For sale: charming bungalows, neo-Victorians and Spanish-style homes in one of the American Planning Association’s top 10 “Great Neighborhoods” for 2010 — some restored, some fixer-uppers, but each comes complete with history, friendly neighbors and (oh, yeah) a nationally known arts district. Thanks to renovation efforts by both longtime residents and new families, Oklahoma City’s Paseo district has become a home-ownership alternative, not merely an arts enclave. The Paseo, first constructed nearly a century ago as a haven of modest bungalows and brick cottages, was developed by Dr. G.A. Nichols in the late 1920s into an exclusive suburb. The city’s first suburban shopping district — built along the two-block curve of Paseo Street between NW 30 and Walker Ave-

nue — has re-emerged, after a dormant couple of decades, as a cultural center, not only for the immediate neighborhood but for the entire city.

Terry Craghead, a case manager for Access to Counseling, discovered the area on a “First Friday” art walk with his wife Darci almost two years ago.

Craghead said he and his wife, who were living in Edmond at the time, “had no idea the city had an area like (Paseo). We realized this is where we need to be; these are our people.” Jamie and Stephanie Reynolds moved from a Mesta Park rental into a 1,500-square foot bungalow renovated by Positively Paseo, a nonprofit community development corporation that has targeted 20 Paseo homes in as many years. Reynolds, a mental health technician in the Behavioral Medicine Center at St. Anthony Hospital, said Positively Paseo is making a huge difference with homes like his. The Reynolds and Cragheads have even more in common than their decision to move to the Paseo. Both couples had toddlers born on the same day last December. The four working parents created an ad hoc child care cooperative SEE PASEO, PAGE 2F

Keep home presentable while it’s on the market A retired couple in their 60s was eager to sell the ranch-style house where they’d lived for 20 years and move to a community for active seniors. But it took two months to find a buyer and, as with most sellers, they found the showing period taxing. “I told them the flat-out truth — just as I tell all my sellers: Having a home on the market is no fun at all,” said Donna Goings, the 25year real estate broker who listed the property. Her clients had a great deal of clutter in their house and had arranged their furniture so their cats could peer out the window in the living room. So before the house could be placed on the market, Goings explained to the couple that they would have to make some major accommodations, including carting away many of their belongings and moving their furniture back in place. The couple com-

plied yet was hugely relieved when their house finally sold. “Unfortunately, selling your house turns your life upside down. But you have to face this fact if you really want to sell,” said Goings, who’s affiliated with the Council of Residential Specialists (www.crs.net). As the retired couple’s story illustrates, the strain of keeping an unsold home looking right can wear over time. Here are a few pointers on keeping a home on the market in salable condition: Keep the whole selling process in perspective.

Goings said homeowners who want to sell must “keep their houses looking good enough to appear in a magazine.” But she cautioned that nowadays even picture-perfect properties can languish unsold for months through no fault of their owners “because there’s so much inventory out there.” Ashley Richardson, a real estate broker who’s also affiliated with the Council of Residential Specialists, advises her clients to avoid dwelling on critiques of their property. “Buyers are more candid than they were in the past and sometimes can be quite blunt in their feedback after a showing,” Richardson says. She suggested that you tell your listing agent to filter out all pointlessly critical comments about your place. Do as much preliminary packing as possible. Vicki Norris, a professional organizer and for-

mer real estate agent, knows how hard it can be to keep a “For Sale” house in prime showing shape. It’s especially difficult when people are selling against their will — in the wake of a job loss, for instance. To limit upkeep demands during the showing period, Norris recommends that sellers clear through their clutter in advance of putting their place on the market. Richardson suggested throwing away or giving away any items you don’t intend to keep and placing the remainder in neatly stacked boxes in your garage or another storage area. Try to maintain your property on a daily basis. Most people who have their homes on the market for a lengthy period can’t hire someone to do the daily work necessary to keep their place in tiptop showing condition. Still, they must always be ready

for visitors. Richardson advised clients to set aside 15 minutes each morning before work to straighten the home. “At the very minimum, every day you’ll need to sweep the kitchen, put the breakfast dishes in the dishwasher and hang up any clothes lying around,” she said. Consider hiring a cleaning service at the outset. If you’re sloppier than the average homeowner, it might be wise to pay for “a professional cleaning at the beginning,” said Sid Davis, a real estate broker and author of “A Survival Guide to Selling a Home.” Though it’s likely to cost more than $100, he said a single in-depth cleaning could hold you for two to three months before the process would need to be redone.

Builder Barry Katz advocates remodeling to make a house more environmentally sensitive in his book, “Practical Green Remodeling: Downto-Earth Solutions for Everyday Homes.” Katz emphasizes that the book isn’t a how-to guide but rather a “what-to book,” a compilation of possibilities designed to help readers see what they can achieve through remodeling. Stories like the Reynolds’ and Cragheads’ are not uncommon in the Paseo, said Crystal Partee, president of the Paseo Neighborhood Association. “We’re still a low- to moderate-income neighborhood,” Partee said, “but with this (American Planning Association) award and with all the new families moving in, we’re changing fast.” Partee, an administrative assistant at Bridgeway Church and a business marketing student at Oklahoma City University, moved with her husband, Jason, into their Paseo home in early 2008. Now mother to a 3month old son, Asher, Partee said that plans for a community center and playground will only make the neighborhood more family friendly in coming years. “People who love old houses” know Mesta Park, Edgemere and Crown Heights, “but they might not love the prices” in those areas, said Natalie Bratton, a Realtor with The

Delicate spindles rim the second floor balcony, scallops outline the eaves, and gingerbread cutouts serve as ornamental supports for the porch roof. Guest designer Rodney Pfotenhauer created the plans for this update of a small Queen Anne-style Victorian. There’s never been better time to refinance WASHINGTON — When the Federal Reserve rolled out its plan to pump $600 billion into the credit markets, many homeowners and buyers might have figured that since mortgage interest rates are now likely to fall again, why not postpone the loan application they were contemplating? Fed Chairman Ben Bernanke offered implicit support for that scenario when, in a Washington Post op-ed column Nov. 4, he wrote that as a byproduct of the $600 billion infusion “lower mortgage rates will make housing more affordable and allow more homeowners to refinance.” But wait a minute: Haven’t 30-year fixed mortgage rates been hovering about 4¼ percent, the lowest level on record since April 1951? Aren’t 15-year mortgages just above 3.6 percent? How much lower could rates possibly go? More to the point on refinancing, since we’re already well into a refi boomlet, with lenders reporting anywhere from 70 percent to 85 percent of new mortgage volume going to refinancings, how much more of a market share can the Fed expect? Housing economists generally don’t anticipate seeing significant direct impacts on mortgage rates from the Fed’s move. David Crowe, chief economist of the National Association of Home Builders, said the likely effect will be to restrain rate increases that otherwise would occur over the coming year, as the economy warms up. Amy Crews Cutts, deputy chief economist for mortgage giant Freddie Mac, said the $600 billion might only “tweak” rates downward from current levels. In an interview, she said “41⁄8 is far more likely than 4 percent” on 30-year fixed rate loans because the Fed is not buying mortgagebacked securities but rather Treasury bonds. Which raises the question: Does it make more sense to wait around for a rate bottom that might not materialize, or to lock in rates now at what are multigenerational lows?

Cutts has a personal answer. She recently refinanced her home loan through a mortgage broker to 4½ percent fixed for 30 years, and is saving $100 a month on payments. What is she doing with the extra $100? Plowing it back into her new mortgage, reducing principal to shorten the term of the note and paying it off sooner. David Crowe has refinanced two loans in recent months. Peter Ogilvie, president of First Residential Mortgage Corp. in Santa Cruz, Calif., said “refinancing makes sense for just about anybody with a rate over 5¼ percent,” and often produces monthly savings even for people with notes in the upper 4 percent range — provided, of course, that they can qualify under the industry’s toughened credit and loanto-value underwriting standards. Some homeowners may also be good candidates for so-called “no-cost” refinancing, where the title, escrow and lender closing charges are either added to the mortgage principal balance or paid for over time with a slightly higher note rate. The idea here, Ogilvie said, is to reduce your monthly housing payments — improving cash flow without laying out dollars at settlement. Jeff Lipes, senior vice president of Family Choice Mortgage in Hartford, Conn., and president of the Connecticut Mortgage Bankers Association, has what he calls a 24-month rule-of-thumb for deciding whether a refinancing makes sense: If you can pay for the closing and other expenses of the rate reduction in about two years, you should consider a refi. Take this example: Say you have a 5¾ percent fixed-rate loan at $200,000, paying $1,167 a month in principal and in-

terest. If you refi to a fixedrate $200,000 loan at 4¾ percent, you’ll be paying $1,043 a month, a $124 monthly saving, or $1,488 a year. Since prepaid charges, tax escrows and closing costs will come to about $3,000, Lipes calculates, you should recoup virtually all your costs in the first 24 months. Steve Stamets, a loan of-

ficer for Union Mortgage Group in Rockville, Md., said homeowners who’d like to be debt-free faster ought to consider a refi out of their current 30-year term loan into a 15-year term. Fifteen-year mortgages carry lower rates than 30-year loans, but their faster amortization schedules require higher monthly payments.

Here’s an example, using the no-cost option: Say you took out a $300,000 fixed-rate loan during the rate dip in 2003 at 5 percent. Current balance is around $264,000, with monthly principal and interest of $1,613. Rolling the closing, insurance, tax and other loan costs of about $5,000 into a new $269,000, 15-year

mortgage at 3¾ percent produces a payment of $1,958. If you can afford it, that extra $345 a month will save you many thousands of dollars in interest compared with the 30-year alternative, and make you mortgage-free in 15 years. LOS ANGELES — The sale of Nicolas Cage’s onetime Bel-Air estate, which the actor lost to foreclosure this year, has all the makings of a Hollywood blockbuster. There was hubris, bad taste and a dizzying fall from financial grace. The closing scene played out recently when a new owner picked up the sprawling mansion for $10.5 million, a relative bargain for a trophy home that had been listed several years ago at more than three times that amount. The buyer was identified only as a limited liability company, a common cloaking device in highprofile real estate transactions. The 1940 Tudor had failed to generate any bids in April when it was offered at the county courthouse steps in Pomona, Calif. Six loans totaling $18 million encumbered the house, which the actor had decorated in a style one local real estate agent dubbed “frat-house bordello.” Among personalized touches were garish room colors, three dozen bronze wall sconce holders made from a cast of the Oscar winner’s arm and hundreds of elaborately framed comic-book covers lining the walls. But the 11,817-squarefoot manse drew a steady stream of potential buyers and multiple offers after Citibank put it back on the market and reduced the price to $11.8 million. It went under contract in July. “The reason it took so long is the IRS has what is called a right of redemption,” said listing agent Stephen Shapiro of Westside Estate Agency, who shared the listing with his son, Max Shapiro. “They had 120 days to decide if they wanted to buy it. You can’t close or get title insurance until that time is up.” The all-cash buyer had been prepared to complete the transaction in five days. “It was a fatigue-inducing deal,” Max Shapiro said. “I was showing it multiple times a day every single day for months. Who knew there were so many $10 million-plus buyers out there?” The sale reflects the continued price drop in the luxury market. A newer, slightly smaller house sold last year on the same street for $22 million, according to public records. Although there had been speculation among local real estate agents that the house might be torn down, the new owner has hired a restoration architect to bring it back to flawless condition, according to Prudential California real estate agent Bret Parsons, the author of “Colcord Home,” a loving examination of the extensive work of architect Gerard R. Foreclosures: A tale of two states offers lesson BY ALEJANDRO LAZO AND E. SCOTT RECKARD Los Angeles Times

LOS ANGELES — California and Florida had a lot in common during the housing industry’s last boomand-bust cycle. Both were overrun by buyers hooked on highrisk mortgages, speculators who helped push prices to historic peaks and builders who didn’t know when to stop. When the bubble burst, the two states became leaders in mortgage defaults, price declines and tracts of unsold new homes. But in the past year or so, California’s housing market, though still weak, has begun recovering, while Florida’s remains on the critical list. There are several reasons for the difference, but many experts say a key one is the approach to foreclosure. California keeps things less complicated and largely outside the courtroom, making it easier for banks to seize and resell homes. Like 22 other states, Florida requires that repossessions be approved by judges, which some argue provides extra protection for homeowners but can delay the process for months. “The California process is very efficient, and that allows the state to work through the foreclosure morass much more quickly, and the result is a more stable housing market and economy,” said Mark Zandi, chief economist for Moody’s Economy.com. “Florida, in contrast, because of the process being so mucked up there, they still have a long way to go in working through their problem loans, and so their housing economy remains under significant pressure,” he said. Home prices in the two states tell the tale. California home sales and prices have tapered off since the boost from federal tax credits for buyers vanished in July, but home values are up considerably from the worst days of the bust. The median price for town homes, condominiums and single-family houses in September was $265,000, up 20 percent from the bottom in April 2009, according to MDA DataQuick. In Florida, prices in much of the state have struggled to find a bottom. The median price of a single-family home in Florida was $133,400 in September, a 48 percent decline from its June 2006 peak, according to data from the

Florida Association of Realtors. Condominium prices have seen an even bigger plunge, with the statewide median hitting $83,400 in September, a 61 percent drop from its June 2006 peak. The different types of foreclosure systems have come into focus in recent weeks after major lenders acknowledged that in some states where a court

order was required to seize a home they had employed so-called robo-signers, who attested to the accuracy of foreclosure documents without reading them. Those improprieties prompted some major banks to halt foreclosure proceedings temporarily, sparked investigations by state and federal agencies and led to calls for a na-

tional foreclosure moratorium, which the Obama administration has resisted. The paperwork fiasco brought to light a cold fact: Calling in a judge slows the repossession machine.

The average borrower in default lost the home after failing to make mortgage payments for 25 months in Florida and the other states where court approval is required for repossessions, according to a study

rug in earth tones at this store. It was bold with large squares of terra-cotta and orange in four different hues. The rug was made in India and I absolutely loved the colors. Usually, for me it’s the first item that catches my attention that I end up buying after the process is said and done. After looking through the numerous racks of rugs, this one demanded my attention; although it was bold I hoped it would blend into the space and soften the brown leather pieces that I recently purchased during a going-out-of-business sale. Although many of us think

that we can’t go back to shag — because we’ve done that — the new shags are cool and inviting, and yes they feel great on your feet. Just the week before, I ordered chocolate shag bathroom rugs from frontgate.com. My husband objected to the shedding but after the first wash they stopped, and they feel really good on your feet. The next time you are in the market for a rug check out these quick tips: It’s important that you bring samples of your room with you while shopping. This should include wall color, flooring and samples of your fabric. If you don’t have these items

take a few good photos of the space with phone or find similar colors in your closet or table linens. The most important thing to do is live with the rug a week or so and allow your eyes to absorb the new color scheme. After a week, if you still don’t like it, roll it up and try again. After you’ve made your selection, pull the colors of the rug into other parts of the room, at least three other times through throws or pillows and accessories. Now go out and create your own unique comfort zone!
