GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramazanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. For the last eleven years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin and 85,7% in Adana.

4. COMPETITION, TIME AND PLACE 4.1. Competitions Tennis Table matches of 2013 Mersin XVIIth Mediterranean Games includes the following events: Men Singles Team

4.2. Time and Venues The Men’s and Women’s Tournaments will be held between 25 -29 June 2013 at the “CNR Mersin Yenisehir Exhibition Centre, Hall A”.

5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD Tennis Table Tournaments will be held on condition that at least eight (8) Countries for the Men category and six (6) Countries for Women category register no later than the deadline for entries by number registration. If the number of entries received by 19 March 2013 (h.24.00 GMT+2) is lower than the abovementioned number, the Chairman of the ICMG Technical Commission or his representative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be held in Mersin on 7 May 2013 (h.24.00 GMT+2). Immediately after the decision, the OCMG 2013 will notify the NOC’s involved via fax about the possible cancellation of one or more Tournaments. Once confirmed, the Tournament will be held and winners will be awarded with medals, regardless of the actual number of participating athletes.

6. TOURNAMENTS REGULATIONS Table Tennis Tournaments will be held in accordance with the ITTF (International Table Tennis Federation) rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. Any case not covered hereby will be decided as follows: -

General cases will be settled according to the ICMG rules; Technical questions will be settled according to the ITTF rules.

7. TECHNICAL ORGANIZATION The TMTF (Turkish Table Tennis Federation), under the supervision of the Technical Delegate of the ITTF, is responsible for the technical organization and management of the Tennis Table Tournaments of the 2013 Mersin XVIIth Mediterranean Games.

7.1. Special provisions for the holding of the Tournaments Any case occurring before or during the Tournaments will be settled by the Competition Commission, in accordance with the ICMG and ITTF rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. ITTF World Ranking list to be published on 1 June 2013 will be used in order to decide the seeds for the draw of the Games. This will be the last ITTF World ranking published before the draw. For Team event, a special RL prepared for this case will be used by the ITTF Technical Delegate. The draw will take place during the Technical Meeting as per section 12 of this regulation. 7.1.1 Singles Tournament The Single competition will consist of three stages: First and second stage (round robin system) and Final stage (knock-out system). First stage (round robin system) The players will be divided into eight (8) groups. All players of the group will compete against each other and will gain two (2) points for a win, one (1) for a loss in a played match and zero (0) for a loss in an non-played or unfinished match. The players will be ranked according to the number of points gained. If two or more players are tied with the same number of the points, the ties will be decided according to the ITTF rules. The order of matches in each group at the first and second stage (round robin system) will be as follows:   

1st round: 1 v 3 and 2 v 4 2nd round: 1 v 2 and 3 v 4 3rd round: 1 v 4 and 2 v 3

The top two players in each group will go on to the second stage. Second stage (round robin system) The players will be divided into four groups with four players each. All players of the group will compete against each other and will gain two (2) points for a win, one ( 1) for a loss in a played match and zero (0) for a loss in a non-played or unfinished match. The players will be ranked according to the number of points to be gained. If two or more players are tied with the same number of the points, the ties will be decided according to the ITTF rules. The top two players in each group will go on to the final stage. Final stage The qualified players will play in a knockout (single elimination) format: quarterfinals, semi-finals and finals (bronze and gold medal contests). The winners of the quarterfinals will play in semifinals. The winners of semi-finals will play in the gold medal contest. The losers of semi-finals will play in the bronze medal contest.

All matches shall be the best seven (7) games. 7.1.2 Teams tournament Each match will be the best of five games. A team match consists of two single matches followed by a doubles match that is followed, if necessary, by one or two singles matches, until a team wins three matches. A team consists of 2 or 3 players and the order of play will be: Order 1 2

Team Match Procedure Before a team match, the right to choose A, B or X,Y shall be decided by lot and the captains will name their teams to the umpire, assigning a letter to each single player. The pairs for a doubles match need not be nominated until the end of the immediately preceding singles match. The team competition will consist of two stages: First stage (round robin system) and Final stage (knock-out system). First stage (round robin system) The teams will be divided into four groups of three, four or five teams, according to the number of participants. All teams of the group will compete against each other and will gain two (2 )team points for a win, one ( 1) for a loss in a played match and zero (0) for a loss in an non-played or unfinished match. The teams will be ranked according to the number of points gained. If two or more teams are tied with the same number of the points, the ties will be decided according to the ITTF rules. The order of matches in each group at the first stage (round robin system) will be as follows:  

1st round: 1 v 3 and 2 v 4 2nd round: 1 v 2 and 3 v 4

3rd round: 1 v 4 and 2 v 3

The top two teams in each group will go on to the final stage.

Final stage The qualified teams will play in a knockout (single elimination) format: quarterfinals, semi-finals and finals (bronze and gold medal contests). The winners of the quarter-finals will play in semifinals. The winners of semi-finals will play in the gold medal contest. The losers of semi-finals will play in the bronze medal contest. 7.1.3. Consolation tournament All players who will not qualify to second stage may be participating to consolation tournament for men or for women. Consolation tournament will be performed depending on the number of players. The system of consolation tournament will be the knockout system and all matches will be the best of 5 games. 7.1.4 Draws For Single Events The draw for the round robin stage will take place in a public session. The draw will take place during the Technical Meeting as per section 12 of this regulation. Draw for the first stage (round robin stage) For the first stage, the highest-ranked players will be placed in Group A, the 2nd highest in Group B, the 3rd highest in Group C, the 4th highest in Group D 5th in group E, 6th in Group F, 7th in Group G and 8th in Group H. The players ranked 9-12 will be drawn to groups E or F or G or H. The players ranked 13-16 will be drawn to group A or B or C or D. The players ranked 17- 20 will be drawn to groups A or B or C or D. The players ranked 21-24 will be drawn to groups E or F or G or H. The players ranked 25-28 will be drawn to groups E or F or G or H. The players ranked 29-32 will be drawn to groups A or B or C or D. In case that there will more players to 32, these players will be drawn in the groups randomly (See graphic below). A 1 (9-12)

Final stage (“play-off� rounds) The draw for the final stage will take place in a public session, half hour after the last match of first stage. The eight qualified teams will play in a knockout (single elimination) format: quarter-finals, semifinals and finals (bronze and gold medal contests). The winners of the quarterfinals will play in semi-finals. The winners of semi-finals will play in the gold medal match. The losers of semi-finals will play in the bronze medal match.

8. COMPETITION VENUES AND EQUIPMENT Table Tennis Tournaments of the 2013 Mersin XVIIth Mediterranean Games will be held at the CNR Mersin Yenisehir Exhibition Centre, Hall A which is 3.5 km (6 minutes) away from the Mediterranean Village Complex (MV1 / MV2). 8.1. Competition venue Six (6) playing areas each will be provided; as the competition goes on, the number of tables will be reduced and finals will be held on one table. The playing area will be in synthetic materials and have the same color with each of the competition areas, as provided for by the ITTF regulations. 8.2. Training and Warm-up Area Near the competition area, there will be a designated area equipped with nine (9) tables similar to those used in the competitions, to allow players to warm up. 8.3. Equipment All the sports and technical equipments to be used in the Table Tennis Tournaments and training will comply with the ITTF technical regulations, excluding the special dispensations by the ICMG. The equipments to be used during the Games are as follows: - Tables: Butterfly (Centre Folt 25 mm, Rolaway/ Blue Table) - Nets: Butterfly - Balls: Yellow 3* Butterfly match balls. 8.4. Changing rooms Separate changing rooms for men and women will be provided for the athletes, with facilities including showers, toilets and massage beds. Separate changing rooms for men and women will also be provided for the officials, with facilities including showers and toilets. 8.5. Mixed Zone and Press Conference Room Accredited media will be allowed to conduct short interviews in the mixed zone immediately after the competitions. Athletes must leave the competition area via the Mixed Zone and they are requested to cooperate so as to answer the questions of the press. At the end of each match, the OCMG 2013 official in charge of press will escort the trainer or the athletes to the Press Conference Room in order to answer the questions of the press. All players must attend this press conference. Absence of an athlete during the press conference is regarded as unsportsmanlike behavior.

9. TRAINING 9.1. Training Venues Table Tennis training will be held at the 7. Bölge Sports Hall. This facility will be available for training starting from 20 June2013. Official training area in the competition venue will be available starting from 24 June 2013 for Official training session. 9.2. Procedures for the scheduling of training sessions Following the deadline for entries by name forms (Friday, 19 April 2013), NOC’s will be able to request training times which better comply with their needs. Times and boards for training sessions will be assigned so as to satisfy the received requests and ensure a balanced distribution of training time, according to the number of participants of each NOC. Upon their arrival, the NOC’s will receive information on the scheduled training times at the Sports Information Centre located in the Mediterranean Village and at the Table Tennis Technical Office located at the competition venue. Each participant must have the possibility to have training session at least one (1) hour.

10. ELIGIBILITY All NOC’s of the ICMG member Countries, whose Federations are ITTF members too, are entitled to take part in the Table Tennis Tournaments of the Mersin 2013 XVIIth Mediterranean Games. Players must be nationals of the Country that enter them at the preliminary registration and must comply with the ICMG and ITTF rules and regulations. Each NOC will be entitled to register three (3) men players and three (3) women players, but only two (2) of them can participate to the single events. Each NOC can participate in the team tournaments with one (1) man team with three (3) players and one (1) women team with three (3) players.

11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based upon a document downloadable from the website: www.mersin2013.gov.tr. Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (h 24.00 GMT+2).

11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (h 24.00 GMT+2). 11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (h 24.00 GMT+2). 11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (h 24.00 GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain issues and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation. 12. TECHNICAL MEETING The Technical Meeting will be held at the competition venue on 24 June 2013 at 17.00 hrs. The Meeting will be organized by following the ITTF rules and under the supervision of the ITTF Technical Delegate. The below-mentioned officials shall take part in this meeting:    

ITTF Technical Delegate; A member of the ICMG Technical Commission; Team Leader or trainer (one for each Country); The Referees;

 

After the end of the Technical Meeting, Umpires meeting will be held according to the ITTF procedures.

13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.

Mediterranean Village

The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.   

Polyclinics, Laboratory and Diagnostic Imagining Emergency service (24 hours) Ambulance service (24 hours)

A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.

Competition and Training Venues

Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, ITTF and WADA rules and regulations. All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned in accordance with the ICMG and ITTF rules and WADA Anti-Doping Code. Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.

14. JURY MEMBERS 14.1. Referees ITTF, together with Turkish Table Tennis Federation Technical Referees Committee, will appoint one (1) referee and two (2) assistant referees (one (1) of them must be foreigner). The Referee must be the ITTF International Referee.

They will be responsible for the smooth execution of matches and drawing of lots process with the help of the Competition Manager. Each of the NOC taking part in the Table Tennis competitions will be entitled to propose one (1) international umpire for umpiring during the competitions. Names of the referees to be designated by NOCs will be indicated on the entries by name forms. In order to manage the Table Tennis competitions, twenty (20) teams composed of two (2) umpires each will be composed. The Turkish Tennis Table Federation, under the supervision of the ITTF Technical Delegate will appoint the additional international umpires for umpiring during the competitions. 14.2. Appeals Committee In accordance with the technical regulations of each sport to be scheduled in Mersin XVIIth Mediterranean Games programme, International Appeals Committees will be established; they will be responsible for the scrutiny of official complaints lodged, as well as of the appeals. If the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the international officials present at the competitions and through the Technical Delegate, the Appeals Committee President. In general, excluding the special dispensations by the International Federation, the Appeals Committee shall be composed of:  One (1) President;  Two (2) members selected among six (6) qualified people who have been chosen from the representatives list of participating Countries. This list will be communicated by the ITTF Technical Delegate during the Technical Meeting. In the event of a complaint, the members of the Committee cannot be of the same nationality of the Country/Countries lodging the complaint itself. 14.3. Racket control TMTF will appoint two (2) officials who will be in charge of the Racket control according the ITTF rules regulations and procedures.

15. COMPLAINTS Complaints and appeals will be evaluated according to the ITTF International Regulations. Any complaint will be recorded on the official match report and submitted in written French, English or Arabic within and no later than thirty (30) minutes after the end of the match, accompanied by a cash deposit, in accordance with the ITTF rules. If the complaint is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG 2013. Appeals against decisions made by The Technical Commission shall be lodged according to the ITTF rules.

16. SPORTS UNIFORMS 16.1. Uniforms of Athletes Players taking part in the Table Tennis Tournaments of the 2013 Mersin XVIIth Mediterranean Games must wear uniforms which comply with the ITTF rules. No advertising logos may appear on the uniforms, on accessories or, more in general, on all clothing and equipment worn or used by players. These rules also apply to the awards ceremonies. 16.2. Number There is no numbers for the players. Names of the players will be visible on the back of their shirt.

17. AWARDS Awards ceremonies will be held at the end of the final match of each Tournament. Medals and diploma In accordance with the ICMG rules, the following prizes for the Men’s and Women’s Singles Tournaments will be awarded: First prize A gold medal and a diploma for each player who ranks first; Second prize A silver medal and a diploma for each player who ranks second; Third prize A bronze medal and a diploma for each player who ranks third; Fourth to Eighth Places Each player who plays the quarterfinals will receive a diploma. In accordance with the ICMG rules, the following prizes for the Men and Women Team Tournaments will be awarded: First prize A gold medal and a diploma for each player of the first-ranked team; Second prize A silver medal and a diploma for each player of the second-ranked team; Third prize A bronze medal and a diploma for each of the third-ranked team Fourth to Eighth Places Each player of the quarterfinals will receive a diploma

19. SPORTS INFORMATION OFFICES FOR THE COMPETTION Two offices will provide specific information on the Tennis Table Tournament: the first one is the Technical Office for Table Tennis to be located at the competition venue and the second one is the Sport Information Centre in the Mediterranean Village. These two Offices will provide information on competition times, training sessions, transport, list of players and results. The two Offices will also provide technical information communicated by the ITTF and OCMG 2013.

20. APPROVAL OF THE REGULATIONS In case of disagreement on the interpretation of these regulations, the French version shall prevail. These regulations were approved by the President of the Technical Committee and ICMG on 6 September 2012.
