Damian Heim uses a simple sheet of paper to illustrate how the cables running through his company’s home foundations keep the foundations strong. “Most of the time, when a foundation fails, one side falls down,” he said, letting go of one corner. “When they stress those cables, they stress them to 33,000 pounds per square inch per cable. So in order for this side to fall down, this side has got to come up because it’s all pulled tight.” He tips up the opposite corner. “So it’s virtually — not necessarily impossible, almost impossible — for you to have foundation failure, because for one side to fail, the other side has to fail in the opposite direction,” he said. He stretched the paper tightly between his hands to prove the point. Heim, a construction engineer for Homes by Taber, was describing a post-tension monolithic foundation, in which high-strength cables are crisscrossed through the foundation before the concrete is poured. Once the concrete dries, a hydraulic pump is used to tighten the cables. About a half-dozen metro-area homebuilders offer post-tension foundations, and it’s the only kind of foundation Homes by Taber offers these days. “We do it all the time because we don’t want to go back to a customer two years later and say, ‘Oh gosh, we’re sorry,’ ” said Frank McLendon, Taber’s operations manager. “We want to give somebody what they pay for.” Oklahoma State University graduate Taber LeBlanc established Homes by Taber in Edmond in

Tax breaks for homeowners in doubt WASHINGTON — Just because President Barack Obama’s latest budget proposal calls for rollbacks in mortgage interest deductions solely for highincome taxpayers, should you assume that all of your write-offs as a homeowner are secure from attack? Absolutely not. In fact, those tax benefits — from capital gains exclusions to home equity and secondhome interest deductions — might be more vulnerable to broad-based cutbacks during the next two years than at any time in decades. Here’s why: An influential, bipartisan group of lawmakers on Capitol Hill, led by a so-called “gang of six” in the Senate, is drafting a legislative framework that would essentially seek to imple-

ment much of the president’s deficit-reduction commission report released last December. The legislation would set annual targets for higher revenues and lower spending in multiple budget categories, and would impose automatic, severe cuts if Congress did not hit those targets. Congress would have two years to figure out how and where to make the required reductions. The Senate group, which is quietly working with deficit-reduction
advocates in the House, consists of Majority Whip Richard Durbin, D-Ill., Tom Coburn, R-Muskogee, Budget Committee Chairman Kent Conrad, D-N.D., Mike Crapo, R-Idaho, Mark Warner, D-Va., and Saxby Chambliss, R-Ga. Durbin and Conrad were members of the commission. Both voted to approve the final report, which called for $1.7 trillion in federal discretionary spending cuts and $180 billion in tax revenue increases over the coming 10 years. The commission argued that across-theboard trimming of spending and tax benefits is necessary to control the wildfire national debt — now more than $14 trillion and rising fast — which is projected to exceed 90 percent of the country’s
gross domestic product by 2020 if left on its current path. Among the tax expenditures the commission specifically targeted were the annual breaks that now flow to homeowners, including mortgage interest write-offs for first and second homes, deductions for home equity lines and second mortgages, property tax writeoffs and the $250,000 and $500,000 capital gains exclusions for single and married taxpayers who sell their houses at a profit. Obama praised the broad goals of the commission but only included a relatively small cutback in mortgage interest write-offs — a 28 percent deduction cap on writeoffs by single taxpayers with incomes higher than $200,000 and married
taxpayers earning more than $250,000 — in his own budget proposal for the upcoming fiscal year. The legislative draft, which is expected to be circulated to senators this month, already is controversial. For example, Sen. Charles Schumer, D-N.Y., reportedly is demanding that Social Security changes be exempt from the plan. But members of the drafting group disagree and argue that, to be effective and fair, no major budget-related items — no matter how politically sensitive — can be omitted. “Everything has to be on the table,” Coburn said. “There can be no sacred cows and pet priorities.” As to tax code changes, Durbin said the only way SEE HARNEY, PAGE 2F

PHOTOCELL TYPE MATTERS Q: I would like to replace the lightbulbs in my outdoor fixtures with compact fluorescent lightbulbs, but my fixtures all have photo eyes that turn them on and off. Every CFL bulb I have found says it can’t be used in fixtures with photo eyes. Do you know of any that can? A: The issue isn’t with the bulbs, but with the fixtures, lighting consultant Terry McGowan said. There are two types of photocell switches. One type uses a relay and is compatible with any type of lightbulb. The second type uses an electronic circuit and is not compatible with CFLs. One way to tell which kind of photocell a fixture has is to listen to it operate, McGowan said. A photocell with a relay will click as it turns on or off. 2000, and the company switched to strictly posttension foundations about two years ago, McLendon said. They consider it a solid selling point, even offering a 10-year guarantee on foundations. “It makes us that much better than the next guy,” he said. “But more than that, it’s more value for buyers.” Such foundations have been around a long time — “forever,” Heim said — and are used extensively in commercial applications. Metro-area homebuilders are using them in increasing numbers. “It’s grown in the last three or four years,” said Matt Barlow, branch manager for Suncoast PostTension in Oklahoma City, the subcontractor that pours foundations for Taber and other builders. It’s grown enough, he said, to prompt the company to expand. “We were servicing Oklahoma City out of our Dallas location until this year,” he said. “It’s gotten more and more busy, though, so we opened an office here.” It might be a significant shift for the state. “Oklahoma is one of the states that doesn’t actually require much for a foundation,” Heim said. McLendon explained, “It’s just the soil is really stable and doesn’t move very much. So it’s never really been thought of as an application that has to be brought in.” But even the red clay “stable soil” can offer problems, such as when a sprinkler system is run improperly. “You flood the sides of your house, and eventually that water’s going to come up underneath,” Heim said. “When it does — if you have a conventional slab — when clay gets wet, it expands. When it dries, it contracts.” If one side dries faster than the other, he said, there’s a shift. “Hence you have a foundation or a slab failure,” he said. One major difference between post-tension and other foundations pops up even before the concrete is poured. “We get an engineer for

every single lot, every single time, for every single plan,” McLendon said, because most cities’ codes require it for post-tension foundation work, which isn’t the case with other types of foundations. But Heim and McLendon see that changing. “Long story short, I see them going toward something like this,” Heim said, referring to the post-tension foundation, “or anything engineered.” McLendon added, “It seems kind of elementary, but there’s a pump jack company, some kind of foundation repair company, on every corner. It only seems natural to assume that you’ve got to do something else to stabilize your slab.”

to reduce the deficit is to “ensure that everyone pays their fair share … we need to look at the money we forgo every time we hand out a new tax break. These ‘tax expenditures’ cost the Treasury as much as we spend in appropriations each year with much less oversight.” What’s on the line for housing and homeowners, whose write-offs have been widely assumed to be politically untouchable? Big money by any measure. According to the latest estimates prepared by the congressional Joint Committee on Taxation, the mortgage interest deduction will cost the government
$99.8 billion in uncollected taxes this fiscal year and $107.3 billion in fiscal 2012. Homeowner property tax writeoffs will cost $26.6 billion in uncollected taxes this year and $31.6 billion in 2012. The $250,000/ $500,000 tax-free exclusions on capital gains for home sale profits are projected to cost the Treasury about $19 billion this year and $21 billion next year. No one anticipates that these benefits could be eliminated or even severely slashed within a couple of years. And while housing trade groups have not yet spoken out about the plan being drafted in the Senate, they privately worry that

Listing details describe the backyard as a Garden of Eden. How appropriate since Metcalfe, 32, played teen gardener John Rowland on “Housewives” from 2004 to 2009. He starred in the films “John Tucker Must Die” (2006) and “Beyond a Reasonable Doubt” (2009). Metcalfe now has a lead role in the NBC crime thriller “Chase” (2010-present). Anyone looking to upgrade a bathroom in a big way might want to start small — with the showerhead. The shower is increasingly becoming an individualized experience, with water- and wallet-saving features, fixtures that double as hand showers and electronic systems designed with watery nirvana in mind. Homeowners can customize their showers and make the process of freshening up their bathrooms as complex or as inexpensive as they’d like. Averie Chatman, showroom manager at Ferguson plumbing supply in Lenexa, Kan., said the relative ease of switching out a fixture — and the significant difference it can make — “is a good idea for customers, especially if they’re not looking to rip down their whole shower.” The growing focus on “green” showerheads connects many new fixtures. Water-saving features come in various models, from a basic Delta H2Okinetic head or a low-level Waterpik EcoFlow showerhead for $20 to $30, to high-end electronic systems from Kohler or Moen that sell in the hundreds or even thousands of dollars. The Environmental Pro-
tection Agency now offers Water Sense ratings for bathroom fixtures (think of the Energy Star ratings that are ubiquitous on major appliances) designed to tell consumers how to best conserve water and money when they move to new bathroom hardware. “With toilets, water conservation has been a factor for years,” said Scott Bennett, kitchen and bath designer for Home Depot in midtown Kansas City, Mo. “With faucets, it’s really only now coming into consumers’ minds in terms of how much water they’ve been using.” The showerheads save water by cutting the flow rate from the industrystandard 2.5 gallons per minute to 1.6 gallons. Other design improvements push the water out with greater force, so customers arguably can’t notice much difference. The eco-friendly models are billed as cutting shower water use by about 40 percent. Leo Hoxworth, operations manager for Lowe’s North Boardwalk store in Kansas City, North, said customers focused on their water bills are increasingly asking for water-saving features. “The floor space we’ve allocated to watersaving options has tripled in the past year,” he said. For other customers, water-saving showerheads aren’t as important.

TACOMA, Wash. — You can call it a Man Cave, as owner Gordon Robinson does, but Garage Mahal might be a better term. Sure, it’s a basement with recliners, big-screen TVs and drinks on ice. But that’s only the beginning. Where other dude hangouts end, this one’s only beginning. Robinson, 57, built the 2,300-square-foot Guytopia for himself, but it’s quickly become just as popular with friends and neighbors. “Everybody stops by all the time. It’s nice,” said his wife, Debbie, 55. Debbie has the rest of the 7,600-square-foot house for her own amusements, which include a TV lounge, kitchen and craft room. It’s all situated on the shores of American Lake in Lakewood, Wash. The first thing that strikes a visitor to Robinson’s lair is a shiny blue 1941 Willys Pro-Street hot rod parked just beyond the bar. Next to it is a 1965 Pontiac GTO and a 1966 Chevrolet El Camino. All three have been restored (the GTO on a rotisserie) and gleam in mint condition. How did he get those in here? “I take them apart and then put them back together,” Robinson said before breaking into a laugh. The real method is just around the corner: a $30,000 hydraulic car lift that descends from the otherwise normal-looking two-car garage above.

The house was built in 2008, but Robinson completed the man cave in July 2010. He contracted out some of the finishing work but his construction background allowed him to install the drywall, cabinets and millwork. The construction cost, not including his labor, was $100,000. Robinson, the owner of Jack Roberts Appliance in Tacoma, is clearly big on cars. Near the elevator is a shop room filled with tools. In the center is a detailing cart crammed with more than 50 squirt bottles, rubbing compounds and waxes. The El Camino, used in Robinson’s construction business in the 1980s, is just one of the $150,000 worth of cars and memorabilia in his man cave.
The space also includes a walk-in gun vault, pool table, a wet bar and full kitchen among other amenities. The house was built in 2008, but Robinson completed the man cave in July 2010. Caution urged when buying an older condo A 30-year-old teacher recently struck an unexpectedly good deal on a large Washington, D.C., condo in a 1920s building with high ceilings, exquisite interior detailing and a grand lobby. What’s more, the apartment is just steps away from a convenient subway station that whizzes her daily to the elementary school where she works. “She’s absolutely ecstatic with her choice,” said Steve Israel, the veteran real estate broker who showed the teacher units in more than a dozen buildings before she made her

window air conditioners rather than central air. And there are no washer-dryer units in each apartment, as are typically found in most newer buildings. For many first-time buyers trying to break into an appealing city neighborhood, purchasing an older condo can make sense. But, Israel cautioned, “Older buildings can be more expensive to run. You want to be sure the place you buy has been maintained in the past and has a war chest for future improvements.” For example, he notes that the owners of an older
building can face huge expenses if its elevators need replacement or its roof requires major repairs. And remember that as the owner of one of the units in the building, you could be docked for a “special assessment” fee to help cover these requirements. Whether you buy an older condo or a relatively new one, it’s possible to get a favorable deal in many urban neighborhoods because of “an unusually large inventory of property on the market,” said Mark Nash, a Chicago-based real estate broker and author of “1001 Tips for Buying
and Selling a Home.” But Nash recommends against buying a unit in any building with a lot of distressed properties that have gone into foreclosure or are headed that way. Why? Because when the owners of units stop making their mortgage payments, they typically also cease paying their condo fees. And that means your condo fee could shoot up to compensate. He also advises you to pick a building in which no more than 20 percent of the units are “investment properties” that are occupied by renters.
Here are a few pointers for those thinking about buying an urban condo. Shop for a “walkable” neighborhood with easy transportation access. Shop for a building where noise won’t be a problem. Pay attention to parking. Nash says it’s usually unwise to buy a unit in any building that doesn’t allow you at least one parking space. Ideally, the building should also provide parking for your guests or have arrangements in place for valet parking.
