Vesta Homes didn’t even get a chance to put a Parade of Homes sign in the front yard of the home at 5004 SW 126 Terrace before someone bought it. “We got it basically to the frame stage and had a young couple come up,” Vesta co-owner Jim Schuff said of the house in the Williamson Farms addition. “They’re expecting their first child in December, and they’ve already purchased this house and think it’s going to be perfect for them.” The same thing happened to Johnston Builders in the Hidden Creek neighborhood. The 3,000-plus-square-foot home at 12508 Deep Wood Creek Drive was snapped up as well, largely because of one inspired design feature: a utility room adjacent to the master closet, eliminating the need to lug a laundry basket through the house. “Every lady who has walked through there is like, ‘Oh my God I wish I

and east of MacArthur Boulevard; Pleasant Grove, west of Council Road north of Memorial Road; Montereau, at NW 150 and County Line Road; Rose Creek at NW 164 and N May Avenue; and Williamson Farms, SW 119 and Meridian Avenue. The optimism and energy surrounding this year’s parade caps off a year that

has seen a steady climb in activity with Oklahoma City home starts running 30 percent ahead of this time last year. “Right now we don’t have anything that’s 100 percent finished that we can sell,” said Kenyon Woods, co-owner of Authentic Custom Homes and chairman of this year’s parade. “All our specs are gone,” added Authentic’s coowner Brandi Woods. For the short term, renting makes sense Most homeowners reject the idea of renting out their property, even for a short period. They fear damage and nasty complications. But Mary T. McCall, a longtime real estate broker, said the positives of a temporary rental could outweigh the negatives, especially if you’re convinced that home values are on the upswing in your area. “This could be a wonderful time to lease, because there are so many good tenants out there now. These are people who — due to hard times — had to let go of a house through foreclosure or a short sale. They’re just renting until they get their credit back,” said McCall, president-elect of the Council of Residential Specialists (www.crs.com). Housing prices are on the rise throughout America. But McCall said the main reason some owners are now leasing is to buy time until property values increase even more. “A single-family home is like a precious metal — silver or gold. People know it has ups and downs but will go up eventually,” she

said. To illustrate how well a temporary rental can work out, McCall tells the true story of a newly retired couple who own a pale-green ranch house but have moved to a custom-built house in their home state. Because they believe their property will sell for more in a year, they’re leasing it to a divorced professor with three school-age children. “The professor is keeping the place absolutely pristine. There are no problems whatsoever,” McCall said. But obviously some who rent out their homes aren’t so lucky. Because horror stories abound, she urges homeowners to exercise caution before deciding whether to rent. Here are a few tips: I Gather information on your

local rental market. McCall said that most realty offices have at least one rental specialist. This person can help you gauge the supply-demand ratio for rentals in your area and how much rental income your home would likely fetch. You can also garner clues by looking at listings for rentals in your area as featured on the Multiple Listing Service. To view these, simply visit the website of the National Association of Realtors (www.realtor.org). I Check the numbers on the financial impact of renting your home. Most homeowners want assurance that they’ll at least break even on their rental or, better still, enjoy a positive cash flow after taking into account their mortgage payments, taxes and insurance costs, said Leo Berard, charter president of the National Association of Exclusive Buyer Agents (www.naeba.org). Also factor in the tax implications of becoming a landlord. To do this, Berard recommends you contact an accountant.

I Make sure your home is vacant before trying to sell it. “Tenants can undermine your sale. If they don’t want to move, they might deliberately make your house messy to discourage buyers. Or they might try to block showings,” said Mark Nash, author of “1001Tips for Buying and Selling a Home.” To avoid complications, try to time the rental term to ensure the property will be vacant for at least two to four weeks before it goes on the market. With the tenants gone, you can resolve any cosmetic or repair issues that might prove a barrier to a good sale. I Consider hiring a professional manager for your rental. If you want to avoid the hassle of dealing with tenants on a dayto-day basis, Nash recommends you hire a professional manager. You’ll still have to pay the repair bills, of course. I’m buying it now,’ ” he said. One of Authentic’s entries this year, a 3,900square-foot home at 3208 NW 176 Place in Rose Creek, isn’t on the market yet. It’s their first stab at building in Rose Creek. “I wanted to see what everyone thinks of it,” Kenyon Woods said. Johnston Builders is fielding two homes in two sections of Hidden Creek. The Deep Wood Creek Drive home faces an 8acre park with playgrounds, gazebo, basketball courts and walking trails. Down those trails and across the park lie the Fountains at Hidden Creek and the company’s second home at 12508 Maiden Lane. The trails knit the community together, and the nearby Martin Nature Center offers a wild touch. “It’s not uncommon at all to see deer early in the morning or late in the evening and lots of other wildlife, too,” Johnston said. “It’s just terrific, a really neat little hidden gem right in the heart of northwest Oklahoma City.” The opportunity to design something different drew Kenyon Woods to Rose Creek, which features its own golf course, aquatic center and fitness center. Homes there typically run bigger than Woods normally designs. “I decided to come out and try it and kind of see how it goes,” he said. He adapted one of his popular designs featuring a curved wall, turning it into a soaring curved window overlooking the backyard. The three bedrooms are on the first floor while the entertainment areas — including a theater room — and a self-contained suite are on the second floor. A wireless system controls heat, lights and the stereo. “You can do it all from your phone,” Woods said. Vesta’s Williamson Farms home features four bedrooms, a study and a game room upstairs with large covered porches both in front and back. The porches are wired for sound, and the front porch overlooks the neighborhood pool. Developer Mark Livingston is finishing up a neighborhood clubhouse as well, Schuff said. “Last year was good — we sold the house during the parade,” Schuff said. “This year is better — we sold the house before the parade.” Schuff said he learned a lot about the state of U.S. homebuilding while serving as Central Oklahoma

WASHINGTON — Though the news spotlight has been on the presidential debates and the Nov. 6 elections, a more pressing personal issue for large numbers of homeowners across the country involves the lame-duck congressional session scheduled to begin Nov. 13. Along with the federal budget, billions in tax increases, draconian spending cuts and efforts to avoid the “fiscal cliff” looming Dec. 31, the lameduck session is expected to answer what’s estimated to be a multibillion-dollar question for housing: Will Congress renew the mortgage debt forgiveness tax provisions for owners whose mortgage lenders agree to write off portions of their debt, either as part of loan modifications, foreclosures, short sales or deeds-in-lieu of foreclosure? Without an extension, borrowers who receive reductions in principal next year would be hit with federal income taxes at their regular marginal rates on the amounts forgiven. The lame-duck session also will have to deal with a slew of other real estaterelated issues including write-offs for mortgage insurance premiums, tax

benefits for homeowners who install energy-saving improvements, tax credits for builders of energy-efficient new houses, and extension of current relief for middle-income taxpayers from the alternative minimum tax (AMT), among others. While President Barack Obama, Republican challenger Mitt Romney and most members of Congress have been campaigning, staffs of key House and Senate tax and finance committees — along with hordes of lobbyists — have been working out game plans for the lame-duck session. One key piece of strategy: Could the Family and Business Tax Cut Certainty Act of 2012 be treated as a stand-alone bill? It passed the Senate Finance Committee in August and includes mortgage forgiveness relief and other housing-related tax extensions along with AMT relief, research and development tax credits and dozens of other targeted tax benefits. If not, there’s a strong risk of it getting caught up in the much larger partisan fights over spending, the federal debt ceiling and the whole fiscal cliff debate. Senate Democrats reportedly were prepared to

bring the bill to the floor for a vote before the election recess, but it never happened. Now the fate of the legislation appears to be up in the air and House leaders may come up with a version of their own. Here’s a quick overview of some of what’s at stake in all this for homeowners: I Mortgage debt tax relief. Besides the Senate Finance Committee’s bill awaiting action in that chamber, there are at least four separate bills that have been introduced in the House that would extend the law. Rep. James McDermott, D-Wash., is sponsoring a bill that would extend the mortgage forgiveness relief through 2015. Rep. Charles Rangel, D-N.Y., wants to extend it through 2014. McDermott and Rangel are members of the tax-writing Ways and Means Committee. Rep. Dan Lungren, R-Calif., is pushing for a

three-year extension, and Rep. Tom Reed, R-N.Y., favors a one-year extension, through 2013. The fact that there is significant bipartisan support for an extension in the House greatly increases the odds that mortgage forgiveness tax relief in some form will pass before the end of the session. One housing lobbyist gives it a 60 percent chance of eventual passage, even better if post-election lame ducks and victors find ways to compromise on the bigger issues. The main obstacle to extension: revenue cost to the federal government. Congressional tax experts estimate that even a simple one-year extension would cost the Treasury $1.3 billion over 10 years. I Mortgage insurance premium deductions. Under tax code provisions that expired last December, buyers and refinancers who pay either private or government mortgage insurance premiums could write them off subject to household income limitations. The Senate Finance Committee bill would reauthorize these deductions retroactively to Jan. 1, 2012, and

extend them through 2013. Since this would cost the government an estimated $1.3 billion over 10 years and has not attracted as intensive a lobbying effort as mortgage debt forgiveness, it may be more vulnerable if negotiators are looking for ways to boost revenues to pay for other cuts or extensions. I Energy-efficiency improvements to homes. The Senate Finance Committee-passed bill would extend for two years — through 2013 — tax credits for installation of energy-conserving windows, doors and other improvements. The Senate’s bill would also extend credits available to builders of energy-efficient homes. These have a reasonable shot at extension. Bottom line: On issues like tax-system support for financially distressed households, energy conservation and others, the November elections are important in the long run, but the decisions made during the lame-duck session will have immediate impact on thousands of homeowners. Heritage Hills tour includes church, mansions The 46th annual Heritage Hills Homes & Gardens Tour will be from noon to 5 p.m. Saturday and Sunday. Among the stops this year is St. Luke’s United Methodist Church, 222 NW 15, as well as the nearby Hefner Mansion, 201 NW 14. The church bought the mansion and renovated it to serve as office and Sunday school space, said Amy Curran, the tour’s public relations chair. The Overholser Mansion, 405 NW 15, will serve as tour central, and guests on the tour are urged to start out at the mansion, Curran said. Ingrid’s Kitchen will operate the cafe there this year, serving sandwiches, “bratdogs” and other favorites from 11:30 a.m. to 5 p.m. both tour days. Money raised from the tour goes into preserving

Heritage Hills’ green spaces, which the neighborhood maintains on its own, as well as neighborhood enhancements such as new light poles and projects benefiting nearby Wilson Elementary. DEAR BARRY: We recently purchased a condo. When the TV cable man was here, he went into the attic and said that there was charring and fire damage on some of the beams. It appears that there was a fire in the building, but this was not disclosed by the sellers. We paid cash for the property, so there may not have been a home inspection. What should we do about this? Gregory DEAR GREGORY: There are three issues here: 1) the matter of seller disclosure; 2) the question of whether there was an inspection; 3) the extent of the fire damage. I No. 1: If the sellers knew there had been a fire, they should have provided disclosure. Failure to provide that kind of information is illegal in most

states. However, the fire may have occurred before the sellers owned the property, so they may not have known about it. I No. 2: If a home inspection took place when you bought the home, it would be because you hired the inspector. If you did not hire an inspector, that was a significant mistake, regardless of whether it was a cash sale. Real estate is too expensive to be purchased as a “pig in a poke.” A professional evaluation is always essential. I No. 3: Charring of the roof framing may or may

not involve significant damage. It is possible that the wood members were blackened without being impaired. You should hire a structural engineer to evaluate the integrity of the framing. If you didn’t hire a home inspector before buying the property, now is the time to do that. DEAR BARRY: Our home was built 14 years ago and has two secondstory decks over living space. During a storm one deck developed a leak into the room below. Our insurance company hired an engineer. He reported that the decks were not built to code and were not sloped to drain water away from the house. We’re making costly changes to provide slope, but it would be nice to know if this was required when the home was built. We’re also wonder-

ing what we should disclose to buyers when we sell the property. Scott DEAR SCOTT: A ¼-inch-per-foot slope was required when the home was built. The contractor apparently did not follow the plans and the code, and the municipal building inspector apparently failed to check this before approving the construction. Unfortunately, it’s too late to hold the builder responsible for the consequences of his error. The best solution is to slope the deck surfaces as much as possible, as you are doing, and to flash and seal the deck surface.
