The homes snuggled among the trees and greenery in the Miller neighborhood might evoke a heartwarming 1930s vibe, but the Devon Energy tower rising just to the south pulls it right back into today. Welcome to Urban Living 2.0, where old meets new in so many beautiful ways. “From the outside, you really wouldn’t think this would be the inside,” said Mickey Barnard, 53, chairman of this year’s Miller in May neighborhood tour. Vital mortgage comparison tool underused WASHINGTON — What if the federal government spent years designing a tool to help consumers shop intelligently for mortgages — comparing lenders’ rates, terms and total settlement costs — but consumers ignored it or didn’t use it? No need to speculate here; it appears to have already happened. A new survey of 1,000 American consumers suggests that the “good-faith estimate” (GFE) disclosures that all homebuyers and refinancers receive at loan application to facilitate shopping are not getting the job done. Federally mandated good-faith estimates spell out the lender’s charges, all anticipated fees for title insurance, escrow and settlement services, plus other key costs. The most recent version of the GFE, released at the beginning

of last year, contains space for consumers to take one lender’s estimates and get competing quotes from as many as three others. It also requires lenders to stand behind their estimates — guaranteeing that some of them won’t increase by even a penny at closing, and others won’t increase by more than 10 percent. But the survey found that the GFE may not be improving shopping as intended. After receiving the disclosure, 56 percent of buyers polled say they did no comparison shopping among other lenders. An-

other 12 percent used the form to contact just one additional lender, and 10 percent weren’t sure whether they actually used the GFE at all. Just 3 percent said they comparison-shopped at least four lenders. The survey, conducted by market research firm TNS Global for mortgage lender ING Direct, also found that 53 percent of those buyers who looked at the GFE spent less than 30 minutes doing so. Twenty-six percent either never looked at it or didn’t know if they looked at it. Fortynine percent of buyers said the GFE disclosure was too complicated, “a waste of time,” or they weren’t sure. Just 37 percent rated it “useful.” The survey had a statistical margin of error of plus or minus 3.2 percent. Arkadi Kuhlmann, chief executive of ING Direct,

called the GFE potentially “one of the most crucial documents a homebuyer (receives),” yet the survey indicates that currently it is not effective. “If it’s too complicated and not being used to help homeowners find the right mortgage for them,” he said, “then (it’s) just a waste of three pieces of paper.” Kuhlmann’s firm, which does most of its mortgage business online, directs its customers to an educational website it has created (www.ingdirect.com/ clearorange) that walks them through the GFE step by step, explaining the process in terms that are easy to understand. Between 2003 and 2008, the Department of Housing and Urban Development proposed modifications to the GFE, but critics said the revised disclosure was too lengthy —

three pages — and predicted that it would become just another part of the paper cascade over buyers and mortgage applicants. Meanwhile, Congress has shifted responsibility for GFEs and other consumer mortgage disclosure issues to the new Consumer Financial Protection Bureau, which is scheduled to spring to life in July. The bureau has announced that streamlining the GFE and combining it with federal truth-inlending disclosures will be one of its high-priority projects. But at the glacial pace of federal rule making, the three-page GFE is likely to remain in use for months — maybe a year or more — before any streamlined version appears. dent, waded in a new level of commitment when they bought their first property in October 2009. They rented their first unit last summer and now have a waiting list on places they’ve finished since. They’re overhauling other properties and are in the hunt for more. “We’re not buying them to fix them up and flip them,” Stuart said. “We’re keeping them long term.”

New faces Word-of-mouth brings in new faces, he said. Laura Hamilton, whose apartment is on the tour, heard about the rental coming up on the job at the Neighborhood Alliance of Central Oklahoma. “So I came over and looked at it, and I liked it,” she recalled. She liked it enough, in fact, to move in once work was completed in September. “I’d lived in Edgemere, and I really wanted to stay close to downtown.” Professionals of various stripes, retirees, students — all call the Miller neighborhood home. “It’s kind of across the board here,” Stuart said. All in all, Miller has a lively mix of renters and homeowners, and renters are a driving force behind the neighborhood’s success. Barnard credits the quality of renters. “It’s a different world, too,” he said. “The inner city has become a little more urban like that, and the quality of people are a little more contemporary in style.”

WINNETKA, Ill. — The 14room brick house defended from intruders by a young Macaulay Culkin in the movie “Home Alone” is up for sale in suburban Chicago for $2.4 million. Owners John and Cynthia Abendshien bought

the redbrick Gregorian in 1988 for $875,000. They told the Chicago Tribune that they know it’s not the best time to put a highend home on the market, but that they hope the home’s notoriety will help. The 4,250-square foot house sits on a ½-acre lot in suburban Winnetka,

about 20 miles north of Chicago. There are four bedrooms and it features the staircase that Culkin sledded down in the 1990 movie written by John Hughes. Only prequalified buyers can make appointments to see the house, and no open houses are planned.

Don’t wait until sale to fix wood-burning fireplace Q: The wood-burning fireplace in my condo unit that I have not used in the six years I’ve lived there is in a room being used as a dining room. The firebox appears to be crooked, out of alignment with the actual interior wall, and I have had the interior opening covered with a piece of plywood and sealed with duct tape. (This is all hidden behind a dining room buffet.) I will be selling my unit in the next two years. Should I go ahead and have the thing inspected and repaired now, even though I am not going to use it? A: I would definitely recommend that you do that. Have a licensed fireplace technician, mason, chimney sweep or other qualified professional do a thorough inspection of the fireplace and make any repairs necessary to ensure that the unit is fully functional and up to current code. Fireplaces are a popular selling feature, so I would also have everything cleaned and the duct tape residue removed so that it is as attractive as possible, and move your buffet to another location during the selling process. Hang onto any reports, building permits and receipts that you acquire along the way and have them ready for potential buyers. All of this will help you sell your condo and keep you from having to deal with any liability issues down the road. Q. I have a 4-year-old cedar deck, and only Behr products have been used. To date, the deck has continued to display many areas where the Behr preservative does not adhere to the cedar boards, so the deck looks old and worn. My contractor has used the Behr products to clean the boards each year before reapplying the deck preservative, but within six months, the old, worn, “stripped” pattern returns. Wherever the deck boards have been under cover, such as under the barbecue or the table and chairs with their winter cover, the stain is fine, but wherever the boards have been exposed to the elements, the old, worn look appears. The railings are redwood and do not display this same worn look, nor have they been restained each time the deck boards were redone. Do I need to replace the cedar boards, or do you have other suggestions? A: It sounds like what’s happening could be the result of mill glaze. When the boards are run through the planer at the mill to smooth and size them, the pressure of the equipment rollers can compress the wood fibers, making the top of the board smooth and shiny — that’s the “mill glaze” — which makes it harder for them to accept stain. For that reason, it’s always a good practice to sand the new decking boards after they’re installed, before applying any finish. The redwood

Paul Bianchina HANDY @ HOME boards on the railing would have come from a different mill than the cedar and would have been milled with different equipment, so it’s possible that they did not have the mill glaze to begin with. There is no reason to replace the boards. A

product made by Wolman called Deck & Fence Brightener works well on mill glaze and might do the trick for you. The other option is to simply sand the boards to remove the mill glaze and the old finish, and then refinish them with an oil-based deck stain that has ultraviolet (UV) protection.
