NORMAN — Even unfinished, with workers hammering away upstairs, the enormous stone home taking shape east of Norman — all 5,000 square feet of it — exudes a warm, Old World feel. Windows and doorways are rounded, a spiraling staircase is taking shape in the entry hall, and hardwood covers the floors, which will be finished off with a “distressed” look in the coming days. Large or small, such details are typical for Sun Custom Homes, said Kurt Dinnes, 52, who cofounded the company with partners Randy Earhart and Keith Hocker in 2000. “We do a more luxurious high-end house whether it’s 1,800 square feet or 7,000 square feet,” he said. Local home sale markets often differ widely Glimmers of hope for a better U.S. economy are surfacing. But for homeowners who want to sell their property, will an improving economy translate to better sale prospects? Real estate experts said that depends on the relative strength of their local market. “Not all neighborhoods are rebounding at the same speed. Some are already red hot. Others are flat but improving. Still others could be a few years away from a full recovery,” said Sid Davis, an independent real estate broker and author of “A Survival Guide to Selling a Home.” Davis said it’s a mistake for sellers to peg their planning on national data. “The only statistics that really count are statistics for your neighborhood,” he said. He said it’s smart for potential sellers to gather

market intelligence before making a judgment about real estate trends in their neighborhood. Such information is important as sellers decide on price and timing. Davis said another major category of prospective home sellers includes baby boomers who would like to move to a smaller house or condo but have been holding off due to a slow-selling market. “These are folks who aren’t under pressure to sell but are eagerly awaiting the right moment to move,” he said. Here are a few pointers

for homeowners assessing neighborhood real estate trends: I Request consultations with local real estate pros. Eric Tyson, a personal finance expert and co-author of “House Selling for Dummies,” said the best sources of information on a local market are usually real estate agents active in the area. “A good agent won’t manipulate you into selling before you’re ready,” Tyson said. He acknowledged that many in the field are inclined toward optimism, “given that they have a bias toward doing transactions.” But he said you can minimize the effect of any such bias by asking for presale consultations with more than one agent. Other solid sources of market intelligence include appraisers, mortgage

lenders and real estate attorneys who do business in your area. I Ask local agents for up-to-date market data. Once you’ve defined your neighborhood, Davis recommends you ask local real estate agents for local list-to-sale data for the past 90 days. These show the difference between asking and selling prices. If this gap is narrowing, the local market should be stable or gaining strength. If it’s widening, the market could be weakening. Another key set of statistics that Davis uses involves “days on market.” If many properties in the community are languishing unsold for weeks or months, it’s likely real estate demand has weakened. But a quickening pace of home sales could suggest the opposite. I Avoid relying too heavily on average sales

price statistics. While many market observers depend heavily on data about average sale prices, Tyson cautions against relying too much on these numbers. “The problem with average sale prices is that the mix of properties that happen to have sold during any given period can really impact the results. For example, if a few unusually high-end homes have sold recently, that could give you an unrealistically rosy view,” Tyson said. He says a better measure of the relative strength of any market focuses on median sales prices. Likely voters strongly value homeownership and would oppose efforts to weaken or eliminate the mortgage interest deduction or diminish a federal role to help qualified homebuyers obtain affordable 30-year mortgages, according to a survey conducted for the National Association of Home Builders. The survey, with a margin of error of plus or minus 2.5 percent, showed that three out of four voters — owners and renters — think it is appropriate and reasonable for the federal government to provide tax incentives to promote homeownership. Also, two-thirds of those responding agreed that the federal government should help homebuyers afford a long-term fixed-rate mortgage, and 73 percent said they opposed elimination of the mortgage interest deduction. And as 2012 president of the Central Oklahoma Home Builders Association, Dinnes said he plans to keep a steady hand on the rudder and let the organization continue to do what it does best: offer a voice for its members. “The advocacy, the voice, that the Home Builders Association provides for all its members is absolutely essential,” he said. The group works with policymakers at all levels to help keep the Oklahoma City area’s homebuilding industry strong. “And it is strong,” Dinnes said. “What is really exciting right now is the National Association of Home Builders put Oklahoma City as one of its emerging markets on its emerging market index, as one of the leading cities in the United States moving the homebuilding slump in a positive direction. So we’ve had six months, more than six months, of increased homebuilding activity.” Oklahoma City and Tulsa appeared on the National Association of Home Builders/First American Improving Markets Index, which was released earlier this month. The newest index lists 76 metro areas nationwide — 41more than on December’s index — pulling themselves out of the housing bust in terms of single-family building permits for at least six months in a row. The list is calculated using a mix of figures from the Census Bureau, the Bureau of Labor Statistics and Freddie Mac. Dinnes credited the metro area’s diverse pool of builders for Oklahoma City’s strong showing. “For the most part, they’re small builders, the builders who build 10 to 20 homes a year,” he said. “And there’s a lot of great craftsmanship here in central Oklahoma. It keeps the home values to where they’re very affordable here in central Oklahoma. We don’t have a lot of big, publicly traded companies here because it is so competitive.” That’s good for consumers, he said. “Consumers have a lot of choice and a lot of good homebuilders from which to choose to have their home built. I think that produces a lot of very, very nice product here in the Oklahoma City area,” he said. Dinnes is passionate about home design and building, his journeys often combining vacation with reconnaissance, but he took a roundabout route to get to this point. Born in Sarasota, Fla., and raised in Denton, Texas, his interest was piqued at an early age. “Ever since I was a little boy, I always wanted to be a homebuilder,” Dinnes said. “I used to walk through homes thinking, ‘Gosh, if I just could become a homebuilder that would be the neatest

thing.’ ” By the time he made it to the University of North Texas in Denton, though, his focus had shifted to commercial art. He worked at Taco Inn during college, and maybe the owner spotted something in the young student — when he decided to sell out, he invited Dinnes to join a group in Oklahoma to help found a new restaurant concept. “And he offered me $800 a month. And I thought, ‘My gosh, $800 a month. I don’t think I can spend $800 in any given month,’ ” he said with a laugh. So Dinnes moved to Norman in 1978 and helped open the first Taco Mayo, helping start what became a chain. One store led to another, setting in motion a chain of events that led to a franchising company being formed in 1980. Dinnes bought a small percentage of that company, which continued to grow. He now is president of Taco Mayo Franchise Systems Inc. “I got involved in designing the Taco Mayos and creating the looks you see today,” he said. Sun Custom Homes sprang in 2000 from the entity that built those restaurants, after Dinnes decided he had the resources and the experience to pursue his homebuilding dream. He did so with the blessing of his business partner Earhart, who also agreed to become a partner with him in the custom home business. Dinnes joined the Central Oklahoma Home Builders Association in 2005 and has served on the board of directors and as chairman of the association’s 2010 Parade of Homes. He also has served as president of the Southwest Home Builders Association and is on the board of directors for the Garner Stocker Foundation, a nonprofit organization Taco Mayo established in 1998. And he relishes his new role with the Central Oklahoma Home Builders Association. “It’s truly an honor to serve as the president,” he said. “I can’t even begin to tell you what an honor it is for me to do this and serve this association in that capacity.” Dinnes and his wife, Megan, have been married 20 years and have two children, Alexa Lee-Dinnes, 18, and Weston Dinnes, 17. An avid cyclist, Kurt Dinnes is a regular at the Hotter’N Hell Hundred in Wichita Falls, Texas, and other rides. In July, he’ll test his mettle in “the most grueling event I’ve ever done,” Triple Bypass Ride — involving 120 miles and three mountain bypasses starting out from Bergen, Colo. He’s no stranger to mountain roads, though, riding many miles along the winding byways whenever he visits his cabin near Keystone, Colo. “So hopefully it’ll make me stronger and won’t kill me,” he said with a smile.

Are good inspectors that hard to find? DEAR BARRY: I read your column religiously every week and it seems that most of the problems answered by you deal with questionable inspections by home inspectors. I am beginning to think that the majority of home inspectors are either extremely incompetent or are in the pocket of the sellers or realty agents. How can a buyer find an honest, reliable, and competent home inspector? Archie DEAR ARCHIE: Your question raises more than one issue, so I offer the following four answers: I 1. Many of the questions I receive are complaints about home inspectors. Human nature being what it is, people speak up more readily when they have a bad experience than when they have a good one. The fact is there are many competent home inspectors in the profession, but people don’t write to say what a great home inspection they just had. Therefore, the complaints show up often in my articles. I 2. Unfortunately, there are many home inspectors who do not perform thorough or competent inspections. No doubt, there are some cases where this is due to unethical relationships with Realtors. Personally, I don’t know any inspectors who operate on that level, so I expect that collusion of that kind is a rare practice. But home inspectors are often exposed to subtle suggestions and pressures from agents. Without intending to be dishonest, there could be a tendency, in such cases, to soften the presentation of some disclosures. I 3. Some home inspectors lack the knowledge and experience needed to conduct a thorough and adequate property evaluation. Most home inspectors receive ongoing education from associations such as the American Society of Home Inspectors and various other state associations. But not all home inspectors are on the advanced side of the educational curve. I 4. The toughest question is how to find a competent, reliable home inspector. The best I can offer is a method that is not foolproof. Try to find someone with years of experience, who has performed thousands of home inspections. Look for someone who is regarded by Realtors as a nit-picky perfectionist. In fact, you could call real estate offices and ask if there is an inspector who is known as a “deal killer” or “deal breaker.” Inspectors with that kind of reputation are likely to be qualified and honest. DEAR BARRY: The house I’m buying is over 100 years old, and there appear to be some structural problems. The main support beam in the basement is cracked, causing the upstairs floor to sag. The sellers have installed temporary supports and say that permanent repairs can be done at a later time for about $1,000. Should I

buy this home or leave well enough alone? Chris DEAR CHRIS: If you seriously wish to purchase this home, you should disregard the sellers’ assessment of the support problems and have the foundation and framing systems professionally evaluated. Concerns regarding the

structural integrity of a home should not be left to chance or to offhand opinions. The framing defects should be investigated by a licensed structural engineer. The property should also be fully evaluated by the most thorough and experienced home inspector you can find. Additional problems will be revealed by a qualified home inspector, and with the sellers soft-selling a structural defect, additional findings could be decisive. Mortgage insurance deductible takes hit WASHINGTON — Though its demise drew little attention because of the partisan year-end brawl over the payroll tax cut extension in Congress, a key mortgage financing benefit disappeared at the end of December: The ability of large numbers of homebuyers and owners to write off the premiums they pay for mortgage insurance. The loss of that tax deduction — plus mandatory new fees imposed by Congress on all new conventional and Federal Housing Administrationbacked loans — could effectively ratchet up the costs of homeownership this year. The expiration of mortgage insurance deductibility will hit many low-down payment conventional loans originated since 2007, plus virtually all new mortgages closed this year where the down payment is less than 20 percent. Though industry experts do not have precise numbers, their estimates range into the millions of existing owners and new purchasers potentially touched by the deductibility termination. Borrowers using guaranteed veterans and rural housing loans, where down payments can drop to zero, also are affected. The change in the law took effect Jan. 1 along with the expiration of 58 other tax code benefits that Congress failed to renew, such as credits for home energy improvements, credits for builders of energy-efficient new houses and deductions for state and local sales tax payments. They were all components of what would have been an annual “tax extenders” bill authorizing continuation of relatively noncontroversial expiring benefits for another year or more. Congress could still reauthorize all or some of the write-offs retroactively this year, but the current poisonous political atmosphere on Capitol Hill raises doubts about the timing of that scenario. The mortgage insurance premium deduction dates to legislation enacted in 2006. It allows purchasers and refinancers who use either private mortgage insurance or federal insurance or guarantees, and who itemize on their federal tax returns, to write off their premiums. Borrowers who are single or married and filing jointly with adjusted gross incomes of $100,000 or less can write off 100 percent of their annual mortgage insurance premiums. Married homeowners filing singly can write off 50 percent of premiums. Borrowers with incomes above $100,000 may qualify for partial deductionson a sliding scale. In many cases, the posttax savings for these bor-

rowers are significant. New buyers with an income of $100,000 and a mortgage of $200,000 would save between $600 and $1,000 a year, depending on their credit score and loan-tovalue ratio, according to MGIC, one of the largest private mortgage insurers in the country. For households with lower incomes, the impact would be less, depending on their marginal federal tax brackets. David Stevens, who served as FHA commissioner and is chief executive of the Mortgage Bankers Association, said the loss of deductibility of mortgage insurance “hits a segment (of consumers) — middle-income and firsttime buyers — where af-

fordability is especially important.” But mortgage insurance was not the only housingrelated casualty of the pre-Christmas skirmishing. As part of the temporary extension of the payroll tax cut, negotiators tacked an unusual provision that raises fees on the majority of conventional mortgages — those originated for sale to or guarantee by Fannie Mae and Freddie Mac. Starting in April, Fannie and Freddie will impose a surtax on the guarantee fees they charge private lenders equal to one-tenth of 1 percent. Lenders are virtually certain to pass those fees to consumers in the form of a higher note rate or loan charges up front. Industry estimates suggest the surtax could add an eighth of a percentage point to rates and raise costs to borrowers over the life of the loan by more than $4,000 on a $200,000 mortgage. Unlike standard guarantee fees, which are used by

Fannie and Freddie to defray loan-default expenses, the new funds will be sent directly to the Treasury to help pay for the $36 billion cost of the temporary payroll tax cut. FHA loans also will be hit with a fee increase by the payroll bill, raising the annual premiums it charges new borrowers by one-tenth of a point. At a time when the Fed-

eral Reserve is warning that there can be no broad economic improvement until housing recovers, it may strike you as odd public policy to raise costs for homebuyers and refinancers in order to fund unrelated, temporary tax relief. But that’s not the way they saw it on Capitol Hill in the rush to holiday recess. Bottom line: The mort-

gage insurance deductibility problem may disappear if mortgage insurance gets included in an electionyear “extender” package.
