Angella Bryant remembered a neighbor curiously inquiring about the Paint Inspirations van that had been parked day in and day out for weeks in front of her home in northeast Oklahoma City. She assured him that she and her husband, Barry, simply had the team painting the kitchen. “What? With a toothbrush?” she recalled the neighbor asking. The Bryants were, in fact, in the middle of major overhaul of their home with the help of Edmond designer Cindy Flowers — revamping the kitchen to bring it up to date and opening up a back wall with windows to look out over the tranquil pool lapping just outside. And Paint Inspirations’ owner Deb Johnson, along with assistant Jeannie Kind, were working with Flowers’ palette to add color and depth to the walls and woodwork, painstakingly layering paint upon paint to build up a glow to the earthy tones of the new counter tops and back splashes. “They were here, like, 12 hours a day, on Saturdays, worked till 8 or 9 o’clock at night,” Barry Bryant said. The result is a space both light and glowing, a whole host of tiny details coming together to highlight the Old West artwork and natural sunlight. Even the molding in a nearby laundry room has been carefully touched up with hints of metallic gold, helping add to the richness of the nearby sagetoned wall. “All that is hand painted,” Johnson noted. Deb and Steve Johnson, along with Jeannie Kind and her finearts instincts, are the forces behind Paint Inspirations, an Oklahoma City-based firm specializing in faux finishes that add depth and texture to all kinds of surfaces. They work on everything from simple stair banisters to kitchen back splashes to even garage doors, which they can transform from mere metal to a glowing woodlike finish. In the Bryants’ house alone, on Oakleaf Lane north of Hefner Road and east of Eastern Avenue, their touch transformed walls, moldings, cabinets, the fireplace

foreclosed property more than 50 years old. “Many older homes have failing plumbing systems. And really old houses can have very inadequate electrical wiring,” Goldstein said. Despite some caveats, many real estate specialists encourage home shoppers to consider foreclosed properties, along with homes still occupied by their owners. “Buying a bank-owned home gives you the opportunity to enter the market at a very low price level. You can find terrific values among foreclosures, especially if they’re not in too

Foreclosed homes may need extensive repairs Housing specialists say there are many diamonds in the rough to be found among foreclosed properties. But they caution that anyone shopping in this market should be choosy. “Trust your instincts. If the house looks bad from the outside, it’s probably worse than you think,” said Marvin Goldstein, a home inspector who’s done more than 1,000 inspections of foreclosed properties since 1970. Goldstein advises homebuyers to be especially wary of any foreclosed property that’s stood vacant for more than a few weeks or had its utilities shut off for a lengthy time. That’s because with no heating, cooling, electricity or running water, a home can deteriorate quickly. He said buyers should also be cautious about any

bad shape. But, remember, these houses are discounted for a reason,” said Dorcas Helfant, a real estate broker and a past president of the National Association of Realtors. Here are a few pointers for homebuyers: I Get the back story behind many foreclosures. Before they exit, some owners try to remove anything of value they can find, including built-in light fixtures, hardwood flooring and bathroom tile, said Bill Jacques, president-elect of the American Society of Home Inspectors. Others even take water heaters and air-conditioning units. Even after the bank owners replace these items, there can be many hidden problems within a property, due to deferred maintenance. “Most people who go into foreclosure haven’t been doing routine upkeep
on their homes for a very long time. So there can be a multitude of small repair issues with a house,” Jacques said. I Hire a qualified home inspector. Sometimes, when deciding on a foreclosed home, all you need to do is to drive by, Helfant said. Usually if you see damaged siding, broken windows and gutters hanging down, you can assume there will be serious problems inside. But if the foreclosed home is in superficially good condition and well priced, you may wish to put up an offer. In that case, she urges you to make your offer conditional on a thorough home inspection. To find a good inspector, she recommends you go to the website of the American Society of Home Inspectors (www.ashi.org). Also, be sure to ask any in-
spector you plan to hire for references from past clients. I Calculate the cost of all the major repair work that needs to be done. Though a home inspection can last for several hours, Helfant said it’s good to be there for it. She also encourages homebuyers to ask the inspector for a written report itemizing the findings, even if that costs extra. Armed with the report, contact contractors for cost estimates on all the major jobs that need to be done. Once you know how much expense would be involved to bring the property up to your standards, you can make an educated calculation as to whether you should go forth with the purchase, renegotiate terms, or walk away and find another place. and she said, ‘You really need to do some faux finishes. You’d really have fun at that.’ ” So she took classes and then worked over a couple of bathrooms in her home. “People liked it, and I thought, ‘Wow, this is fun!’ ” she said. And that led to more classes, more dabbling while she worked full-time at Hertz Corp. Then Johnson finally took the plunge four years ago, she said, taking on the work full-time. Her husband followed her into the business two years ago, and he mostly works with the cabinetry, she said. Paint Inspirations works all around the metro area, though projects occasionally pull them farther afield. They worked on a big restaurant near Chicago last year after Deb Johnson’s sister, Chicago-area designer Cheryl Franseen, put out a call. “She’ll pull me in because I’ll show her, when I take classes and stuff, the new boards,” Johnson said. “So she’ll remember that and when she has customers and she wants to see me.” The work at the Bryant house took about a month, she said — and one month to work on a single room might have felt luxurious compared to the challenge they often face at the Symphony Show House. The 2011 version in Nichols Hills, for example, called for 18 finishes scattered across some 15,000 square feet with a month to complete it all. Paint Inspirations’ work included the combination lounge-bathroom dubbed “Platinum and Pearls Belladonna Bath,” which featured a chaise lounge and enormous bathtub highlighted by the shimmering, elegant walls and woodwork. “There’s nine finishes just in that bathroom,” Deb Johnson said. And their work is garnering them recognition, including a detailed six-page color spread on the show house in the latest Faux Effects World, which goes to finishing professionals around the world. A high-intensity stint working with Oklahoma City designer DeLisa Oakes on HGTV’s “Showhouse Showdown” also brought the team to the small screen last fall. The early stages of their gold- and silver-leafed bedroom walls led host Bob Guiney to quip, “This is definitely where the bling belongs.” But he later pronounced the finished product, accented by a wall-mounted fireplace, as simply “glamorous.” And neighbors apparently agreed in the end. Oakes’ home — with Paint Inspirations’ wall treatments — won the face-off. Already, the 2012 Symphony Show House beckons with work commencing Feb. 6. This year’s version, a Jazz Age-inspired showcase in Heritage Hills, will have Deb Johnson and Kind splitting duties in the main hallway. “It’s very architecturally cool,” Johnson said, with an indention about 6 feet up they plan to use to their advantage. Their design will meld a shimmery effect Johnson has learned with Kind’s artistic touches, Johnson said. “It’s going to be really cool,” she said.

Proper batt installation reduces moisture Q: I’ve had loose-fill fiberglass insulation in my attic since 1975. I have some new insulation with brown paper covering on one side, so I need to know if that is called batts? If it is called insulation batts, can I put them on top of loose-fill fiberglass? Which side to put the batts, at bottom or at top? In your article, you wrote about “using unfaced batts only so that you don’t create a double vapor barrier and trap moisture between the layers of batts.” What does it mean? I want to understand about it clearly before I put them in the attic.
Paul Bianchina HANDY @ HOME A: The type of insulation you describe, with the paper facing over the insulation, is indeed what is known as batts. The paper facing is the vapor barrier. Here’s a quick explanation of how it all works: Inside the house, you create moisture from cooking, bathing and so on. That moisture vapor in the air wants to move from a warm area to a cold area, so
it’s naturally always moving toward the ceiling and exterior walls of the house. Vapor barriers are used to prevent that moisture from getting into enclosed areas where you don’t want it, because once it gets in there, if it can’t escape it can do a lot of damage. For that reason, batt insulation often comes with a vapor barrier on one side. The vapor barrier is always installed facing the heated side of the wall or ceiling, because that’s where the moisture is coming from. Now let’s look at your situation, which is a little different. You have loosefill insulation in the attic,
which doesn’t have a vapor barrier. The theory is that part of the moisture vapor in the house is actually blocked by the drywall and paint on the ceiling. Any moisture that does enter the attic will pass through the loose-fill insulation and exit the attic through the roof vents, so it won’t cause any damage. It’s fine for you to install your batt insulation over the existing loose fill. However, you want to remove the paper vapor barrier first — simply peel it off and discard it — then lay the batts on top of the loose fill as gently as possible, so that you don’t compress the old insula-
tion. If you don’t remove the vapor barrier, you run the risk of trapping moisture vapor that passes through the loose fill against the vapor barrier, where it can’t escape from the attic. Q: We have the “new insulated window,” and after 10 years we have had major condensation problems. Any thoughts? A: If the condensation is appearing between the panes of glass, then you have a broken seal in the insulated glass unit. Insulated glass works by trapping a layer of dead air between two panes of glass. If the seal is broken, moisture can get between the
panes and condense; it’s very difficult to get rid of. The only solution is to replace the insulated glass unit. You need to call a local glass company, to get someone to make a site visit and measure your window. They’ll order a new sealed glass unit — just the glass, not the entire window — that will be made to fit your particular window. Homeowner cited by city for illegal artesian well DEAR BARRY: The plumbing for my house is connected to the municipal water system, but there is an old artesian well in the basement that is pumped to a hose faucet in the yard. When I bought the property two years ago, neither my real estate agent nor the home inspector said anything about the well being a problem. One year later, the city water department sent an inspector to check our water system. He informed us that a well within city limits was against code and had been for 10 years. We are now faced with a $3,000 bill to have the well sealed and the outside faucet replumbed. My question is: Does the real estate company or the home inspector have any liability for selling a home that does not conform to city code? Theresa DEAR THERESA: A home inspector would not be aware of ordinances that involve wells because well systems are not within the scope of a home inspection. Whether a Realtor would know about a well ordinance is uncertain. However, an agent who is competent and professional would recommend inspection of a well by a licensed well contractor. A well contractor would certainly know about such ordinances. Another consideration is the sellers’ disclosure statement. It would be helpful to know whether the sellers were ever informed that the well is not legal, but it may not be possible to determine the answer to that question. The most important question, however, is whether the well is older than the ordinance. In all likelihood, it is. If so, enforcement of the newer requirement may not be legal. You should consult an attorney for the answer to this question. A letter from an attorney to the city may resolve the entire matter. DEAR BARRY: My home inspector reported a problem with a gas water heater, but the seller’s plumber disagrees with the inspector. The water heater is installed in a utility closet. It is directly in front of the forced-air furnace. The inspector says the work space in front of the furnace is restricted, but the plumber says that the location of the water heater does not violate any provision of the plumbing code. If this is a problem, I want it to be repaired. Who is correct, the inspector or the plumber? Sherry DEAR SHERRY: Both are correct, but the home

inspector is more correct. The plumber is correct because the location of the water heater does not violate the plumbing code.
The problem, however, involves a violation of the mechanical code, governing the installation of the forced-air furnace, not the water heater. A minimum work space of 30 inches is required in front of the furnace. If the water heater is installed within that work space, it should be moved so that contractors, the gas company, and other professionals can service the
equipment. Moving the water heater will entail modification and adjustment of the water, fuel and
exhaust connections, and this could be costly, depending on how far the fixture must be moved.

Fannie, Freddie revise forbearance policies WASHINGTON — If you or someone you know has lost a job and are in danger of falling behind on mortgage payments, here’s some potentially important news for you: The two largest players in home mortgages, Fannie Mae and Freddie Mac, are revising their policies on forbearance when unemployment interferes with your ability to stay current on your loan. Forbearance means that a lender or mortgage servicing company will either suspend — cut to zero — or reduce required monthly payments for a specific period of time. On loans they own or have securitized, Fannie and Freddie are now directing servicers to forbear when a borrower can show the loss of a job. Unlike the companies’ earlier rules, servicers can grant a half year of reduced or suspended payments without getting special permission in advance. If unemployment continues beyond six months, and if the servicer believes additional forbearance for up to another six months would be appropriate, it can ask Fannie or Freddie for approval to do so. During any unemployment forbearance period under the rule revision, borrowers will not be subject to foreclosure, even if they had fallen behind on payments before the forbearance began. Fannie Mae’s policy becomes mandatory for all loan servicers on March 1. Freddie Mac’s policy takes effect Thursday. Though no estimates were available on how

many borrowers could be assisted under the new guidelines, the numbers nationwide are likely to be substantial at a time when the unemployment rate is at 8.5 percent. Forbearance, it should be noted, does not mean a forgiveness or reduction of the principal balance on the mortgage. Think of it instead as a timeout. Whatever amounts go uncollected during the forbearance period must eventually be repaid. Say, for instance, that you owe $2,000 a month on your loan. Suddenly you lose your job and that payment becomes impossible. An unemployment forbearance agreement might allow you to pay nothing on the mortgage while you search for a new job. Or, if your spouse still has a job and you can afford it, your monthly payment might be cut to $1,000. If your job search ultimately took four months, you’d owe $4,000 on the partial reduction plan or $8,000 on the suspension plan at the end of the forbearance period. You’d be expected to resume your regular $2,000 payments and work out an arrangement with your servicer to repay the deferred amounts in affordable increments. If this happened to be $500 extra a month, your repayment would take eight

Not everybody owning a home with a Fannie or Freddie mortgage will be eligible for the expanded job-loss relief. To begin with, the house will need to be a principal residence, not a second home or investment property. Fannie’s guidance to servicers specifically rules out assistance when the home was financed with a Federal Housing Administration, Veterans Affairs or Rural Housing mortgage. Most important, there must be a documented “financial hardship” caused by the employment loss and there must be a reasonable chance that without forbearance, the borrowers could sink into default and eventually lose the house. In cases where borrowers are being considered for an extension of an existing forbearance plan, borrowers will also have to document that they don’t have cash reserves — bank accounts, other liquid assets — that ex-
ceed 12 months worth of their monthly housing expenses. In other words, if you’ve got money socked away that you could use to pay the mortgage, don’t expect another forbearance. Also under Fannie’s rules, borrowers’ monthly housing expenses must be more than 31 percent of their monthly income, excluding unemployment benefits. Put another way: Only borrowers whose mortgage bills are consuming an inordinate amount of their total household budget need apply. Tracy Mooney, Freddie Mac’s senior vice president for single-family servicing, said the purpose of the expanded forbearance is to “provide
families facing prolonged periods of unemployment with a greater measure of security by giving them more time to find new (jobs) and resolve their delinquencies.”
How do you get a pause on your mortgage payments? The first step is to communicate with your servicer as soon as you learn of your job loss. Don’t wait until you fall behind on a payment. Ask the servicer whether Fannie or Freddie owns or has guaranteed your mortgage, then walk through the rules and numbers: Are we eligible for a forbearance plan? How much can we afford to pay and how much will be deferred? What alternatives may be available such as a loan modification? Check it out. It just might help save your house. Rent fraud is growing problem, experts say

SAN JOSE, Calif. — File this under too good to be true: One bedroom condo in Walnut Creek, Calif., a short distance from the city’s tony downtown — water, Internet and garbage included, pets OK — $850 a month. As if the housing crisis wasn’t plagued with enough fraud already, a new bunch of scammers is advertising homes for rent that they don’t own and probably have never even seen. They’re often foreclosed and empty, or are for sale. The advertised rent is rock bottom, and the would-be renter must send a deposit to get the keys. The scam has become more frequent as unemployment and foreclosures have flooded the rental market with people desperate for something they can afford. Legal secretary Sherry Davis said she regularly encounters these scams on Craigslist and other online classified ad sites. She’s trying to find a place to rent, after losing her Walnut Creek condo to foreclosure following a hospitalization and loss of a job. “It’s rampant,” Davis said. “The bottom line is if they can’t show you the inside of the property, be very wary.” The Santa Clara County District Attorney’s office has received complaints, some from people who have made the deposit, moved in and paid rent, only to find out later they’ve been victimized. “With so many foreclosures on the market, we have had complaints of people lying and saying they have the right to rent the property and they don’t,” said Paul Colin, a deputy district attorney. “We’ve heard of situations where people have moved in.” Prosecuting is not easy. “If someone reports a crime and can’t tell you anything about who ripped them off, then it’s very difficult for us to pursue the culprit,” he said. Steve Mun of Keller Williams Realty in San Jose said he’s had homes listed for sale offered as rentals by online scammers. “They take my listing, flip it around, advertise it as a rental. Book explains the 20th century’s palette BY KIM COOK For The Associated Press
Why was Parrish blue the “in” color of the 1910s? What was with those 1950s pink bathrooms? Remember the 1970s’ “Harvest Gold” kitchen appliances? A new book, “Pantone: The 20th Century in Color” (Chronicle Books), looks at how color and cultural history affect each other and find their way into our homes. Authors Leatrice Eiseman and Keith Recker are consultants for Pantone, the New Jersey-based company that developed a standardized color system used by designers, manufacturers, printers and publishers. They use a curatorial approach in discussing each decade’s most prevalent colors and why they might have become popular. It’s an unusual lens on the past century: What was happening in society literally colored our lives, through upholstery, wall paint, rugs and other textiles and accessories. The authors begin with the 1900s and the Edwardian era, what they call “the last good time of the upper classes.” Coronations in several European countries were celebrated by craftsmen such as Cartier, Faberge, Lalique and Tiffany with beautiful objects, whose colors — violet, emerald and gold — were embraced by the public. The Arts & Crafts movement was the counterpoint to all that, with simpler patterns and more restrained yet complex colors: deep Brittany blue, antique white, leather and loden. Artist Maxfield Parrish, known for fanciful magazine, book and advertising illustrations, popularized an intense cobalt hue. And

Winter won’t be over for a couple more months, but already the sun is climbing a little higher in the sky and feeling a little warmer. Early spring catalogs and shelter magazines are letting the sun in too, with a variety of yellow hues in paint, furnishings and accessories. Yellow can be cheerful and uplifting, or mellow and warm. It plays well with all woods and most other colors, and complements a wide range of decor styles. Whether you’re bold enough for egg yolk or prefer the softer, mustardy side of the hue, yellow is worth considering. It’s a color that wakes up a kitchen, and DeLonghi’s recently introduced Kmix collection of brightly colored counter appliances includes an energizing yellow that’s caffeine for the eyes. Rachael Ray, KitchenAid and Le Creuset have kitchenware in the hue. And you’ll find graphic print mugs and Marimekko sheet sets at Crate & Barrel with pops of yellow. The Zest margarita pitcher and glasses feature a zingy swirl of citron, and there are lemon-printed dish towels here, too. But there also are pieces in a more muted, creamy gold — the Georgie ceramic lamp base would work with a sleek leather desk or a floral sofa. Curry flavors the Baxter rug, and there’s the Silhouette sofa in a similar tone. Wildon Home’s Rawlins powdercoated-wire accent table is a light and airy way to introduce the color, and could go indoors or out when the warmth returns. CB2 has a low-slung glass-and-steel coffee table with yellow enameled wheels; a step stool in marigold; and a gorgeous round serving bowl coated on the inside in gold. Yellow and white is a fresh, happy combination. Rizzy Home’s throw pillow collection features zippy yellow floral, starburst and circle motifs; Thomas Paul’s Flock rug comes in a crisp canary and white pattern. California’s Kreme design studio has done both butterfly and bird motif wall coverings in that color combination, great on an accent wall or to give a small space some punch. Michigan-based furniture maker Eric Kuczynski has designed a cool, modern, cube coffee table that he offers in a choice of glossy or matte yellow finishes. In a room with gray, navy, or black and white furniture, you’ve got a statement piece.
