Hollywood, the networks, cable TV — they just think they know neighborhoods and their women. “The Real Housewives of (pick one: Orange County, New York City, Atlanta, New Jersey, Beverly Hills, Vancouver, Miami)” — those are “reality,” which, as everyone knows, is only “TV ‘real,’ ” more or less. Before that: “Desperate Housewives” — pure fiction. “Housewife” and “housewives” had almost fallen out of use as insulting throwbacks until TV came along and rescued them, granting them a certain risque cachet. “Homemaker” had long replaced “housewife” — and even “homemaker” had become worn. But “homeowner,” that’s another thing, a real one — a real real one — and P.B. Odom III can spot one at a suburban mile. Make it five. Five women homeowners, walking right down the middle of the street. Hollywood

writers didn’t write it — but Odom, longtime developer and amateur photographer, realized immediately that it was a picture worth the proverbial 1,000 words.

Drive hard bargain when buying car, home Do you find yourself in the position of having to buy a house and a car at the same time, due to a major life change? If so, to avoid overspending, you’ll want to make the most prudent and cost-saving choices on your car purchase. That way you’ll maximize your chances of obtaining the best possible home, said Sid Davis, a real estate broker and author of “A Survival Guide for Buying a Home.” “Nowadays, those who make a strategic home purchase in a strong neighborhood can, at the minimum, expect that the property won’t go down in value. And over time, it could appreciate. However, a car isn’t an investment because it’s bound to depreciate,” Davis said. Should homebuyers who are also buying a car choose a new vehicle or a used one? If possible,

Lenders hate seeing a huge car loan popping up on a borrower’s credit report,” Davis said. Ideally, homebuyers who also need a car should buy an inexpensive one and pay cash — assuming they have sufficient savings to do so, he said. Here are a few tips for wannabe homebuyers who also need a vehicle: I Look for a great deal on a late-model used car. The very idea of buying a used car makes many people nervous. After all, it can be risky to purchase one without the assuranc-

es that come with a new vehicle. But if you do your research, over time the savings from buying used can be significant, said Jeff Bartlett, deputy editor for autos at Consumer Reports magazine. “The greatest depreciation for a brand-new car comes in the first three years — when new cars typically lose 35 to 50 percent of their value,” Bartlett said. I Research the reliability ratings for the vehicles you’re considering. Drawing on reader surveys, Consumer Reports publishes annual data on the reliability of numerous

For those in the throes of buying a home and a car simultaneously, it can be tempting to consider only immediate needs. But Bartlett urges you to think longer-term and consider upkeep and repair costs, as well as fuel economy. I Have any used car you’re considering checked out by an independent mechanic. Many dealers will allow you to take a used vehicle off the lot to a service station to have it assessed. But you might also choose to pay a mechanic to check out the car on the dealer’s

lot. I Give more thought to home buying than car buying. Clearly, no one should buy a car, new or used, without a substantial amount of research. But Davis, the real estate broker, said those buying both a car and a home simultaneously should realize they’ll need to pay more attention to the real estate. “Remember, a car is a commodity. At any one time, for example, there are probably a few thousand 2010 Ford Explorers for sale in your region. But every home is unique in terms of features, condition and location within a neighborhood. “And it struck me. I thought, ‘Man this is phenomenal. This is great, because these are real homeowners,’ ” he said. Odom pulled out his trusty camera, a constant companion he keeps handy partly for just such occasions. He introduced himself and asked if he could shoot a few pictures. “It was definitely interesting,” laughed Melissa Miller, who was among the five. “But you couldn’t miss us because we were taking up the whole street.” Ashley Blackburn said she recognized Odom right away, “because I’m the nosy neighbor.” The five — Miller, Blackburn, Arrin Hill, Sarah Zantout and Marissa Stuckey — are all friends and frequently walk the neighborhood together. “People are always outside, be it children or adults,” Blackburn said. “It’s the best way to meet the neighbors.” Odom told them he’d taken lots of pictures in his neighborhoods over the years. “Sometimes they come out, and sometimes they don’t,” he said. So he took several shots of the group in Talavera that afternoon. “And lo and behold, they came out good,” he said, laughing. Odom decided to work the shot into a new billboard campaign for Talavera, inspired, more or less, by Bravo TV’s “Real Housewives” series. “These are moms, these are homeowners, and there’s babies, too,” he said. “These aren’t housewives. These are homeowners.” For the homeowners themselves, though, the new billboards proved to be quite a surprise. “I think we were kind of shocked,” Miller said. “We all sent a group text message about it.” Blackburn said she initially thought no one would recognize them. “But I’ve had a couple of people text me and ask, ‘Um, are you on that billboard?’ And I was like, ‘Yeeeah.’ But I think it’s fun,” she said.

About Talavera Talavera has been under development since 2004 and is about halfway done, Odom said. The neighborhood will have 600 homes once it’s finished, ranging from about 1,500 square feet to more than 3,000 square feet. “It has been phenomenally successful,” Odom said. “There has been no slowdown since we started.” Talavera homes offer an Old World air created by Odom’s daughter, Rachel, who drew on memories of a 1997 sojourn in Spain where she studied economics in Madrid and polished her Spanish via the

deep-end-of-the-pool method. Rachel Odom, who went on to graduate from the University of Oklahoma two years later, said the immersion approach worked. “I never really took Spanish at OU, but I learned it,” she said. “I got a minor in it by immersing myself in it.” Her roommate, Cristina

Sanchez Ojea, hailed from Talavera de la Reina, a city about an hour and a half southwest of Madrid. The roommates spent many holidays with the family in Talavera, and those warm memories led to much of the Oklahoma City neighborhood’s character as well as its name. “And I’ll always have a good memory of Talavera,”

Rachel Odom said. Closer to home, the Real Homeowners are dealing with their moment in the sun. “It’s really funny,” Zantout said. “It was kind of surprising, but we’ve gotten a good laugh out of it.” Meanwhile, Blackburn said she is tamping down some sibling rivalry between her children Alexandria, 6, and Mitchell, 3. Mitchell is in the stroller his mother is pushing in the billboard picture. “My daughter said, ‘Man, I didn’t get to be on the sign but Mitchell did.’ And I’m like, ‘Oh, you can barely see Mitchell.’ ” Miller, whose 5½month-old twins, Jackson and Harper, were in the stroller, said they pass the billboard all the time. “It’s pretty exciting,” she said. “It’ll be a good memory for the twins.” Real Estate Editor Richard Mize contributed to this report.

FHA retreats on credit restrictions WASHINGTON — In a policy switch that could be important to thousands of applicants seeking lowdown-payment home mortgages, the Federal Housing Administration rescinded tough new credit restrictions that had been scheduled to take effect July 1. The policy change would have affected borrowers who have one or more collections or disputed-bill accounts on their national credit bureau files, where the aggregate amounts were $1,000 or greater. Some mortgage industry experts estimate that if the nowrescinded rules had gone into effect, as many as one in three FHA loan applicants would have had difficulty being approved. Under the withdrawn plan, borrowers with collections or disputed unpaid bills would have been required to “resolve” them before their loan could be closed, either by paying them off in full or by arranging a schedule of repayments. In effect, if you couldn’t resolve the outstanding credit issue, you might not be able to obtain FHA financing. The rescinded policy would have replaced more lenient rules allowing loan officers to discuss the accounts with applicants, and determine whether they represented material risks

that the borrower might fail to make the mortgage payments. Disputed bills are commonplace in many consumers’ files, but may not indicate serious credit risk. Rather, they might simply be a disagreement between merchant and customer over price, quality of the product or the terms of the credit arrangement. Open collection accounts are also common but tend to be viewed more ominously by lenders since they often indicate nonpayment over an extended period. Unpaid creditors frequently charge off unpaid accounts, then sell the files to collection agencies who pursue the customer and report nonpayments to the national credit bureaus — Equifax, Experian and TransUnion. Critics of the policy complained that it tilted the scales too heavily in favor of creditors and disproportionately harmed FHA’s traditional core borrowers — low- to moderate-income families, firsttime buyers and minority groups. Other critics argued that the policy would

not help FHA weed out serious credit risks since private lenders already are doing so by imposing their own credit score and other restrictions on applicants, known as ”overlays” in the mortgage industry. Clem Ziroli Jr., president of First Mortgage Corp. in Ontario, Calif., noted that although FHA accepts FICO credit scores as low as 580 — FICO scores run from 300 to 850 with lower numbers portending higher risks of default — many large lenders require 640 scores or higher. Why? Because they are super-cautious in the post-bust marketplace and don’t want to be required by FHA to “buy back” a mortgage that had a marginal FICO score at application, then went to foreclosure. As it is, FHA’s recent average scores are far higher than historical norms. According to an analysis by Ellie Mae LLC, a company that tracks conventional and FHA loan originations, the average FICO score for an FHA-approved loan to purchase a house in May was 713. Though down slightly from March, when average FICOs for purchases hit 724, according to Ellie Mae, both scores suggest a strong trend toward financing applicants who have relatively fewer issues in their credit files. Much of the last decade, FHA routinely financed borrowers with credit scores in the low to mid 600s. Deputy Assistant Secretary Charles Coulter said the FHA’s ongoing interest in re-evaluating its credit policies — such as the rescinded collections and disputes rule — is “to find a balanced yet flexible approach to promote access

to affordable credit while protecting the mortgage insurance fund.” FHA plans to issue a new rule “soon,” agency sources said, that addresses collection accounts and disputes separately. Meanwhile if you plan to apply for an FHA loan and you think you have collections or disputes on file, here’s the good news: You won’t be forced to pay off or resolve the accounts before closing, but you are likely to have your application referred for “manual” underwriting, where a loan officer takes a hard

look at the facts and circumstances of your collections or disputed accounts. This, in turn, will almost certainly slow down your approval. There are exceptions such as when the disputed account is both less than $500 and more than 24 months old. But beware lenders’ overlay practices. Foreclosure deficiency can take bite out of your wages Q: Several years ago, I lost my house in a foreclosure. Last week, my employer informed me that my wages were being garnished. I looked into it and found out that the lender on the foreclosure got a deficiency judgment against me. What can I do? A: When your lender forecloses on your home and the value of the property is less than what you owe the bank, the lender can typically go back to court and get a judgment against you for the difference. This deficiency judgment is basically the same as any other judgment that someone gets against you. The creditor has the ability to “execute” on its judgment by taking things you own and having the sheriff sell them. It also can take money from your bank accounts and force your employer to hand

Kenny Rogers sells Georgia home THE ASSOCIATED PRESS

JEFFERSON, Ga. — The northeast Georgia home owned by country singer Kenny Rogers that was scheduled to be put up for auction has been sold. Grand Estates Auction Co. in Charlotte, N.C., said Rogers, 73, sold the house and its 150 acres last week for $2.25 million.

over some of your wages. But you also have rights. For example, if you are the primary wage earner taking care of your minor children, you are typically exempt from having your wages garnished. Also, certain property (such as your homestead), bank accounts and retirement accounts are protected. Now that your wages have been garnished, you may be able to claim an exemption if you fit into any of the protected categories. You will need to hurry because the time for claiming these protections is extremely limited. You

might also want to consider trying to negotiate with your lender, because generally banks would rather work something out than see you quit your job or file for bankruptcy. Q: I am considering refinancing. Will the appraised value for the new mortgage have any impact on the county’s appraised value and the real estate taxes I pay? A: No. The value that the property appraiser assigns to your property is based on the market value of similar properties sold in the same or comparable subdivisions during the previous year. Failure to have home inspected can cost

CHICAGO — Not only do prophets lack honor in their native land, some don’t do much for real estate values — at least to judge by Walt Disney’s childhood home on Chicago’s Northwest Side. On the market for more than a year, it offers prospective buyers a two-flat with new windows, hardwood floors and built-in nostalgia for fans of Donald Duck and Mickey Mouse. It was built by Disney’s father, a carpenter who worked on the 1893 Columbian Exposition, the world’s fair that reportedly inspired Disney’s theme-park ventures. Some see the failure to sell the home, at 2156 N Tripp Ave., as a case of good news and bad news, among them Fred Seidel. “The city of Chicago should buy it and charge visitors for admission,” said Seidel, a construction worker. “I’m interested in the arts.” The upside, Seidel said, is that lacking a private buyer means it won’t be knocked down for new construction, a common fate of older buildings as Chicago gentrifies. The Disney home lacks a historic landmark designation, a campaign by preservationists having stalled years ago. Walt Disney was born Dec. 5, 1901, on the second floor of the house in the Hermosa neighborhood, then a newly developed section of Chicago and now a largely Hispanic community. He attended McKinley High School, now a primary grades facility, and took classes at the now-defunct Chicago Academy of Fine Arts. With his brother Roy, Walt Disney went to Hollywood and, in 1923, started making the animated cartoons audiences quickly embraced as part of the moviegoing experience. Even without a bronze plaque, the Tripp Avenue house attracts Disney

buffs, reports its owner Radoje Popovic. “Some came from Madrid to see it,” Popovic said. “A camera crew from Germany took pictures.” Popovic, himself a real estate dealer, bought the building from a previous owner, June Saathoff, who had lived there for many years and opposed landmark designation. “She was holding the windows together with duct tape,” he said. “She was an older woman living on a fixed income.” In 1991, the Commission on Chicago Landmarks proposed the Disney home for landmark designation, inaugurating the drawnout process often involved. When a City Council committee took up the issue six years later, Saathoff protested that landmark status could make her property hard to sell. Potential buyers would be scared off by the prospect of having to get the city’s approval for changes to the facade. In fact, the frame structure where Disney was born had been remodeled, but the president of the local chapter of the American Institute of Architects argued that it was nonetheless worthy because Disney was a worthy man, quoting President Dwight Eisenhower: “We shall not see his like again.” Popovic, who acquired the property in 2002 for $195,000, offered it on eBay, four years later for $280,000. Subsequently, he wanted to honor its heritage by turning it into a community center where neighborhood young people could take art lessons. The project failed for lack of funding. Disney’s home is on the market for a reduced asking price of $179,000. Popovic had several nibbles, but would-be owners couldn’t get financing. Popovic said he’s not opposed to landmark designation, should the issue be revisited, a long-shot possibility under Chicago’s landmark ordinance. MCT INFORMATION SERVICES

DEAR BARRY: We’re about to buy a brand-new home and have decided not to hire a home inspector. My husband prefers to do the inspection himself. When we sold our last home, he accompanied the buyers’ home inspector to learn what inspectors do. He proposes to go through all the same exercises as our buyers’ home inspector, and he should be able to find any serious defects. Our Realtor, however, is uncomfortable with this idea and urges us to hire a professional inspector. But the home comes with a one-year warranty, so any defects not spotted during our inspection will certainly surface during that time. Our family and friends also believe a home inspection is unnecessary, but your opinion would be greatly appreciated. and here is why: You say that your husband plans to repeat “the same exercises” as your buyers’ home inspector. Please understand that these were not exercises. They were the carefully considered applications of years of home inspection experience and a vast amount of property defect knowledge. Your husband observed the inspector’s movements only, not the forensic processes that occurred within the inspector’s mind while he evaluated your home. It takes at least 1,000 home inspections to become reasonably qualified as a professional home inspector. There is simply no way that an average homebuyer can discover the defects that would be appar-

ent to a well seasoned home inspector. If your husband does the inspection, undiscovered defects will be inevitable. You say also that any problems not spotted during the inspection will certainly surface during the one-year warranty period. This is only true of defects that are visibly apparent or that affect observable functions, such as rubbing doors, a leaking dishwasher or a noisy garbage disposal. Here are just a few examples of the kinds of problems that would most likely not be discovered on a do-it-yourself home inspection or during the first year of occupancy: 1. Inadequate ventilation of the attic. 2. Faulty wiring within the breaker panel. 3. Improper flashing at roof penetrations. 4. Chimney contact with combustible construction. 5. Noncompliance at the garage firewall. 6. Substandard flue

connections at the water heater. 7. Inadequate combustion air supply for the furnace. 8. Reversed polarity at wall outlets. 9. Lack of ground fault (shock) protection at required outlets. 10. Improper vent configuration at drain pipes. 11. Unsafe venting of exhaust at the furnace. 12. Inadequate height of the chimney above the roof. Problems such as these would eventually be discovered by the buyers’ home inspector when you eventually sold the home. By that time, the builder’s warranty would probably have expired, and the responsibility for repairs would then be yours. and loosened eligibility requirements starting in January, but the changes were not fully available until March.
