THE VILLAGE — Something funny happened on the way to the Villas at the Vineyard’s plans to attract the 55-plus crowd — the young folks got there first. “Our first buyer was 25 years old,” said O.A. Garr III, 72, a second-generation builder and general manager of Lifestyle Developers, which is developing the property tucked west of Pennsylvania Avenue and south of Hefner Road. The Villas ultimately will consist of 62 garden homes ranging from 1,700 square feet to 2,400 square feet with lawn service among its amenities. That first customer travels a lot on business, said Heather Davis, 37, a Realtor with ChurchillBrown & Associates who is helping market the homes. “So he wanted the lawn mowed and to have those things taken care of.” The Village approached Garr and Lifestyle partner Denver McCormick about building there about 2009. “They needed activity at the time, very desperately,” Garr said. Garr was interested in building homes targeting the “move-down” crowd, people looking to move into smaller — but still nice — quarters requiring little or no maintenance. McCormick, who operates nursing homes, was scouting for a site where he could relocate a facility being bumped by state roadway work. The two looked at the proposed location together. “We decided there was a marketplace for both,” Garr said. The Villas sits around the corner from the facility McCormick ultimately built, Tuscany Village Nursing Center, with a hospital as well as the police and fire stations nearby. a library, and the increasingly hip Western Avenue is just down the road. “That’s opened up a new element,” Davis said.
Mixed bag of buyers The result is interest from a mixed bag of potential buyers, said Alan Davis, also a Realtor with
Churchill-Brown. The Davises and Realtors Ken Hutmacher and Bryan Newell have the listings for all new homes in
the Villas. “It’s a combination of empty-nesters, people moving from larger homes with their kids are grown and mostly married couples,” Davis, 70, said. Tuscany Village is partnering with The Tuscan to offer some services to older Villas residents such as meals and use of their meeting rooms. “There are a number of things we’re not doing here because we have this association with these things available,” Garr said. The homes are designed with accessibility in mind. Wider doorways and hallways could accommodate wheelchairs and walkers, Garr said. “But even if they’re 25 years old, these are still more accessible.” Touches throughout make each home stand SEE VILLAS, PAGE 2F
Will perfect location trump extra space? Celebrities have long sought a prized address in such pricey areas as Manhattan, Malibu and Palm Beach. And many can afford a sizable abode in a picture-perfect setting. But what about less-affluent people who crave a particular location that’s expensive but don’t have the means to buy big there? “Most must sacrifice square footage,” said John Rygiol, a real estate broker in Southern California. Rygiol tells about a married couple with whom he worked. Though not rich, the pair vowed to live in high-cost Beverly Hills, where they figured their three children would get superior schooling and the family would be well protected by a watchful police department. To meet their goal, they passed up the chance for a spacious house in a nearby

neighborhood with lower prices. “To break into Beverly Hills on their budget, they bought a 1,200-squarefoot condo where they have a very small kitchen and their kids must share bedrooms. But they’re happy there,” he said. Across the country in Cambridge, Mass., home to Harvard University, broker Fred Meyer said many of his clients will accept very small housing units to live close to campus and Harvard Square. “If they work here, they want the short commute because they’re sick of traffic. If they’re retired, they’re moving for the cultural lifestyle,” Meyer said. Here are pointers for those contemplating a move to a smaller housing unit to reach their favored destination:
Ellen James Martin SMART MOVES I Set priorities as a preliminary step. Suppose you’re focused on living on Pennsylvania Avenue in Washington, D.C., overlooking famed buildings on the National Mall. But the only units available there in your price range are one-bedroom condos with about 600 square feet of living space. And though you want this superb view, you also want a property with enough space to throw parties and plant a flower garden. How can you decide if the National Mall location is worth giving up the
chance to exercise your green thumb and entertain? Rygiol suggested you create a list of your housing priorities and then rank all the items on the list. He said many who wish to live in a prized location are motivated by “bragging rights,” the chance to boast about their setting to everyone they know. If this motivates you, he recommended you make sure it’s taken into account on your priority list. I Come to terms with the comparable costs of your housing alternatives. Imagine, for example, that you’re torn between a small condo on the National Mall versus a much larger, three-bedroom bungalow in a Washington suburb. One would give you the view you love and quick access to the D.C. Metro system. But the
other would give you a two-car garage and a guest bedroom. In this hypothetical instance, the two potential homes are priced equivalently. But while the condo has just 600 square feet of living space, the bungalow is three times that size. Rygiol said calculating the relative price of both units helps you make a valid comparison between your options. I Think through the realities of living small in your perfect setting. If you decide to move to a small home in your ideal location, there are bound to be some practical limitations to confront. out, from the mix of woods to the wall treatments to the shade of granite in the kitchen. Angled walls add visual appeal, and high ceilings add to a sense of space. “And all our homes have at least 10-foot ceilings,” Garr said as he strolled through a house. Basic floor plans, even if spread across more than one site, get tweaked in each instance to make each one unique. “People are just very anti-cookie-cutter right now,” Davis said. Even the kitchens vary from house to house, she said, from sleek modern to a hint of European. The effort extends to the exterior, where the brick and stone are carefully mixed to make sure each home has its own personality. “We don’t want any look-alikes as far as building materials,” Garr said. In general, Garr said, his company is taking this opportunity to break out of a mold. “We’re trying to get away, with our designers and architects, from doing the traditional, to do things differently,” Garr said. “We use the space wisely for livability, so you don’t pay for space you don’t use.”

Housing counseling services scramble after budget cuts BY MCCLATCHY-TRIBUNE INFORMATION SERVICES
CHICAGO — Housing agencies find themselves scrambling to determine how they will serve their communities with dwindling resources after $88 million in housing counseling funds was eliminated from the federal budget. The cuts in funding from the U.S. Department of Housing and Urban Development, part of the legislation signed by President Barack Obama last month to avert a government shutdown, come amid a recent push by HUD to warn consumers about mortgage-relief scams. Worries about a potential rise in such scams and having to charge consumers for counseling that was once largely free, have community groups and counseling agencies calling the maneuver ill-conceived and poorly timed. Groups such as the National Urban League and the NAACP have predicted a troubling chain of events that could include a proliferation of scam artists, an increase in preventable foreclosures and fewer resources for homeowners who may be forced back into the ranks of renters. The funding cuts will hit prepurchase, reversemortgage and rental counseling. Also at risk: foreclosure-prevention counseling, which became a focus of many agencies’ counseling efforts after the housing crisis took hold.
Other concerns Agencies also are expected to find it more difficult to raise private-sector donations without the credibility that HUD funding gave them. “Here we are on the front lines; we’re the ones that are being asked to pick

up the pieces and salvage the housing market, and this is what the government does to us,” said Brian White, executive director of Lakeside Community Development Corp., which works in Chicago. “Losing $35,000 is a big hit for us. You’re cutting out muscle and bone instead of fat.” Organizations affiliated with NeighborWorks that specifically work on foreclosure prevention through the National Foreclosure Mitigation Counseling program were not affected by the cutbacks. On Capitol Hill, concerns were expressed that the two HUD-funded efforts were duplicative. The HUD cuts not only will affect direct grants but also those to intermediary groups, which advise consumers to seek out HUDcertified counselors instead of potentially unscrupulous companies that offer to assist consumers for a fee and then don’t follow through with their promises. “We tell (families) to look for the gold standard of HUD certification,” said Janis Bowdler, director of the wealth-building policy project at the National Council of La Raza. “Without that certification, we’re extremely con-
cerned that foreclosureprevention scam artists, which we already know are out there in droves, will be targeting our communities, taking the place of trusted counselors.” Recently, representatives of HUD unveiled an anti-scam campaign with the tagline “Know It. Avoid It. Report It” to thwart potential loan modification scammers. The campaign was conceived before the budget compromise. Without finding additional private-sector funding sources, the worry is that smaller, community-based groups will have to cut staff or fold, and that could further drain the larger community organizations like Neighborhood Housing Services, where the $75,000 loss is a small part of its $10 million-plus annual budget. On a macro level, there are also concerns that neighborhoods will suffer, particularly those low-income communities whose residents most benefited from prepurchase home counseling.

Fannie Mae program Fannie Mae’s “energy improvement” mortgage add-on program is significantly different from FHA’s. Rather than a separate loan to finance the energy retrofits, Fannie folds the cost of the improvements — capped at up to 10 percent of the estimated market value of the home following the energy efficiency enhancements — into the mortgage amount itself. In effect, Fannie’s program, which is now available through participating lenders nationwide, allows you to buy an existing house and improve its energy usage significantly with one mortgage at current market rates. Most single-family properties are eligible for the program, except for manufactured houses and cooperative units. Be aware that Fannie requires an audit by a certified Home Energy Rating Systems (HERS) expert upfront to justify the proposed modifications to the house as truly cost-efficient. NICHOLS HILLS — Sharon Sheldon admits she had an agenda going into a gala late last year, that she was doing more than merely chatting with an associate in charge of the seating arrangements. The newly minted Oklahoma City Orchestra League president had one simple request. “I said, ‘Seat me by somebody who can find me a house,’ ” she laughingly recalled. When gala night rolled around, she found herself sitting next to John Weeman, the Oklahoma City developer responsible for helping raise the Skirvin from the dead. “I said, ‘Well, you’re the man who’s going to find me a house,’ ” she remembered. “And sure enough, within two weeks, he introduced me to the man who owns this house. So we begged, and here we are.”

We are very grateful.”

That house, sprawling across a 3-acre lot at 1701 Drury Lane, is the center of the orchestra league’s world right now as the group stages its 39th annual Symphony Show House and Gardens, dubbed “The French Country Chateau.” The event runs through May 22 and offers a peek behind the stone facade that league members say had intrigued people for years. For Sheldon, it offers a sort last hoorah as she prepares to hand off duties to the incoming president, Rhonda White. And for the designers revamping the show house

She smiled and shook her head. “I had no idea how complicated and how much effort and how many people it took to put it together.” So which is more complicated, decorating or the administrating? “Oh, definitely the ad-

ministrating,” she said with a laugh. That might have been cold comfort to the designers constantly plucking at their work before opening, even work that appeared completed. “I keep bringing in fresh flowers,” said Miranda Nance of Miranda Nance Designs, whose metallicand-earth fusion bedroom in the guesthouse features hand-stenciled silver birches. “The one thing about
designers is that we’re always tweaking and changing,” Raby said. “Finally we just have to walk away.” Nance agreed, “We have to stop.” Raby said, “But it just becomes so much a part of us.”
