GUIDE In 2020, voting isn’t crystal clear. Few elections transpire without turmoil. The 2000 presidential election, for example, saw one of the most overt signs of doubt surrounding the country’s process as Al Gore secured the popular vote, but ultimately conceded to President George W. Bush after a recount was forced in Florida. Further doubt was sowed in 2016, as projections saw Hillary Clinton handedly defeating President Donald Trump, only for the latter to win in several presumed blue states. This election is still mired in controversy, as evidence of Russian interference through fraudulent social media activity is still unearthed. This year, Trump has cast further doubt over the election process, suggesting absentee voting is fraught with fraud despite a lack of evidence. This comes as COVID-19 has forced many Americans to reevaluate how they can safely vote on November 3. Oklahoma City’s ballot is exceptionally important, as it features seven state elections in addition to the presidential, eight justices and judges up for retention, two state questions, and nine propositions for the city’s charter. Many of the state’s races are critical, but the sheer volume can make it difficult to discern what one is actually voting for. Additionally, the nature of the pandemic coupled with a lengthy ballot means many voters may need to spend additional time at the polls if they were unable to apply for an absentee ballot timely. In this way, being an educated voter is synonymous with being a healthy voter. What follows is an examination of each choice given to voters residing in Oklahoma City.

PRESIDENTIAL ELECTION
Donald Trump and Mike Pence (Republican) The incumbent’s first term has been as historic as it is controversial. Trump’s victory in of itself was considered anomalous by most analysts, but this was quickly overshadowed by the events of his presidency thus far. Trump has presided over some economic gains, though many of those were obliterated by the pandemic. Trump has adopted a platform of “law and order” for his reelection in response to protests for racial justice, but it can be a stretch to take this notion seriously when he and his colleagues have endured impeachment and indictments. In Trump’s context, “law and order” is better translated into “subur-
ban protection.” This goes in part handin-hand with Trump’s isolationist tendencies, as well as his stance against immigration that was a hallmark of his election. He is one of the first western leaders to parlay with North Korea, though whether or not this gesture actually deescelated hostilities remains uncertain. Trump has drawn additional criticism for his response to the pandemic, taking virtually no action to abate the crisis until mid-March despite evidence of briefings on the virus as early as January. His bombastic tweets coupled with aggressive conservatism have made him one the most bilateral candidates. So much so, it’s difficult to determine whether or not his own vice president, Mike Pence, has been able to lead effectively.

Jo Jorgenson and Jeremy Spike Cohen (Libertarian) Jo Jorgensen is the most popular, atypical candidate. She previously ran as a vice presidential candidate in 1996 in a losing effort to the incumbent, Bill Clinton. Like most libertarians, Jorgenson prioritizes a free market and a reduction to the national deficit. She has also commented on the need for health care reform in terms of cost, but does not support universal healthcare in any capacity. In response to a Ballotpedia survey, Jorgenson envisions her America as “One giant Switzerland.”

Joe Biden and Kamala Harris (Democrat) Former vice president Joe Biden emerged as somewhat of a sleeper nominee among a fiercely contested democratic primary including the likes of Elizabeth Warren and Bernie Sanders. Biden was perhaps the most centrist of hopefuls despite a present republican effort to paint him as radically liberal. Contrary to Trump, Biden has secured the support of older democrats and minorities. However, his involvement with the 1994 Crime Bill has alienated many voters as the bill disproportionately punished black Americans. For his platform, Biden supports mild criminal justice reform; a rekindled focus on environmental protection and carbon reduction; and a safe, nationwide strategy to recover from the pandemic. Biden’s running mate, Kamala Harris, previously served as the attorney general of California. Similar to Biden, Harris has been criticised for a lack of meaningful criminal justice reform. If victorious, she would become the first woman to hold the office of vice president.

Roze (Independent) A write-in candidate in most states, Jade Simmons summarizes her platform with “Operation Restoration,” a multi-faceted effort to dismantle party politics. Unfortunately, the platform offers little substance or mechanisms for unwinding partisanism. Much like the next candidate, her ideas often become dogmatic without arriving at any meaningful conclusion.

Jim Inhofe has held his senate seat since 1995. A career politician, Inhofe has served in the state’s senate as well as in the federal and state house of representatives. Recently, Inhofe endured criticism spurred by a New York Times article that alleged he, along with several other republican senators, sold an excessive amount of stock following a senate intelligence briefing in January. This allegedly occurred two months before the pandemic would eviscerate the stock market. In the meantime, Inhofe has downplayed the severity of the virus in tandem with the president. He also once brought a snowball to the senate floor in an attempt to disprove climate change.
Todd Hiett (Republican) Kanye West and Michelle Tidball (Independent) An award-winning rapper, producer, and designer, Kanye West formerly announced his campaign on July 4, 2020. That announcement is about the extent of what is known about West’s campaign. Of the few platforms outlined on his campaign’s website, freedom of religion takes the highest priority. This is perhaps reiterated with the selection of his running mate, Wyoming-based preacher Michelle Tidball. In an 2018 interview with CNN, West described his at the time hypothetical platform as very similar to “Trump but with some of Bernie’s principles.”
The incumbent Todd Hiett won his office in 2015. Previously, Hiett was the state’s Speaker of the House from 2004 to 2006. Across his career, Hiett’s campaign suggests his relationship with entities like Webco Industries and Callidus Technologies lend to an expansion of available jobs in the state. Hiett is criticized by his challenger for breaking campaign rules by using unspent funds to pay for a new office. Hiett argues that this is not a misuse of funds, as the office is necessary for him to perform the duties of his position.
Brock Pierce and Karla Ballard (Independent) In 1996, Brock Pierce starred in First Kid as the mischievous son of a fictional president. Over twenty years later, Pierce has become a billionaire largely from his involvement in the cryptocurrency trade. Pierce prioritizes a free market while also making motions towards sustainable industry in order to mitigate the consequences of climate change.

Joan Farr is an independent that previously ran in a losing effort to Inhofe in 2014. Farr has been open about her intent to change her political affiliation to Republican if elected. Many of her platforms parallel Inhofe, with a strong emphasis on the supposed need for conservative justices in order to expand the number of heard cases.
Abby Broyles (Democrat) Abby Broyles is an active attorney and journalist who has made a career out of her ability to identify and examine corruption. Broyles feels partisanship has grounded the legislature to a halt. She is a proponent of effective and accessible healthcare. Broyles also feels there must be a national effort to mitigate the effects of climate change, as it directly impacts Oklahoman agriculture.
A.D. Nesbit (Independent) A.D. Nesbit is an assistant professor at East Central University. Nesbit takes a strong stance against partisan politics, and admits that no politician can effectively lead without the advice of experts. Nesbit prioritizes the accessibility of education and healthcare.

Todd Hagopian (Libertarian) Like most libertarians, Todd Hagopian’s platform is rooted in limit i ng gover n ment reg u lat ion . Hagopian also champions a reevaluation of how the state’s taxes are used, a notion that coincides with his criticism of Hiett’s spending.
Joan Farr (Independent)
Robert Murphy (Libertarian) Robert Murphy is a veteran seeking to “reign in our banking system and return to stable money based on silver and gold.” Similar to Trump, Murphy supports an isolationist America. Murphy also endorses a free market for medical care and seeks to end the monopolistic practices in medical care and drug manufacturing.
Kendra S. Horn (Democrat) Kendra Horn won her seat in a monumental victory over Steve Russell in 2018. Horn feels that unemployment benefits and protections for small businesses should be expanded, as the pan-

demic has proven the fragility of our current safety nets. Education, healthcare and infrastructure are at the heart of her platform. In 2019, Horn voted alongside her democratic colleagues to impeach Trump. She differs from many democrats, however, in her opposition to fracking bans.
Valerie Walker (Republican) Valerie Walker is a conservative whose policies closely mirror the president. Walker is a proponent of firearm ownership and feels the function of law enforcement should be maintained if not expanded. Walker also opposes abortion in any capacity.

David Hooten is the conservative incumbent building his platform around the accessibility of the state’s service. During his tenure, Hooten pushed for livestreaming county meetings and the translation of online documents and forms into languages including Spanish, Mandarin and Vietnamese.

Christina Mallory Chicoraske (Democrat) Christina Chicoraske is an Oklahoma City native concerned with involving residents in local politics. Similar to Hooten, Chicoraske is a proponent of accessible information. She also champions transparent budget practices.

Charles De Coune (Democrat)
Tommie Johnson III (Republican) Tommie Johnson previously served as a master police officer of the Norman Police Department. Johnson’s platform involves considerate policing and financial responsibility. He also feels a strong connection to the community is critical for criminal justice reform.
Charles De Coune previously ran as an independent for Oklahoma Treasurer in 2018, but was defeated by Randy McDaniel. De Coune has criticised the incumbent for his misuse of CAREs Act funding. De Coune’s platform centers on affordable access to justice and broad criminal justice reform.

OKG Wayland Cubit (Democrat) Wayland Cubit feels any sheriff must ensure policing is transparent and accountable. Cubit’s platform includes the expansion of mental health services, mitigating police intervention in a time of crisis. Cubit feels justice should be sensible and actively seek to rehabilitate, rather than hold the state’s incarcerated population indefinitely.
Matthew John Kane IV (Supreme Court District 1) Matthew John Kane was appointed by Governor Kevin Stitt in 2019 following the retirement of Justice John Reif last April. Previously, Kane served as a judge of Oklahoma’s 10th District Court for nearly 15 years.

Rick Warren (Republican) Rick Warren is the incumbent seeking his second term on the heels of a special election. Warren’s platform focuses on clerical efficiency and fiscal accountability. He has been criticised by his opponent for his vote that contributed to sending the majority of $40 million awarded to Oklahoma via the CAREs Act to the state’s jails.

Tom Colbert was appointed by Governor Brad Henry in 2004. He is the first black justice to sit on Oklahoma’s Supreme Court. Across Colbert’s career, he has focused on the fair treatment of black Americans who are disproportionately hurt by the justice system.

funds currently placed in the Tobacco Settlement Endowment Trust from 75% to 25%, redirecting the freed up funds to the state legislature. Supporters of this measure find these funds could be better used to support the state’s Medicaid program. Opponents, including the American Cancer Society, feel that this measure relies on a hope that lawmakers will allocate this funding appropriately.

Deborah B. Barnes (Court of Civil Appeals, District 2 Office 1)
Richard B. Darby (Supreme Court District 9) Richard Darby was appointed by Governor Mary Fallin in 2018. Recently, Darby supported eliminating the previous notary requirement of absentee ballots. He served as the district judge of the state’s 3rd Judicial District for over twenty years before his appointment to the supreme court.
Deborah Barnes was appointed by Governor Brad Henry in 2008. She was previously the staff attorney to Supreme Court Justice Ralph Hodges. Barnes’s experience is rooted in civil litigation and commercial law.
Keith Rapp (Court of Civil Appeals District 2 Office 2)
Gary L. Lumpkin (Court of Criminal Appeals, District 3) Gary Lumpkin was appointed by Governor Henry Bellmon in 1988. Lumpkin was criticised in 2017 for his use of the n-word when reading a transcript of a defendant’s repeated use of the slur. Though no officials decried Lumpkin as overtly racist over the incident, Judge David Lewis indicated his repeated use of the slur was understandably tone deaf.
Jane P. Wiseman (Court of Civil Appeals, District 1 Office 2) Jane Wiseman was appointed by Governor Brad Henry in 2005. Prior to her appointment, Wiseman served in the 14th District in the Family Relations and Civil divisions.

Keith Rapp was appointed by Governor George Nigh in 1984. He served as a judge in the 14th District Court prior to his appointment, and was a public defender and prosecutor in Broken Arrow during his pre-judicial career.
STATE QUESTIONS State Question No. 805 This state question is intended to eliminate enhanced sentencing for nonviolent felony convictions. Currently, sentence enhancement can be used against any individual convicted of a crime within 10 years of completing their last sentence. Voting yes would support eliminating this option. Supporters of this question feel the measure could drastically decrease the state’s already congested prison populations and mitigate harsh sentencing. Governor Kevin Stitt is among the opponents of this measure, as they feel eliminating sentence enhancement would allow criminals to avoid accountability.
State Question No. 814 This state question relates to the use of funds awarded to the state by Tobacco companies as a result of the 1998 Master Settlement Agreement. Voting yes would support decreasing the percentage of

Propositions (Modifications to Oklahoma City’s Charter)
PROPOSITION 1 This charter amendment is modification to the language used in reference to mayoral and city elections as well the pace in which new appointments transpire. This would include renaming February’s “primary” election to “general,” and April’s election from “general” to “runoff.” This amendment also specifies that elected officials would assume office four weeks after the “runoff,” rather than the current one week. The language revision would allow the charter to better reflect current state law, which already supersedes the charter.
PROPOSITION 2 This charter amendment eases the restrictions for mayoral candidacy. Currently, any individual running for mayor must reside in OKC for at least three years. This would reduce the requirement to a single year, while still requiring a candidate to be a registered voter for at least a year in their applicable ward.
PROPOSITION 3 This charter amendment would extend the period to call for a special election from 15 days to 30 days.
PROPOSITION 4 This charter amendment will rewrite the requirement for city council meetings to reflect the council’s current behavior of setting meetings by ordinance. Currently, the city council meets every other Tuesday.
PROPOSITION 5 This charter amendment would allow the mayor and city council members to provide positive and negative feedback for any city employee directly to the City Manager. This amendment could both expedite termination of an employee as well as their promotion.
PROPOSITION 6
This charter amendment is designed to clarify who composes the city’s Division of Public Affairs. This change would formalize the inclusion of the City Manager, Municipal Counselor, City Auditor, Municipal Court Judges, and all of OKC’s boards, commissions and committees that were created by the mayor and city council.
PROPOSITION 7 This charter amendment is aimed at inclusion, revising the term “councilman” to “council member” or “councilor.”
PROPOSITION 8 This charter amendment is largely focused on reformatting the charter for accessibility. This amendment would also add the word “welfare” to the list of powers related to ordinances.
PROPOSITION 9 This charter amendment would rephrase a heading of the charter to better prevent exploitative transactions related to certain business within OKC and stave possible corruption. This would prevent city employees and elected officials from accepting gifts whose value are deemed unavailable to the general public, as they may come from privatelyowned entities. It would still allow for contracts to be conditioned upon free access for city employees and officers while performing official duties.

PROPOSITION NO. 2 Shall Article II, Section 6 of the Charter of The City of Oklahoma City be amended? Article II, Section 6 of the Oklahoma City Charter relates to the qualifications for the offices of Mayor and City Councilmember (City Councilor). The amendment to Section 6 reformats the section for ease of reading and sets forth the following qualifications for these offices, as applicable, all of which must be met prior to filing a declaration of candidacy. To file as a candidate for such offices, a person: A. Must be a citizen of the United States and the State of Oklahoma; B. Must be at least 21 years of age; C. Must have been a resident of Oklahoma City or an area annexed into such City for at least one year; D. For the office of Mayor, must have been a registered voter at an address within the City for a least one year immediately preceding the filing of a declaration of candidacy; and E. For the office of City Councilor representing a ward, must have been a registered voter at an address within the ward for a least one year immediately preceding the filing of a declaration of candidacy.

The only amendment to Section 10 is to provide that if the vacancy in such office occurs within the final year of the Mayor's term of office, it shall be filled by majority vote of the remaining City Councilors within 30 days, instead of within 15 days, after the occurrence of the vacancy.

Shall Article II, Section 11 of the Charter of The City of Oklahoma City be amended? Article II, Section 11 of the Oklahoma City Charter relates to when regular meetings of the City Council may be held. The only amendment is to delete the existing language that regular meetings will be held on Tuesday of each week and to instead provide only, pursuant to other existing language, that such meetings shall be held at such times as the Council may by ordinance designate.
Shall Article IX of the Charter of The City of Oklahoma City be amended to adopt a new Section 11 thereof? Article IX, Section 11 of the Oklahoma City Charter would be a new section in the Charter relating to changing the terms Councilman and Councilmen in the Charter to instead consistently refer to such officers as Councilmember, Councilmembers, Councilor, or Councilors, as grammatically appropriate.
FOR THE PROPOSITION - YES AGAINST THE PROPOSITION - NO PROPOSITION NO. 5 Shall Article IV, Section 4 of the Charter of The City of Oklahoma City be amended? The existing language of Article IV, Section 4, of the Oklahoma City Charter, now designated 4(a), relates to the exclusive control of City management employees by the City Manager of the City and states that the Mayor or Council shall deal with the administrative service of the City solely through the City Manager. Subsection 4(a) is amended to state that the Mayor or a City Councilor may be charged with a misdemeanor upon violating the above-stated limitations, instead of stating that such officer shall be guilty of a misdemeanor. A new Subsection 4(b) is added to state that the Mayor or any City Councilor may provide information to the City Manager regarding the positive or negative job performance of any officer or employee under the City Manager; however, such information must be based on direct personal knowledge or on a signed written statement provided by a resident. Providing information to the City Manager pursuant to Subsection 4(b) will never be considered to constitute a violation of Subsection 4(a).
FOR THE PROPOSITION - YES AGAINST THE PROPOSITION - NO PROPOSITION NO. 6 Shall Article IV, Section 6 of the Charter of The City of Oklahoma City be amended? Article IV, Section 6 of the Oklahoma City Charter relates to the two divisions of City government, which are the Division of Public Affairs under the Mayor and City Council and the Division of Public Management under the control of the City Manager. The amendments divide the text into Subsections 4(a) and 4(b). Subsection 4(a) specifies that the Division of Public Affairs shall include: (1) the City Manager; (2) the Municipal Counselor; (3) the City Auditor; (4) the Municipal Judges; (5) all City boards, commissions, and committees created by the Mayor or City Council, with appointments of Council-created bodies to be made by the Mayor with consent and approval of the Council; and (6) other personnel placed in the Division of Public Affairs by an ordinance passed by at least two-thirds of the City Council. Subsection 4(b) specifies that the Division of Public Management shall compromise all City departments, functions, agencies, commisssions, and boards not specifically placed under the Division of Public Affairs by the Charter or by ordinance adopted pursuant to the Charter.

This proposal would amend the section of the Charter granting powers to the City government for ease of reading. It would also add the word welfare to the list of reasons for enacting and enforcing ordinances, to provide that ordinances may be enacted to protect health, safety, welfare, life or property.

Article IV, Section 12 of the Oklahoma City Charter prohibits City officers and employees from directly or indirectly accepting or receiving any salary, commission, compensation, free or discounted service, or other thing of value of any kind from certain specified privately-owned businesses within the City on terms more favorable than is granted to the public generally. This prohibition applies only if such a business is operating within the City pursuant to a franchise or contract with the City. The specified privately-owned businesses that the prohibition applies to are the following: any interurban or street railway; any airline; any bus line; any natural gas or electricity service or business; and any telephone service business. A violation of this prohibition is grounds for removal from City office or employment. However, the section does not prevent the granting of a City franchise or other City contract conditioned upon free service to the City and to its officers and employees while they are engaged in the performance of their duties.

The universe keeps writing punchlines for Gov. Kevin Stitt. Three months after being the first governor in the country to contract COVID-19, Stitt came bursting out of the gate last week with another one of his five-minute ideas: the Oklahoma Pandemic Center for Innovation & Excellence. Two days in a row after the announcement, the state broke its record for daily positive tests counts. How State Department of Health Commissioner Dr. Lance Frye, Secretary of Health and Mental Health Kevin Corbett, Secretary of Science and Innovation Elizabeth Pollard, Secretary of Agriculture Blayne Arthur and Stitt himself kept a straight face during their announcement video, we’ll never know. We sure as hell couldn’t. “This center will allow us to detect, respond and monitor global health pandemics right here in rural Oklahoma,” Frye said. Frye has a great track record of that, with one White House Coronavirus Task Force report after another putting Oklahoma in the red zone for infectious spread. In other words, the brain trust who thinks they’re going to keep their finger on the pulse on a global pandemic currently has a patient bleeding out on the table.
“We believe in building a top ten state,” Stitt said. Well, he got part of that right. As of Oct. 4, Oklahoma holds the tenth slot on the national ranking of new cases per 100,000 people. If Stitt, Frye and the rest of the clown car tasked with “pandemic excellence” want to excel at becoming a global leader in pandemic intelligence, they can just employ their model for Oklahoma: Hide information. Lie about it. Do absolutely nothing about it. Or they can go for broke next time and, at the first sign of a pandemic, just set the damn center on fire. It can’t be any worse than their COVID-19 strategy.
SHARK ATTACK
Every Oklahoma County resident is handcuffed by the jail. For going on 30 years, the taxpayer-funded eyesore has been both a money pit and a source of embarrassment for Oklahoma City. Instead of actually raising the funds to demolish the thing and start from scratch, sheriffs and county officials have thrown every available dollar at the existing structure. Now, county commissioners Kevin Calvey and Brian Maughan (who is up for election on Nov. 3 against Democratic challenger Spencer Hicks — hint hint) have decided that roughly $40 million of the federal COVID-19 funds allocated to the county should also be shoveled into the dumpster fire on Shartel Avenue. Meanwhile, District Attorney David Prater has filed misdemeanor charges against four jailers accused of cruelty towards and a prisoner for reportedly subjecting inmates to repeat listens of “Baby Shark” at a loud volume. Prater said he searched the statutes for a felony he could prove, but could not. For a district attorney who loves to overreach in his charges for criminal defendants (e.g., the protesters charged with terrorism for protests that resulted in property damage over the summer),
only a felonious punishment could fit this crime. And for those who somehow managed to read this without in their heads getting stuck with “Baby Shark:” Doo, doo, doo, doo, doo, doo. You’re welcome.

While Oklahoma does not have the centuries of lore attributed to colonial America, there are plenty of bizarre places and occurrences in the state. Real or imagined? You decide. Put on your hoodie and gather around the campfire as we explore some of the most popular bits of weird lore the Sooner State has to offer. Our first location involves a unique phenomena that anyone can replicate at any time of the day or night. Magnetic Hill near Springer in Carter County (Pit Road) should be a pit stop the next time you head to the southern part of the state, as it’s only about a mile west of Interstate 35 about 10 miles north of Ardmore. Drive to the bottom of the hill, put your car in neutral and take your foot off the brake. You’ll feel your vehicle slowly start to pull itself backwards … up the hill. Be careful though. It’s an open, public road and your vehicle can accelerate into double-digit speeds. Locals attribute the phenomena to a number of origins, including the victims of fatal crashes pushing you away from the scene of their demise and also that the spirits of people hanged at a tree in the area are forcing you away from their final resting place. Another creepy spot is Spook Light Road in Peoria near the Missouri state line. The road is eponymously named for the famed “Spook Light,” or floating orbs that can sometimes be seen lighting up the heavy woods that line the thoroughfare. Legend has it that the lights are the lanterns carried by miners who were decapitated in an unfortunate accident in the area. Another legend is that they are spirits of Civil War soldiers traversing the area. In the Panhandle, the area with the most reports of paranormal activity in the state is Beaver Dunes State Park. Known as “Oklahoma’s Bermuda Triangle” or “Shaman’s Portal,” reports of strange occurrences in the desert park are numerous and describe various phenomena from UFOs to unexplained disappearances. Native Americans reportedly warned Coronado of the area, which they dutifully avoided, in the 1500s, but that didn’t stop them. A number of the pre-American gold prospectors reportedly went missing and were never seen or heard from again. According to journal entries from a friar who went with the explorers, the men went wandering towards a mysterious green light before they vanished. “It was the work of El Diablo,” friar Juan De Padilla reportedly wrote. “That night by the sandy hills we had been warned by the natives to avoid, lost we three able bodied men of valor: Juan Viscaino, Marco Romano, and Juan Munoz. They had been hunting game for the men when the three fated soldiers were taken from us in a lightning bolt of green.” Centuries later, it is rumored to have
been the location of a UFO crash site and many locals report “men in black” chasing away archaeologists and soil collectors (some of whom reportedly found high levels of ionization and electromagnetic activity in samples) from the area, which according to another legend is actually the site of indigenous burial grounds. The state’s tourism department doesn’t mention any of these
things on their official listing for the state park, however. Closer to Oklahoma City, the “Purple Church” is rumored to have existed in eastern Oklahoma County for decades. Though its location has never been precisely determined, some say that is is just off NE 23rd. One pre-YouTube video showed an expedition into an underground alcove complete with Satanic

graffiti and the remains of animals. The stuff of nightmares for high school students at the turn of the century, the Purple Church was reportedly the location of many human and animal sacrifices for devil-worshippers, including famed killer Sean Sellars. The outdoors are far from the only locations with reports of supernatural

occurrences. There are several reported haunted dwellings within the Oklahoma City metro. Carey Place is a short and extremely narrow passage that runs through the center of the Gatewood neighborhood just north of the Plaza District. Now gentrified and quaint, the strip is the site of one of the city’s most recounted urban legends. The street is reportedly named after a girl named Carey, who lived in a house on the block with hatchets carved into its shutters. The sight of those shutters reportedly drove a man mad and he abducted little Carey, chopping the girl into pieces using a hatchet just like those found on the shutters. Once upon a time, the driveway of the house was also reportedly painted blood red because the stains of her blood refused to be scrubbed from the pavement. Some even say the little girl can be seen on occasion, sobbing on a swing similar to the one she had been kidnapped from and slaughtered. The Overholser Mansion, near downtown Oklahoma City, is also reportedly the site of a benign haunting. The home’s architecture is intact and many of the Overholsers’ belongings were left behind, creating an eerie time capsule of a bygone area in the heart of the city. Henry Overholser reportedly died on the second floor of the home, though not by any nefarious circumstances, and members of the family are said to be haunting the home, especially during the autumnal months. Reports of moving shadows and footsteps in the mansion are not uncommon, and the laughter of an unknown little girl has been reported as well. The mansion was 22

re-opened for tours, including the second floor, on Oct. 1. The Skirvin Hotel in downtown Oklahoma City opened in 1911 and was closed in 1988. Since its restoration and reopening, there have been scores of reports of otherworldly incidents of one its oldest inhabitants, “Effie.” Effie was reportedly a mistress of oilman W.B. Skirvin and was locked in a room on the top floor of the hotel once she became pregnant. However, after giving birth, it is said that she was still not allowed to leave the room and during a psychotic break, pitched herself with her infant in arms through the window and to the concrete below. Not only are the child’s cries still heard in the hallways of the century-old hotel but Effie is still seen running towards a top-floor window. Other guests have reported seeing a maid’s cart moving on its own, phantom knocks on doors and drawers opening on their own. NBA players from several cities have recounted visits from the otherworldly woman, sometimes nude or attempting to communicate with them. It should be noted that the existence of Effie and her baby have never been documented, in this life or in any other. Perhaps the most infamous home of the state is in Tulsa. Dubbed the “Hex House,” 5610 W Skelly Drive rose to infamy during World War II when small caskets were found buried in the backyard. Inside the caskets were the remains of two dogs, but an investigation into the home revealed two women who claimed to have been “hexed” and turned into financial slaves of the woman who owned the home. She was
later sentenced to prison for inducing the two women to testify against a neighbor and for claiming war rations in the name of her bulldog. Nevertheless, the oftenexaggerated backstory for the home has allowed it to become a celebrated attraction that has since been converted into a haunted house amusement that opens every October. While Oklahoma’s lakes are all man made, its woods are very natural and for decades reports of a Bigfoot have surfaced in Honobia, near the Arkansas state line. Oklahoma ranks in the nation’s top ten per capita for the number of reported Bigfoot sightings, almost all of which occur in or near Adair County, near Tulsa, and Le Flore County in southeastern Oklahoma. Each year in March, the MidAmerica Bigfoot Research Center puts on the Oklahoma Bigfoot Symposium in Stilwell, the Adair County seat. In early October, Honobia in Le Flore County hosts its Bigfoot Festival (which was canceled in 2020 during to COVID-19, but is slated to return next year). While most of the evidence presented at both has been debunked, you’ll find a host of people at each who will regale you with first-hand accounts of their encounters with the large primates in the wilds of their respective necks of the woods. Sometimes, headstones are all that remain of some of the state’s creepiest legends. Take for instance the story of Katherine Cross. Cross, who is buried in Konawa, died at the age of 18 years old. Her tombstone reads: “Murdered by human wolves.” Legend has it that Cross’s epitaph is a reference to the fact that she was killed by werewolves, though others posit that she died as a result

of an attack by the Ku Klux Klan or was the victim of a botched abortion. Elmer McCurdy’s body now rests in a plot at Summer View Cemetery in Guthrie, but his body traversed the country as a sideshow attraction for decades before being laid to rest. McCurdy, a bank and train robber, was shot and killed by a sheriff’s posse following a botched train robbery near Okesa. His body was embalmed in Pawhuska, where two carnies who claimed to be McCurdy’s brothers showed up and took possession of the body. For decades, McCurdy’s embalmed corpse traveled across the county, eventually ending up in The Pike boardwalk in Long Beach, California before being placed into storage. A crew member on the set of a shoot of The Six Million Dollar Man broke off what was thought to be an arm of a wax mannequin, but bone and muscle were revealed. After an autopsy confirmed that the body was indeed human and belonged to McCurdy, he was returned to the state where he was interred after a funeral in 1977. He is buried next to another infamous outlaw, Bill Doolin, the founder of The Wild Bunch. In order to make sure McCurdy finally stayed at rest, his coffin was entombed within two feet of concrete. There are many other incidents of Oklahoma weirdness, including a Shawnee serial killer in the 1930s, the Lawton wolfman and the haunted “black jail” in Guthrie, but those are tales for another time...

Before pixels, programs, and software transformed graphic design, illustrators gave form to thought and generated the majority of public imagery. Using their creativity and talents to promote specific ideas, they helped tell stories and sell products through books, newspapers, magazines, advertisements, logos, labels, calendars, billboards, and even coloring books. Williams: Metrc charges $40 per month and per license for access to METRC and for ongoing training, support, and maintenance. Tags cost 45 cents apiece for plants and twenty-five cents apiece for wholesale package tags. The Oklahoma Medical Marijuana Authority announced that Metrc was chosen to implement the state’s seed-tosale tracking system for cannabis. Director Dr. Kelly Williams took the time to answer Oklahoma Gazette’s questions about the early stages of its implementation Gazette: How was Metrc chosen as the contract awardee? Williams: All bidders were evaluated by a team of reviewers using the same scoring formula that was deter-

mined prior to review of the proposals. This formula included the ability to meet OMMA’s requirements, cost to the state, and cost to our licensees. Metrc scored the highest using this formula. Gazette: When does the OMMA expect Metrc to be implemented? Williams: Metrc has up to six months to get the Oklahoma seed-to-sale platform ready to launch. Williams: Metrc will be providing training to OMMA commercial licensees on their system before it goes live in Oklahoma. Once a training schedule

Williams: OMMA and Metrc are working together on a timeline for our licensees to implement the system and input their beginning inventory. Gazette: If a business has already purchased and started using another seed-to-sale tracking system, will it be able to communicate with Metrc or will this system have to be used?

This is very exciting as we know that many of our commercial licensees would like better assurance of the safety and quality of products before purchase.

Gazette: While it’s a given that individual plants will need to be tagged and tracked, how does this seed-to-sale system affect processors and dispensaries?
Williams: All plants and wholesale packages must be tagged with Metrc’s RFID tags. Metrc training will detail the protocols for our licensees for what, when, and how to tag. Gazette: How will this change the OMMA’s ability to recall products? Williams: Metrc’s system will require labs to directly input testing results into the system, enable commercial licensees to match lab results in the system with a specific physical product, and prevent the movement of products that do not pass testing. This step alone will help to ensure that the product being sold or transferred between our commercial licensees meets OMMA’s safety requirements. In the event that a recall is needed, the Metrc system will enable OMMA to track the upstream source of the affected product, the sale or transfer history downstream, and identify the current physical location of the recalled products. This enables us to have faster response time on investigations into the source of the problem and to immediately contact licensees that are in possession of the product in order to prevent further sale or transfer.
