framework option 2: “Vein”

The master plan concept establishes a network of walkable, "cultivated" park areas within the Green River's 7 park parcels, while leaving select areas as sculpted "hinterland." This approach is instigated by a water-savvy consciousness, well aware that a park of this scale can not be a continuous cultivated site. (The hinterland, a man-made topography, does not only serve as a backdrop for the variety of park environments & experiences, but will also be programmed and used for park infrastructure, as well as housing for the park's cisterns.) The master plan concept works with 7 design principles, across the 7 distinct park parcels Within the conceptual framework of "vein," the cultivated areas of the park are imagined as 7 interconnected strands, weaving the 7 design principles together. These strands flow through the Green River, bending and reacting to the forces of the adjacent land uses of Cairo Capital. In this way, the "strands" of cultivated zones directly relate to the park's adjancencies, as they swell, thicken and create the space to form a linear structure of smaller, walkable, "sub-park" settings and experiences.

CP1, CP2, CP3 key programs In an effort to move past the diagrammatic scale of the master plan, we have developed the following images to introduce characters of key programs for Phase 1 (CP1-CP4) of the Cairo Capital Central Park. These images show that the overall conceptual gestures of the park can be maintained, while each park parcel, or zone, can have a uniquely distinct identity, beginning to define the character of each park zone within the larger vision for the Green River. Each park parcel, or zone, will have a specific, iconic, and unique design vocabulary; each is completely distinct from the other.

The Iconic Monument Plaza is located at the west entrance of the entire Capital Central Park, with the Grand Mosque as background. The Plaza is featured by an iconic monument in the center, a grand reflecting fountain in the front, and a series of themed columns on the back which create a sense of place by framing the monument and its space. From each side of the plaza, pedestrian path in oval shape connects the plaza with the front entrance of the Grand Mosque, providing convenient access but at the same time respecting the importance of the mosque. In-between the plaza and the Grand Mosque are open lawns embraced by arrays of trees. During event time, both plaza and lawns can be used to accommodate mass groups of people for a variety of activities.

Iconic Monument: • Simple but powerful shape, with contemporary flavor • Prominent height for better views from distance, however the monument should form a harmonious relationship with the Grand Mosque on the back but not competing with each other • Night lighting should be incorporated into the design of the monument

Grand Reflecting Fountain: • Reflecting pool at regular day but with the ability of animated fountain display accompanied by music at special occasions • Color changes at night and during special events

Site Furniture: • Select site furniture of proper scale for large public areas • Simple shapes and strong built • Consider the incorporation of lighting in site furniture

Themed Columns: • Reflect the same design language as the Iconic Monument • Night lighting should be incorporated into the design of the monument

Planting: • Formal planting layout around the plaza and in the lawn areas to frame and direct views • Simple plant palette in order to achieve a clean and contemporary look • Select plant materials that are either native or can easily adapt to the region

Open Lawns: • Clean open lawns for a formal look • Flexible use during event time • To be decorated with flowering shrubs or annuals along pedestrian paths

Plaza Paving: • Natural stone in greyish tones as the majority, supplemented by subtle tone concrete pavers, color concrete and aggregate concrete; textures can be used in certain areas as accent • Simple geometry patterns with contemporary flavor • Accent engravings can be added to honor certain important dates or names, etc.

4. More description is needed for the idea of the bridge crossing/connecting CP3 and CP4. The submitted images do not reflect the design intent of the 2 parks.

OPTION 1: UNPLANTED land bridge from neighborhood park to civic park (Chicago, USA)

OPTION 2: PLANTED land bridge from mobility infrastructure to open field (Washington, USA)

The CP3 and CP4 park zones will be joined by an iconic, one-of-a-kind land bridge! Functioning as an elevated pedestrian boulevard, the bridge will be an important piece of infrastructure reinforcing the continuous circulation network across park zones, despite the presence and barrier posed by the regional ring road. Below are two examples of existing built pedestrian bridges, as general references for the CP3CP4 land bridge. While perhaps comparable in shape, the actual site conditions are quite different from that of Cairo Capital Park. The pedestrian bridges below span across 30m roadways; the regional ring road to cross between CP3 and CP4 is approximately 120m wide. 7

CP3-CP4 land bridge option 1: "uncovered" When designing a land bridge over a major arterial road, it is important to consider the use of planting to diffuse and mitigate the sound and pollution from the vehicular traffic below. Furthermore, implementing a planting scheme with a variety of trees and vegetation will enhance the continuity of the park, establishing a contiguous park-like experience as one moves from one park zone to another. The bridge itself is an opportunity to create yet another vibrant public realm, a meandering infrastructure with a series of "urban balconies" offering overlook / lookout points towards Cairo Capital Park. These spectacular views de-emphasize the presence of the road below, reinforcing vistas and framing views of the new city and its great central park.

6. More suitable uses for the park in between the Ministries and Embassies zone should be suggested. Some uses/activities were added but with no explanation to understand the relation with the surrounding zones. Government District

GOVERNMENT DISTRICT

The EAST PROMENADE is the primary connection between the Central Park and the Government District. Its layout presents the transition from organic to formal and symmetrical, which correlates to the change of urban fabric in this district. The key elements to be incorporated in the East Promenade include formal plazas, fountains, lawns and gardens that are grand in scale, while the green spaces adjacent to the promenade accommodate programs that serve a variety of civic functions needed in this district. The WEST PROMENADE is treated as the secondary extension of the Central Park into the Government District. It continues the flowing and organic layout of the Central Park, linking a series of different green spaces together. The two promenades are connected by linear greenways through the District. The LINEAR GREENWAY flows in organic shapes continuously throughout the entire Government District, creating a green network within the District. The greenway is treated as a series of public gardens.

The CULTURE PARKS offer elegant outdoor spaces for the display of sculptures, public art, educational pieces, and culture related works. These passive parks are dedicated to the appreciation and enjoyment of Cairo Capital's culture achievements.

The CIVIC PARKS offer a variety of opportunities for outdoor activities and nature enjoyment. These active parks can be used for events, gatherings, sports and leisure in all seasons. Two open spaces located at the East Promenade are treated as PUBLIC PLAZAS with water features, public seating and larger hardscape areas with proper planting. Such plazas will serve as landmarks in the District. The GREAT LAWN can accommodate large amount of people during civic events, it also provides generous green spaces for public gatherings of all scales and leisure enjoyment at all times.

7. Still missing are the design guidelines that describe each park zone, including the design intent related to the theme of each park and showing the selected materials, planting, furniture, and lighting.

The design guidelines were provided for CP4 on 25 March 2016, completing the tasks described in the Contract Addendum (dated 17 February 2016). These design guidelines include materials, planting, furniture, and lighting suggestions for the CP4 zone. The general guidelines for CP4 can be used to develop a framework for the rest of the park zones. The overall ambitions include: • Create planting schemes that are appropriate in scale and enhance the function and aesthetic of each sub-space within the individual park areas. • Implement unique, cutting-edge contemporary details, encouraging experimentation with building technologies & materials. • Use natural stone (i.e. granite, marble, etc.) in varying sizes (oversize to cobble) and colors, and design simple, durable, elegant details for all major pedestrian paths. • Minor paths/roadways/traffic routes shall be paved appropriately for light traffic (operations & maintenance vehicles). In these areas, poured paving systems or concrete unit paving systems might be more suitable. • Overall, final material selection will be based on design development, refinement, and research of local availability, appropriateness and project budget. • Plant selections shall be limited to either native or easily-adaptable to the region. Market availability is also key in this, limiting the extensive use of exotic plants to only a small percentage. Feature planting shall be used under circumstances when it is strongly determined that use of such plants is absolutely necessary to achieve the design intent and will not cause major long term maintenance issues. Plant material selection shall also be suitable for a dry climate, with a sensitivity to sustainability (i.e. water consumption, maintenance, etc. Per the overall park master plan approach, the concept of the "hinterland" will allow respective cultivated areas to have densities of lushness that can truly thrive.) • Avoid “over planting.” Planting scheme shall be appropriate, yet bold to give identity to the sub-park areas. This will combine a variety of layout strategies, ranging from linear to massing, from formal to natural. • Combine a variety of evergreen, deciduous, accent and fruit trees and shrubs to create an interesting mixture of textures, heights, shapes and colors that remain vibrant across seasons.

The priority paving for the park will be of high quality, with an appropriate, inviting, attractive, and well-detailed paving pattern. Natural stone pedestrian paths could be granite or marble, ranging in sizes from oversized pavers to cobbles, dependent upon the unique paving pattern for each respective park area.

PARK FURNITURE

People like to "arrange" for their own seatng-- edges & steps that are "deep" enough to sit on can provide that flexibility, as do movable chairs. Movable furniture also becomes relevant as a broader, large-scale general gesture to unify the "brand" & identity of the park. Similar to Bryant Park in New York, or the Jardin du Luxembourg and the Jardin des Tuileries in Paris, "signature" chairs & tables become iconic and reinforce the identity of a respective public space.

The design team recommends a single “type” or “product line” of movable tables & chairs, as a means of creating various seating possibilities and configurations throughout the park’s inidividual cultivated areas in both an effective and cost efficient way. This approach reduces the amount of custom or integrated furniture Green River masterplan - 7 park parcels needed, limiting the application of custom or integrated seating edges to just a few exceptional moments within the design. The suggested “furniture family” can be used to establish a cohesion across this extraordinary central park. The furniture line, itself, could be named after the park: imagine, the “Cairo Capital” chair or table. In this approach, the seven park zones would feature the same typology of movable tables and chairs in an effort unify the park. However, variety can of course be introduced to make specific associations with respective park zones. This can be achieved through subtle changes to the furniture design itself, or by use of color.

A variety of lighting must be considered within each of the individual park settings. Based on the design development of the park, integrated lighting in planters, tree grates, handrails, pavilions, temporary installations, as well as other elements of the landscape could be integrated with lighting for different effects and experiences. Similar to streetscape lighting or lighting within an urban district or residential neighborhood, the use of a particular “family” of luminaires can shape and define the overall character and contribute to establishing the identity of a place. The lines in the layout of the gardens don’t reflect the design intent of these gardens, especially in CP4, the Islamic and Egyptian gardens. 3225 m2 The intention of the Master Plan is to introduce a level of abstraction and contemporaneity to the proposed garden areas. The design, especially when further developed, is intended to be suggestive and not replicative. Moving forward, upon refinement of these gardens, the level of traditionality versus contemporaneity can be completely calibrated. In this, an appropriate and comfortable amount of such elements can be incorporated into or eliminated from the design.

Referring to the above imagery, and thinking of the scale of both the Islamic Gardens and the Egyptian Gardens proposed for Cairo Capital Park, one must immediately be reminded that there is truly no other park or place like this in the world! Remembering that with such a large park as that of the Green River, some of the selected precedent imagery depict spaces that could fit entirely within some of the predefined areas of the garden designs. In the case of the CP4 Islamic Gardens, range from 550m2 to 1050m2 (please see plan diagram, right).
