required. The warranty lasts for six years from the date OFTEC receives the job notification, and is fully transferable if the property is sold during that period. Protection for both customer and technician “This is a big benefit that registered technicians can offer their customers,” OFTEC says. “By explaining that their work will be fully covered should they stop trading, the customer will have total peace of mind about their oil heating installation.” The scheme is available from OFTEC Insurance Services and costs from £52 per annum for an OFTEC registered business, and also includes free deposit protection insurance. This protects the deposit paid by the customer up to 25% of the contract value, to a maximum of £10,000, until work commences to a maximum of 90 days.

Pay as you notify Technicians need to notify all work covered by building regulations in England and Wales. The OFTEC online system allows a ‘pay as you notify’ facility, using a credit or debit card, once a job is notified. Online notifications cost £2.50 per job – multiple notifications can be submitted together. Technicians can also set up a direct debit system to notify jobs online, at the same cost. The presentations also highlighted the benefits of using OFTEC registered technicians and how costs for maintaining central heating could be reduced by correct installation and servicing. As a result, several councils agreed to specify OFTEC registered technicians for servicing and installation works in future contracts.

Aimed at key personnel, including architects, building surveyors and clerks of works, the events have been well attended and, to date, have been held in counties Carlow, Monaghan, Sligo, Meath, Kildare, North and South Tipperary and Clare, with plans to visit all remaining councils in the Republic during 2012.

Pay as you go for heating oil customers Northern Ireland minister for social development, Nelson McCausland, has given the go ahead for trials of a new “payas-you-go” system for heating oil customers. At present there are payas-you-go schemes for both electricity and gas in Northern Ireland, but no equivalent for oil – the main heating fuel for two-thirds of the province’s homes. Developed by Kingspan Environmental, the new system

way as they do with their electricity keypad meter. The credit would be converted into litres, based on the actual cost of the oil in their tank, plus an administration fee. Trials are scheduled to start soon, and, once in full operation, the new system should offer a much-needed boost for Northern Ireland households which experience fuel poverty.

Direct debit option available for Irish registered businesses OFTEC registered businesses in the Republic of Ireland can now choose to pay for their registration by direct debit. If the total amount of fees exceeds the equivalent of £300, technicians can also spread the cost of their registration over four payments, with a small administration charge. North Yorkshire weather defences Oliver Carter Plumbing & Heating of Bedale, North Yorkshire, has completed an unusual high-spec heating installation for a complex of three luxury holiday cottages which enjoy panoramic views of the Yorkshire Moors, including the famous White Horse. Ollie Carter specified a Firebird Enviromax 73kW boilerhouse model, together with four solar panels and weather compensation controls, to meet the central heating and hot water needs of the three cottages, and to allow for potential future additions. An installation for maximum efficiency of heating and hot water supply Working with Kendal Homes of Sowerby – the company which undertook the barn conversion to create the cottages – Ollie and his team installed two 2-panel vacuum solar panels, 350m2 of underfloor heating on the ground floor, 30 radiators with TRVs upstairs, and two 300 litre hot water storage cylinders, in an integrated system designed

for maximum efficiency of heating and hot water supply. “Because of the size of the installation, larger pipework was required,” says Ollie. “We take pride in the work we do, so all the pipes were laid out neatly and all valves and controls are fully accessible. There are plenty of valves designed into the installation, so each heating system can be isolated if required. “We chose the Firebird Enviromax boiler because it is a high quality unit with good installation features. In fact, we think it’s the easiest boiler on the market to fit. We also get excellent service support from the Firebird regional sales manager and from our plumbers’ merchant, who usually have good deals for us.” The cottages are now fully finished and available for rental all year round. And with the strong, cold winds which often sweep the North Yorkshire moors during the winter, a good reliable and efficient heating system is an absolute must!

Lancashire firm grows business Established in 1972, specialist heating engineers, M H Cragg and Sons, has more than 40 years of industry experience. Based in Bolton, the company operates predominantly in the north west of England, serving the Wigan, Chorley, Preston and Manchester areas. The company has grown from a small family firm in to a wellrespected business with a large base of approximately 3000 customers, all on either service or insurance plans. Installation manager, Neil Carter describes M H Cragg as: “Mainly a gas and oil business offering full servicing, installations and breakdown repair plus the provision of various levels of insurance cover.” M H Cragg is a sister company of Ground Heat Installations, which won the £10,000 installer of the year prize at last year’s Renewable Roadshow awards. work, we refer this to Ground Heat, as they’re better positioned and experienced within that market. This relationship works both ways as they frequently direct oil and gas work to us.”

Boiler News – 1.5 tonnes of CO2 saved for every boiler replaced

The argument for a new boiler scrappage scheme In 2010, the government’s boiler scrappage scheme succeeded with all that it set out to achieve, says Worcester, Bosch. Almost 120,000 inefficient boilers were replaced, potentially saving 889,635 tonnes of CO² – as well as creating business for installers, and saving the average home £290 a year on heating bills. With the sale of boilers currently down by 6%, and the number of households in fuel poverty up to 24%, Neil Schofield, Worcester, Bosch Group’s head of external and government affairs, looks at how a new boiler scrappage scheme would benefit the struggling UK economy… The results of the original boiler scrappage scheme speak volumes, not least for being the most successful energy saving initiative in the last 10 years, but also for

replacing it with a new, high efficiency model.

to more work for installers, with 92% of installation companies benefitting across the country. The end to the scrappage scheme saw a decrease in new installations, and homeowners reverting back to repairing their old boilers – leaving installers with very reduced work, mainly based around distressed repairs or, on the rare occasion, a reluctant replacement of boilers that are simply too old to function. There are still 3.5 million G-rated, or older, boilers in use across the UK, which indicates there is an argument for bringing back the boiler scrappage scheme, or similar, in England as has been done in Scotland, Northern Ireland and Wales. Looking at the success of the original scheme, this argument is a strong one. Restarting the scheme would be a win, win situation.

in the industry, which is a significant benefit to the economy as unemployment figures continue to rise to an unprecedented high. Running further boiler scrappage schemes simply makes sense There would be virtually no cost to administer and advertise the return of the scheme as the original scheme was promoted, very largely, through word of mouth from participating installers. Replacing an inefficient boiler with a new model can save the average household £290 a year. With more money to spend in other sectors, this would inject more money into the UK economy, and help to pull some of the 5.7 million homes out of fuel poverty. As these figures demonstrate, reintroducing the boiler scrappage scheme would be a huge advantage for the UK’s struggling economy, without even considering the environmental benefits the scheme offers – such as the 1.5 tonnes of CO² saved for every boiler replaced. The carbon saved during the original scheme was the equivalent of every car in the country being idle for four months.

Moorland grows its boiler service division At a time when many fuel distributors are abandoning boiler servicing, citing cost and time issues, Devon-based Moorland Fuels is continuing to grow its boiler service division because the company believes in meeting a customer’s complete heating needs “Providing the best quality of service for our customers is never a hassle,” said Moorland Fuels managing director, Ben More. “We believe our boiler servicing team is vital to the customer-centric approach provided by Moorland Fuels. “When a customer comes to us, we can provide their fuel, install their tank and boiler, and maintain a comprehensive service package thereafter. It saves the customer time and money because they don’t have to call numerous companies, and we can make sure our customer has quality products and service.” Since the launch of the boiler servicing division 18 months ago, 3% of Moorland Fuels’ customers have started using the service – a number that is steadily growing. The company has also seen a rise in the number of new customers initially approaching Moorland Fuels for boiler servicing, and then buying fuel or a tank.

Fast response, regular training “We offer a 24-hour call-out service for breakdowns,” said head of boiler servicing, Ivan Bridle. “The after-hours call typically comes through to me and I assign an engineer. Depending on the nature of the issue, an engineer can respond within two hours.” The company has a core team of four engineers, but has the ability to supplement that number as required. All team members are OFTEC and Safe Contractor registered, and are strategically located throughout

the company’s service area of mid, west and south Devon, enabling them to respond quickly and efficiently to callouts. The Moorland team stays up-to-date with the latest boiler technology and legislation through regular training and continuous professional development, and the company’s engineers are also qualified to service AGA and Rayburn appliances. “We strongly believe our engineers should be trained by AGA and Rayburn so they can

properly service these cookers,” explained Ivan Bridle. “We have a lot of experience in this area, due to the large number of these appliances in this part of the country.” Ben More added: “Part of the reason we started our tank replacement and boiler servicing divisions was to help our customers get the most out of their fuel. As a fuel company, it is vital that we provide our customers with an end-to-end service.”

Advanced heating oil “Glowmax produces less carbon than standard kerosene, leading to a better performance from oil-fired appliances,” says Steve Gettings, commercial manager, Butler Fuels. “Exclusive to Butler Fuels, the new Glowmax has been successfully trialled and tested at AGA laboratories over a 14 month period. Solving water in fuel issues The incidence of water in fuel is increasing across all fuel types says Fuel Additive Science Technologies (FAST) which has been observing field samples over the past year

FAST is presently researching into how even trace quantities of biofuel can influence the water contamination of fuels, with a view to developing more advanced additive packages. An inevitable consequence? “The water phenomenon is probably the inevitable consequence of the addition of biofuels,” said FAST consultant, Bill Hodgson. “Water can be present in fuel but not be “visible” as free water at the bottom of a sample.

“A 2% bio-diesel blend (B2) can contain up to 1000 ppm water – 5 times the 200ppm BS EN 590 specification – and still remain clear. Water solubility also depends upon ambient temperature; fuel can pickup water during the day and drop it out of solution at night when the temperature falls. “The specification for kerosene – BS 2869:C2 – currently has no upper limit on water content of fuel ex-refinery and our field samples show that >100ppm water is not uncommon at point of use. The problem begins when biofuel blends leave the refinery and the chances of the fuel coming into contact with humidity in the atmosphere or condensed water vapour in storage tanks increase dramatically.” Taking care of problems Designed to separate water from fuel and deter the growth of micro-organisms,

a number of FAST products have been formulated to take care of common water problems and protect the fuel end user. “We firmly reject the notions currently doing the rounds that water dispersed in fuel or the creation of fuel-water micro-emulsions is in any way beneficial to vehicle operability or engine performance. In the coming months, we predict more field problems due to water contamination and the increasing need to use preventative additives to combat this,” Bill added. www.fastexcocet.co.uk

Following correct oil spill procedures Oil spillage incidents are very unlikely to occur in correctly installed systems which are inspected and maintained regularly. However, when an incident does occur, OFTEC is often the ďŹ rst port of call When dealing with an oil spill a speedy response is vital to avoid or reduce the risk of pollution. The photograph below shows the damage done by 2000 litres of kerosene.

Avoiding or reducing the risk of pollution The ďŹ rst priority is to prevent a further release of oil from the source e.g. oil storage tank, supply pipe, etc. and to clean up any obvious oil present on surfaces by using absorbents.

Next, the householder or property owner should be advised of the need to call in specialists to determine if any damage has been caused by the oil, and to immediately notify insurers. The incident should then be reported to the regional Environment Agency or local authority. Reporting an incident Below are the procedures for reporting oil spills to the relevant authorities. In the UK – any volume of oil lost to ground should be reported to the regional Environment Agency, via their pollution incident hotline number: 0800 80 70 60. In the Republic of Ireland – such incidents should be reported to the local authority, contact information for which can be found in the Regional Requirements section of OFTEC technical books 3 and 4, and in the OFTEC oil heating pocket guide.

It’s a jungle out there! With spring on the way, trees, bushes and plants will soon wake from their winter dormancy and resume their growth spurt. As pleasant as this may be, areas adjacent to oil storage tanks often become engulfed by foliage, limiting access for maintenance, presenting a potential ďŹ re hazard and, ultimately resulting in non-compliance. OFTEC points out that BS 5410 requires any foliage or screening – which does not form part of a building or boundary – to be separated by at least 600mm from an oil storage tank. Therefore, it is important to remind customers to keep any plants, which are near tanks, well trimmed. Plant growth can also encroach on a ue terminal. Partially blocked ues can cause

stagnation of combustion gases, which may enter the property through open windows or even be re-circulated through the air intake on a balanced ue boiler. OFTEC therefore recommends that new installations should be planned and sited to reduce the risk of obstructions forming in front of a ue outlet.

As a consequence, OFTEC’s technical department is receiving more enquiries from technicians about whether the compliance of an existing oil installation would be inuenced by plans for an extension to a property. Building regulations clearly state that new building work must not make existing services less compliant than they were prior to commencement. This puts the onus on those responsible for the building work to ensure compliance is not compromised during or upon completion of their work. Where technicians come across existing installations which are non-compliant, OFTEC advises that they should inform the householder in writing, using a CD/11 report form. Readers rally round to help installer colleagues The last issue of Oil Installer (Winter 2011 page 25) featured a question from Devon-based technician, Tim Barrett, regarding a persistent problem he had encountered with wall-hung boilers

Tim told Oil Installer: “I’ve been called out to two boilers lately, with what would seem to be a similar problem. The boilers run for anything from a few hours to a few days before locking out on the burner. I first checked for water in the oil tank, and then the filters and oil line for blockages. When there did not appear to be a problem in those areas, I changed the oil solenoid, photo cell and burner control box, to try and eliminate the possibilities. Still no joy. As both boilers are wall hung (a coincidence?), I have checked the non-return values on the oil line also. Still the problems persist. Any suggestions fully appreciated.”

Fuel quality? An immediate response came from Neil Ryding, managing director of Fuel Additive Science Technologies (FAST), suggesting that some such problems can be associated with fuel quality and “microscopic particles being carried over from the refinery processes.” See also the article Solving water in fuel issues on page 23. More suggestions… However, since Tim’s problem appeared in print, other readers have stepped forward with their suggestions.

Opinions still flow First featured on page 16 of Oil Installer’s summer 2011 issue, the Oxyvent system continues to pique the interest of installers Simon Willett of Hertfordshire based Willett Technical Services, was intrigued by Oxyvent’s claims: “This discussion continues to underline the difference between installers who understand system sizing and design, and those who screw boxes to the wall,” says Simon. “The Oxyvent, is in effect, a low loss header (as Oxyvent happily confirmed) and as such, is an order of magnitude, more expensive than implementing such a design/ layout/functionallity in pipe and fittings. If installers fitting Oxyvent systems don’t understand LLH/closely spaced tees/pump

Ignition coil? William Marrs, an experienced oil heating installer and plumber from Cumbria, commented: “The only part he possibly didn’t try was the ignition coil. On rare occasions they can fail when the boiler has heated them up, but work perfectly when cooled down.” Joint condition? Another oil heating installer, who prefers to remain anonymous, said: “With reference to Tim Barrett’s question about the problems with two wall hung boilers, I was interested to see that you wrote that he had checked the

interaction and separation, then it’s very likely that no significant benefits will be obtained, as they don’t work in isolation from good pipe layout and pipe/pump sizing.

Riding roughshod With the issue of cowboys in the industry still very much a hot topic, Les Barclay of LBP Solutions asks: What is the role of OFTEC? It’s certainly not there to protect the technicians that pay its employees’ wages” “I’m outnumbered 4:1 by cowboys in my area, either claiming to be OFTEC registered, or using the OFTEC logo. All these companies can – and do – undercut me on price, but cannot be contacted when things go wrong. One even uses a separate plumber to carry out boiler installation work, as he’s not very good at pipework!” He then issues commissioning paperwork using a false OFTEC registration number. “I too have been through a lean period and have had to watch these cowboys taking my work. I know how bad their work is as I’ve had to clear up after them! The work has ranged from water and oil leaks to sooted-up boilers, full boiler replacements and worst of all – carbon monoxide leaks. “No action has been taken” “I’ve contacted OFTEC – giving them the names, addresses and telephone numbers of these cowboys – only for them to ask for more and more information. I’ve even provided copies of adverts, photographs and falsified CD10s and 11s – but no action has been taken.

Do we have to wait until there is a tragic fatality caused by a badly installed/ serviced oil boiler? “Why should I bother? These cowboys don’t follow the rules or pay out money on registration etc yet …they get more work than I do. I bother because I take pride in my work and feel a responsibility to my customers. “All I want is support and protection for myself and my customers from OFTEC and the government – or do we have to wait until there is a tragic fatality caused by a badly installed/serviced oil boiler?” 28 | Oil Installer Spring 2012

OFTEC responds “Upholding high standards is vitally important to the oil heating industry, and nowhere more so than in the work carried out by installers and servicing technicians,” responds OFTEC’s marketing and communications manager, Malcolm Farrow “Poor quality work damages the reputation of the industry, risks losing customer confidence and can result in pollution – all causing considerable expense and inconvenience for the customer. In the worst cases it can even put lives in danger. “Upholding standards is vitally “The risks posed by cowboys are well-recognised important,” says Malcolm by the industry. Through the OFTEC competent person schemes, we aim to promote the highest standards of professional practice, backed by a rigorous and thorough programme of training and assessment.

Poor quality work damages the reputation of the industry “OFTEC registration is a badge of honour and represents the gold standard for both technician and customer alike. But for some rogue traders, the opportunity to pass themselves off as OFTEC registered is a convenient and potentially lucrative option – and one that causes significant problems for the industry, and understandable frustration for genuine registrants. Often, OFTEC registered businesses find themselves being undercut by such traders, only to then get called in to put right problems, which can range from water and oil leaks, to boiler faults and, worst of all, carbon monoxide leaks. So what can be done? “Ensuring high standards of workmanship and maintaining consumer confidence in OFTEC registration are key priorities, so what can be done? Gathering evidence “Unauthorised use of OFTEC’s trade mark logo is an offence and we always welcome tipoffs of suspected unauthorised use. But before anything can happen, it’s essential to have evidence. This can include obtaining copies of misleading advertising and documents, and photographs of OFTEC branded vehicles. Once we have suitable evidence, OFTEC will demand that any unauthorised advertising be removed. If unable to resolve the situation, we pursue the matter through Trading Standards. www.tradingstandards.gov.uk “Often, this process can take time, leading to accusations of inactivity, but OFTEC takes this matter very seriously, although we are constrained by local authority resources when it comes to policing this issue effectively. Instances of non-compliant work by someone claiming falsely to be OFTEC registered should be fully documented. Again, OFTEC should be notified, together with the local building control team, who should be encouraged to take action. A confidential whistle blowing system OFTEC has arranged with Local Authority Building Control (LABC) for a confidential whistle blowing system to be set up. A reporting form can be found can be found on the OFTEC website at www.oftec.co.uk/documents/OperationofCompetentPersonsSchemeV2.pdf. OFTEC will then contact the relevant Local Authority on your behalf. In addition, OFTEC is working to raise consumer awareness of the peace of mind that comes from using OFTEC registered businesses. As well as promoting the use of registrants as a way to guarantee the best possible standards of work and customer service, we also encourage home owners to check the technician’s ID – just to be on the safe side. As a last resort for anyone uncertain of a technician’s status, a quick call to our registration team can clear up any doubt.”

In response, Simon Willett of Willett Technical Services commented: “The pump utilises an electronically driven permanent magnet motor, which has well-documented performance advantages over the AC induction motor that has previously dominated the market, due to its simple and cheap design. For a given pump design and operating point, the pump will absorb a fixed amount of power – the efficiency gains will be from improved motor efficiency. Cheaper and more reliable “The advent of cheaper and more reliable power electronics over recent years has brought these motor types into commercial reality. It’s possible to buy domestic circulators with just the high efficiency motor technology. “The second aspect of the market leading pump is that it utilises the electronics to provide a continuously variable speed drive to the motor, allowing a proportional or constant pressure output from the pump. When installed onto suitable hydronic systems this capability can be used to reduce pump speed and hence power consumption, as system load decreases. “The specification of the pump is interrelated with the entire system design, and needs to be carefully chosen against all parameters, including efficiencies that change across its operating range.”

New – OFTEC commercial A specialist training course and assessment for commercial appliance servicing/ commissioning has been developed by OFTEC and will soon be available at selected training centres. The competence criteria includes techniques on commercial condensing pressure jet appliances (incorporating multi-stage burners) and pressure-jet warm air heaters larger than 70kW. Also included will be the safe electrical isolation of single and three phase supplies to boilers, dead-weight/fusible link fire valve systems and combustion analysis to manufacturers’ specifications. Improving communication Kingspan Environmental’s SonicSignalman electronic oillevel monitoring system now has a new SMS feature, which will allow oil companies to send text messages to end-users. The SonicSignalman is a onepart device that uses the latest ultrasonic and GSM technology to remotely monitor remotely the level of oil in a customer’s tank. The new facility will enable oil companies to send updates to customers about promotions and planned delivery runs. Worcester, Bosch Group has warned the government that commission-based assessors might be tempted to mis-sell Green Deal finance packages; particularly in the case of those assessors with ties to retailers. The warning was made in response to the Green Deal consultation which closed on 18th January. Neil Schofield, head of government and external affairs says the potential for misselling is a real concern across the industry. “We don’t want to be in a situation where homeowners are taking out finance packages expecting a £50 monthly reduction in heating bills to cover their loan, but are ultimately only saving £30, leaving them £20 out of pocket.” Assessor independence is critical “Unless the customer pays the full cost of the assessment upfront there will always be the risk that organisations will subsidise the assessment cost in order to influence the assessment,” adds Mr Schofield. “In this area the credibility of the Green Deal is potentially

Homeowners still go to their installer for advice on heating their home, not utility companies, not heating manufacturers and certainly not retailers. Hands-on installers Watson and Andy share their experiences with other installers

Heating and plumbing engineers, Andy Buchan and Watson Carlill, have released a renewables DVD aimed at installers. The pair who have a combined 80 years in the industry, recently formed Future Renewable Energy (FRE). Now running seminars nationwide to encourage a greater uptake of renewables, the DVD was produced in partnership with the Worcester Bosch Group. The DVD, which outlines the nine key renewable technologies available in the UK, is split into chapters allowing installers to access information quickly and easily. Martyn Bridges, director of marketing and technical support at Worcester Bosch Group added: “Whilst manufacturers such as ourselves offer an extensive range of training courses, it’s great news for the industry that two installers are playing their part in encouraging greater uptake of renewable technologies. The Greenflame biomass wood pellet boiler range offers carbon neutral heating and DHW with an efficiency in excess of 90%. The 15kW model is the first addition to the range. Also new is the Newton range of multifuel and Defra approved wood-burning stoves, available in 5kW and 8kW models, and with/without fuel store pedestal. The Aztec electric system boiler is due to be launched in April. Biomass power A new waste wood power plant is to be built in Yorkshire. The 53MW power station at the former RAF airfield at Pollington, will be fuelled by 360,000 tonnes of waste wood per annum and power around 55,000 homes per year. Feedstock will be delivered to the site via the Aire and Calder navigation canal. RWE npower started commercial operations at Britain’s biggest biomass power station at Tilbury in Essex at the end of January, when the third of three units at the 750-megawatt power plant started producing power. Mitsubishi’s headquarters showcase solar

Highlighting solar beneďŹ ts Mitsubishi Electric is using the roof of its three-storey headquarters in HatďŹ eld to lower its carbon footprint by generating electricity. The roof will also earn income from the Feed in Tariff. The latest hi-efďŹ ciency monocrystalline PV modules – MLT255HC – with a net install capacity of 49.4kW have been installed. These are expected to deliver over 42,000 kWh per year with a CO2 saving of over 22 metric tons. The two roof sections are typical at roofs with a waterproof membrane covering. To avoid penetrating the membrane, the company has used a ballasted A-frame system, designed and supplied by Big Foot Systems. www.mitsubishielectric.co.uk

Calls to back micro-CHP heeded Companies in the micro-CHP (combined heat and power) sector have called for government support. The industry is convinced that the installation of over one million micro-CHP units in the UK by 2020 is ‘an achievable and credible aspiration’, but that the right government support will be key to making this happen. A report sets out a road-map demonstrating how micro-CHP could replace condensing boilers in the home heating market. The campaign seeks to raise the Feed-in Tariff for micro-CHP to at least 15p/kWh with commitment for continued support after an initial pilot of 30,000 units. www.jdsassociates.com In early February, Graham Meeks, director of the Combined Heat and Power Association said: “Greg Barker’s commitment to increase the tariff level for micro-CHP is a welcome and important step forward in realising the enormous possibilities of this exciting technology.�

The fall and rise of FiT Following the government’s subsidy cut, solar electricity installations fell by two-thirds in the last week of December compared to the same period in 2010. According to data from the Microgeneration CertiďŹ cation Scheme, just 35 installations were completed that week compared with 103 in 2010. The data also shows that on 12th December – immediately after installations ceased to be eligible for the higher tariff – the number of installations week-on-week dropped 97%. In the week ending 11th December, 9892 installations were completed as people rushed to beneďŹ t from the higher tariff. Speaking immediately after the cuts, Howard Johns, chair of the Solar Trade Association, said: “I imagine a lot of solar companies will close if there isn’t a resolution on the Feed-in Tariff.â€? The industry has since challenged government’s plans and the government has lost its appeal at the High Court. Presently, all installations between 12th December 2011 and 3rd March should qualify for the higher 43.3p tariff rate; installations after that point should stand at the 21p tariff.

Solar powers brighter future More than 50 unemployed people are building sustainable careers on a construction site in North Tyneside, thanks to training from Gateshead College and Group Horizon. After securing employment through building services company, Optimal Systems, the new recruits will work on social housing stock. Group Horizon and Gateshead College work with Job Centre Plus and welfare-to-work organisations, such as Ingeus, to identify candidates for the unemployed training programme. Trainees are then taught the skills which the employers require including solar PV installation, construction, engineering, security, IT and administration.

Manufacturing at ET Solar

From silicon to solar panel The manufacture of a solar panel is a fascinating and thorough process which in the case of ET Solar involves over 200 stages of development and checks

Oil Installer was invited to see ET Solar’s manufacturing process at first hand through ingot, wafer and cell to finished module at the company’s Taizhou manufacturing plant in China. Modules are produced for commercial, residential and utility scaled applications with projected capacity for 2012 year end being 800MW wafer, 1000MW cells and 1600MW of modules. The company’s solar panels feature integrated bypass diodes to protect the solar cell circuit from hot spots during partial shadowing. Their anodised aluminium frames with hexagon drainage holes have strong load resistance with grounding holes on four sides. Modules are finished in a highly transparent, low-iron and tempered glass with antireflective coating. A selection of the process stages are illustrated on these pages.

(1) The silicon which is sourced from Korea is heated to a melting point of 1420ºC using American equipment. (2) This solid block of melted silicon can produce 12,000 wafers. The block is first made into 25 smaller blocks or ingots using a Swiss slicing machine. (3) Each ingot is infra red scanned in a laboratory to check for impurities. (4) The provenance of each ingot can be tracked via its unique code. (5) The ingot undergoes a series of processes to smooth edges until a glass like finish is achieved.
