Saint Lucia is honoured to carry the legacy of the Caribbean Association of Banks Inc. into its 40th observance, on timing as auspicious as perhaps the very formation of our esteemed Association Inc. Amidst a financial tempest where expansion and profitability have in the past, featured so prominently that they are almost taken for granted, exogenous developments within the global environment now compel revolutionary approaches to financial services in order for their providers to remain relevant, and to prosper. With effects that began during the most recent global financial contagion and still linger today, our dual mandate as both the avenue for the advancement, and voice of regional financial intuitions has compelled the dedicated efforts of our LOC and the CAB, to produce a cadre of respected finance professionals, whose collective avantgarde approaches to conducting business in harsh climates will equip our distinguished delegates with the concepts that would empower them to enlighten our shadowed landscape. SPEAKER’S PROFILE BRETT KING KEYNOTE PRESENTER
Brett King is considered the foremost global expert on retail banking innovation and customer experience. He is the founder and CEO of the breakout direct mobile bank Moven, and has achieved widespread recognition for his global bestselling books ‘Bank 2.0’, ‘Bank 3.0’ and ‘Branch Today – Gone Tomorrow’. King was voted as American Banker’s Innovator of the Year in 2012, and was nominated by Bank Innovation as one of the Top 10 “coolest brands in banking.” Mr. King has delivered keynotes at conferences in over 40 countries for some of the world’s most recognized organizations including: Microsoft, Google, Forbes, The Economist, American Banker and the World Council of Credit Unions. Sharing his insights into innovation, customer experience, channel distribution strategy and shifts in consumer behavior, King has become known as a leading industry futurist and disruptor - featured on Bloomberg TV, the Banker Magazine and CNBC. SHARON CHRISTOPHER Sharon Christopher is currently the Deputy Chief Executive Officer – Corporate Administration of the First Citizens Group and has significant experience in the financial services sector having served at executive management level in that sector since 1986. Ms. Christopher’s experience and training is wide-ranging, covering such areas as banking and finance, corporate governance, banking operations, information technology, marketing, corporate security, corporate communications and human resource management. Ms. Christopher, the holder of an accredited director designation, has held directorships on numerous Boards including Boards of charitable organizations. She currently sits on the Board of the St. Lucia Electricity Services Limited and on the Board of Light and Power Holdings Limited in Barbados, and is an Executive Member of the Council of the Energy Chamber of Trinidad and Tobago. In addition, she sits on the Boards of several subsidiaries within the First Citizens Group. She has delivered several presentations at local and regional conferences and has also published articles within her areas of expertise. Ms. Christopher is the holder of a Bachelor of Laws Degree (Upper Second Class Honours) from the University of the West Indies and the holder of a Master of Laws Degree from the London School of Economics and Political Science (University of London). She also holds a Legal Education Certificate from the Hugh Wooding Law School from which she graduated as the most outstanding student.

ANTHONY WATKINS L. Anthony Watkins is the CEO/Principal of his company, ODYSSEY CONSULTinc Limited. An accomplished Organisational Development Consultant, he has been involved in public and private sector organisational transformation initiatives since the early 1990s, working extensively across the region with major companies in the Finance, Energy, Service, Public and Manufacturing sectors. His work includes Visioning and Strategy Development, Transformation and Merger Management, Executive Team Building and Leadership Development. After majoring in Psychology at the University of Toronto, he worked in the fields of Social Pathology/ Mental Health, Correctional Services and Psychiatric Forensic Assessment in Canada. On his return to Trinidad and Tobago, he worked as a Guidance Officer, tutored with the University of the West Indies School of Continuing Studies and was the National Coordinator for the Attitudinal Development Project of the Youth Training and Employment Partnership Programme (YTEPP). He has served as a member of the Board of Directors of the National Petroleum Marketing Company of Trinidad and Tobago Limited (NP), the Commissions Board of the Trinidad and Tobago Defence Force, the Board of Trustees of the John Hayes Memorial Kidney Foundation, the reconstituted Board of CLICO (Trinidad) Limited and Angostura Holdings Limited. Currently, he is Chairman of the Board of the Foundation for the Academic Advancement of Spiritual Baptist Youth (FAASBY) and the Board of Trustees of the Caribbean Sport and Development Agency (formerly TTASPE). As a Keynote Speaker, he has shared the stage with world-famous motivational speaker, Les Brown and presented at numerous regional business conferences of the American Chamber of Commerce of Trinidad and Tobago, the Human Resource Management Association of Barbados, the Insurance Association of the Caribbean, the Employers’ Consultative Association of Trinidad and Tobago, Dominica Employers’ Federation, the Caribbean Telecommunications Union, the Caribbean Conference of Credit Unions and the Jamaica Employers’ Federation among others. He has also authored various articles in local and regional business publications. He is also a founding and honorary life member of the Human Resource Management Association of Trinidad and Tobago (HRMATT) and has facilitated numerous Cabinet Teambuilding and Executive Leadership Retreats. His involvement in sport includes work with Administrators, Coaches and Players on National and Regional Teams in the areas of Management and the Psychology of Performance. With over 24 years of Human Resource and Organisational Development consulting experience, he commits his expertise to developing the leadership capacity of our region and improving our competitiveness to become true “world-beaters.”
TIM VERT Tim Vert heads the Security Operations Center at Cyveillance, Inc (a QinetiQ Company) which performs incident response and event mitigation for phishing, malware, brand abuse, and other online threats targeting organizations. For the past 6 years Mr. Vert has directed online threat detection, investigation and response activities for clients ranging from Global 50 companies to small local banks and credit unions. In his 14 years in the Internet Security Industry working both for and with internet service providers and legal authorities, Mr. Vert has investigated, analyzed and prevented a wide range of online threats from the technical world of malware, hacking and botnets to the psychological challenges of social engineering attacks like spear phishing, advanced fee fraud and online impersonation

BREVARD NELSON Brevard Nelson is the Co-Founder & COO of Caribbean Ideas Limited Brevard has a unique blend of marketing and corporate communications talent, web development and IT expertise, seasoned with an entrepreneurial spirit. Before moving into Caribbean Ideas Limited full-time, he functioned for over 10 years in various roles within the Guardian Holdings Group, including Group Corporate Communications Manager. In his professional career he also served as VP of Branding and Visual Communications on the Board of the International Association of Business Communicators – T&T Chapter, where his white paper on how Caribbean Businesses can add digital media to their marketing mix was published in IABC’s international award winning publication, Communication World. In addition to his professional work, Brevard is passionate about Technology, Youth empowerment and Caribbean development. He has served in multiple roles on the executive of the board of the St. Mary’s College Past Students’ Union, and was the founding President of the Rotaract club of St. Augustine West. Brevard completed an Executive Education Programme at the Harvard Business School and holds a Masters Degree in International Marketing Communications from the London Metropolitan University and a Masters in Management from the ESCEM Business School in France. He also holds an undergraduate Business degree from the University of the West Indies.
ENID BISSEMBER Mrs. Enid Bissember, a Jamaican national, is the Deputy Programme Manager, Economic Development Policy, Tax Administration and Research, at the CARICOM Secretariat, with organizational focus on development of the financial sector. Her key experiences include; •
Part time lecturer at the University of Guyana. Taught International Finance, Theories of Development and Finance and Development at both under graduate and graduate levels.

Worked at the Private Sector Organization of Jamaica as an Economist and at the Bank of Jamaica

Instrumental in the establishment of the stock exchange in Guyana and now serve as a director on the board
Mrs. Enid Bissember is a Graduate of UWI Mona and Ohio University and pursued Post Graduate Studies in Mathematics, Econometrics and Economics at Florida International University .

IAN WILSON Ian is a Vice President of the Chartered Banker Institute in the UK. A career banker, Ian has worked at executive level in a number of institutions including RBS, Santander, GE Money, Tesco Bank and most recently Virgin Money. The early years of his career followed a fairly traditional career path via UK branch banking, before moving firstly into HR, secondly into Corporate Strategy before then specializing in Risk Management. As a Risk Management Executive, Ian has played significant roles in a number of business transformations, acquisitions & integration, and change management programmes. Ian is a qualified Chartered Banker and also holds an MBA from Edinburgh University and an MSc in Marketing from Napier University. He now runs a successful small banking consultancy business.
RENDRA GOPEE Rendra heads EY’s practice in St. Lucia and has over 18 years of public accounting experience serving large and complex regional clients across a broad range of industries. He has extensive experience in financial statement auditing, periodic filings, registration statements, technical consultations and coordinating services related to major transactions. This includes mergers, acquisitions, initial public offerings, and debt offerings. He has worked closely with clients, underwriters, legal counsel (company counsel and underwriters’ counsel), and other parties in completing work around such transactions. He is also highly proficient with key technical areas, including IFRS, International Audit Standards, SEC regulations and PCAOB matters. Rendra holds a Bachelor of Commerce and is Fellow of the Association of Chartered Certified Accountants.
BALDWIN ALCINDOR Baldwin is a Senior Manager in the Assurance Service Line at EY St. Lucia and has worked in public accounting for over 11 years. He specializes in the banking and financial services industry. Baldwin has managed audits for financial services including hedge funds, mutual funds, offshore banks and trusts across the Caribbean. He also has a wide variety of experience in financial instruments and derivative transactions. Some of the clients he has served include FirstCaribbean International Bank, Caribbean Development Bank, CIBC Offshore Ltd., St. Lawrence Bank, Peter & Company Limited, Goddard Catering Group and Minvielle and Chastanet, Digicel Caribbean Ltd. (St. Lucia), Sandals Resorts (St. Lucia), Rex St. Lucia Hotel, Couples Hotel, St. Lucia Golf and Country Club, Julian’s Supermarket St. Lucia Ltd. and SMJ Limited. Baldwin holds a BSc in Accounting and the ACCA designation. He is also a member of the Institute of Chartered Accountants of the OECS.

JOHN WELCH John H. Welch is Executive Director and the Emerging Market Macro Strategist for CIBC. Prior to joining CIBC, he was Managing Director and Chief EM Strategist at Macquarie Capital, Chief Economist for Itaú-Unibanco’s International Wealth Management and Chief Economist for Banco Itaú S.A. He is a former Senior Managing Director and Head of Latin America Research at Bear Stearns. Dr. Welch’s primary responsibilities encompass global sovereign and macroeconomic research with special emphasis on Latin America and Brazil. Prior to joining Bear Stearns, Dr. Welch was Senior Vice President, Sovereign Strategy at Lehman Brothers, chief economist for Latin America and Head of Latin American Fixed Income Research at West LB AG. He held the same position at Barclays Capital BNP Paribas, and Lehman Brothers. Before that, Welch served as senior economist with the Federal Reserve Bank of Dallas and was an assistant professor at University of Texas, Austin, University of North Texas, and Oakland University. Dr. Welch has also published extensively in professional journals and edited books in addition to his own book entitled: Capital Markets in the Development Process: The Case of Brazil (University of Pittsburgh Press, 1993). Dr. Welch earned his Ph.D. in economics at the University of Illinois and his AB in economics from Columbia University.
DR. REGINALD DARIUS Dr. Reginald Darius was appointed to the post of Permanent Secretary, Ministry of Finance, Economic Affairs and Social Security on August 29, 2012. He brings to the position a strong background in macroeconomic policy. Prior to taking up employment with the Ministry of Finance, Dr. Darius was a Senior Economist at the International Monetary Fund (IMF). During his seven year tenure at the IMF, Dr. Darius held assignments in the African department where he worked on Rwanda’s poverty reduction and growth program, the Strategic Policy and Review department (SPR), where he worked on a wide range of issues relating to advanced (including Japan) and emerging market economies. While in SPR he was part of the team which negotiated an IMF program with Armenia to help fend off the effects of the great recession. He ended his IMF stint in the European department during the unfolding of the euro area crisis. Dr. Darius was also previously employed as an Economist with the Eastern Caribbean Central Bank during the period 1996-1999. From 2000 to 2002 he was employed with the Ministry of Finance where he served in the capacity of Director of Budget and subsequent to that, Director of Finance. Dr. Darius graduated from the University of the West Indies with first class honours in Economics and holds a Master’s degree in Economics from the University of Cambridge. In 2006 he graduated from the University of Warwick with a PhD in Economics for his work on the Macroeconomics of Open Economies (Exchange Rate Regimes and Welfare). Dr. Darius has written on a wide range of economic issues including, fiscal and monetary policy, exchange rate regimes and unemployment. His research has been published in a number of international journals including the Journal of International Money and Finance, where his paper entitled “The Macroeconomic effects of Monetary and Fiscal Policy in a Small Open Economy: Does the Exchange Rate Regime matter?” was published.

JOHN LEE John led the PwC Jamaica Advisory practice from 2002 until June 2013 when he retired. John was also a former leader of PwC’s Caribbean Region Advisory services. He has extensive financial advisory experience in the region, accumulated over the last 30 years through sovereign debt management programmes, structured financing transactions (including public private partnerships and negotiating concession agreements), design and successful development of bespoke financial solutions, bank and general business turnaround, corporate finance, insolvency (liquidation and receivership), and litigation support. John continues to support the Caribbean Region firms. Following the financial sector crisis of 1996 in Jamaica, John played a pivotal role in advising the Government of Jamaica on its intervention programme for the failed financial sector. Under this programme, the Government acquired 184 failed entities ranging from mutuals to commercial Banks and other entities. Arising from the intervention programme, he also played a critical role in developing the recommendations that led to revisions and improvements in the financial sector regulations at the time. John is well known and sought after as a critical thinker in Jamaica, and has assisted the Jamaican Government with the structuring and restructuring of sovereign debt at various levels of Government, and Government sponsored entities. Refinancing a €204 million National Road Operating and Constructing Corporation (NROCC) debt guaranteed by the Jamaican Government, which resulted in significant savings for the National Treasury.

Structuring the Grantor contribution for Phase 2 of the tolled highway, to allow for zero cash outlay from the Government, intended to provide approximately US$730 million in foreign direct investment

Issuing Jamaica’s first inflation 35 year indexed bond J$3.552 billion (US$75million), which was the catalyst for increasing sovereign debt tenors beyond 7 years

Structuring the transaction for the issuance of US$75 million bond that was backed by an insurance product from the Overseas Private Investment Corporation;

Identifying unique options for the restructuring of high cost Jamaican debt through the use of sovereign wealth funds and other mechanisms.
John has played a key role in defining and crafting national growth agendas through: •
Leading the Government of Jamaica and private sector in a national planning summit in 2003 and 2007 for the identification of mega projects to act as catalysts for investment and growth. Arising out of the 2003 session, he led the analysis and development of appropriate legislation for casino gaming in Jamaica and negotiating tax packages to incentivise gaming investors to support a key US$1.5 billion hospitality project on the North Coast of Jamaica

ABOUT CAB Caribbean Association of Banks, Inc (CAB) is a community of banks and other financial institutions in the Caribbean/CARICOM Region, whose mission is to advance the interest of member institutions through advocacy, networking, provision of training and other solutions to strengthen the Caribbean financial service sector. From this common platform, banks and financial institutions seek to influence regional financial services policies as well as other issues which have implications for the sector, such as the CARICOM Single Market and Economy (CSME), World Trade Organisation (WTO), and the Free Trade Area of the Americas (FTAA). It also facilitates Caribbean/CARICOM banks’ and financial institutions’ intervention and participation in the global network of similar institutions. The Association is guided by the four main pillars of its value propositions to its members broken down: • Superior Advocate • Premier Networking Platform • Best Source of Information • Responsive, Efficient, Effective Service Delivery. Formed in 1974, following a decision by the Eighth Meeting of the Heads of Government Conference in 1973 and the Inaugural Meeting of the Standing Committee of Ministers responsible for Finance, the Banks met regularly during the period 1974 – 1976 after which the Association went into a period of dormancy. In 1982, at the instigation of the CARICOM Secretariat, the Standing Committee of Chief Executives of Banks was resuscitated. The Sixth Meeting was held in Saint Lucia in 1982. The CARICOM Secretariat provided sterling support, maintaining the records and lending stability and continuity in the absence of a CAIB Secretariat from the start until the organization established a permanent Secretariat in Georgetown, Guyana in 1998. The Secretariat was moved to Saint Lucia in 2002 and is staffed by four permanent employees including a General Manager who is responsible for the day to day management of the Association. The Association comprises of fifty nine (59) Member Banks/ Financial Institutions, three (3) Honorary Members, namely Caribbean Development Bank, CARICOM and the Caribbean Centre for Money and Finance, one (1) Associate Member; Intercommercial Bank Ltd; and ten (10) Service Members which includes KPMG, Bervertec CST Inc., Open Solutions Canada, Fujitsu Caribbean (Jamaica) Ltd, The Jamaica Institute of Financial Services (JIFS), IBIS Management Associates Inc, Grant Thornton, Banking Network Suriname N.V (BNETS), National Commercial Data Services and Misys International Banking Systems Inc.
