design by engagement Good cities are cities in which all stakeholders feel agency in helping shape it. Good urbanism projects are driven by a diverse constituency of actors. By engaging stakeholders and actors, it is possible to better understand issues, motives, challenges, and solutions. Design can play a wide variety of roles in engagement. Throughout the years, One Architecture + Urbanism has been at the forefront of the development and deployment of design-driven tools that help bring understanding, find solutions, and build support.
re-designing the process of design
In the 2014 Rebuild By Design competition for Lower Manhattan, One Architecture co-led a community-driven urban design approach. In addition to rounds of public workshops,, the team held smaller, focused sessions with 31 community and cultural organizations, and over 40 governmental agencies at the city, state, and federal levels. This extensive engagement not only fostered good design results, it also directly led to the award of over $300M in HUD grant money for resiliency improvements in the Lower East Side.

In a project like The Big U, or its followon pilot, the East Side Coastal Resiliency, the geographic scale and technical complexity of major infrastructure plans can be intimidating to a layperson, preempting real engagement with the design process. Through models and diagrams, the team helps the community visualize complex urban systems. For coastal resiliency projects, such as the Big U and ESCR, breaking down the larger project into its component parts (while explaining the applications and limitations of each) has proven to be an effective approach.

Options for resiliency have varying forms and levels of reliability: from wide and TYPES OFlevees FLOOD PROTECTION passive earthen to narrow and even removable flood walls and deployable elements.

Early in the Big U development process, foam versions of floodwalls, berms, and deployables were given to residents as tools with which to “Design Your Waterfront,� emulating the thought-processes of the design and engineering team. Interacting directly with design issues in this manner facillitates discussion of trade-offs.

In de Buitenstad vindt veel van de nieuwe ontwikkeling plaats daar waar bouwen het eenvoudigst en aantrekkelijkst is; op het zand. Losjes vergelijkbaar met het ‘combinatiescenario’ van Nederland Later, strekt de Buitenstad zich uit tot in de Gelderse Vallei en de Brabantse Stedenrij.
De Kuststad is een compact stedelijk gebied, dooraderd door kwalitatieve dragers die bestaan uit groene en blauwe routes, cultuurhistorische kernen, nieuwe stedelijke knooppunten en nieuwe landschappen.
De Wereldstad bouwt voort op ‘unique selling points’ van de Randstad zoals de kennis-economie, toerisme en mainport Schiphol. Dit ter versterking van de internationale concurrentiekracht..
Er is voldoende massa voor een gevarieerd aanbod aan wonen, werken, kennis, recreatie, cultuur en stedelijkheid.
Hoog-stedelijke kwaliteiten in de bestaande stedelijke gebieden worden versterkt, in contrast met nabij gelegen grote attractieve landschappen zoals waterstad en de delta-natuur.
Het ontwikkelingsbeeld Buitenstad is op veel manieren te kenschetsen als het ‘marktscenario’. Naast een verstedelijkingpatroon dat de ondergrond volgt en onnodige complexiteit uit de weg gaat, biedt het mogelijkheden voor de vervulling van de wens om ruim te wonen.
Een lightrail systeem en een fijnmazig autonetwerk -maximumsnelheid 70 km per uurondersteunen het totale stedelijke netwerk.
Nieuw programma wordt geconcentreerd in de Amsterdamse agglomeratie, die zich uitstrekt van Amersfoort tot Beverwijk en van Nieuw-Vennep tot Zeewolde. Binnen deze agglomeratie ontstaat een goed verknoopt netwerk van verbindingen.
Om het goed functionerend te realiseren en internationaal concurrerend te maken zijn een aantal drastische wijzigingen nodig ten opzichte van de huidige RO-praktijk.
Voorwaarde voor het maken van de Kuststad is dat één gebiedsautoriteit de regie gaat voeren. Binnen die regie is volop ruimte voor publieke, private en maatschappelijke partners om deel te nemen en bij te dragen aan de verschillende ontwikkelingen.
In de Zuidvleugel wordt ingezet op een kwaliteitsimpuls door te investeren het landschap, verbetering van voorzieningen en van het OV systeem en selectief toevoegen van groene woonmilieus.
In plaats van het oplossen van de verstedelijkingsvraag in Almere of achter de geluidswal, wordt het wonen sterk geënt op het landschap, in dichtheden die aanmerkelijk lager zijn dan nu gewoon is. (Deze worden gecomplementeerd met het incidentele project in zeer hoge dichtheid). Behalve in de meest robuuste natuurgebieden vervlecht de natuur en de landbouw zich met de verstedelijking.

Koppeling weg en lightrail systeem
De auto wordt geaccepteerd voor lokaal verkeer; bij grotere afstanden ligt het voor de hand vanuit de auto over te stappen op OV. Dat betekent dat auto en OV sterker geïntegreerd zullen worden, en dat de bestemmingen geconcentreerd worden, om het wonen juist vrij te kunnen laten.

In de eerste fase van het Randstad 2040 project hebben drie bureaus de leiding genomen in de ontwerp ateliers Groen-Blauw, Stad-Land, en Netwerken. One Architecture is door het ministerie van VROM gevraagd leiding te geven aan het Atelier Netwerken. De resultaten van deze ateliers zijn op verschillende plaatsen in Nederland tentoongesteld en gebruikt als voeding voor het debat omtrent de Randstad.

Na een debatronde met conclusies zijn in de tweede fase de elementen uit de ontwerpateliers gezamenlijk uitgewerkt tot drie toekomstbeelden: Buitenstad, Kuststad en Wereldstad. In deze fase heeft One Architecture tevens een gebiedsuitwerking binnen het toekomstbeeld Buitenstad uitgewerkt. Daarbij is vanuit de beelden een advies opgesteld over de toekomst van de Randstad, welke moet leiden tot een kabinetsbesluit in het najaar van 2008.

Information-gathering begins with listening. In Gouda, the design team utilized surveys, interviews, and open-ended workshops, through which decades of local knowledge could be overlaid on initial site sketches. These first plans led to the generation of a set of potential futures for each key area withing the district.

Delhi 2050 has been promoting a broad conversation about Delhi’s long-term development with local government bodies, universities, NGO’s and the local population. The project Water in Dwarka, with the aim of mapping the water issues in Dwarka, and, through design research and an intensive on the ground process with local stakeholders, articulates a series of concrete implementable projects that will help address the water shortage.
The team approached the water issues holistically, using design to explore different opportunities at all scale levels, while integrating different sectors and working with all stakeholders. The water crisis in Dwarka is such, it became clear, that every feasible measure is necessary to stem it.

A ‘hackable city’ approach to citymaking should allow citizens, private and governmental parties to retain value(-s) within a city, or neighborhood. It raises a number of the bigger questions that also relate to BSH. What does smart urbanism mean from a governance perspective: can we imagine an infrastructure of the city (in its broadest sense) that welcomes ‘civic hacks’? How could the city as a system be opened up, so hacking into it will be easier for citizens, in such a way that it will still serve the public interest and serve the local economy, energy production, food chain, social agenda, mobility and cultural well being?
The ‘hackable metropolis’ is based on the notion of the circular economy, utilizing a set of digital tools for bringing stakeholders together to co-ideate business cases.
In Buiksloterham, the self-builders and self-developers have organized themselves in a collective that shares
experiences, combines marketing efforts, creates a sense of community and that wants to provide the city with alternative development options. In early 2015, the first “self-built” homes in Buiksloterham began to reach completion. Over the course of the year, dozens more would initiate construction.

DESIGN: URBAN RESEARCH Before first going before the community, the design team must begin with contextual urban research, in order to establish the set of questions to be asked. In this way, a series of hypotheses are articulated which can thereby be tested in the workshops.
DESIGN: CREATIVE TOOLKIT As an alternative (or complement) to defining questions, the team can instead provide a toolkit for the community to use in creating their own responses or evaluations. These can take the form of physical design elements, to be placed upon a site, or by defining urbanistic terms and giving color-coded stickers with which to evaluate a map area.
ENGAGE: QUERY + SURVEY Once the questions are established, they can be put before community participants. Materials gathered during the research process help inform and guide the activities. Depending on the types of answers sought, questions can take the form of surveys, interactive worksheets, or open discussion.
ENGAGE: WORKSHOP Given a simplified version of the actual tools that will be employed by the design team, community members are empowered to walk through the design process themselves, bringing about a closer understanding of the limitations and trade-offs that are inherent to infrastructure projects.
EVAL: DISTILLATION Perhaps the most critical step in the iterative process is the evaluation of feedback, as this both feeds into the next design cycle and is communicated back to the community in future workshops -- showing unequivocally, “hey, we’re listening to you.”
EVAL: INTERPRETATION Open-ended workshops, while effective at maximizing participation, put a great burden on the design team to interpret the feedback into actionable information. Two important considerations in evaluation are apparent patterns (i.e., groupings of similar responses/approaches) and strong geographical clusterings (highlighting potential focus areas).

DESIGN: ALTERNATIVES Iterative design is already a part of most architectural practices. In the Engagment-by-Design model, these iterations are combined with community engagment. Selected design approaches which respond to specific considerations are presented, which can be evaluated by the community.
DESIGN: SYNTHESIS Through multiple iterations of design, community feedback, and evaluation, a multitude of revisions have occurred. The resulting project grows from this foundation, synthesizing the set of inputs into a compreshensive approach for the design area.
ENGAGE: WORKSHOP When given the full range of possible approaches, the community can discuss the positives and negatives inherent to each, with the help of a facilitator familiar with the technical concerns and limitations.
ENGAGE: FEEDBACK Whereas previous workshop sessions might focus energy on critical areas or specific issues, this cycle is intended to generate feedback on the project as a whole.

REBUILD BY DESIGN: “THE BIG U”
Building on the public outreach led during the Rebuild by Design competition, the ESCR project team engaged the East Side community in a series of workshops designed to demystify the flood protection options under consideration and generate excitement about the open space and access improvements associated with this unique project. Four rounds of workshops for each of two project areas were conducted from March to October of 2015. In the first round, participants shared key information about how they used and accessed East River parks and waterfront facilities. In the second round, the team sought more detailed feedback on improving specific pedestrian access points. In the third round, participants evaluated and ranked design options for both flood protection and access improvements. The last round functioned as a capstone of the concept design phase, providing feedback on the synthesized “preferred alternative” and setting the stage for further engagement in the design development phase.
In the Rebuild By Design competition for Lower Manhattan, One Architecture co-led a community-driven urban design approach. Two rounds of open-invitation public workshops were held in the neighborhoods most affected by Hurricane Sandy, where participants were introduced to a resilient design “tool kit” and given the opportunity to propose protection strategies and program concepts in exercises titled “Design Your Waterfront.” Concurrent to both the design development and the public outreach, the team held smaller, focused workshops with 31 community and cultural organizations, and over 40 governmental agencies at the city, state, and federal levels. This extensive engagement not only fostered good design results, it also directly led to the award of over $300M in HUD grant money for resiliency improvements in the Lower East Side.
INNOVATION DISTRICT BUIKSLOTERHAM Buiksloterham is a former brownfield area in AmsterdamNorth, currently under redevelopment. The Economic Board of the City of Amsterdam assigned Buiksloterham the status of Innovation District / Urban Living Lab. A traditional large scale top down masterplan was designed, but due to the current economic crisis and the level of pollution in certain parts of the neighborhood all development came to a standstill. A number of stakeholders took this chance to develop this area with a new bottom up approach partly based on individual initiatives and partly on several collaborations. Dwarka, a new-town in New Delhi, just west of the international airport, is an example of a middle class development where water shortages are causing serious problems for urban development. Delhi 2050 is a long term planning project organized by archi-i platform, in conjunction with local and international knowledge partners and the Dutch offices One Architecture and Makkink-Bey. Delhi 2050 has been promoting a broad conversation about Delhi’s long-term development with local government bodies, universities, NGO’s and the local population. The project Water in Dwarka, with the aim of mapping the water issues in Dwarka, and, trough design research and an intensive on the ground process with local stakeholders, articulates a series of concrete implementable projects that will help address the water shortage. The team approached the water issues holistically, using design to explore different opportunities at all scale levels, while integrating different sectors and working with all stakeholders.The water crisis in Dwarka is such, it became clear, that every feasible measure is necessary to stem it.
In the past years, Gouda-Oost had become an (undeserved) symbol of the difficulties in new towns. When One started, in 2008, residents, municipality and housing corporations had already been cooperating for some time to transform and upgrade this neighborhood in Gouda without much success. In an essay, One Architecture suggested an adaptive ‘open’ plan that will be filled in piece by piece, by involving local authorities, stakeholders and especially local residents. With the urban plans for 3 different parts, One Architecture has now elaborated the first parts of the renewal. The urban plan comprises a new, green, public area, the ‘Oversteek’ (traverse). The new and existing neighborhood facilities, like shops, supermarkets, a community school, the existing church and the mosque, are all situated along this area. The construction of the Oversteek is linked with the realization of an ambitious and diverse housing program, which will accommodate both existing and new residents, as well as special target groups. By dividing the housing groups into small plots the architecture will aid to showcase the newfound diversity.

AMSTELLAAN An important feature in the design and how the neighborhood will function in the future was integrating and widening the Amstellaan, a main traffic artery. In the past, developers and engineers had imagined many options, all equally unfeasible and undesirable, all based on a pure technical infrastructural logic. One Architecture changed roles: by making the engineers work with the designers, One Architecture created a new design. Suddenly, the design was within budget and received the full support of the area’s residents. Now, this design has been developed, was tendered, and completed construction in late 2014. Further optimizations of the plan’s components are the result of this joint planning process. Project Amstellaan will result in a “tree bank”, making full-grown trees available cheaply for new construction. The green buffer space enables flexibility and room for optimization of Rentree’s housing program.

RANDSTAD 2040 The design research from Randstad in 2040 focused primarily on the topic of networking. One Architecture first investigated the context of regional developments and initiatives in the western Netherlands, in order to formulate three potential development directions. Three designers lead a series of design workshops exploring these three themes with deisgners from the region and the various ministries. One Architecture facilitated this process by further exploring the development prospects in between the different workshops. In this first phase, to create a broader participation, the different perspectives were simplified in such a way that they could play a role in the public debate through discussion evenings and national newspapers. In the 2nd phase, the integration atelier fed the design research and, in particular, the administrative discussions. At several moments the current state of the development prospects was presented to the directors allowing dialogue to take place. In the phase ‘key projects’ the regions were asked to provide input through surveys and interviews. Afterwards a portion of the design research was done in collaborative workshops together with the regions.
