The swoon in housing starts in the past two years landed like a knockout punch for many Oklahoma homebuilders. Builders still in the fight fall into two categories: those who took it on the chin and are down for the count, and those who staggered yet remained upright. Either way, builders planning to stay in the ring going forward have to stay light on their feet. Jack Evans, founder of Timbercraft Homes, said he’s excited by the challenges ahead and the vision he has for his 6-year old company, winner of this year’s Parade of Homes “Best Kitchen” and “Best Landscaping” awards in the under-$250,000 category. “It’s a choppy market, there’s no doubt about it,” Evans said from his company’s award-winning kitchen at 15813 Creek Heights in the Lone Oak Creek addition. The three-bedroom, two-bath home is in a traditional style with exposed-beam ceilings and a separate library-study.

His plan for negotiating the choppy market? “Diversify.” Evans said he will continue to develop land for residential additions, as he has done recently with the Twin Oaks Canyon addition. But broadening his vision, Evans said, “I’d like to get into infill de-

velopment,” seeking blocks of property in existing neighborhoods that could be redeveloped. Evans said he “couldn’t imagine” that the Oklahoma City metro area’s taste for suburban expansion could be sustained, “especially as soon as gas hits $5 a gallon or more.”

Another area of possible growth for Timbercraft could be duplexes built to meet what Evans senses will be a strong rental market. Evans worked in banking before becoming involved in real estate and construction in the early SEE TIMBERCRAFT, PAGE 2F

Pointers for people who must sell home ‘as is’ A woman in her 60s recently won her long, agonizing battle with breast cancer. But the fight, including her share of costs for surgery, chemotherapy and radiation, was so expensive she must now sell her town house to pay bills. And given her lack of funds for fix-ups or repairs, she must sell in as-is condition. Is it rare for homeowners to have to sell as-is? No, particularly at this stage of the economic cycle, said Claire Prager, a longtime real estate broker. Prager said serious health issues are a common reason why homeowners must sell under pressure. “By definition, an as-is sale is one where the owners are in no position financially or physically to do any kind of repairs or

update their property,” said Prager, who’s sold real estate since 1988 and is affiliated with the Council of Residential Specialists (www.crs.com). Real estate specialists said it’s not only low-income people who can confront the need to sell a home hurriedly because of a significant health problem. People across the socioeconomic strata can find themselves in this bind because of a life-threatening illness. “Even people with private health insurance can

exhaust the funds they need to get their house ready for market if their illness has cost them their job and savings,” said John Rygiol, a broker who owns an independent firm. Here are pointers for owners who must sell a home because of illness: Make sure your home is at least clean and cleared out. If your family and friends are dispersed and unable to help you clean and de-clutter your home, Prager suggested you start your search for volunteers by looking online for a support group, such as a cancer survivor network, or a nearby faith-based organization. She recommended you focus first on removing excess furniture and personal items that make it hard for those viewing your home to picture them-

selves living there. Once you’ve cleared away your superfluous items, make sure your home is sparkling clean. A clean house is a powerful lure to get visitors to walk through the entire house rather than making a quick exit at the front door, she said. Create a priority plan for any painting you do. Rygiol said you should be able to recruit volunteers who will donate their time and money to assist with relatively minor painting and touch-ups. “Paint can cost as little as $20 a can. But if you’re selling as-is and can’t afford to paint much, focus on the highest priority areas in the property by at least painting your front door and entryway,” he said. Locate a listing agent who will rearrange your

furnishings. Mark Nash, a real estate broker and the author of “1001 Tips for Buying and Selling a Home,” said home stagers — people hired to rearrange and supplement furnishings to make “For Sale” properties seem more appealing — typically charge $300 or more for a minor redo. But if you lack the funds to pay a stager, he suggested you look for a listing agent willing and able to provide such services without charging you a fee to do so. Nash recommended you ask potential agents to email you “before” and “after” photos of properties they’ve staged. Examine these pictures before signing a listing agreement with any agent. He said he figures “buyers in the market have already bought,” using the federal tax incentives that expired earlier this year. “With credit so tight, I think we can assume sales are going to be flat for a while,” he said. How else to change up Timbercraft’s game plan? “I’m looking for new designs and new styles,” Evans said. “I’d like to develop maybe a few acres, as an experiment” with contemporary home designs or classic bungalow styles. “I can’t believe the only kind of house Oklahomans want is the ‘Dallas-style’ with a big roof” that packs so many neighborhoods, Evans said. Kevin Croom, Timbercraft’s superintendent for construction, said he is “ready for anything.” He’s been busy this year and will have completed more than 20 homes by the end of 2010. Croom said “lots of Timbercraft customers” bought their first home from the company and have returned to Timbercraft for a custom-built second home. “We’re building homes for people who want style and character at affordable prices,” Croom said. “It’s not just about having a roof over their head.” Timbercraft has eight models available: three in the low $200,000s in Lone Oak Creek; one priced in the $180,000s in Cottonwood Farms; one in Timber Creek in the $170,000s; and three in Twin Oaks Canyon available in the $160,000s.

Although the future could see Timbercraft blazing trails into new territories with new building styles, for now the company is working in the market’s sweet spot, said Todd Clark, director of marketing and sales. “Many visitors” touring Timbercraft’s Parade of Homes model said they were “attracted to the location” near Kilpatrick Turnpike, Clark said. “For the main things our customers want — great school systems and commuter convenience — there aren’t too many lots left” in that corridor, Evans said.

Builder confidence in new-home market rises FROM STAFF REPORTS

Builder confidence in the market for newly built, single-family homes rose three points to 16 on the National Association of Home Builders/Wells Fargo Housing Market Index for October. It was the first improvement registered by the index in five months, and returned it to a level last seen in June. “Builders are ... hopeful that this interest will translate to more sales in the coming months,” said association Chairman

Bob Jones, a homebuilder from Bloomfield Hills, Mich. “However, because most builders still have no access to credit for building homes, there is a real concern that we will not be able to meet the pentup demand when consumers are ready to get back in the market. This problem threatens to severely slow the housing and economic recovery.” The new-homes market “is finally moving past the lull that occurred when the homebuyer tax credits expired and economic growth stalled this summer,” noted

the group’s chief economist, David Crowe. “While challenges such as competition from foreclosures, inaccurate appraisal values, and general consumer uncertainty about the economy and job market continue to be major factors, builders have seen a slight increase in consumers who are considering a home purchase. The toughest obstacles really come down to financing — the scarcity of construction credit for builders along with tougher mortgage requirements for consumers.” All three of the Housing Market Index’s

component indexes registered gains in October. The index gauging current sales conditions rose three points to 16, while the index gauging sales expectations in the next six months rose five points to 23, and the index gauging traffic of prospective buyers rose two points to 11. Builder confidence also improved across every region in October. The South and West each posted four-point gains, to 18 and 12, respectively, while the Northeast and Midwest posted single-point gains, to 17 and 13.

Keep your home free of bedbugs If you’re a junk collector or you occasionally shop at flea markets, secondhand stores or even pull stuff off the curb to repaint, you need to be more careful, because bedbugs are on the rise. Secondhand mattresses and even new products and clothing could be infested with bedbugs. Travel is a major problem, as well. I recently stayed at a major-brand hotel in New York, and after pulling the bed sheets off to check for bedbugs, I had an unpleasant surprise. I didn’t see any live bedbugs, but the mattress was riddled with what appeared to be fresh bloodstains. I asked to be moved to another room. Although I didn’t see any blood on that mattress, I still had two sleepless nights in that hotel, and just the thought of bedbugs had me itching for two days. I called the headquarters of the reward program to let them know of my disgust and was told to contact the manager. He told me that the mattress had been tested and the spots were chocolate stains. I asked to get a copy of the report but have not received one. So, that means that someone pulled the mattress pad off the bed and melted some chocolate and dropped the chocolate along the seams of the bed and on other areas of the mattress and then put the pad back on over the mattress and then put the sheets back on the bed. Makes you go, “Hmm.” If that was the case, the cleaning personnel did not do a good job. They clearly left the chocolate or the blood on the mattress, or opted not to change the mattress pad and didn’t see the spots on the bed. Either situation is not good for business, especially since New York is fighting a war with bedbugs. You would expect the hotel to check each bed carefully when preparing it for the next guest. I was lucky this time and avoided a possible situation. But my point is, you

Here are a few tips to keep your home free of bedbugs. When traveling, keep your clothes in your suitcase and zipped. Avoid placing clothes on the bed. Always check the bed for blood stains and bugs immediately after you arrive in the room. The most common area to find blood stains is in the seams of the mattress. Look on the wall for any blood spots. After you return home, vacuum your bags in the garage to get rid of any bugs that may have tried to hitch a ride from the airport or taxi. Wash all of your clothing in hot water, if possible. Avoid placing the suitcase on your bed. Store your

suitcase in a large plastic bag away from your bed. Check all of the items you bring into your home to add to your decor or wardrobe. Vacuum everything, even new furniture, and wash your new clothes and rugs. If you see a bedbug or signs of a bedbug, contact an exterminator immediately. If you are expecting guests, be sure to take the same precautions when they arrive at your home. At the very least, vacuum their bags in the garage. A recent report compiled by Terminix ranked the top 15 cities with the most bedbugs in the United States in August. In order, they were New York; Philadelphia; Detroit; Cincinnati; Chicago; Denver; Columbus, Ohio; Dayton, Ohio; Washington, D.C.; Los Angeles; Boston; Indianapolis; Louisville, Ky.; Cleveland, Ohio; and Minneapolis. New home sales rise after a dismal summer BY THE ASSOCIATED PRESS

WASHINGTON — Sales of new homes improved in September after the worst summer in nearly five decades, but not enough to lift the struggling economy. The Commerce Department said new home sales grew 6.6 percent from August to a seasonally adjusted annual sales pace of 307,000. Even with the increase, the past five months have been the worst for new home sales on records dating back to 1963. Paul Dales, U.S. economist with Capital Economics, called the September home sales encouraging. But he said it doesn’t change the fact that activity remains at extremely low levels. “That’s unlikely to change for a few years,” he said. The uptick in new home sales wasn’t enough to convince investors that the sector has returned to health. Most major homebuilder stocks fell after the report’s release. Toll Brothers Inc. fell nearly 2 percent. “The housing stocks are likely to perform well only if broader indications of economic improvement continue,” said Michael Gaiden, an analyst with Morningstar Inc. New home sales have risen 9 percent from the bottom in May but are still down 78 percent from their peak sales pace of nearly 1.4 million homes in July 2005. It will likely take about three years for the industry to get back to a healthy annual rate of about 600,000 homes sold, said Brad Hunter, chief economist with Metrostudy, a real estate research and consulting firm. Allegations that banks cut corners when filing legal documents to foreclose on homeowners could actually benefit homebuilders, Hunter said. Consumers might start to favor new homes over previously owned homes, worried that the purchase of a foreclosure could be contested or canceled if the previous owner claims the foreclosure was invalid. Builders are competing with millions of foreclosures and other distressed properties that show no signs of abating. They are unlikely to ramp up construction until those are cleared away and demand picks up. High unemployment, tight credit and uncertainty about home prices have kept people from buying homes. Government tax credits propelled the market earlier in the year, but those expired in April.

Proposed rules may not help home appraisals WASHINGTON — You may have missed it, but the Federal Reserve proposed far-reaching new rules Oct. 18 that could affect home real estate appraisals — and millions of owners’ equity holdings — nationwide. The rules, which are scheduled to take interim effect in December and then be finalized next spring, prohibit outside interference in appraisers’ valuations and require lenders to report evidence of appraiser misconduct to regulatory authorities. They replace the controversial Home Valuation Code of Conduct imposed on the mortgage and real estate industries last year by giant investors Fannie Mae and Freddie Mac. But here’s a key practical question: Under the Fed’s new proposals, are you as a buyer, seller or refinance applicant certain to be protected against inaccurate valuations produced by appraisers working for low fees who are unfamiliar with your local market? Complaints about such problems exploded in many parts of the country after Fannie and Freddie adopted their code, and brought critics to Capitol Hill to get federal appraisal rules

changed. That appeared to be accomplished when Congress passed the massive Wall Street Reform and Consumer Protection Act this past July. The law instructed the Fed to issue replacement rules for home appraisals, eliminating the FannieFreddie code, within 90 days after enactment of the legislation. So, what sort of changes are you likely to see? Experienced appraisers say probably not enough, at least in the proposal’s current form. “It’s just a rehash of the (code),” said Pat Turner, a Richmond, Va., area appraiser and critic of the Fannie-Freddie rules. Leslie Sellers, president of the 26,000-member Appraisal Institute, a professional group based in Chicago, said the Fed’s proposals include important core principles of freedom from coercion

and outside influence on valuations but don’t lessen the current system’s tilt toward cut-rate fees and short turnaround times over appraisal quality. Frank Gregoire, past chairman of the Florida Real Estate Appraisal Board and incoming chairman of the National Association of Realtors’ appraisal committee, said that “until the federal banking agencies decide to enforce some of the words they’re putting on paper, the public can expect business as usual.” What exactly is business as usual? Most consumers don’t understand the system or where the hundreds of dollars they’re charged for an appraisal at settlement really go. Here’s a quick overview: In all likelihood, the money you pay isn’t just going to the person who does the actual appraisal. It gets split up, and sometimes your lender is getting a sizable chunk of the action. An estimated two-thirds of all home appraisals are now produced by appraisal management companies — some of them owned in whole or part by big banks. Many of those companies have slashed appraiser fees from tradi-

tional norms — $400 or $500 to the appraiser — and now only hire appraisers who agree to work for anywhere from $175 to $200. They also require fast turnarounds: complete appraisals delivered within 24 to 36 hours of the assignment. Since experienced appraisers generally refuse to work for such low compensation and rushed delivery demands, many appraisals are assigned to newcomers to the field. In some cases, critics charge, the jobs go to inexperienced appraisers who are willing to travel far beyond their home markets to get the assignment. Gregoire and Turner said they routinely hear complaints from realty agents about low-ball valuations turned in by out-of-area appraisers who have minimal knowledge about local market trends and don’t distinguish distressed sales from ordinary sales. Sometimes the bad appraisals undervalue houses by tens of thousands of dollars and kill sales or refinancings — leaving buyers, sellers and their realty agents sputtering. Brian Coester, CEO of Coester Appraisal Group, an independent management company with a

network of 3,000 appraisers in 50 states, agreed that low fees to appraisers “produce low-quality appraisals.” “At $180 to $200,” he said, “you’re not going to get good work.” Pay the appraiser more — say $250 to $350 — “and now you’re going to get a quality product.” His firm averages $275 to $300, he said in an interview, but is constrained by the demands of mortgage lenders, some of whom will only pay $300 for the entire valuation but later charge consumers $450 at settlement. The Fed’s proposal attempts to deal with the issue by requiring lenders to pay “customary and reasonable” fees to appraisers. But will that fix the problem? Maybe not. Independent appraisers say some management companies already are looking for ways to bypass the Fed, such as requiring them to sign statements in advance of their work that the fee they receive is “customary and reasonable,” even though it’s bare-bones and far below what experienced appraisers would be paid. NEW YORK — When Meghan Faux, a lawyer and foreclosure counselor in New York, calls JPMorgan Chase & Co. to help a homeowner modify a mortgage, she expects the runaround from representatives unwilling or unable to answer basic questions about the borrower’s case. She’s more hopeful calling Wells Fargo & Co., which, like Chase, is one of the three largest mortgage servicers, along with Bank of America Corp. “There’s still a long way to go there,” said Faux of Wells Fargo. “But they are at least responsive to our concerns.” All mortgage servicers — which

collect monthly payments, deal with delinquent homeowners and negotiate loan modifications — have come under a harsh spotlight recently over their foreclosure paperwork. But the available data suggest a wide variation in how well the firms do their jobs. Several federal and state agencies are investigating the servicers’ foreclosure practices. Housing and Urban Development Secretary Shaun Donovan said that there were “significant differences” among the companies but declined to elaborate. Faux’s experience at South Brooklyn Legal Services is borne out by the Better Business Bureau, which gives Wells Fargo’s mortgage servicing operation an “A” grade and Chase’s an “F.”

And of the calls about Chase to the Treasury Department’s foreclosure help line through August, 7.2 percent were complaints, the second-highest percentage among the eight largest servicers. San Francisco-based Wells Fargo had the lowest proportion of complaints, 3.7 percent. J.D. Power & Associates recently gave Wells Fargo the highest rating among large servicers. Chase came in near the middle. Chase spokesman Tom Kelly declined to comment on the ratings or the Treasury data except to say the company had “offered struggling borrowers more than 975,000 modifications since the start of last year.” Bank of America, which became the largest mortgage ser-

vicer after buying home-loan giant Countrywide Financial two years ago, gets mixed reviews. The bank’s servicing unit has an “A” grade from the Better Business Bureau but doesn’t fare as well with J.D. Power or the Treasury’s help-line stats. Among the 4,327 complaints about Bank of America received by the Better Business Bureau in the past three years, one recent submission points to the frustrations many homeowners are experiencing with servicers. On Aug. 31, a customer wrote that he called Bank of America five times after receiving a default notice and was directed to five different representatives, none of whom picked up the phone or called him back. Meanwhile, the

homeowner said, his monthly payments were jacked up with no explanation to $947 from $680. “I don’t want to lose the home I grew up in because Bank of America is playing games,” the borrower wrote. Bank of America told the Better Business Bureau that it would resolve the problem, but when the bureau checked with the customer on Oct. 8, little had changed, the bureau reported. Bank of America spokesman Richard Simon said the bank “recognized past inadequacies and disappointments in our service levels” and had made “many changes leading to tremendous strides.” MCCLATCHY-TRIBUNE INFORMATION SERVICES

Breakfast nook addition requires a little strategizing Q: We are adding on a breakfast nook (120 square feet of living space) with a single exterior French door, a 3-by-6-foot window on the opposite side, and a 7by-5-foot-wide bay window on the exterior wall. It will have a cased entryway off of our current dining area. We need guidance for flooring and ceiling choices. 1. Floor. Our kitchen has 19-year-old vinyl and will flow into the new addition. We would like to go as green as we can afford. Options: both areas with linoleum; linoleum to replace just the vinyl, with hardwood or laminate in the new addition; or carpet? 2. Ceiling. Our house has 8-foot, popcorn ceilings. We hate it. We have also inherited my grandmother’s crystal chandelier from Germany. We are considering a barn-style ceiling (cathedral with a flat center) or a tray ceiling to get a little additional clearance with smooth, painted Sheetrock (we would love planks with exposed beams, but the budget was ruined by having to change contractors midstream). 3. Since we will not be

Any suggestions on how to avoid echo in a room with all hard, smooth surfaces everywhere? A: Here are my thoughts: 1. First of all, I always think the same flooring throughout looks best. It helps keep the addition from looking like an addition. As far as flooring choices, all of the ones you mention are fine. Linoleum is a good green choice. The only thing I don’t like is that you’ll end up with some seams. I also don’t think it has the same upscale look as hardwood, although hardwood can be a little tough to care for in the kitchen. I would also consider tile, another natural product. I personally like the look of large square tiles

such as travertine, with small grout lines. 2. Go with whatever fits the design of the room and doesn’t look out of place with the rest of the house. You might consider the exposed beams, since they’re something that needs to go

in now, with smooth drywall. You can always cover the drywall later with wood strips when the budget allows. 3. This addition is the size of a bedroom. I would suggest adding a duct, or you’re going to have trouble

keeping the temperature consistent. I always recommend adding as much insulation as possible to all the areas you mention. If you do not have an attic space over the addition, use batts or rigid foam insulation between the raf-
