AGENDA

Workers’ Compensation Reform With Oklahoma’s workers’ compensation insurance rates continuing to escalate and claim costs continuing to be higher than the national average, significant reforms to the state’s workers’ compensation laws must be enacted. The Chamber will support all changes necessary to make Oklahoma economically competitive in this area, including a change to an administrative workers’ compensation system. State Income Tax Reform The Chamber applauds the efforts of Gov. Mary Fallin and legislative leaders to reform Oklahoma’s tax structure and to responsibly reduce the state income tax to a level that will make our state more competitive. However, the Chamber believes the following tax reform guidelines should be followed in order to preserve and enhance our state’s business climate:

• Elected officials should maintain revenue neutrality and adequately fund core government services that are essential to economic development, such as a transportation system that will meet the state’s infrastructure needs for future expansion, an education system that will produce a skilled workforce and a health-care system that provides adequate care and promotes a healthy workforce.

• The Chamber supports retaining the state’s premier economic development incentive programs, such as the Quality Jobs Act and the 21st Century Quality Jobs Act, which are supported by the state income tax. • The Chamber will only support changes to the income tax code that will not have the effect of shifting the burden of generating or collecting future revenues onto Oklahoma companies. ECONOMIC DEVELOPMENT Business Incentives

• A tax system most conducive to economic success will maintain diverse revenue streams to fund core services and provide a broad tax base at the lowest practical rates, rather than a narrow tax base that would subject state revenues to increased economic volatility. • Given the inherently cyclical nature of the state’s economy and the constitutional limitations on increasing taxes, tax reform decisions should not include multi-year tax reduction formulas. This will provide certainty and predictability for companies in our state by requiring that future changes to the tax code are considered in the context of the thenexisting economic environment.

All business incentives should provide the state with a benefit that out-weighs the cost to the state of the incentive. The Chamber therefore supports increased scrutiny, transparency and openness in evaluating the effectiveness of the state’s economic development incentives and the creation of a process to do so. The Chamber relies heavily on a number of the state’s economic development and incentive programs to recruit companies to the Greater Oklahoma City area and to enhance opportunities for our existing companies. The Chamber believes it is critical that certain programs be retained by the state. Our position on specific economic development incentives is as follows:

• The Chamber supports retaining our “premier economic development incentives” that are critical in attracting new businesses to the Greater Oklahoma City area and in providing existing businesses an economic incentive to expand. These incentive programs are, for the most part, unique to Oklahoma and separate the state from what other states and competing locations are offering. The Chamber will oppose attempts to sunset, repeal or unreasonably modify the following economic development programs: The Quality Jobs Act (QJA), 21st Century QJA, Small Employer QJA, Prime Contractor QJA and Aerospace Engineer Tax Credit. • The Chamber supports protecting Oklahoma’s “foundational incentive programs,” which are basic incentives offered by virtually every other state and competing location. Without the following programs, Oklahoma will not be considered a viable location by many companies looking to locate in Oklahoma: Five-year ad valorem tax abatement and sales tax exemption on facilities and equipment used in manufacturing and warehouse and distributions systems, the Freeport (Inventory) Exemption and the Investment Tax Credit.

• Additionally, the Chamber supports retaining the following Community Development Programs: 1) Tax Credit for Qualified Rehabilitation Expenditures for Historic Buildings; 2) Tax Credit for Electricity Generated by Zero-Emission Facilities; and, 3) Tax Credit for Energy Efficient Residential Construction. These programs have different policy objectives than the economic development incentive programs and should therefore be evaluated under different metrics. Tort Reform The Chamber supports additional lawsuit reform in Oklahoma, including legislation to: • Absolve businesses from liability when providing products or services in emergencies. • Place “lawsuit lenders” under the UCC Consumer Credit Code or state usury laws. • Adopt the “Transparency in Private Attorney Contracting Act” to establish policies and limits on the use of private contingency fee attorneys on behalf of the state.

• The Chamber supports retaining several “industry specific incentives” that are necessary for the development of industries important to Oklahoma’s economic future. Those programs are: The Oklahoma Quality Events Act, the Sales Tax Exemption & Refund for Aircraft Repairs and Modification, the Sales Tax Exemption & Refund for Aircraft Maintenance or Manufacturing Facilities and the Excise Tax Exemption on Aircraft Sales.

Research and Development The Chamber advocates funding for programs managed by OCAST, specifically the Seed Capital Fund and other programs managed by i2E, to support the creation and growth of small businesses and jobs in Oklahoma. Immigration Reform The Chamber opposes illegal immigration. The Chamber supports an improved immigration process that promotes the ability of students and workers to enter the United States lawfully and allows employers 4

to accurately verify the status of employees through a federal database. The Chamber believes that immigration policy should be set by the federal government and supports comprehensive reform at that level. Additionally, if the state legislative pursues immigration reform, the Chamber will consider supporting reforms that: • Are consistent with federal law; • Do not place unreasonable burdens, costs or penalties on Oklahoma employers; • Are directed toward law enforcement issues related to Oklahoma crimes; • Will not lead to “racial profiling” by law enforcement officials; and, • Do not limit the ability of students graduating from Oklahoma high schools to qualify for statesupported aid or pay in-state tuition. American Indian Cultural Center and Museum (AICCM) The Chamber will support legislation to allow state bonds (or other state funding) to be issued to match privately raised money to facilitate the completion of the AICCM if the AICCM develops a viable plan to fund its ongoing operations.

Pension Reform The Chamber supports legislation to strengthen the longterm financial condition of the state’s pension plans. Quality Events Act The Chamber supports legislation to strengthen and improve the Oklahoma Quality Events Act to allow Oklahoma communities to attract and retain high-economic impact events in an increasingly competitive regional, national and international market. Bond to Repair State Capitol The Chamber supports the issuance of state bonds to repair the State Capitol Complex. Nexus/Internet Sales Tax Legislation The Chamber supports legislation to clearly define the state’s “nexus” laws (which require retailers with a physical presence in Oklahoma to collect and remit sales tax on internet sales) to ensure that sellers collect and remit sales tax on sales to Oklahoma residents to the full extent of the law. Liquor Laws The Chamber supports a State Question, either through an Initiative Petition or legislation, which will allow Oklahomans to determine whether to allow wine to be sold in grocery stores.

TRANSPORTATION

Water The Chamber will work with the City of Oklahoma City to ensure the availability of a long-term water supply for central Oklahoma. We will continue to monitor the implementation of the state comprehensive water plan and water-related legislation to protect central Oklahoma’s water supply.

I-40 Crosstown Reconnection The Chamber believes restoring full access between I-40 and downtown Oklahoma City is critical, and will therefore advocate for the reconnection of I-40 to Shields/ Gaylord (at the east end) and to Western Avenue (at the west end) by the end of 2013. The Chamber will further advocate for the completion of the remaining reconnection corridor between Gaylord/Shields and Western Avenue as promptly as the environmental process allows.

The Chamber will work with the Congressional delegation, the Oklahoma Department of Transportation and the City of Oklahoma City to ensure the timely completion of the Downtown Boulevard as soon as it is practicable. The Chamber believes that significant delays in completing the Downtown Boulevard could impair access to downtown and negatively impact current and future businesses located along the proposed boulevard route and within the downtown core.

Transit The Chamber supports implementation of transit programs that will best serve Central Oklahoma including the Central Oklahoma Transportation & Parking Authority (COTPA) 2005 Fixed Guideway Transit Study (commuter rail study) and its following components: • Association of Central Oklahoma Government’s (ACOG) Regional Transit Dialogue Committees to identify regional transit alternatives/solutions for Central Oklahoma. • ACOG’s Commuter Corridors Study to examine mitigation strategies for future congestion. The Chamber supports the completion of the MAPS Downtown Streetcar project. The Chamber supports an increased allocation of state revenues into the state Public Transit Revolving Fund to meet citizen demand for public transit.

Major Interchanges

Federal Highway Trust Fund

The Chamber will advocate for funding and completing work on major interchanges located at I-44 and Broadway Extension, I-240 and I-35 (Crossroads), and I-40 east of I-240 as well as improvements to the flyover connecting westbound Kilpatrick Turnpike with the Lake Hefner Parkway and the necessary improvements to S.H. 74 (north of Lake Hefner Parkway).

The Chamber will work with our Congressional delegation, ODOT, and the City of Oklahoma City to secure a permanent funding solution for the Federal Highway Trust Fund (including Mass Transit programs).

Governor’s Bridge Improvement and Turnpike Modernization Plan The Chamber supports providing adequate annual state appropriations to implement Gov. Fallin’s Bridge Improvement and Turnpike Modernization Plan to repair or replace all of Oklahoma’s structurally deficient and functionally obsolete bridges by 2019 and to complete the expansion of the Kilpatrick Turnpike. Oklahoma Department of Transportation (ODOT) Eight-Year Plan The Chamber supports annual appropriations necessary to preserve and implement ODOT’s eight-year construction work plan.

The Chamber supports full funding for the current MAP-21 transportation bill. The Chamber supports reauthorization of a multi-year Surface Transportation Act before the current two-year MAP-21 bill expires. Ports of Entry The Chamber supports providing adequate annual state appropriations and staffing levels for the timely completion and effective use of weigh stations at Oklahoma’s ports of entry to ensure the protection of roads and bridges from unnecessary damage caused by overweight freight loads.

HEALTH CARE

Intermodal Hub The Chamber will work with the City of Oklahoma City, ACOG, COTPA, ODOT and the state legislature to develop and fund an intermodal hub at the present Santa Fe Station that will effectively integrate various modes of transportation and enhance economic development opportunities.

Medicaid/Oklahoma Plan

10th Street Ramp

The Chamber supports efforts by Oklahoma’s leaders to develop an Oklahoma plan to extend health insurance coverage to Oklahoma’s uninsured residents and cover the costs of uncompensated care that are currently shifted to responsible employers and health care providers. Acceptance of federal funds should be considered.

The Chamber will advocate for completion of the I-235/ Harrison/10th Street Ramp access improvements by 2013.

Mandates

Heartland Flyer Passenger rail service is a key component of the development of the Oklahoma City intermodal hub and the future development of commuter and light rail throughout the metropolitan area. The Chamber will work with our Congressional delegation, ODOT and ACOG to oppose efforts to reduce or eliminate the federal subsidy received by Oklahoma to operate the Heartland Flyer Amtrak service to Fort Worth, Texas.

The Chamber opposes new health insurance mandates and liability that will undermine an employer’s ability to provide quality health insurance at reasonable cost to employees.

We support continued dialogue on extending the Heartland Flyer Amtrak service to Newton, Kansas – which would connect Oklahoma City to St. Louis, Chicago and other locations on the Amtrak system. Parking The Chamber supports increased funding for construction of additional parking to allow continued economic development downtown.

Health Insurance Network

Quiet Zones The Chamber will work with the City of Oklahoma City and the Alliance for Economic Development to establish a Railroad Quiet Zone on the BNSF mainline running through downtown Oklahoma City Alternative Transportation The Chamber supports increased construction of sidewalks, trails and bike lanes.

The Chamber supports the creation of an Oklahoma-led and private sector-based health insurance network that will provide a marketplace for Oklahomans and serve to prevent the imposition of burdensome federal mandates upon the State of Oklahoma required under the current federal health care law. Research and Development The Chamber will oppose efforts to unreasonably restrict the continued development of the state’s bioscience and research programs and will support efforts to foster an environment that is conducive to further research.

Physician Shortage

Wellness

The Chamber supports incentives to recruit and retain Primary Care Physicians and Allied Health Professionals in Oklahoma, especially in rural and underserved areas, through expansion of residency programs in the state’s medical schools, scholarships, loan forgiveness and other incentives. The Chamber further supports efforts to identify new funding streams dedicated to this initiative.

The Chamber supports state wellness and prevention programs that serve to improve the health of Oklahoma citizens such as programs supported through the State Department of Health, outreach initiatives, as well as workplace and school-based wellness programs.

Oklahoma County Community Health Network The Chamber will work with members of the Oklahoma County Commission to transform the Health Care Safety Net to implement a Master Plan to assist the uninsured by establishing a single robust system for receiving, managing and distributing requests for donated specialty care.

Alzheimer’s Disease  The Chamber will support the reinstatement of the OU Health Science Center’s brain autopsy program. This procedure will help researchers develop a better understanding of Alzheimer’s disease with the ultimate goal of finding a cure for this illness. The Chamber further supports the creation of a state taskforce to review, and, if necessary, redraft the 2009 plan that considered effective strategies for treating and combating the effects of Alzheimer’s disease. Federal Issues Any Willing Provider The Chamber opposes “any willing provider” legislation which would eliminate the incentive for medical providers to contract with managed care networks and, as a result, potentially frustrate efforts at cost and quality control and ultimately deny consumers the benefits of cost-reducing arrangements with providers. Local Control The Chamber supports legislation that would provide municipalities with local control over local issues such as tobacco use and smoking provided existing businesses are exempt or otherwise protected.

The Chamber supports improving health care quality, access and affordability without imposing new mandates and/or taxes on business. Therefore, the Chamber opposes a single-payer government-run/public option or health care system with government mandates. The Chamber believes that employers drive innovation in health benefits and that market-driven health reforms are the best approach to reducing costs while promoting efficiency, wellness and quality of care.

Pre-K - 12 Education Early Childhood Education The Chamber has been a steadfast supporter for early childhood education and full funding of pre-

kindergarten and kindergarten programs. Targeted spending on our youngest children is simply a smart investment. The Chamber supports legislative initiatives to maintain early childhood education programs and initiatives. Charter Schools The Chamber has been a strong advocate for charter schools and education choices. We support creating more charter schools and enabling successful charter schools to grow. We should: • Enable charter schools to fund infrastructure, which may include changes to the school funding formula and/or allowing charter schools to utilize bond funding.

Increased Instruction Time Oklahoma currently requires only 175 instructional days, which is among the lowest in the nation, and some schools have instructional days of six hours or less. We support legislation that facilitates increasing instruction time in the classroom and time on-task. This may include additional days and/or additional hours in the instructional day. Improve Curriculum Standards In 2010, legislation passed that requires the State Board of Education to adopt the K-12 Common Core Standards. We support full implementation of the core standards and in particular encourage higher math standards.

• Lift the caps on how many students can attend charter schools by: • Allowing charters schools to be located anywhere in the state. • Encouraging authorizers to expand caps on charter school attendance. Online Education/Virtual Schools Programs that offer online education opportunities are expanding rapidly. The Chamber supports legislation to define online curriculum and academic requirements. We support online education where providers meet academic content and rigor requirements similar to Oklahoma public schools. The Chamber supports legislation to clarify the rules governing online/virtual schools and creates transparency for providers, school districts, parents and students. Improved Transparency of School Report Cards The State Department of Education is working to implement the statewide A-F school grading system designed to improve transparency and evaluation of school performance. The Chamber supports implementation of the A-F grading system proposed by the State Department of Education and ongoing improvements to the grading system.

Maintain and Protect Graduation Requirements The Chamber wants all high school graduates to be prepared to enter college or the workforce. We supported the Achieving Classroom Excellence (ACE) law that requires students to complete rigorous coursework and pass four of seven end-of-instruction exams. The Chamber opposes weakening graduation requirements or curriculum standards. We oppose legislative and administrative actions that could reduce the rigor of the testing system. Fully Funding Recent Education Reforms The Chambers support protecting existing education reforms – in particular ACE, Reading Sufficiency and Teacher Leader Effectiveness – by fully funding the strategies necessary to successfully meet these expectations.

We support development of a competitive marketbased salary and benefits package for teachers which encourages high-performing teachers to stay in the classroom. Including support for: • Implementation of the Teacher Leader Evaluation (TLE) system. • Incentives for high performance teachers who teach in hard-to-staff subjects, hard-to-staff geographic areas or in poor-performing schools. Statewide Student Records System The Chamber supports aggressive implementation of a uniform, statewide student records system. Teacher Preparation and Support Pipeline Oklahoma’s teacher preparation system needs to be improved at all levels. Preparation of prospective teachers, on-the-job improvement opportunities and enabling high-performing teachers to pursue a financially attractive career ladder without leaving the classroom, are critical issues. The Chamber supports higher education programs and partnerships that better prepare teachers for real-life classrooms and enable higher education to monitor graduates’ teaching performance. We support the National Board Certification (NBCT) model as a basis for teacher improvement, including these reforms:

Targeted Incentives for STEM Excellence and Achievement There is a growing demand for students who can work in Science, Technology, Engineering and Math (STEM) fields. Oklahoma does not produce enough students that excel in STEM. The Chamber supports creation of programs to improve quality of teaching and student performance in the STEM fields. Oklahoma School of Science and Mathematics The Oklahoma School of Science and Mathematics (OSSM) has consistently ranked among the nation's top public high schools. The Chamber supports the full funding of OSSM so it can remain a center for excellence in Oklahoma. The Chamber will oppose efforts that would require OSSM students to pay for their tuition or room and board, as this would create a barrier for certain students to attend.

• Recertification, with a cap to contain costs. • Reinstatement of scholarships for teachers who want to pursue certification. • Continued payment of teachers who attained certification under the promise of an annual stipend. • Investment in a pilot, whole-school professional development model. • Pursue a pay-for-service stipend model for future NBCTs with a focus on mentoring other teachers and assuming leadership roles.

Increased Requirements for School Leaders Top-notch leadership by school superintendents and principals is critical to school performance. Additionally, Oklahoma is facing a shortage of experienced school

leaders because of retirements and an aging workforce. The Chamber supports creation and implementation of initiatives that attract and develop innovative and high performing school leaders. School and Campus Safety In the past three years legislation has been introduced that would allow certain students to carry concealed weapons onto college property. The Chamber continues to oppose efforts to permit the carrying of weapons at any early childhood facility, K-12 school or on college campuses.

Career Technology and Higher Education Business & Industry Training The Oklahoma CareerTech System is acknowledged as one of the top systems in the nation. CareerTech is a key ingredient in attracting industry to Oklahoma through its Training for Industry Program (TIP). The Chamber supports enhancement of CareerTech programming and ongoing funding to assure that the training needs for new and existing industry are being met.

Career Readiness & Certification The Chamber believes Oklahoma needs more of our workforce to have post-secondary education targeted toward the skills that are in demand and meet industry needs. The Chamber supports the creation of industryrecognized credentials training programs as funding is available. Oklahoma Military Connection Oklahoma will continue to see a high number of military veterans re-enter the workforce. CareerTech and higher education are both positioned to provide fast-track certification and job placement for veterans who need help transitioning their skills to the job market. The Chamber supports outreach programs for returning military personnel as funding is available.

Higher Education College Degree Completion and Funding In September 2011 Gov. Fallin, in conjunction with the Oklahoma State Regents for Higher Education, announced a new higher education initiative – Competitive College America (CCA). This initiative will increase the number of Oklahomans who attain college degrees or post-secondary certificates from public colleges and universities, private institutions and Career Technology Centers. The ultimate goal is to add 20,400 postsecondary degrees and certificates (1,700 per year) over the next 12 years. • The Chamber supports prioritizing funds to ensure continued success for the CCA initiative as funding is available. • We also support the scholarship programs of Oklahoma Tuition Equalization Grants (OTEG), Oklahoma Tuition Aid Grants (OTAG), and concurrent enrollment, which are vital in reaching the Complete College America goals by ensuring more students can enter college and obtain a college degree. • The Chamber supports higher education capital and maintenance improvements to support record enrollment growth as funding is available.

Oklahoma’s Promise Oklahoma’s Promise is one of the most successful college access programs in the country. There have been efforts to change the family income level and/or student performance requirements of OK Promise. The Chamber is also joining forces with the Tulsa Metro Chamber and the State Chamber to promote issues in a joint jobs agenda. It is critical for the business community to suppport candidates and elected officials who will advance probusiness legislation at the Capitol. One measure the Chamber uses to identify pro-business legislators is a legislative scorecard produced by the statewide Research Institute for Economic Development (RIED). This organization has been tracking legislative votes on probusiness legislation since 1997. The Greater Oklahoma City Chamber is a founding sponsor of RIED and serves on a committee of business and economic leaders who meet each year to identify which legislation to consider for the annual score. Likewise, the Chamber identifies legislation that is

critical to the growth and development of the Oklahoma City region to help determine pro-business legislators. In 2012, there were 10 key business and education measures used to determine the Oklahoma City ranking, including: the Governorâ&#x20AC;&#x2122;s Bridge Improvement and Turnpike Modernization Plan, ACM@UCO/Bricktown legislation, workersâ&#x20AC;&#x2122; compensation reform, charter schools and school choice legislation and others. The administrative body of Oklahoma County is the Board of County Commissioners, which was created by the Oklahoma Legislature. Oklahoma County, like all counties in Oklahoma, is divided into three districts. The districts are as equal in population as possible, numbered 1, 2, and 3, and subject to alteration by the Oklahoma Legislature not more than once every 10 years. One commissioner is elected from each district for a term of four years.

Elections are held every two years, beginning with a primary on the last Tuesday in July. The run-off is held on the fourth Tuesday of Aug., and the general election is on the first Tuesday following the first Monday in Nov. YEAR RACES PRIMARY GENERAL RUNOFF

Oklahoma City is governed by a council/manager system established by an amendment to the city charter in 1927. The charter, adopted in 1916, originally called for a commission form of government. The mayor and eight city council members are elected to four-year terms. In order to keep continuity within city government, half of the council is elected every two years. The city is divided into eight wards. The voters of each ward elect a council member to represent them, and the mayor is elected at large. The mayor and the council appoint a city manager to serve as the city’s chief administrative official.

The filing period is neither more than 29 days nor less than 24 days before the primary election.
