Midwest City is relatively a young city of only 81 years. We are best known for Tinker Air Force Base, so if you see any service men or women, thank them for their service.
I hope everyone has a good time and enjoys all of the events we have planned.
We have plenty of restaurants and shops, so if you need a bite to eat or have forgotten something, we have you covered.
I would like to thank my convention committee -- Jeff Ingram, Chris Hudson, Brian Christy, Duane Helmberger, James Caudill, Ross White and Toby Shores -- for all their hard work on making this convention happen.
I would also like to thank Raegen, Madelyn and Sheri at the OSFA for everything they have done.

On behalf of your OSFA Board and extremely dedicated staff, I would like to personally welcome you to the 130th Annual Convention in Midwest City.
The annual convention provides you, our members, the opportunity to elect your representation and conduct the business of your OSFA.
As a member-driven organization, you, the attendee, determine the organization’s direction for the upcoming year. I would encourage each of you -whether it’s your 1st or 40th convention -- to take the time to introduce yourself to people you don’t know.
Each person, regardless of background or experience, has an equal voice in this organization, and I would encourage each of you to use that voice to help us collectively improve. Your input and direction helps us to serve the firefighters of Oklahoma in a more meaningful and efficient way.
I want to take this opportunity to thank your remarkable staff -- Sheri Nickel, Madelyn Roth and Raegan Layne along with Lance Gill and Jeremy Williams -- for their hard work year round. They not only work extremely hard; they are equally passionate about serving the firefighters of Oklahoma.
The work that the association accomplishes would not be possible without these amazing individuals!
They are constantly working to modernize our systems and challenge the status quo so that we can deliver the best possible service to you, our member. Please, when you see them this week, thank them for their hard work on your behalf!
Additionally, I want to thank your OSFA Board!
Your OSFA Board does double duty -- they represent you making organizational decisions while simultaneously representing you as five of the 13 Oklahoma State Firefighters Pension Board Trustees.
I can assure you that no one cares more about our pension system than these five individuals. They demonstrate that continuously through their professional dedication to the board.
When you see the board this week, thank them for their will-
ingness to serve you and the all of the firefighters of our state.
Thanks, as well, to each of you who served on a committee this past year! I can’t stress enough how much that your time and effort to serve your brothers and sisters is appreciated!
Thanks also to you, our delegate, who is willing to give your time to get involved in the organization. This organization wouldn’t exist without you sacrificing your time to attend and make your opinions count.
We, as an organization, are re liant on the delegates and the many committee members who share their visions about how we can improve the fire service in Oklahoma.
If you have never served on an OSFA committee, I would encourage you to apply for one that interests you at OSFA - Oklahoma State Firefighters Association. The committees are chosen from those individuals who apply. The meetings are available via Zoom to enable greater participation and input from stakeholder’s statewide.
President Lopez’s convention planning committee has spent countless hours preparing for your arrival. We want you to have a great experience in Midwest City and make friends and memories that endure a lifetime!

“This is heavy” is one of Marty McFly’s catchphrases which he says throughout the “Back to the Future” trilogy whenever he’s stunned or confused.
Given the high-stakes timetravel adventures he finds himself sucked into, it’s not surprising that the quote comes up a lot.
There is a lot of humor in the movie about the 80’s culture clashing with the 1950’s setting.
Doc Brown asks Marty McFly “Why are things so heavy in the future? Is there a problem with the earth’s gravitational pull?”
What makes that question so funny is Doc’s scientific mindset of trying to make sense of what it would mean for the future.
Sheri Nickel OSFA Deputy Director and Orlando FDThis week’s celebration of the Oklahoma Fire Service is going to be full of an assortment of firefighters from the past and current, and perhaps a few newbies who are going to lead us into the future.
As we all meet at the golf course, the convention center, or at one of the many events, we all need to take advantage of the knowledge of the past firefighters and learn the knowledge of the new firefighters.
Tony’s theme seems a bit whimsical, but he and his convention planning team have done an outstanding job putting this all together, and the theme is more than appropriate for what is happening in the OSFA.
Transitioning into the future has seemed “heavy” at times, but we are progressing despite the “earth’s gravitational pull” and we are leaving the old ways behind and making the future brighter as we bring in the new generation.
The Oklahoma State Firefighters Association is rich in history, and that is because of great leadership through the 130 years of this organization.
As we progress into the future, history is being made and the things that are happening at this year’s convention will soon be in those same history books.
Make sure you read the resolutions, be educated as to why those changes are needed, and ask questions before you go with the popular vote.
Let’s use the convention as a leadership experience and not only as a party. A lot of time and effort has gone into this week.
We have great speakers and important issues to discuss, but most of all, networking amongst other firefighters across the state is invaluable. Friendships will be formed and memories will be made in ways that you won’t even realize.
Let’s make good decisions and make the fire service in Oklahoma the best it can be.

The Midwest City Fire Department was organized in 1943. G. E. Zimmerman served as the first Fire Chief, and currently Chief Bert Norton presides as the 12th Fire Chief.
The Midwest City Fire Department operates out of six fire stations, a headquarters, and a brand new $5.2 million training facility.
The training facility is the first of its kind in the Oklahoma City metro. It sits on three acres of land that host a 2,200 square foot classroom, a detached garage and storage area, and most im portantly, a four story combination burn and skills building.
This four story structure is comprised of 40 shipping containers methodically put together to recreate numerous situations our firefighters may encounter at any given time.
From forceable entry to rappelling to roof ventilation, this structure has been a huge boost for next level training for firefighters.
Some history about the Midwest City Fire department includes the fact that the initial oper ating schedule for the first 30 years (1940s through 1970s) for firefighters was divided between two shifts, but a third shift was created in 1974 to allow more manpower as well as more rest for the firefighters.
Midwest City FD also created the first HazMat Team in the state in 1983.
Always motivated to improve, the Midwest City FD obtained the prestigious ranking of ISO Class 1 in 2006, the highest level possible, joining the elite group of only 1% of fire departments in the country that meet the exceptional standards that the Insurance Services Office sets.
The Midwest City Fire Department became the first in Oklahoma out of 1,518 fire departments to reach ISO Class 1 ranking.
Today, Midwest City FD’s six fire stations cover 26 square miles with over 2,500 hydrants throughout the city.
The department features four primary divisions of Administration, Suppression, Training and Fire Prevention, operating on an annual budget of roughly $15 million.
Though the fire department strives for success, the duties are not without hardship.
Since founding in 1943, Midwest City firefighters have faced significant natural disasters that have impacted the city.
On Jan. 10, 1990, an enormous grass fire razed nearly a dozen homes and caused over $1.5 million in damages to local buildings.
On April 9, 2009, a string of wind-fueled wildfires spread through Midwest City and Choctaw and destroyed as many as 100 homes, despite the efforts of more than 23 mutual aid agencies.
Midwest City firefighters have also faced devastating losses in on-duty accidents.
On August 5, 1999, a traffic collision caused the death of firefighter Jim Clark when a car crashed
into the Ladder 2 firetruck and a second car hit the first, killing Jim.
To honor their fallen brother, the fire department built a memorial at the New Fire Station 2.
Far from simply assisting with accidental blazes, Midwest City firefighters have responded to thousands of accidents and natural disasters over the years, such as the May 3, 1999 tornado, the second deadliest in US history and the worst disaster in the city’s history.
This storm destroyed over 8,000 homes, took the lives of 36 people, and caused $1.1 billion of damages to Oklahoma and Cleveland County, the single most costly tornado in U.S. history.
Though it may surprise the average citizen, firefighters actually spend more time in the field as medical responders than they do fighting fires.
In 2023, Midwest City’s emergency response team reported 8,538 requests for aid, but only 207 of the alerts were due to a fire, representing a mere 2.42% of the division’s overall services.
In contrast, dispatchers recorded 5,870 calls for rescue and emergency medical services, accounting for 68.75% of the total incidents.
As first responders, firefighters receive EMT certification, and 95% also serve as HazMat Technicians.
Each day, firefighters train to react to rapidly-changing circumstances that could turn hazardous at any moment.
From internal training sessions to public education demonstrations, the Midwest City Fire Department is charged with the responsibility of reducing risks to save lives, property, and the environment from man-made and natural disasters.

RESOLUTIONS FOR 43rd ANNUAL ORFA CONVENTION
ORFA Legislative Resolution 24-01
WHEREAS Oklahoma Retired Firefighters Association Representatives 4,500 Paid and Volunteer Retired firefighters and;
WHEREAS the Oklahoma Retired Firefighters Association has the responsibility to identify the diversity of its members and;
WHEREAS the Association has paid attention to this diversity of the membership and;
WHEREAS the Association has identified the complexity of the membership and;
WHEREAS the Association has identified the membership’s loss of buying power, which has gone on unchecked for many years and;
WHEREAS the Association has a group of members who have been retired for 15 years and others who have been retired for 25 years or more and;
WHEREAS the Association’s Legislative Committee has met and seen the need to seek Legislation for this group of Retired Firefighters and; THEREFORE, BE IT RESOLVED: That we seek Legislation for a Hybrid Stipend for Retired Firefighters that meet the following criteria:
• Paid Retired Firefighters over 65 years of age will receive a onetime $2,000.00-dollar Stipend if they have been retired for at least 15 years. The following month the $2,000.00-dollar amount shall be divided by 12 and added to their pension amount monthly. (Example $2,000.00 divided 12 will come to $166.66 per month).
• Paid Retired Firefighters 70 years of age or older will receive a onetime $2,500.00-dollar if they have been retired at least 25 years. The following month the $2,500.00-dollar amount shall be divided by 12 and added to their pension amount monthly. (Example $2,500.00 divided 12 will come to $208.33 per month).
• Volunteer Retired Firefighters, shall be given $2,000.00 dollars if they have been retired for 15 years and are 65 years or older. The following month the $2,000.00 dollars shall be divided by 24 and added to their pension amount monthly. (Example $2,000.00 divided by 24 will come to $83.33 per month).
BE IT FURTHER RESOLVED that the 43th ORFA Convention: Pass this Legislative Resolution and send on to the OSFA Convention for passage and to seek this legislation.

ORFA Constitutional Resolution 24-01
WHEREAS members of the Oklahoma Retired Firefighters Association met in Oklahoma City in April to discuss and determine modifications needed to the Oklahoma Retired Firefighters Association Constitution & Bylaws, Article V, Section 9; and
WHEREAS these modifications were discussed and voted on by the ORFA Cornerstone Resolutions and Constitution Subcommittee; and;
WHEREAS the current ORFA Constitution and Bylaws Article V, Section 9 currently reads “The 1st Vice President shall serve as the ORFA liaison to the OSFA Legislative Committee. The 2nd Vice President shall be responsible for the Cornerstone Committee, as the Chairman. The 3rd Vice President shall be the Vice Chairman.”
THEREFORE, BE IT RESOLVED that the delegates at the 43rd Annual ORFA Convention show the overall support of the organization toward our members; and
BE IT FURTHER RESOLVED these proposed ORFA Constitution and Bylaws modifications will have the ORFA Constitution and Bylaws Article V, Section 9 will read as follows, “The 1st Vice President shall serve as the ORFA liaison to the OSFA Legislative Committee. The 2nd Vice President shall be responsible for the Cornerstone Committee and Membership Subcommittee, as the Chairman. The 3rd Vice President shall be responsible for the Cornerstone Committee and Membership Subcommittee, as the Vice Chairman.”

RESOLUTIONS FOR 130th ANNUAL OSFA CONVENTION
OSFA Legislative Resolution 24-01
WHEREAS volunteer members of the Oklahoma State Firefighters Association Gathered for caucus in Woodward on February 3rd to identify and discuss important issues facing the volunteer fire service; and WHEREAS after much discussion and debate the issues were narrowed to the top issue affecting Oklahoma volunteer firefighters; and
WHEREAS the OSFA is the largest representative organization for volunteer firefighters in Oklahoma; and
WHEREAS currently fire departments are required to report to the State Fire Marshal’s office annually; and
WHEREAS many grant and funding opportunities are unrealized due to lack of adequate and underreporting; and
WHEREAS in the past electronic near real-time reporting has been cost prohibitive for most of the fire departments in the State of Oklahoma; and
WHEREAS the US Fire Administration has partnered to create the National Emergency Response Information System (NERIS); and
WHEREAS the goal of NERIS is to empower the local fire and emergency services community by equipping them with near real-time information and analytic tools that support data informed decision-making for enhanced preparedness and response to incidents involving all hazards; and WHEREAS the intent is to offer the base reporting free of charge to the departments;
THEREFORE, BE IT RESOLVED that the delegates at the 130th Annual OSFA Convention show the overall support of the organization toward our volunteer members; and
BE IT FURTHER RESOLVED that the Volunteer Fire Services Committee and the Legislative Committee, research, develop, and propose legislation for the purpose of requiring all reporting currently required, be required to use the NERIS reporting system once available; and
BE IT FURTHER RESOLVED that these committees report back to the 2025 Volunteer Caucus and the 2025 OSFA Convention on their recommendations.

OSFA Legislative Resolution 24-02
WHEREAS Oklahoma State Firefighters Association Representatives 4,500 Paid and Volunteer Retired firefighters and;
WHEREAS the Oklahoma State Firefighters Association has the responsibility to identify the diversity of its members and;
WHEREAS the Association has paid attention to this diversity of the membership and;
WHEREAS the Association has identified the complexity of the membership and;
WHEREAS the Association has identified the membership’s loss of buying power, which has gone on unchecked for many years and;
WHEREAS the Association has a group of members who have been retired for 15 years and others who have been retired for 25 years or more and;
WHEREAS the Oklahoma Retired Firefighters Association’s Legislative Committee has met and seen the need to seek Legislation for this group of Retired Firefighters and;
THEREFORE, BE IT RESOLVED: That we seek Legislation for a Hybrid Stipend for Retired Firefighters that meet the following criteria:
• Paid Retired Firefighters over 65 years of age will receive a onetime $2,000.00-dollar Stipend if they have been retired for at least 15 years. The following month the $2,000.00-dollar amount shall be divided by 12 and added to their pension amount monthly. (Example $2,000.00 divided 12 will come to $166.66 per month).
• Paid Retired Firefighters 70 years of age or older will receive a onetime $2,500.00-dollar if they have been retired at least 25 years. The following month the $2,500.00-dollar amount shall be divided by 12 and added to their pension amount monthly. (Example $2,500.00 divided 12 will come to $208.33 per month).
• Volunteer Retired Firefighters, shall be given $2,000.00 dollars if they have been retired for 15 years and are 65 years or older. The following month the $2,000.00 dollars shall be divided by 24 and added to their pension amount monthly. (Example $2,000.00 divided by 24 will come to $83.33 per month).
BE IT FURTHER RESOLVED that the 43th ORFA Convention: Pass this Legislative Resolution and send on to the OSFA Convention for passage and to seek this legislation.

WHEREAS members of the Oklahoma State Firefighters Association Executive Board met in Oklahoma City in January, February, March and April to discuss and determine modifications and clean up language needed to the Oklahoma State Firefighters Association Constitution & Bylaws, the following Constitution changes need to be made to Article 1, Section 1, Article 1, Section 2, Article 2, Section 6, Article 2, Section 7, Article 2, Section 10, Article 3, Section 3, Article 3, Section 4, Article 4, Section 3, Article 4, Section 5, Article 5, Section 3, Article 6, Section 1, Article 8, Section 1, Article 8, Section 2, Article 8, Section 3, Article 8, Section 4, Article 9, Section 1, Article 9, Section 4, Article 9, Section 5, All of Article 14, Article 15, Section 1, Article 15, Section 3, Article 15, Section 4, Article 16, Section 1, Article 16, Section 2, Article 16, Section 3 and the following Bylaw changes need to be made to Article 2, Section 3, Article 3, Section 1, Article 4, Section 3, Article
4, Section 4, Article 4, Section 5; and WHEREAS the OSFA Constitution and By-Laws was last updated in 2021; and WHEREAS the OSFA Constitution and By-Laws is a living document; and
WHEREAS these modifications were discussed and voted on by the OSFA Executive Board;
THEREFORE, BE IT RESOLVED that the delegates at the 130th Annual OSFA Convention show the overall support of the organization toward our members by continuing to update and modify our governing documents; and BE IT FURTHER RESOLVED that these proposed OSFA Constitution and Bylaws modifications be accepted as submitted.

RESOLUTIONS FOR 130th ANNUAL OSFA CONVENTION
OSFA Constitutional Resolution 24-01
WHEREAS the Oklahoma State Firefighters Association (OSFA) is made up of active service firefighters plus members of the Oklahoma Retired Firefighters Association; and WHEREAS the Oklahoma Retired Firefighters Association (ORFA) has its own board made up of retired Oklahoma firefighters; and
WHEREAS the OSFA purpose from the constitution and bylaws states: “The purpose of this organization shall be to create, maintain and perpetuate a fraternal spirit among its members; to assemble in convention and there devise ways and means of improving the fire fighting service by appropriate discussion, lectures, debates and mutual exchange of ideas; to cooperate with the various state departments and agencies, to suggest helpful legislation and to educate its membership and improve the service and to enhance the value and dignity of their profession and to be instrumental in promoting improved conditions for the firefighters of the State of Oklahoma; and
WHEREAS the people who know best the conditions of the current fire fighting service, what types of legislation and education are needed to improve the current fire fighting service, what the current values are and dignity is within the membership, how the service and conditions need to be improved for the firefighters, are our active firefighter members; and
WHEREAS currently under Article 3 – Elected Officers, Section 1 states in part, “There shall be at least one of the officers of the Board who is a Volunteer Firefighter.” Thereby requiring the Volunteer Firefighter Board Member to be an active volunteer firefighter; and
WHEREAS the intent was not to single out the volunteer board member but rather to ensure that a current volunteer firefighter is on the board and to emphasize that the volunteer member has to be a current member of a volunteer fire department and thereby an active Association member; and
WHEREAS Article 3, Section 1 by the above example implies that ALL current board members must be active firefighters, up to and including the Immediate Past President; and
WHEREAS the second objective under the ORFA constitution states that they are to: “Assist the OSFA in pursuit of common goals;” and
WHEREAS to best accomplish these goals as described within the two constitutions is to ensure that all future OSFA board members are and will remain active service firefighters as defined in Article 2 – Membership, Section 2 “Active Members: All members of fire departments, participating in the Oklahoma Firefighters Pension and Retirement System, who are not receiving pension
benefits, shall be eligible for active membership in this Association upon the payment of the annual dues for every member of that department as provided by Article 8, Section 1 of this constitution. (Article 8, Section 1 describes the amount of dues to be paid); and WHEREAS to provide clear and undeniable guidance for OSFA boards and executive directors:
THEREFORE, BE IT RESOLVED to amend Article 3 – Elected Officers, Section 1 as follows:
Section 1. The officers of the Association shall consist of President, First Vice President, Second Vice President, Third Vice President, and Immediate Past President. These officers shall be known as the Board. Board officers shall be required to seek the office of the next higher Board chair at each annual convention after initial election. The Board President shall be required to move into the Immediate Past President’s position in the year following his or her term as President. This section in no way shall be construed to prevent an Active Member of this Association, not holding a Board office, from running for an elected Board office. There shall be at least one of the officers of the Board who is a Volunteer Firefighter. Members of the Association seeking and/or holding an elected Board office or the office of Immediate Past President shall be active members as defined by Article 2, Section 2 of this constitution. Under no circumstances shall any fire department have more than one elected member serving on the Board, but this will not restrict Board appointments according to Article 3, Section 5 of this constitution.
BE IT FURTHER RESOLVED that Article 3 – Elected Officers, Section 5 be amended as follows:
Section 5. In the event of a resignation, death, disability or any other vacancy of an elected Board Officer, the remaining members of the Board may at their discretion, within the requirements of Article 3 of the Association Constitution, appoint a person or persons, who is a current active firefighter in the State of Oklahoma, to serve in the vacated position(s) until the next convention. If the Immediate Past President position is vacated for any reason, the position may only be filled in one of two methods:
1) it shall be filled by an active member who is an OSFA Past President;
a. If utilizing this method, the exception under Article 3, Section 1 is applicable, thereby allowing more than one member of the same fire department to serve on the Board in this specific occurrence
2) Or; it shall remain vacant until the current President completes his or her term as President and moves into the Immediate Past President position.
BE IT FURTHER RESOLVED that this Constitutional amendment shall be effective on July 1, 2025 so as to not affect any current sitting Board members.

Gave the ultimate sacrifice when responding to a house fire. They went into the home looking for family members when the roof collapsed and trapped them inside.
• 2022 - Tad Smith & Hunter Munsell, Harmon
Rescued two Balko firefighters from their unit which had rolled and caught fire, loaded them up and called for help while transporting them out of danger.
• 2023 - Tony Garcia & Michael Smith, Medford
On July 9, 2022, during a response to an explosion at OneOK Medford natural gas liquids fractionation facility, Medford firefighters Tony Garcia and Michael Smith advanced into the inner zone in Engine 1 to rescue six individuals still in the facility following the explosion. Upon arriving at the entrance to the facility, they found locked gates and had to use irons to force them open, then extracted the individuals and moved them to medical care with no additional injuries or loss of life.
• 2023 - A.J. Morrison, Tulsa
On May 3, 2023, off-duty firefighter A. J. Morrison was parked at a business east of the Malibu south apartment complex when he noticed that the apartment complex was on fire and ran to assist. Morrison quickly found the affected apartment, was able to force the door and extricated a wheelchair bound victim having trouble getting out.

Hello, and welcome to Midwest City and the 2024 OSFA Convention and OSFAWA Convention.
I want to thank Tony Lopez and his convention planning committee, as well as Madelyn and Raegan at OSFA for all of the support they have extended to the Women’s Auxiliary during this planning period.
Ladies, we will have three meetings this convention -- Thursday, Friday and Saturday morning.
We invite everyone to join us for meetings and/or for our ladies luncheon on Thursday, our Cornhole Tournament held during the picnic, or our silent auction held during the banquet.
Please remember that you do not have to be involved with a local auxiliary to join in at the state level.
I have a massive thank you to go to my Executive Board -- Past President Kendra Engle, Vice President Haley Thompson and Secretary Sara Johnson.

Oklahoma Firefighters Museum is
We have outgrown our current facility as evidenced by how many artifacts have been archived and stored out of view of the public.
Groundbreaking for Phase 1 took place Oct. 4, 2020. The $15 million expansion will double the square footage devoted to the museum, update the current space, contain interactive displays and an event center for additional museum space.
