To say Wayne Fawcett loves Christmas might be an understatement. “I’ve got like 34 tubs of Christmas decorations,” he said, waving visitors through a house brimming with wonders. “It’s my favorite holiday — of course, that’s the kid in everyone.” The touches of Christmas cheer, including the glittering tree by a downstairs window and the trim decking the banister and the home’s three fireplaces, blend into an interior already sparkling with magic. Antiques cover most surfaces, from the French clock featuring two mythological figures on the mantel to the brass lions poised below to the boxes gracing a nearby table, their opaline glass lids glowing softly in the afternoon light. Music boxes scattered through the house — Fawcett estimates he owns 20 to 25 of them — provide a merrily tinkling soundtrack to it all. Fawcett, 69, said he has been in

the antiques business for 23 years. “But my passion is collecting, not actually selling, as you can see,” he said, laughing. His home at 714 NW 21is among five homes and a school in the

Doing wrong renovation can be costly mistake For a song, a remodeling contractor bought a handsome yellow Victorian house built in 1880. He planned to fix up the spacious place and sell it for a quick profit. But his concept didn’t go as planned: An ill-conceived kitchen redo cost him $100,000 yet made the property tough to sell. “By rushing into the wrong kind of kitchen renovation, the man not only wasted money but caused himself a lot of needless time in trying to get that house sold,” said Fred Meyer, the Cambridge, Mass., real estate broker who ultimately found a buyer for the Victorian after it had languished on the market for many months. “Buyers grimaced when they saw what that man had done to that kitchen,” said Meyer, recalling how the contractor had chosen

“dreary gray” tones for the room and installed ultramodern Scandinavian cabinets that were “inappropriate for the antique feel of the place.” Before it sold to a professor at a much-reduced price, the 4,500-squarefoot property sat unsold for nearly a year. And Meyer said the ill-conceived kitchen renovation was the reason. Listing agents rarely recommend that clients undertake major remodeling work before selling. But if the owners are determined to do a presale
renovation, they are urged to first consult real estate agents for guidance. “No self-respecting agent will refuse to come by just because you’re not yet ready to sell,” Meyer says. Here are a few tips for would-be sellers planning to remodel: I Find a real estate agent with a deep knowledge of your neighborhood. Mark Nash, a real estate broker and the author of “1,001 Tips for Buying and Selling a Home,” recommends that potential home sellers who plan to renovate make sure that the real estate specialists from whom they seek guidance are truly knowledgeable about their neighborhood. “Ask them the types of projects that will and won’t pay you back in your area,” Nash said.
Ask any agent who visits your home to go room-toroom, creating a checklist of updates that should enhance the value of your property. I Resist the urge to over-improve your property for the community. Leo Berard, charter president of the National Association of Exclusive Buyer Agents (www.naeba.org), said nowadays buyers won’t pay you back for any renovation work that raises your property above neighborhood standards. What kinds of upgrades constitute over-improvement? One example would be an expensive landscaping job in a neighborhood of starter homes. Another would be the addition of a three-car garage in a neighborhood where most houses have no garage at all.
I Cancel renovation work that’s over-the-top. “Maybe you live in a Chevrolet market that just isn’t ready for a Cadillac renovation,” Nash said. Often real estate agents can suggest less expensive products than those recommended by contractors. For instance, you might wish to replace worn living room carpet with a generic brand rather than an upscale luxury one. Besides substituting supplies, your contractors may be willing to renegotiate the overall scope of your project. For example, you might decide to scrap plans to install a fireplace in your great room or to add another bathroom to your place. Reagan Bradford, who serves as neighborhood association president and tour chairman, said proceeds from the tour will be put into ongoing projects in the neighborhood’s park. “We have a lot of folk who use that park,” he said. “Heritage Hills, for example, doesn’t have a park, so those folks come over and use it. So it’s really very heavily used.” This year’s tour also includes Wilson Arts Integration School at 2215 N Walker, which got a facelift as part of MAPS for Kids. It will be the tour refreshment stop. “It’s a major draw to our neighborhood, the fact we have a great school,” Bradford said. “People actually fight to be able to go to it, which is unique for Oklahoma City public schools. So that’s a marquee we like to show off.”
Former flophouse Fawcett’s home was built around 1910, and businessman William Bennett and his family lived there until 1927. By the time Fawcett bought it in 1979, the house had been divided into apartments and then abandoned at some point. The ad for it warned: “BRING SCOOP AND SHOVEL.” Fawcett dived in anyway. He and a business partner who bought into the neighborhood at the same time worked on first one and then the other house to make each livable. They did all the work themselves with the exception of electrical, plumbing and brickwork. “We were both going through a divorce at the time,” Fawcett said. “Neither of us had any money.” They tore down six rooms, trimming the home’s space to 2,800 square feet. They spent 26 weeks replacing all the windows and made 130 trips to the dump.
Homestead upbringing The work didn’t daunt Fawcett, who said he grew up in an old house near Prague. “My dad was always doing something — it was the house my great-grandfather homesteaded,” he said. A year after he moved into the Mesta Park home, Fawcett decided to add a den to the back of the house, giving himself a place to relax in his very formal home. The resulting space, with windows lining three walls, led one friend to question his design. “You have a very ugly backyard,” Fawcett remembered this friend saying. “And I said, ‘But I know what I want it to look like.’ ” About 10 years ago, he put his vision in motion, transforming the drab backyard space into a courtyard reminiscent of those common in New Orleans, the rectangular space anchored by a tall, splashing fountain.

Meant to share His home has a studied formality, and breakable objects are at hand at every turn, but Fawcett said he’s only lost a couple of objects over the years. He entertains regularly — his New Year’s Eve soiree is a staple — and his grandchildren grew up in the house. “I enjoy sharing it with other people,” he said. He said he doesn’t see the point of living in a gorgeous home among gorgeous things and never showing them off. “Why have all that stuff if you can’t share it with people?” he said.

Don’t let a bad appraisal wreck your home sale WASHINGTON — How do you fight back when an appraiser — often from another city working for a low fee on behalf of a big bank — wrecks your sale, purchase or refinancing with a lowball valuation? It’s a serious problem in markets across the country. For example: I Homebuilder John Nolde of Richmond, Va., recently sold a new, greencertified house for $199,500, only to see an out-of-area appraiser cut the value to $169,000, a figure below Nolde’s own combined construction and land costs. I Southern Methodist University business school professor William Maxwell had his four-bedroom Dallas home appraised at $790,000 for a refinancing last year, but when he went to sell it earlier this year, the appraisal came in at $730,000. Maxwell said the appraiser, who was not from the immediate area, “had never walked into a single house in this neighborhood” and knew little about local pricing trends. I Gary Crabtree, an appraiser in Bakersfield, Calif., sought to sell his mother’s condo for $155,000 — a price he said was supported by extensive documentation of recent comparable sales. Within two days, he got a full-price offer, but an appraiser assigned by the bank valued the condo at $147,000. When his buyer switched to a second lender, Crabtree said the assigned appraiser “came from 126 miles away.” Crabtree “spoon-fed” the second appraiser the original comparables, and the valuation came in at the full $155,000 listed price. Disagreements over real estate values are nothing new, but agents, builders and sellers say current market conditions — plus recent changes in federal rules that encourage banks to use in-house or affiliated appraisal management companies — are magnifying the problem. In a recent survey of members, the Massachusetts Association of Realtors found that more than half of agents said sales had been hampered by appraisals that came in low. Polls by the National Association of Realtors also have documented widespread frustration over faulty valuations. So, what can you do to lessen the chance that a botched appraisal will torpedo your transaction? Here’s a quick guide. I Act first. Federal rules allow you to provide the appraiser your own comps — recently sold properties of a similar size, condition and amenity levels in your immediate market area. Your realty agent can help you pull them together before the appraiser arrives. Or, for a fee of $200 to $300, you can hire an expe-

rienced local appraiser to assist you. Sara W. Stephens, president-elect of the Appraisal Institute, the industry’s largest group, said: “If you know there are comparable sales in the neighborhood” where the price was affected by a divorce, financial distress or heavy seller concessions to the buyer, “make sure you call the appraiser’s attention to” these. Give the appraiser a list of all the value-enhancing upgrades and improvements you’ve made, including dates and costs. I Accompany the appraiser during the inspection of the house. Ask
questions crucial to competency: Where are you based? How long have you been in the business? What type of certifications and professional designations do you hold? Are you a member of the local multiple listing service (MLS, an essential treasure trove of data for any accurate appraisal)? Do you know local agents or brokers who can supply you with pending sales information and guide you on neighborhood price trends? If the appraiser doesn’t have good answers, you are much more likely to end up with a poor appraisal. Alert the lender to your concerns as early as possible. I After the appraisal is completed, always ask for a copy to review — it’s your right under federal law. If the value comes in low, check the report, from selection of comps to the accuracy of property mea-
surements. If you find serious mistakes and the appraiser refuses to make corrections, appeal directly to the lender. Most have procedures to follow regarding “reconsiderations of value.” Ask for a second
valuation by a locally competent appraiser, even if that costs you more money. I Finally, if the lender stonewalls you and the deal falls apart, consider filing a complaint with your state appraisal board. The

LOS ANGELES — Far fewer borrowers are delinquent on their home loans these days, a Mortgage Bankers Association report shows, but new foreclosure actions are on the rise in states such as California, showing the nation still has much pain to endure before the housing crisis subsides. Private analysts say the nation is only halfway through the wrenching grip of the foreclosure epidemic. That’s reflected in the housing market, where home sales and prices continue to sag in many areas despite record low interest rates. Five years into the crisis, 7.99 percent of all U.S. home loans were behind by at least one payment in the third quarter but not yet in
foreclosure, the mortgage trade group said. That’s down by nearly half a percentage point from the second quarter and more than a percentage point from a year earlier. But the group’s statistics showed how banks are reasserting themselves against troubled borrowers after slowing the process for nearly a year amid increased scrutiny from regulators. The percentage of loans on which foreclosure actions were started during the third quarter was 1.08 percent, up from 0.96 percent in the second quarter. The percentage of U.S. loans somewhere in the foreclosure process at the end of the third quarter was 4.43 percent, up slightly from a year earlier. MCT INFORMATION SERVICES

Gathering spaces are on the main floor, and bedrooms are above. A roomy twocar garage and two large storage areas are below, and some of those spaces have windows. An arched opening leads from the garage on the right to the handsome railed staircase that climbs gently to the main floor. A wider arch, opening onto the entry porch, frames the front door, along with a bench to the door’s left. Inside, art niches on both sides of the door flank the short passageway into the foyer. To the right is a den or home office. Straight ahead, an arch marks the passageway that leads to a spacious dining room, with windows on three sides. That hallway also runs past a large utility room, which, in turn, accesses a
covered patio with skylights. To the left of the foyer is an arched opening that leads into a foyer extension with a coat closet. Homebuilders report feeling less pessimistic about market BY THE ASSOCIATED PRESS
WASHINGTON — U.S. homebuilders are feeling a little less pessimistic about the struggling housing market. But their mood hasn’t changed enough to signal a recovery soon. The National Association of Home Builders said its builder sentiment index rose to 20 in November. That’s the highest level since May 2010 and only the second month the index has been at 20 or above in two years. The trade group cited low mortgage rates as a chief factor. Still, any reading below 50 indicates negative sentiment about the housing market. It hasn’t reached 50 since April 2006, the peak of the housing boom. Last year, the number of people who bought new homes fell to its lowest level on records going back nearly a half-century. Sales this year could fare just as bad. Builders are struggling to compete with foreclosures, which have made the price of previously occupied homes more competitive. Many buyers are having difficulty obtaining loans or meeting higher down payment requirements. Low appraisals are scuttling some deals after contracts have been signed. Some buyers want to upgrade to a new house but are holding off because
