OSLO: EUROPE’S GREEN CITY LAB Oslo has a unique potential as a laboratory for green growth. Oslo is a green city with good access to nature, a ­pulsating cultural life, strong academic institutions and a business community full of initiative. The political ­leaders have ­ambitious goals for the development of Oslo, ­aiming for a ­vibrant, green and climate-smart city with equal ­opportunities for everyone. Oslo has one of the ­fastest ­growing populations of capital cities in Europe, with ­inhabitants from more than 200 nations, one of the most highly skilled workforces in the OECD and an ambitious green agenda with a target of zero co2 emmisions by 2030. Oslo is characterized by values such as equality, openness, trust and freedom, with smaller disparities in income and social status than in most large cities. This ensures ­political and social stability, high productivity and the world’s ­highest living standards with a good work-life balance for its citizens. The city is a pioneer in green solutions within transport, ­energy, waste management and protection of the natural environment. Although not a mega city, Oslo has been invited to join the C40-network as an innovation city,

r­ ecognized for its leadership in green policies and solutions. Oslo won the title “European Green Capital” in 2019. Oslo’s economy was traditionally based on a strong ­international position within the maritime sector, but has since broadened its focus to include energy, health tech, bio tech, green technologies and culture based businesses, as well as finance and ICT. Recent years have seen a sharp rise in the number of startups, and new innovation districts are being planned in two parts of the city. Oslo is a compact city, with walkable distances, while ­retaining its access to the Oslo fjord and forests ­surrounding the city. Oslo has transformed its inner city with new districts along the waterfront, a largely car free environment with focus on green transport, together with shared spaces for business, housing, culture and leisure. Oslo is emerging as a future-oriented city, with strong roots in the knowledge based economy. It is perhaps no surprise that the Oslo Region recently was ranked by Nordregio as the Nordic region with the highest future potential.


RAYMOND JOHANSEN Governing Mayor Raymond ­Johansen (Labour Party) was elected to the City Council of Oslo in 2015 and appointed governing mayor a ­ fter establishing a City Government Coalition composed of the Labour Party, the Socialist Left Party and the Green Party. Mr. Johansen has extensive ­international experience, and has been Secretary General of the N ­ orwegian Refugee Council (NRC), Head of department in the ­Norwegian agency for ­International ­Development (Norad) and chargé d’affaires a.i. at the Norwegian ­Embassy in Asmara, Eritrea. ­Johansen is e ­ ducated as a plumber, but most of his working life has been dedicated to politics.

HANNA MARCUSSEN Hanna Elise Marcussen has been the Vice Mayor for Urban ­Development in Oslo for the Green Party for since 2015. Marcusssen was the national spokesperson for the Green Party from 2008 to 2014, and the party’s first ­candidate for the national ­parliamentary ­elections in 2009.

SIRI GAUTHUN KIELLAND Chief City Planner Siri Gauthun Kielland was appointed as ­Director of the Planning and Building ­Agency at the city of Oslo in 2019. Her last positions were as ­Director of cultural affairs, ­planning and ­environment at Lillestrøm ­municipality and Municipal Chief ­Executive at Sørum municipality.

Marcussen has a degree in ­architecture at the University of Oslo and she managed an ­environmental advisory ­company, Bergfald Consultants, before ­becoming Vice Mayor.

Educated from Norwegian ­University of Science and ­Technology as an architect, she has also studied city planning, ­project management and art ­history.

– a building that opens up Vika VIA Vika is one of the largest and most costly new construction projects in Oslo. VIA Vika is set to strengthen Oslo’s city centre, creating new urban spaces and connections between Aker Brygge, Frogner, Tjuvholmen and the National Museum. The building will contain exclusive office spaces with fantastic views and sustainable solutions, with exciting eateries and shops situated on the ground floor. New passages and squares allow for shortcuts through the block, opening up for pedestrians twenty-four hours a day. VIA Vika is owned and operated by Aspelin Ramm and Storebrand, two renown and respected representatives of Oslo’s urban development.

Enhanced integration between the building and the city is achieved by ­introducing two new areas – the ­entrance square and the inner courtyard.

Multi-use building in the center of Nydalen ­consisting of 18 floors, where the office part of the building is planned with pure natural ventilation. Nevertheless, the building will aim for zero-energy and have no need for purchased energy for ventilation, heating or cooling. An attractive ­combination of residential / office / outward business with ­innovative elements will attract attention and enable active and vibrant city life in the surrounding area.

The 19th-century tool factory in Nydalen, Oslo, is planned to be rebuilt into public areas and 110 apartments. The central nave of the 150-year-old brick building will be transformed into a public winter garden with a glass roof, a community room where residents can meet with each other and the public. This will be Nydalen’s grand hall with urban functions both summer and winter, and can be transformed into a ­concert hall, different ­exhibitions or temporary functions for the public. The side b ­ uildings can be used as production areas, co-working ­offices, coffee bars, restaurants and shops.

The building will demonstrate that a green building can be made simpler and more robust than today. The building will possess qualities which compared to ­mechanically v ­ entilated buildings, will mean lower investment in technical ­facilities, easier operation, lower maintenance ­requirements, less need for replacements / tenant a ­ daptations, longer life and contribute to a better overall experience for the users. Energy can be ­harvested and stored from different functions in the building complex, in order to achieve a ­Mediterranean climate all year round. The project creates a lush, green space, an attractive destination, a room with unique qualities for all inhabitants and guests of Nydalen, all year round. ­Accommodation will be in ­tower-block extensions ­constructed entirely from engineered ­timber. GULLHAUG TORG 5 (13 320 sqm) Developer: Avantor

Avantor will build an office building on Gullhaug Torg 5. The building will be a multi-use building focusing on high flexibility and the use of common areas. At the same time, the tenants’ changed area needs during the rental period can be satisfied without major renovations.

The property has potential for a development of 40–45 000 sqm consisting of 450 apartments, a 10 000 sqm office building with a ground floor with commercial areas and a public park that connects Nydalen and Storo.

The ambition is to construct an area-efficient building with good workplaces, adjacent meeting rooms and ­social zones. The common areas, especially on plan 1, invite to interaction and exchange of experiences in the form of informal meetings, talks and work operations. The premises are designed to meet the different tenants’ needs and enable them to create optimal values in their business.

And of course, AVANTOR will follow the highest ­environmental standards and aim for 100% green ­buildings.

We have an ambition that the building will achieve BREEAM NOR class Excellent and energy class green A. A target of 50% reduction of greenhouse gas ­emissions and a maximum of 25 kg of waste / m2 during the ­construction period has been set. Furthermore, it is a goal that 50% of the materials in the building must be recycled or reusable, and thus ”a step on the road to circular economy”.

Kristian Augusts gate 13

Can the real estate industry help save the world by ­preserving resources? At Entra, we believe that, and we are now building Norway’s first full-scale circular project in close collaboration with IWG Group and their Spaces concept, Futurebuilt and MAD architects. Never, before has anyone in Norway restored or built this size with such a high degree of reused materials. At Kristian Augusts gate number 13 in the city center of Oslo, Entra is r­ efurbishing and adding an infill volume to an eight-story building in Norway’s largest ­full-scale project with used building ­materials. Kristian Augusts gate 13 in the Tullin quarter is a ground­ breaking environmental initiative. In this project a 1950s building will be preserved and refurbished with reused ­materials. The building is part of a larger development of an entire quarter with active passages with art, culture, ­restaurants and cafes. Even the concrete slabs and supporting structures in the office building are sourced from buildings ­undergoing demolition. Reuse of these structures represents ­major challenges to be worked around for the architects, ­engineers and building contractors working on the project. Making old building parts fit together, while also ­meeting today’s building technology requirements, calls for ­innovation and entirely new ways of building. There is little expertise in the Norwegian market about reuse in such large projects. For used building materials that lack documentation, we have had to prepare new procedures and moldings to meet current requirements and standards. The construction and real estate industry is facing the ­biggest restructuring phase of all time. In order to ­succeed in reducing our sectors climate footprint we need to shift the industry from linear use and ­production towards a more sustainable ­production based on ­recycling and reuse of existing building stock.

In this project a 1950s building will be ­preserved and ­refurbished with reused materials.

THE EMBASSY

The modernist Icon will shine again

When the US wanted a new embassy in Oslo after World War II, they hired the renowned architect Eero Saarinen. He was given a triangular plot, and designed a ­triangular embassy, filled with beautiful interior details – many of them with the shape of a triangles. It was a ­beautiful, black, shining building. The architect wanted it to ­resemble ”a gentleman in formal attire”. He would later call it one of his most important works. After the 9/11 terrorist attacks, the embassy was hidden behind large fences. It soon felt more like a monument of war than its original idea - a monument of friendship. When the US decided to move out of the city center to build a new and more modern embassy, ­Saarinens ­masterpiece was put on sale. The unique building ­became listed, and anyone wanting to buy the ­property, had to respect its heritage - and limitations. When Fredensborg bought it in 2017, they did it with great ­humility. Lund Hagem architects and Atelier Oslo was given the task to both repatriate and develop the ­building. Together with Fredensborg and the Cultural Heritage Management ­Office, they have come up with solutions that secures both the aesthetic qualities and the history of the building. Opening in 2021, the restored embassy will shine once again, as the open and welcoming house that Saarinen wanted it to be. Fredensborg will move its headquarters there, but parts of the house will be open to the public, so that the people of Oslo can experience the magic of Saarinens architecture. From the heart of the b ­ uilding, the beautiful atrium with the small pool, to the roof, ­hopefully with a bar and a small restaurant. Fredensborg are ­dreaming of a new library, art exhibitions, or maybe a museum. On the roof a restaurant and a rooftop terrace overlooking The Oslofjord and The Palace Park. The idea is that the citizens of Oslo should be given the ­opportunity to enjoy the Embassy like they did in the 70s, when more than 6.500 people held a card to the library. The embassy is located across the street from The Royal Palace and The Norwegian Nobel Institute, and is close to Solli Plass and Vika area. The city tram, train and metro station are also just across the street.

KA23 High ambitions for reducing greenhouse gas emissions. Höegh Eiendom is rehabilitating the venerable ­building Kristian Augusts gate 23 in the city center of Oslo, based on FutureBuilt’s criteria for climate friendly urban ­developments. As a defined pilot project ­under ­FutureBuilt, the project has to reduce greenhouse gas emissions from transport, energy and material ­consumption by at least 50 per cent. The property will still satisfy today’s ­demands and expectations for a modern office ­building, while the ­environmental aspect is held high on the a ­ genda. HASLELINJE HasleLinje is one of the largest development projects in Oslo. The former production facilities of Vinmonopolet, the Norwegian ­government-owned alcohol retailer, are being transformed into a brand new, vibrant urban district that will be including ­housing, offices and retail space. When completed, this ­development ­comprises over 240.000 sqm. with approximately 6000 ­workplaces, 730 apartments, a secondary school, hotel, several ­retailers and restaurants. THE RISE OF ­C ONSTRUCTION CITY Construction City will promote sustainability, collaboration and innovation across the construction industry.

Barely a year has gone since OBOS, AF Gruppen and Betonmast founded the innovation cluster Construction City. Now, companies and organizations from across the industry spectrum are scrambling to join the journey. Through clustering, the members will make the industry more sustainable, greener and at the same time ensure smart use of technology and new working methods. Great interest Part innovation cluster and part co-location, the first campus at Ulven in Oslo is where traditional competitors, legacy entrepreneurs, and groundbreaking startups will meet across sectors to share insights, collaborate, and build the industry’s international muscle. The cluster will be sustainable both in the form of creating jobs, how the future office is set up and buildings built to meet the ­future demands for climate solutions. Collaboration within the cluster is already taking place, says Construction City CEO Benedicte Økland: “Our members come from the entire industry value chain. They are the ones who building the future of construction in Norway», Økland says. ”This blend of entrepreneurs, consultants, and developers, along with a growing number of startups and all the ­crucial academic institutions, allows us to challenge and lift each other. Campus rising Construction cranes hover over the Ulven area in Oslo as a new, sustainable innovation district rises just ten ­minutes from the city center.

Here, Construction City will find its first physical home in more than 80 000 square meters premium office space. OBOS, AF Gruppen and Betonmast will be the first to co-locate here when completed in 2025. Six spacious office wings will shoot out from a lofty and pleasant social atrium where people meet for events and meals to share insights, initiate collaboration and drive new solutions. The inviting physical space will be ­accompanied by a vibrant digital community where ­cluster members discuss industry strategy. CoLab – Construction City in a nutshell Nowhere is the cluster’s vision more visible than in CoLab. 300 square meters of flexible work stations and state-ofthe-art meeting facilities, CoLab is a 24/7 coworking space where members meet, host events and inspire each other. The space was officially opened by Prime Minister Erna Solberg in September 2019. Wearing the ­goggles that ­allow her to move around in a 3D-rendered ­building ­model, the PM emphasized the industry’s importance ­­as a supplier of critical infrastructure that affects ­everyone’s bottom line: «Moving away from the ‘You Win, I Lose’-attitude is ­paramount. If your company does better, so does mine. If your company delivers products with fewer errors before my business takes over, the lower costs for both of us», Solberg said. «That is the beauty of broader ­collaboration. Competition is not the only way to become better.»

OSUs vision is to develop Bjørvika to become the most attracitve ­commercial and residential inner city area in Norway.

With the ambition to make Oslo’s Bjørvika the most attractive c ­ ommercial and residential inner city area in Norway, developer Oslo S Utvikling (OSU) is ­driving ­Bjørvika’s transformation into a key urban centre. ­Surrounded by the sea and major Norwegian cultural institutions, this unique mixed-use waterfront project provides a series of wonderful new restaurants, bars, boutiques, stores and services, as well as offices and apartments. Open streets with outdoor serving and ­public spaces welcome people to meet up, taste and savor experiences. Scandinavian authenticity, ­urbanism, and an aspiring community will be the heartbeat of Bjørvika. OSU is responsible for developing 460 000 sq. m. of the 900 000 sq. m.. Some of the properties are developed in collaboration with HAV Eiendom. Bjørvika, focussing on the Barcode, Bispevika North and Bispevika South areas. This unique area, located right in the heart of the city center and steps away from the Central Station and the Opera House, is being completely redeveloped to open up the inner Oslo fjord waterfront to the public. This highly significant development is already well underway and due for completion in stages between 2021 and 2025. Sustainability is at the very heart of OSU’s ­development in Bjørvika. All buildings are BREEAM certified and ­located within walking distance of all that central Oslo has to offer. PARALLELL

– the first WELL-precertified ­project in Norway The office building Parallell aims to promote the health and well-being of employees through its design, abundance of natural light and thoughttrough solutions – because what is good for people is good for business. The project is the first in Norway to achieve precertification ­according to the WELL Building Standard. Parallell has a distinct façade and is designed to maximize daylight on all floors. The building offers efficient and flexible floor plans, green solutions and modern features to facilitate the best possible work environment for its users. In addition to 13 floors of office space, the ­building will have a meeting room center and a roof ­terrace with city views, as well as bicycle parking and wardrobes. The building entrance will face a public square and the ground floor will include a canteen, café or other service facilities. Located at Løren, within few minutes of ­walking distance from the public ­transportation hub ­Økern, Parallell is highly visible in its ­surroundings with its 16 floors. New vision for Økern

DEVELOP A SUSTAINABLE, URBAN AND LIVELY CITY CENTRE

Steen & Strøm and Storebrand are updating the plans for Økern in line with Oslo’s development strategy to become greener, more inclusive and more creative. Økern will be transformed from an industrial area to a vibrant city centre with public available plazas, green parks and attractive meeting points. Oslo is a pioneer in Europe when it comes to sustainable, green and social urban development. Økern Sentrum is taking a leading position to succeed with Oslo’s largest city development and to make Oslo even better by ­sustainable

urban densification and strengthening of the mobility hub. We will tailor the project based on the actual needs of area, and in close partnership with the city of Oslo, local ­politicians, neighbors and local stakeholders. Ruseløkkveien is a street centrally placed in Oslo CBD, housing several of Oslo’s leading law firms. The street runs from Nationaltheatret; one of Oslo’s main transport hubs, all the way down to the fjord and Filipstad; an area awaiting large new developments in the years to come.

GRØNVOLDKVARTALET Transforming a neighborhood

Veidekke Eiendom is developing Grønvoldkvartalet, ­transforming the characterless commercial district of Helsfyr on the east side of Oslo into a vibrant sustainable neighborhood. Groundbreaking analyses and extensive grassroots involvement have been applied to develop a project that aim to benefit the entire neighborhood. The project will consist of approximately 400 homes, a kindergarten, as well as ground floor retail areas. ­Veidekke Eiendom has also acquired additional key retail ­property in the vicinity to develop a ­comprehensive retail ­concept which will contribute to the vision of a vibrant new ­neighborhood. Throughout the ­development phase Veidekke Eiendom has organized targeted ­activities in ­cooperation with the local ­community to inspire ­involvement and boost the neighborhood’s ­reputation. In line with Veidekke Eiendom’s environmental ­commitment the project has set ambitious environmental goals and aim for a BREEAM certification. The project is planned to hit the market in 2021.

KLP wanted to create a new identity for ­Ibsenkvartalet at C.J. Hambro’s Plass in Oslo, and 4Service quickly became involved in the project and strategies. The result of the project is an ­employee ­restaurant named P ­ rovianten, cleaning services and a site ­manager, all operated by 4Service. OSLO/NORWAY Still vibrant transaction and rental markets in Oslo

and divested 14 properties worth NOK 21 billion. For the Oslo-region the corresponding numbers were 3 ­acquisitions totaling NOK 1 billion and 8 sales worth just below NOK 10 billion.

2019 was yet another year with great transaction ­volumes, the second highest we have ever measured, but also strong development in the rental markets in the Oslo region. Property values was mainly driven up by i­ncreased office market rents. We anticipate another active year going into 2020. We expect market rents to continue to rise in the city center, albeit at a slightly slower pace than the last few years. We believe that ­vacancy levels will go up slowly from a low level while the Norwegian economy will grow at a slower pace. Prime yield levels have reached the bottom ­according to our forecasts, we expect a flat development in the next 2–3 years. The forward interest rates curves are flat the next few years and our investor surveys show that a vast majority of investors want to be net buyers in 2020. It is unlikely that investors will sell the best ­properties at higher yield than today’s prime in the short run, in our opinion they are likely to keep the ­properties if the pricing go down.

Our investor survey from January of 25 of the biggest Oslo-based investors showed that 68% expect to be net buyers in 2020, while only 8% expect to be net sellers. The majority of the investors expect continued growth in market rents for offices in Oslo and stable prime yield in 2020. Their expectations suggest that office in Oslo will be the property segment with the best ­development in 2020 with regard to property values, followed by the logistics segment. We registered a total of 132 transactions in the Oslo-region last year totaling NOK 38 billion. Our ­assessment of current yield-levels are: • Prime office: 3.60% (7 years lease in CBD) • Prime office in the clusters surrounding the city center with 10 years leases: 4.20% +/- 25 basis points • Average/ordinary office properties in the Oslo-region: 5.20% +/- 25 basis points

• Prime office logistics: 4.75% (12 years lease in the municipalities just east of Oslo). • Average/ordinary logistics properties in the Oslo-­region: +/- 5.50% (5 years lease) • Prime retail and shopping centers: 4.00%. • Prime yield hotels: 4.00% (12 years lease in the city center) The greater Oslo office market, including the neigh­ boring municipalities Asker and Bærum, consists of premises totaling about 9.5 million square meters. The most attractive office properties are modern, high-­ quality buildings located with short distances to public transportation (especially train- and subway stations). The vacancy rate in Oslo, Asker and Bærum rose ­slightly in Q1 2020 to 5.9% after a steady fall the ­previous five years. The last 12 months however, ­vacancy has gone down by 0.6 percentage points. We expect the vacancy to rise slightly in 2020. The growth in the Norwegian economy and employment is ­expected to slow down the next couple of years, which will lead to a decrease in demand. Furthermore, the v ­ olume of new office building projects offered will i­ncrease the next two years and contribute to the s­ upply side of the ­market. We estimate that the ­vacancy will rise ­marginally in 2020 to 6.3% by the end of the year. Rents are at all-time high in Oslo, the city center and CBD areas have seen the strongest growth. We expect rent levels to continue to rise, however, the many new building projects in the market will slow down the growth rates for office rents in the clusters outside the city center. Office space in new buildings in these ­clusters have been offered at rent levels around the general market average, holding back a strong growth in office rents in these clusters. Falling yield levels have contributed to solid margins for the investors in sales of new developments in these clusters, even where rents have been at moderate levels. The Oslo housing market has seen an increase in prices the last year after a dip. The volume of residential projects in the pipeline

has gone down and developers tend to complain that ­regulators accept too few projects. The most prestigious areas (the city center and CBD areas) will see the highest increase in market rent levels according to our prognosis for 2020 to 2022. These ­areas have a relatively low vacancy and are highly sought after according to data based on potential tenants’ registered location searches last year. There are still few new office building projects in the city center and CBD. The traditional CBD area in the west (Vika, Aker Brygge, Tjuvholmen) still have the highest priced locations in the city, but the new CBD area Bjørvika has seen the strongest growths the last few years. We expect the rental prices at the most central locations to still rise the most, aprox. 3–4 % p.a., not quite at the same pace as the last few years.
