GREEN GIVES BACK: HOW OKLAHOMA'S CANNABIS INDUSTRY IS MAKING A DIFFERENCE AT HOME.

For decades, people who consume cannabis, even for medical purposes, have been looked down upon, and usually branded with any of the following labels: stoner, pothead, addict, junkie, even criminal. The general consensus has pretty much always been the same, that cannabis consumers have little of value to offer the world, and that they tend to think only of themselves. Like many of the other stigmas and stereotypes that have been attached to the plant over the years, these mindsets regarding cannabis patients are slowly but surely becoming a thing of the past. More and more people are coming forward with their cannabis use, even those who may have family or loved ones who have been vehemently against it in the past. As those people continue to come forward, the evidence is becoming hard to ignore, because actions do speak louder than words, and these people are proving that they’re not the stereotypes that naysayers think, simply through their actions. One of those actions that stands out as a vitally important one is helping others, and Oklahoma is setting an entirely new standard when it comes to cannabis and giving back, both through cannacharities or individual efforts. In just over a year since legalization, 176,000 patients (and counting) have obtained their cannabis licenses. The industry that’s supplying those patients is booming, with no end in sight for the growth. Cannabis is thriving here, yet Oklahomans are still making efforts to help other Oklahomans. Rather than focus solely on the economic benefits, there has been a growing movement within the cannabis community here, one focused on giving back in order to help some of the people who need it most. That movement, just like cannabis patients themselves, comes in different varieties and organizations, with different individual goals, but they all share the common drive to see cannabis in the hands of Oklahomans in need.
The Oklahoma Women’s Cannabis Association created Little Buds and Sweet Sisters to help children and underprivileged women be able to not only afford their recommendations, but to ensure that they have access to the information and educational resources they need to learn how cannabis can best help them with their medical needs. Since the charities were founded, they have been able to assist more than ten Little Buds, and twelve Sweet Sisters, and continue to provide resources and support to each patient who’s been through their assistance program. Throughout the year, the OWCA holds events that benefit Little Buds and Sweet Sisters, including the Little Buds Christmas Gala that will be in December once again.

Balanced Veterans of Oklahoma is a state branch of the larger organization, Balanced Veterans, and helps promote cannabis and alternative therapies for veterans as well as providing a much-needed sense of community, something that many veterans find they’re lacking in once they separate or retire from the military. On August 17, they held a ‘Summer Debrief’ event, to bring veterans together within the cannabis community, and on the 26th of August, they held a patient drive, where they were able to give six veterans free recommendations, and provide others who attended with low cost visits for their license. The group also strives to educate veterans on the benefits of cannabis, and also advocates strongly for the rights of veterans who choose to use cannabis as medicine. Cancer patients, particularly those battling later stage or widespread cancer, often need more concentrated cannabis products, like FECO (full extract cannabis oil), but many struggle with the cost, especially when they are already dealing with high medical bills. Operation Zero, a charity started by Paragon Extracts, is one organization working to provide this critical medicine to patients across the state for nothing more than one penny. They recently held their first major fundraising event to help cover the costs of packaging up their one cent medicine, and have plans for several other fundraising events in the future. Operation Zero was started quite literally the day after a need was seen for affordable medicine for cancer patients, and as word spread, Oklahomans did what Oklahomans do, and quickly began to jump on board. Now, they’ve provided over one thousand grams of FECO to patients in need through forty different dispensaries.

Even this very magazine, The Oklahoma Chronic, helps veterans obtain their recommendations by ensuring that their appointment and any license and filing fees are paid for. We have a specific doctor that they go through to ensure these veterans receive quality care, and information that will help them as they begin exploring cannabis as medicine for their needs. The Chronic is veteran owned, and besides the work for the magazine, the passion of the owners lies in helping their brothers and sisters from the armed services. Throughout the state, there are other cannabis based charities coming together, some formally, others based on customers and patients simply paying it forward to other customers. That’s the beauty of the cannabis community; whether it’s volunteering or giving donations through one of the many charities, or just a spur of the moment decision to bless the next person in line with a paid-for gift, cannabis patients are helping cannabis patients, not because they have to, but because that’s who they have been all along, despite what the stereotypes have said over the years. Contrary to the opposition’s belief, most people who voted in favor of State Question 788 didn’t do so only for their own benefit. They also did it because they have someone they know or love that could benefit a great deal from using cannabis, and the idea of taking care of the people next to you is a solid piece of the foundation of the Oklahoma cannabis community. These needs in the community are no longer just sitting unfilled, they are being addressed, and real solutions are being put into place where they can be. Cannabis culture has always been, at its core, generous and caring, especially when you’re in need, and this is a prime example of reality blowing the falsehoods about cannabis out of the water. It doesn’t end with helping only patients. All across the state, some dispensaries and grow supply stores held supply or fund drives, to provide needed school supplies for teachers and students in their towns. Other businesses have written checks to school districts, to help cover the cost of lunch debts, or other needs that schools often have. Others still hold regular canned food drives, many continue to offer voter registration information, and it’s common for dispensaries to offer significant discounts for certain products on certain days, giving people the opportunity to save, something badly needed for Oklahomans on a fixed income. This spirit of giving has also extended to patients who wish to grow for themselves. Home growers now openly discuss grow methods and freely share advice with each other, rather than keeping to themselves, and this kind of generosity is one that keeps on giving in the form of healthier plants, and better homegrown medicine. The effort from cannabis patients and industry members to give back isn’t just a monetary one. Anyone involved with a charitable group understands that it can be a massive investment of one’s time, to help it move forward, but that fact hasn’t slowed down the organizations here. Individuals who are already pouring long hours into their businesses and families are still finding ways to get involved and give back, even if a financial donation isn’t an option at the time. Many patients are gathering on weekends across the state for community cleanups, or for service projects involving citizens in need in their towns and cities, while others are working to organize recycling bins and centers specifically for cannabis packaging to reduce the impact the industry has on the state’s environment.

OKLAHOMACHRONIC For many people within the cannabis industry and community, there’s a sensation that anything is possible in the coming years, and that’s probably fairly accurate; legalization across the nation is continuing to spread, and it’s unlikely that federal prohibition will remain much longer. As it begins to fall to the wayside at last, research and development in all aspects of cannabis will be possible in ways that they’ve never been in the past, opening doors on all sides. As these doors open, it’s vital that this focus on helping the patients who need it most remains, and if the past year has been any indication, then Oklahoma is in a position to be a leader in the nation for providing a wide variety of assistance and aid to patients who need it most. There’s no denying that cannabis has changed Oklahoma. Despite the doubter and naysayers, we’ve far exceeded expectations at every turn, yet what stands out the most as a constant, even during this age of growth and momentum for cannabis, is simply the fact that the people pushing it forward here in the Sooner State are also reaching back to help the people behind them. There’s no shortage of need in the world, unfortunately, and here at home, it’s no exception, yet rather than simply look the other way or sending positive thoughts, the cannacommunity is taking action, and patients and businesses alike are helping patients to the best of their ability, rather than simply discussing the problem, or sending prayers or good thoughts alone. Despite the stereotypes, stigmas and opposition that lingers, even faintly, Oklahoma is proving that the cannabis industry isn’t just successful, it’s generous, and it cares.

FROM DRUG LAWYER TO DRUG DEALER: DRUG LAWYER SHIFTS FROM FIGHTING FOR JUSTICE TO FIGHTING FOR CARE

In his dispensary, Big Buds Cannabis Co. at NE 63rd and Kelly in Oklahoma City, The Drug Lawyer stands straight with his shoulders relaxed but squared off. He’s wearing a tan Panama hat and a lightweight, short-sleeve button down. He is affable and inviting and very eager to discuss the state of medical cannabis since legalization. It’s easy to see that Chad Moody is more relaxed here than he would be in his former offices, perhaps because this is such a natural fit for him. He’s excited about finally helping Oklahoman's access cannabis but make no bones about it, this is serious business and the drug lawyer intends to keep pushing for more freedoms for Oklahoma’s patients. Chad Moody built a career railing against unjust drug laws in a state with some rather archaic legislation on the books. Moody has been defending Oklahoman's in drug court for more than two decades. His website, thedruglawyer.com, provides visitors with helpful information regarding police encounters and citizens’ rights. He minces no words on his website, declaring the war on drugs to be “big business” that was built on false pretenses. Moody has also made considerable effort to change the narrative around marijuana. Humor is his goto maneuver for putting cannabis opponents at ease and opening their minds to information. OKLAHOMA CHRONIC

“Whenever I started, prosecutors didn't understand that marijuana and methamphetamine weren't the same thing. They were just all drugs. And so that was a heck of an education. And a lot of the way that I engaged in that education was in lighthearted humor surrounding marijuana”. Moody recognized an opportunity to ingratiate himself to his peers and developed the “Pot Clock”, an analog clock with a cannabis leaf in place of the number four on the clock’s face. As many cannabis enthusiasts know, 4:20 is a cultural signal not unlike “it’s 5 o’clock somewhere”. For decades, cannabis users remained closeted, particularly in states with severe penalties for minor possession. Moody holds the patent on Pot Clocks, “I've still got the exclusive right to put the marijuana leaf at the four spot on the face of a clock. I put those all over prosecutor's offices because they were beginning to see the humor in it too.” Chad tells another story of a subversion gimmick he came up with: “I first came up with these in '06 or '07 and Troy Wall with Oklahoma Bureau of Narcotics, a very talented interdiction agent, who works a lot in Canadian County, told me that if one of these ended up on his cruiser, he would personally kick my ass. Troy and I have gotten to be pretty good friends over the years and like each other a lot. Um, but there was actually a little thing going on out there between two Judge McCurdys sticking these on each other's cars.”
OKLAHOMACHRONIC What is presented is familiar: a black bumper sticker with a bright red, four-letter word scrawled across one corner. The large font conjures memories of drug dogs and Nancy Reagan pleading with Americans to “Just say No”. It’s not long before I notice that under the glaring, red D.A.R.E. logo, it reads “to share”. His stories are funny and include some shenanigans that most of us would consider too far-fetched to put effort into. Chad’s vision never lacked gumption, however. His efforts included free mini-discs for Frisbee golf which inadvertently landed him in a little hot water and a run in with the former governor’s team over projecting a giant marijuana leaf onto the state capital building. The antics have had the benefit of giving him extra media attention and that’s exactly what Moody wants: more discussions about the benefits of cannabis, the lunacy of the “War on Drugs”, and normalization of marijuana use. Chad brings up an interesting bit of American history, “In '88, Bush and Dukakis were running more or less neck and neck, and in the summer, Bush came out with this infamous Willie Horton ad. That ad had a revolving door and you could hear the flap every time it would go past. The narrator narrated all of the heinous crimes that Willie Horton committed after Michael Dukakis paroled him and has nothing whatsoever to do with federal presidential politics. [Bush] never saw Dukakis in his rear view mirror again after that. Every politician in the country at that point learned that "Tough on Crime" is the way to get elected.” The Bush/Dukakis race in 1988 came nearly 17 years after Nixon famously declared a “War on Drugs” but the Reefer Madness had not subsided. In fact, Reagan’s efforts to advance the war had done nothing to stymy addiction. Those efforts did result in legislation such as the Comprehensive Crime Control Act of 1984, a federal statute that established mandatory minimum sentencing, gave authorization for authorities to seize civil assets, and, of course, increased penalties for cannabis possession (1). The fabricated “War on Drugs” created the perfect brew for media hysterics, citizen confusion, and predatory politics. Chad Moody: Every politician in the country, at that point, realized that tough on crime was going to get you elected and reelected. And so it became a race to, you know, two years for jaywalking and five years, then the death penalty for jaywalking. And uh, all through the nineties, that's what we had. Carisa Rowe: That would explain a lot about our criminal demographics, our rate of incarceration in Oklahoma, especially for women. CM: We had the world's highest rate of incarceration for -- really across the board, but women, all the more so and women don't do violence! It’s almost always drugs or something behind a man whenever a woman is in prison. That ought to be Oklahoma's biggest badge of shame over the past decade plus: is that if we've held one record with consistency, it's been the highest rate of female incarceration. And I mean China, North Korea? CR: Yeah! It blew my mind when we beat countries that live under fascist and communist regimes for imprisonment. Chad mentions that I should check out his “Declaration of War on the War on Drugs”. In this document, Moody asserts that the “War on Drugs” is not only an “ill-founded policy” but is also a “war upon the American People”. The document calls for Americans to come together to dismantle the power structures that are being manipulated to oppress American freedoms. “It is the Right and Duty of the People to alter or abolish” any form of government which “has become destructive of” our freedoms regarding safe self-administration of products such as cannabis. Moody is pleased that Oklahoman's legalized medical marijuana last year and explains that, in addition to lessening the burden on agencies that are stretched thin and under budget, legalization offers an opportunity to improve citizen-police relations.

“Marijuana has long been used to get into people’s lives. It lets [law enforcement] search your vehicle; it effectively lets them search your house. It has essentially gutted the warrant requirement and the fourth amendment and it has made police into bullies because they could be… and they don’t have to do that anymore! I think that they were kind of tired of doing that in a lot of ways.” Moody points out that these laws were helpful in catching criminals who had managed to evade law enforcement for their larger crimes, thus creating a convenient instant success model. If law enforcement could pin drug charges on you, you were likely to get a stiffer penalty. Those times could be changing, however. CM: I have been encouraging people to apply for pardons even more so than ever before. There is honestly comprehensive legislation that has occurred [to restore justice to cannabis offenders] on the West coast. CR: There was talk… there was maybe an introduction of a bill [in Oklahoma]? CM: It started out as a retroactivity for house bills 780 and 781, were initiative petitions that turned all possessory drug crimes and misdemeanors and all property crimes under $1,000 into misdemeanors. So the idea is starting out with that legislation was to retroactivate that to apply to people who were in prison. To the best of my understanding, what eventually came out of it was a an expungement-slash-kind of pardon “remedy” that wasn’t acted on. CR: It has not been fully realized yet? CM: Correct. CR: Okay, so my understanding now, since you mentioned that, is if a citizen is in possession of cannabis, but they are not a patient and they are in a possession under a certain amount, it's only a misdemeanor? CM: It's only a misdemeanor and under the terms of SQ 788, so long as they claim a medical condition, they don't have to prove [the condition]. They don't have to have documentation; they just have to claim a medical condition. And the worst that [law enforcement] can do to them is a $400 fine. CR: Wow! CM: The only reason a person wouldn't want to do that is that would go down as a conviction. If it arose from a motor vehicle, then that would cost them a driver's license suspension and it would be longer before they could clean their record up. Cleaning up the cannabis record is darn near a moot point at this point… now that we’re celebrating cannabis, right? OKLAHOMA CHRONIC

OKLAHOMACHRONIC The Drug Lawyer gives advice for all Oklahoman's regarding interactions with the police. First, you are allowed to record your interactions with law enforcement in Oklahoma. You are not required to disclose that you are recording. Moody recommends downloading an app that will automatically upload your police encounter video so that mistakes can’t cost you valuable footage. Secondly, you are not required to disclose your status as a patient, caregiver, or business owner. Moody’s advice is to give as little information as possible in the most polite manner you can muster. Compliance is as important as knowing your rights. If you are engaging with law enforcement and they are being unreasonable about your medication, it is much wiser to allow the officers to conduct their business and to sort out the details with a competent attorney. In potential drug cases, anything you say will most certainly be used against you. Thirdly, do not consent to a search. Law enforcement may conduct a search without consent under the guise of reasonable suspicion, however, your voiced non-consent can help your attorney. CM: Anything you admit [makes it so that] your lawyer has nothing whatsoever to work to, to argue about. Okay. You should never consent to a search. Even if you have nothing, you may have something you didn't know you have. And so never consent to a search. Always be polite and cooperative and obey but be very explicit that you are not consenting. CR: If I do not consent to a search, then I need to just sit on the sidelines and allow the officer to conduct business as he or she determined they need to? CM: Yes.
Chad tells me that, at least in cannabis cases, we’re seeing less of these sorts of police interactions. He believes that law enforcement and some legislators are finally understanding that they have been on the “wrong side of history”. Moody gives advice to proprietors in the industry for interacting with law enforcement. Always be in complete compliance with the state laws regarding cannabis business. There is no reason for the officer to know that you are conducting business in the cannabis industry, so you have no obligation to make the officer aware that you are. If your vehicle is searched, be sure that your documentation is in order and easily accessible. Remember, even if the officer is in the wrong during the interaction, it is best addressed with proper legal representation. The Drug Lawyer explains that he anticipate the cannabis industry years ago. He started acquiring assets that would allow him to transition into patient care many years ago. He was anticipating waiting a little longer for Oklahoma to legalize medical marijuana but is grateful to transition out of drug defense and start focusing on healing. CM: I guess for me, the really dramatic difference was I spent the last 20 years telling people how rotten their government was. CR: And now you have to sing a different tune. CM: Yeah, yeah. No, I deal with happy people all the time! CR: Isn't it a beautiful thing? CM: Yes CR: Yeah, it's beautiful. Have you had an experience yet where you've had a patient come in and say, “Oh that medicine was so great! I was able to get up and move around for the first time this weekend”? CM: My dad is one of them. He has horrible back pain because he was a marshal for a dozen years and a deputy sheriff for a while. The main thing that he did was construction all of his life and his back might as well just be bone meal. He has to get steroids shots all the time that, uh... CR: ...eventually cause more damage? CM: They cause more damage! He was taking morphine... we experimented with various tinctures and he's pretty much entirely off the morphine. This is someone who is, who 15 years ago would have sworn he had never touched upon it. Continues on Page 20

CM: It is! It’s just as you say though, we have been victims of propaganda for so long and a lot of the detractors of 788 were fond of calling it a fraud whenever it passed because they were saying, “oh, this is recreational marijuana.” Well, I would say that maybe three years of fraud [on behalf cannabis activists] is merited after 80 plus years of [fraud on their end]. Chad Moody has big opinions on every aspect of the cannabis industry. From prohibition, to perception, to propaganda, he is making large efforts to destigmatize and legitimize cannabis. His moves are intentional and calculated to maximize the desired effect. Among his smartest moves was choosing the location for his dispensary. Located at the northeast corner of Kelly Avenue and N.E. 63rd Street, Big Buds Cannabis Co is sitting in quite the sweet spot. “We’re in the Adventure District, as they like to call it”, says Moody. It’s true, Big Buds is only a few hundred yards from the Cowboy Hall of Fame, the Oklahoma City Zoo, The Science Museum, and Tinseltown. He has partnered with a couple grows and a dispensaries, where he has been making high potency edibles, tinctures and topicals. The key to making cannabis infused lollipops is temperature. While it is fun & easy to do, as long as you follow a few simple step, this is a very simple edibles recipe, requiring only 5 ingredients,You will need to be there throughout the entire process.
1 cup organic sugar regular sugar will work as well 1/2 cup organic light corn syrup regular light corn syrup will work as well 1/4 cup filtered water 1 tablespoon of flavoring of your choice orange and cherry 2-3 tablespoons cannabis tincture
COOKING DIRECTIONS
In a medium saucepan combine the following over medium-high heat: Organic Sugar, Organic Light Corn Syrup and the Filtered Water Stir until the sugar is completely dissolved Once boiling, insert a candy thermometer. Don’t stir after mixture starts to boil. When your thermometer reads 300-310• Fahrenheit, immediately remove from heat. Keep your thermometer in the pot. Lower the temperature to 250• Fahrenheit, and then stir in the flavoring of your choice as well as the cannabis tincture. Carefully pour into candy or lollipop molds Allow to cool for 30 minutes to an Hour and then store in an airtight container

GROW GREEN: A ‘HOW-TO’ FOR THE BEGINNING GROWER

Growing crops in Oklahoma is not something that is unheard of. With last years passing of SQ 788, many patients have discovered the rewards of growing their own flower. Not only does this save them money, but it also allows patients to grow certain strains that they, specifically, benefit from. Although growing your own crop of cannabis is beneficial, it is also a process that requires dedication, patience, and grit. As a person begins the growing process, there are several factors that they have to consider before they begin. They first need to decide if they plan to grow indoors or outdoors? If they’re planning to grow outdoors, is it the right season? Will the plants prosper? Is there a good place outside that is out of sight of the public but still both sunny and shaded enough for the good growth? If you’re planning to grow inside, have you decided on the method you will use? What type of soil will work best? What lights are you planning to purchase? There are so many overwhelming questions that your beginning grower has to answer before they can even begin!

I had the pleasure of getting to speak with a couple who are local growers that also happen to own their own dispensary. Bill and Susan Crimmins are the founders/owners of Prestige Worldwide Buds and Native Releaf Dispensary in Bixby. They couldn’t have found a better place to call home since Bixby is considered the Garden Spot of Oklahoma. The couple has been kind enough to share with us some helpful tips, tricks, and words of encouragement for all our entrepreneurial growers. The first question I asked of the two was how they would begin. Would they start from a seed or a clone? The reply was that finding a good clone from the cultivar the person is seeking would be the recommended way to begin. Bill added that using a clone typically gets the plant to harvest, on average, 3-4 weeks quicker than with seeds. However, if he could not find the cultivar he was seeking in a clone he would then turn to seeds. Susan also added that they had personally started from autoflowers when they first began. Some additional advice they provided was to find a soil that is specifically made for growing cannabis and to try and refrain from using your everyday garden soil. My second question was asking what their personal growing preference would be. “It is just a personal preference of whomever is growing,” Mr. Crimmins said. He added that an outdoor grow was more environmentally friendly but that it would definitely take more time. An outdoor grow would also limit a person to certain times of the year as their success is dependent on the seasons and climate. Continues on Page 28

Growing your own produce and knowing what is in it is historically the main concept behind the business. Additionally, Organics OKC helped to drive the 57% grassroots movement with SQ788 and four different petition runs to be a voice for Oklahoma medical marijuana patients. As a collective effort, we feel that food is medicine; patients deserve access to knowledge that will help them take charge of their health and enjoy life to the fullest. At Prestige Worldwide Buds, you will find three large, indoor grow rooms. Mrs. Crimmins said that they started with only one large grow room and autoflower seeds. They have now evolved into three large rooms in their building and have over fifty different strains that they cultivate for their dispensary. Susan took some time to explain to me the benefits of “providing for themselves,” so to speak. The biggest benefit, in my opinion, is that they are able to regulate prices for their flower. If you are to visit their dispo, a gram is always ten dollars regardless of the strain, potency, or supplier. When they outsource from other growers, they are still able to honor the ten dollar price because they do most of their resourcing from themselves. “Our goal is to keep the prices down for those patients that are on a fixed income,” Susan said. Both Bill and Susan had some excellent advice for those that are beginning a grow for themselves, or commercially. The number one suggestion from both of them was to watch YouTube videos by MPK University. Susan wanted to add that Facebook groups are a great resource as well. Many people, just like the Crimmins’, are self-starters who have learned from videos, online articles, and advice given from fellow growers. “Growing cannabis is like making an omelette: you have to break some eggs,” said Bill Crimmins as he referenced the growing process. This industry is an area where individuals are continuously “growing” and learning what does work and what doesn’t. Once a month Native Releaf offers a Grub and Grow workshop where local growers will come in and offer advice to those eager to learn. OPERATION ZERO: CANNABIS VERSUS CANCER AND THE ONE CENT MOVEMENT

Cancer patients are often under a considerable amount of stress for a multitude of reasons, and rightfully so. The weight of a cancer diagnosis, no matter the stage, can feel suffocating on its own, to say the least, but when a person has to find a way to carry that weight along with being a parent or spouse, while holding a job and managing everything else that life brings with it, it can be incredibly overwhelming. That’s not even considering the substantial financial burden that comes with traditional cancer treatments, and these woes are often compounded by the patient’s inability to work during treatment due to the enormous physical strain of what traditional cancer treatments do to the body. Even with a solid support system at home, and quality medical care, it can be an incredibly difficult experience, complicated by any number of factors, but even the smallest act of kindness can be truly priceless, especially for those battling cancer. Since the passage of State Question 788, cancer patients in Oklahoma have been able to legally turn to cannabis for relief from the pain and side effects of traditional treatment for the first time, and for many of those patients, it’s also becoming a necessary weapon in their battle against the disease. For most patients, a type of cannabis concentrate called FECO, or full extract cannabis oil, brings the most relief to an incredibly wide range of symptoms, in a dose that starts at about the size of a grain of rice. Across the country, countless patients battling cancer and other illnesses have found success with FECO, and Oklahomans are no different. Even in the social media groups that are popping up OKLAHOMA CHRONIC

as the community continues to establish itself, FECO is being mentioned and discussed by cancer patients, though there was something that caught the eye of Jeremy Dedmon, owner of Paragon Extracts in Tuttle. “I saw these cancer patients commenting on this oil, but they were all also mentioning how expensive it was, and it really got me thinking.” Dedmon, an OKC native who now resides in Tuttle, says he quickly had a horrible realization. “I was thinking about how much physical and mental damage these patients suffer, with the financial burden on top of it all, and it just really hit me hard. How terrible of a choice is that, forcing people to make the choice of time, versus money, versus their health? It made me want to do something.” That’s exactly what he did: the very next day, in the early half of March, Paragon Extracts began making FECO to be sent out to dispensaries with the caveat that it be sold to cancer patients for the whopping total of one penny. Almost immediately, dispensaries began to get on board. “Several dispensaries got involved right away, and as we’ve gotten more exposure and word of mouth, others have reached out to us as well to get involved.” While the support from dispensaries has been steadily growing, finding growers who were willing to donate product to the cause has been a slower process. Despite this, Dedmon is wholly optimistic about the movement,” Every day, we’re able to reach out to more and more growers as we’re able to get our story and our cause out there, and it’s been amazing, slowly but surely, people are getting involved and we’re getting donations here and there more than we did before.” Even with the smaller success Operation Zero had early on, Dedmon says there was one significant hurdle. “The demand far, far outweighs the supply. People’s clocks are ticking, and it’s hard to have that thought in the back of your mind. With the success of the cannabis industry here, it’s important to remember to give back, especially now that many of us can. We really

need to support one another, and get involved with more than just words.” As word continued to spread about the work being done by Dedmon and Paragon Extracts, that support began to take form in the shape of Operation Zero, a soon-tobe licensed, fully nonprofit organization with the goal of providing as many ‘penny grams’ of FECO as possible to Oklahoma cancer patients. Just since the early part of March, these single cent grams have been sent to over forty dispensaries, and Dedmon hopes to see this number continue to climb,”We’ve been able to produce over 1,000 grams of FECO so far, so we’ve earned some legitimacy, and helped so many patients just since earlier this year, but there’s so much more that could be done, if the resources were available.” Rather than sit and wait for the funds to make all of this happen to come to them, Operation Zero is working to take a more active role in their fundraising efforts, a move kicked off by their Black Tie Affair, an evening of music, a catered meal, and a silent auction. In addition to raising funds, the charity event was also an effort to raise awareness. “Not only are we wanting to ensure we have the funds we need for packaging and other expenses, but the more exposure we can bring to this cause, the more FECO we can produce as growers and other sponsors and supporters begin to get involved.” The Black Tie Affair brought together patients, advocates, business owners and industry leaders, all from different backgrounds and different walks of life, more than one with a friend or loved one who has or is currently battling cancer, and all with a passion to see Operation Zero succeed, and the atmosphere was truly one of family, and camaraderie. In the best way, it was akin to walking into an elegant family reunion: if you didn’t know anyone when you walked in, you certainly would when you left, and the air of support from the room as a whole was a breathtaking peek at the real cannabis community, the one that supports not only each other, but every other person who needs it, cannabis patient or not.

Dedmon, though he got the ball rolling, credits the many, many supports and sponsors of both the event and the organization with keeping things moving, but says a few people and businesses in particular have been especially vital to the effort. “Samantha Richardson has really been a big part of making this all happen, and Ford Austin has been helping us file for our 501(c)(3) status, along with helping with the structure of our nonprofit, we really wouldn’t be able to make any of this happen without their help.” In addition to Richardson and Austin, Tokieland Entertainment, Neverland’s Gypsi, and APCO Med, who let Operation Zero use their beautiful building for the event, were all major pieces of the silent auction charity event, though Dedmon’s appreciation extends to every sponsor of the evening. “Really, our entire list of supporters is incredibly long, but we want to let every one of them know what their support means to us, and how much we appreciate them. We wanted to do something to bring relief, even in a small way, and we wouldn’t be able to do that without the support that we have. ”In a day and age where just about everyone seems to be trying to nickel and dime everybody else for everything and anything they can, Operation Zero serves as a reminder of what the cannabis movement in Oklahoma has been working to achieve. Not only do patients now have the choice to consume a safer, all natural medicine that helps with a massive range of symptoms and issues, but people are making great efforts to be able to provide that medicine to them for the lowest price the law allows them to. That couldn’t be more different from traditional healthcare. Anyone who has dealt with any kind of hospital, clinic, or insurance company, in the last two decades especially, understands how much healthcare costs, especially when you have something as serious as cancer, and while traditional pharmaceutical companies are billing patients for everything they can, thanks to organizations like Operation Zero, cannabis is saving people’s lives, rather than taking their life savings.

Especially in the current market, that may significantly change after the 29th when regulations will be implemented to better serve the patient. Most growers have a network of dispensaries and processors they work with, what doesn't get claimed through that network will typically be sent out with transporters to sell to dispensaries in a "door to door" fashion.
TANNER WHITNEY ASKS: IS FEDERAL LEGALIZATION THE FLOODGATES FOR BIG CORPORATIONS TO SWALLOW THE INDUSTRY? ONCE THAT HAPPENS ALL THE SMALL SHOPS CAN NO LONGER COMPETE RIGHT? JUST LIKE MOM AND POP HARDWARE STORES...? Federal legalization sounds nice in thought, because then they could no longer prosecute us for running cannabis businesses in legal states. BUT it is very much a double edged sword in my opinion. They are already producing synthetic cannabis "medicine" in the form of marinol and there are already recorded deaths from overdose. That feels like to me what federal involvement would be like in cannabis across the board. We dont want them procecuting us, but we also dont want them involved in the production of this medicine. They wouldn't leave it natural in my opinion. And absolutely, that would wipe out alot of us mom and pop shops. Because people arent going to come see us for $25/8th (as an extreme example) for craft flower when they will be able to get a quarter at Walmart of low-mid shelf for the same price.

O.M.M.A. NEW REGULATIONS: NEW RULES WILL TAKE EFFECT ON SEPT. 14, 2019
For patients, the changes include the ability to obtain a medical marijuana recommendation from physicians licensed by and in good standing with the Oklahoma Podiatric Medical Examiners Board. Podiatrists (D.P.M.) will now be able to provide recommendations along with Doctors of Osteopathy (D.O.) and Medical Doctors (M.D.). A new 60-day short-term license will be available for adult and minor Oklahoma residents with a 60-day doctor’s recommendation. The license fee will be $100 or $20 for patients who qualify for a discount. Veterans with a 100% disability rating from the Veteran’s Administration will now be able to receive a medical marijuana patient license with a discounted application fee of $20. The online renewal system for businesses will be available starting August 30 as well. Businesses should submit their renewal application prior to the expiration date of their license but no sooner than 60 days before it expires. Submitting the renewal application on time will allow the existing license to remain valid while the renewal is in process.
Stand-alone transporter licenses are a new business license category, along with individual transporter agent licenses. A transporter license and an individual transporter agent card will be required for transporting medical marijuana. The fee for stand-alone transporter licenses is $2500 for one year, and the fee for each one year transporter agent license is $100. Growers, processors, and dispensaries will continue to be issued a transporter license upon approval of their business license. Transporter agents must work with their employer to submit their application and must apply for a separate license for each employer if working for multiple business All business applicants are now required to submit with their application a Certificate of Compliance completed by the political subdivision where the business is located. The required certificate is available at OMMA.ok.gov. Businesses within the City of Oklahoma City’s jurisdiction will submit the certificate provided by Oklahoma City.

More than 3,800 medical marijuana grow licenses were approved by August 1st. This is more than the approved dispensaries and processor licenses combined. Oklahoma now has licensed growers in all 77 counties.
Processors
Oklahoma has more than 1,000 processors in the state in 70 counties.
Dispensaries
Dispensary license numbers topped 1,700 by August 1 and are located in surprisingly only 69 counties. The fewest number of counties of the three license types.
