The political nature of Queen Elizabeth II Sqaure, following it’s inception in 1963 by architect Robert Kennedy, is embedded with a history of commercial gain versus social value. The nature of the site, being considered a gateway to Auckland’s waterfront means that a proposal for the city block flanked by Queen Street, Customs Street West, Lower Albert Street and Quay Street is one of great implication to the city of Auckland. The determination of the site has a direct impact on the transition of people from City to Sea. The political decisions pertinent to the development of Queen Elizabeth II Square means that today there is not transition but juxtaposition; a jolt from road to jetty.

Formerly Queen Square, Professor Kennedy originally proposed a site of open space with direct access from the centre of the Square through to Quay Street. The community and politicians at the time revelled at the prospect, and the plans were approved to begin the formal process of review. The scheme was passed over to a property consultant who was to assess the proposal’s economic feasibility. Upon finding the potential to increase the landowner Auckland Harbour Board’s rental yield of a substanital quantity by merely increasing the commercial floor area to civic space ratio, the political agenda of the beneficiaries arose and the battle between economic value and places of civic importance began. The current occupier of 1 Queen Street, HSBC, is the outcome of political overrule. It was understood that the site of Queens Square would have significant shadow cast for the majority of the day, alongside doubling the wind load, if the former tower of Air New Zealand were to be built. Nonetheless, despite profuse objections from local architects at the time, planning rules were overstepped and construction of the tower began. Despite the public objection and knowledge that the construction of 1 Queen Street would have a fundamentally detrimental effect on the attraction and purpose of the proposed Queen Square, a political mutation of the architect’s original vision prospered and today we are left with remnants of a space envisioned to be grand, the result of which is a poor attempt at the realisation of place and a severed link obstructing the connection of Auckland’s people to the Sea.

WHAT AUCKLAND WANTS Before conceptual work on an area begins, a sign is placed at the site with a dropbox for written comments and on social media. The comments are collated and voted for i.e. ‘liked’. The most popular ideas can be signposted back at the site, with additional boxes for votes. A combination of the most popular ideas become part of the proposal.

ARCHITECTURAL BID Select architectural firms are chosen to put forth a proposal based on the public’s commentary for the site. The final presentations are displayed at the site with voting dropboxes.
