Plan before making pre-retirement move Though many people fear making a housing change in the current economy, Thomas J. Casey, a veteran financial planner, senses opportunity for those over age 55 who wish to act now to lock in low housing costs for their future retirement years. “Right now mortgage rates are probably as low as you’ll see in your lifetime. And in many areas, home prices are dramatically better than they’ve been in a very long time,” Casey said. For many in their preretirement years who plan to remain in the same area, downsizing in the current market makes sense, he said. “This is the time when it’s wise for older people to lock in lower housing costs for the future — assuming they can sell their present house for a reasonable

Almost 16 years ago, Bill Davey and his wife, Andrea, were newlyweds searching for a way to put their business and finance degrees from the University of Central Oklahoma to work in the real world. The couple wanted to start a business together, but Bill Davey said they were wary of anything that didn’t guarantee them regular monthly income. In other words, they wanted security. And they got it — in more ways than one. Realizing “home security is a service that people need in all economic climates,” the Daveys created Globelink Home Security and began installing residential and commercial security systems in 1995. The headquarters is at 1021 NW 6. Bill Davey said he looked at security companies operating in the area and “figured I could make the same model work.” He figured right. Nearly 16 years later, customers such as Damian Rodriguez are trusting their homes and their businesses to Globelink. Rodriguez, referred by a friend to Davey’s security monitoring for his businesses, CDR Electronics and CDR Global, said he found an unusual need for security monitoring while he was building a new home in 2007. “The price of copper was way up,” Norman native Rodriguez recalled. “As soon as my electrical contractor could run wiring” through the barelyframed-and-drywalled new house, thieves made off with it. This happened three times. Rodriguez said he knew whom to call. “We were able to do something kind of creative,” installing motion detectors and monitoring

But Eric Tyson, co-author of “Personal Finance for Seniors” (a book in the “Dummies” series), cautions that those over age 55 should be especially careful when making any major real estate decision. “That’s because doing a ‘round trip’ on housing — selling one house and buying another — can cost you a lot in fees, commissions and moving costs. You want to be sure the move is a good fit for you,” he said. Here are pointers for those contemplating a pre-retirement move: Get an analysis of

your full financial picture. One obvious way to develop a comprehensive plan is with the help of a financial adviser. If you choose that route, Tyson recommends you pick an adviser who’s compensated on a fee-only basis, meaning the planner doesn’t receive commissions by selling you stocks, bonds or insurance products. You can find the names of fee-only planners through the National Association of Personal Financial Advisers (www.napfa.org). Alternatively, Tyson suggests you consider hiring a Certified Public Accountant to assist you in the planning process. One way to find a CPA who specializes in personal finance is through the American Institute of Certified Public Accountants (www.aicpa.org). This organization maintains a list
of CPAs who’ve earned the “Personal Financial Specialist” designation. Cut your outlays for financial planning by doing preparatory work yourself. One key step toward the creation of a solid financial plan involves an analysis of your spending patterns. You need to know how much it’s now costing you to live — both in terms of mandatory expenses (such as out-of-pocket health care expenses) and discretionary outlays (such as restaurant bills). To avoid paying an adviser to assist with this preliminary work, Tyson suggests you pull out your checkbook and credit card statements and tabulate the numbers before going to see a planner. Take a conservative view of future housing appreciation. While Tyson acknowl-

edges that many over age 55 still have “a fundamental cultural belief in real estate,” he argues against real estate as the primary centerpiece of a retirement plan, no matter how inexpensively it’s acquired. Once real estate markets strengthen, as they’re starting to do in some areas, Tyson projects that “the communities where the employment picture is most stable are the ones coming back first. But even if you’re buying in one of those areas, don’t expect appreciation to bail you out if you overspend your budget.” He said few can expect to make a profit on a home they purchase in 2010 unless they expect to hold the place for at least five to seven years at the minimum. Using recycled materials in the garden is hardly new, but few do it with Matthew Levesque’s flair. Levesque creates custom artwork, furniture and lighting for garden designers and has had his work featured on national TV. He shares ideas and techniques for creating garden accents from castoffs in “The Revolutionary Yardscape: Ideas for Repurposing Local Materials to Create Containers, Pathways, Lighting, and More.” The book is geared toward gardens with a contemporary style. His ideas can be copied literally, but he also helps readers look at old junk with fresh eyes and come up with their own reuses. “The Revolutionary Yardscape” is published by Timber Press and sells for $22.95 in softcover.
OIL-FUEL MIX HITS SHELVES TruFuel eliminates the need to mix gas and oil for power equipment such as leaf blowers and chain saws. TruFuel is a premixed combination of an engineered fuel and a synthetic lubricant, made for the aircooled, two-cycle engines used in hand-held power equipment. It’s available in both 40:1 and 50:1 mixes, called TruFuel 40 and TruFuel 50. The fuel contains no potentially corrosive ethanol and won’t break down quickly like regular gasoline, according to its manufacturer, TruSouth Oil. The company said it stays fresh for two years after the can is opened. TruFuel is available at some Ace Hardware stores, some O’Reilly Auto Parts stores and some Wal-Mart stores. The natural question was: “What is your rate to begin with?” A light bulb popped on when Davey realized he could offer insurance to his home security clients, saving them telephone time on hold, tire tread and money. Today, acting as a broker for 15 insurance companies, Davey Family Insurance Co. is “where the relationship starts” with most homeowners, Davey said. Pursuing their goal of creating a “one-stop shopping environment,” Bill and Andrea Davey expanded into telephone, Internet and cable television installations, in addition to home security, in 2004. Aside from some anonymous online grumbling by customers surprised by automatic security contract renewals despite it being spelled out in sign-

up paperwork, Davey said his businesses have grown steadily. The latest service the Daveys have integrated is Wilco Roofing and ReRoofing, a company developed to help homeowners with roofing and other
types of home repairs arising from insurance claims. Wilco’s customers “enjoy the convenience of our working with them on claims,” Davey said. “We not only assist with claims paperwork, but we can also send out a roofing
crew” to do the repairs. The Daveys recently purchased an office building at the western edge of downtown Oklahoma City, from which Bill Davey will continue to head up sales while Andrea runs the business side.
Home buyers fall through cracks despite their good-faith efforts BY MARY ELLEN PODMOLIK Chicago Tribune
CHICAGO — Rogelio Huerta and Maria Soto did everything they were supposed to do to reduce the monthly mortgage payments on their Bellwood, Ill., home. Facing a cash crunch because his work hours were cut, they sought help from PNC Mortgage while they were still current on their payments. At its suggestion, they met with a housing counselor who helped them get a trial loan modification, and they made all the payments on time for 13 months. They also followed the advice of housing counselors to set aside money left over, putting off home and car repairs, while they waited to learn whether their reduced payment plan would be made permanent. After more than a year, their application was denied, meaning their home is likely headed to foreclosure. The bank’s reasoning? The family’s $7,160 in savings, including a $5,218 income tax refund, accumulated during the year it took the bank to review the application, meant they were too well off to qualify. “I was just following whatever they said to do,” a choked-up Huerta, the father of two boys, said recently. “I’m not looking for something for free. I’m just looking for a payment that can save my family.” Like Huerta, the frustrations of the past year have caused red-rimmed eyes among counselors working on their file, because they just don’t understand how a family like Huerta and Soto’s can be turned away. “These are the very borrowers you want,” said Liz Caton, director of counsel-

ing services at the Northwest Side Housing Center in Chicago. “These are the homeowners who have jobs, who are working on budgeting and saving. It seems to be a no-brainer when you ask the question is it in (the bank’s) best interest to help this homeowner or not.” It was with high hopes that President Barack Obama announced the Home Affordable Modification Program in early March 2009 to assist honest homeowners who were working but struggling. Almost 20 months later, the program has gone through many revisions and been labeled a failure by critics. Huerta and Soto’s story illustrates how the best intentions of homeowners to hold up their end of an agreement can work against them in a system overwhelmed by demand and strained by capacity. In recent weeks, some of the nation’s biggest lenders
have suspended foreclosures amid allegations of sloppy paperwork and legal shortcuts. Huerta, who remained positive during the first eight months of the ordeal, has now lost all faith in the system. But he remains resolute. “I’m not going to leave my home,” he said. A spokesman for PNC said the bank cannot comment on a particular customer. A year ago, Huerta, 32, and Soto, 35, were current on the $1,541 monthly mortgage for the home they bought in 2003 for $178,000, but when his job as a machine operator was transferred, the increased commuting expenses cut into their savings. Then his hours were cut, from 40 hours a week to 32. Soto works as a hotel housekeeper, but only on weekends so they don’t have day-care expenses. The couple tapped their savings to pay the mort-
gage, but Huerta knew that was a temporary fix. A PNC customer representative suggested they contact a housing counselor certified by the federal Department of Housing and Urban Development. Huerta and Soto applied for, and received, a HAMP trial modification with a payment of $948.46 that started in October 2009 and was to last for four months while their file was reviewed. On Sept. 27, Huerta sent in the October trial payment, the 13th payment of its kind, and it was accepted. The rejection letter, which listed the reason for the denial as “asset review determination,” was dated Oct. 7. In follow-up conversations with PNC, counselors said they were told that if Huerta and Soto had saved about $2,500 less, a permanent modification would have been granted. Habitat homes go up in 7 days for 2 families FROM STAFF REPORTS
Two families will own their first homes as a result of Central Oklahoma Habitat for Humanity’s Builders Blitz, which had Home Creations in Moore and 4Corners Homes in Edmond each building a home in seven days. The families of Janeka Jordan and Quang Duc Tran made the commitment as the first step toward homeownership. Home Creations and 4Corners Homes also participated in the Builders Blitz in 2006 and 2008. “Being a part of the Builders Blitz gives us an opportunity to use our skills to benefit others,” said Dusty Boren, coowner of 4Corners Homes. “These homes will be built to LEED (Leadership in Energy & Environ-
mental Design) standards with both safety and comfort in mind,” he said. The ability to work directly with the homeowner is a special feature of the Builders Blitz, said Mohammad Farzaneh, coowner of Home Creations. “The families are always willing to help in any way possible, and it gives us a chance to get to know them,” he said. “It’s really inspiring to see their determination.” Jordan is a single mom living with her 18-year-old daughter and her granddaughter. Tran and his wife have lived in the United States for more than two years and currently reside in a one-bedroom, one-bathroom apartment. Tran said working with Habitat for Humanity will provide a stable environment to achieve their goals of homeownership. Tran has worked as a machine operator at API since 2009, and his wife works as a manicurist. Both would like to go to school and plan to save money to enable their children to attend college. Ann Felton, chairman and CEO of Central Oklahoma Habitat for Humanity, said the Builders Blitz gives residents an opportunity to support a positive in their community. “Safe, affordable homes have shown to help improve social stability and security in the surrounding community as well as health, education and job prospects for homeowners,” she said. “The Builders Blitz gives community members an opportunity to donate their time in an effort to improve the lives of individual families and Oklahoma City as a whole.” Habitat has worked to build decent, affordable homes for hardworking, limited-income families in the Oklahoma City area for more than 20 years. Families are chosen based on need, ability to pay and willingness to partner. Partner families are also expected to contribute at least 300 hours of “sweat equity” into building their homes. In exchange, Habitat for Humanity is able to sell homes at cost with no interest or down payment.

Cozy up to fall with a few simple decor changes Fall is one of my favorite times of the year to decorate because it’s all about comfort, and it doesn’t require putting up multiple Christmas trees or stringing lights. Preparing for fall is a ritual for most of us who live in an area with multiple seasons. When cool weather approaches, we dig out our favorite sweaters and put away summer clothing to find ways to stay warm. When it comes to our home, preparation is just as important. Storage containers: Consider using a large trunk or storage chest behind your couch instead of the traditional sofa table. WASHINGTON — A new look at housing starts based on data from the Census Bureau shows that single-family homes continued to get smaller last year, and the downward trend is likely to last significantly beyond the end of the recession. From a peak of 2,268 square feet in 2006, the median size of new single-family homes dropped consistently through last year, when the size was down to

an even 2,100 square feet, according to a study by economists at the National Association of Home Builders.
In the early 1980s, when mortgage interest rates climbed to astronomical heights, home sizes experienced a similar decline, but only temporarily. Today’s downsizing trend is likely to last longer, the report said. “A new housing market is emerging, and even with the recession in the rearview mirror, we expect the popularity of smaller homes to persist,” said Bob Jones, the association’s chairman and a homebuilder from Bloomfield Hills, Mich. “Builders are re-
sponding to a new mindset among homebuyers that has been shaped not just by a weak economy, and it is transforming the product they deliver.” The decline in size can be attributed to factors such as the desire to keep energy costs down, the amount of equity in existing homes available to be rolled over into new ones, tighter credit standards, less interest in buying a home as an investment, and a growing presence of first-time buyers.
“While the Census Bureau shows characteristics for new homes that have been completed in a given year, we decided to tabulate the characteristics for the homes that were started,” said Paul Emrath, the report’s author and association vice president for survey and housing policy research. “This eliminates several months of lag time while the home is being constructed and can provide a more current picture of the marketplace, which has been changing rapidly.”

Credit score revisions could be eye-opener WASHINGTON — With foreclosures soaring — and homeowners with unblemished payment histories abruptly walking away from their houses with no advance warning to lenders — the two major producers of credit scores have begun changing how they evaluate consumers’ risks of default. The revisions could touch you personally the next time you apply for a loan. In late October, both Fair Isaac Corp., the developer of the FICO score that dominates the mortgage field, and VantageScore Solutions LLC, a joint venture by the three national credit bureaus and marketer of the competing VantageScore, outlined modifications they are making to handle the vast credit disruptions caused by the housing bust, the recession, high unemployment and behavioral changes by consumers. riorated in the United States since 2006, especially among what used to be considered the credit elite: people with the highest scores. For example, a study earlier this year by VantageScore found that the probability of serious delinquency — defined as nonpayment for 90 days or more — had increased by 417 percent among “superprime” borrowers between June 2007 and June 2009. Default risk during the same period rose by 406 percent for the secondhighest rated category of “prime” consumers, and nearly doubled for those at the “near prime” scoring level. “The driving force behind (the score revisions),”
according to Sarah Davies, VantageScore’s senior vice president for analytics and research, is the “significant change in consumer credit repayment behavior” that began during the housing bust and recession. Not only are borrowers who previously were rated outstanding credit risks far more likely to default today, she said, but many homeowners are defying longstanding credit industry assumptions by going delinquent on their first mortgage payments while simultaneously continuing to pay their credit card balances and second mortgages on time. Strategic defaults — walkaways — by high-score borrowers also have been an unexpected and shocking development, she said. To adjust its statistical models to these new realities, VantageScore said it researched 45 million active credit files obtained from the databases of its joint venture partners, Equifax, Experian and
TransUnion. The research examined the same files — with personal identifiers removed — during set time periods between 2006 and 2009 in order to capture emerging behavioral patterns associated with defaults on various types of credit accounts. The resulting VantageScore 2.0, which is expected to be rolled out nationwide to lenders in January, focuses on the subtle warning signs of credit stress that might have been missed earlier, and penalizes or rewards consumers with higher or lower risk scores than they would have received before. Joanne Gaskin, director of mortgage scoring solutions for Fair Isaac, said her company’s new FICO 8 Mortgage Score is based on similarly exhaustive research into consumer credit behavior changes over the past four years. When used by a lender to rate the risk of new applicants or existing mortgage customers, Gaskin said the mort-
gage score is likely to be anywhere from 15 percent to 25 percent more accurate in detecting signs of future default compared with the standard FICO model. Though she would not discuss proprietary details about the early warning signs the new score monitors, Gaskin said they include broad patterns such as the following: Say a borrower with a current 720 FICO score might have average balances on a first mortgage, home equity lines and other accounts that are higher than norms pinpointed by the revised scoring software. A 720 FICO is considered a good score by most mortgage lenders — often qualifying for favorable rates and terms. However, the same applicant might rate just a 680 FICO or lower if the lender used the new mortgage score. The lender would then have a choice: Reject the applicant, quote a higher interest rate on the mortgage or require a larger

But as a mortgage applicant you should know that your next score might not look anything like the score you thought you had.
