As of last month, Hillsborough County Public Schools (HCPS) had collected more than $31 million from the Half-Penny Sales Tax Referendum passed by voters in November of 2018. According to school district officials, 102 projects are taking place over the summer throughout the county including a new air conditioning unit and other upgrades at Lithia Springs Elementary School in Valrico. “Currently we have 21 air conditioner overhauls or replacements and 13 new roofs being completed,” said Tanya Arja, Hillsborough County Public Schools Media Outreach. “We look at the age of the equipment, the last time there was a major upgrade to the system and the number of work orders sent in by a school,” she said. “Over the past three years, we have had more than 250 maintenance requests from Lithia Springs Elementary, which was operating with air conditioning equipment from 1992.” HCPS has put together five and 10year plans organizing and prioritizing the projects, but adjustments will be made to the list if there is a major breakdown or

An Overview Of The Top Florida Law Changes That Took Effect July 1

During the 2019 Legislative Session, the Florida Legislature reviewed more than 3,500 proposed bills. Of those, nearly 200 made it through to the Governor DeSantis’ desk. Out of the 200, nearly 20 bills took effect on July 1. Among them was the $90.98 billion spending bill for the fiscal year. Included in the budget is money for the Everglades and water projects. Student funding was boosted to $242 per student, and there was money for post Hurricane Michael. Here is a look at some of the other bills, in no particular order, that took effect on July 1. (HB 107) Texting While Driving is now a primary offense which means that if the police see you tapping on your phone, they can pull you over without another reason. The law will be fazed in with warnings at first and then tickets will be issued beginning on January 1, 2020. (SB 190) Bright Futures requirements are now more stringent. In order to receive the ‘Academic’ scholarship, which covers tuition and fees at state colleges and universities, a student must achieve a 1330 on the SAT rather than 1290. To receive the ‘Medallion’ scholarship, which covers 75 percent of costs, you must have closer to a 1200 rather than 1170. (HB 19) Floridians can now purchase U.S. FDA approved drugs at a lower price from Canada and other countries. (SB 1020) This bill creates a Hemp Program which provides for a regulato-

(SB 7098) This bill carries out a constitutional amendment setting death benefits for law enforcement officials who are killed on duty. (SB 168) This highly controversial bill allows local law enforcement agencies to “use their best efforts to support the enforcement of federal immigration law.” (SB 7012) This law carries out the constitutional amendment wherein voters voted to ban vaping and the use of electronic cigarettes indoors.
(SB 7070) This bill provides that the standards for testing requirements for certifying teachers will be lowered. (HB 771) This bill prohibits the local government from adopting or enforcing ordinances relating to single-use plastic straws. (SB 707) This is an education bill that includes a new school voucher program that allows the state to pay for as many as 18,000 students to attend private school. (SB 1552) This bill established Florida Red Tide Mitigation and a Technical Development Initiative. (SB 7066) With voters voting overwhelmingly to pass Amendment 4, which proposed to restore the voting rights to people who had completed the
terms of their sentences (except for sexual assault and murder), the legislature passed a measure requiring felons to pay restitution, fines and fees before they can register to vote. Other bills included SB 7068, which builds and expands toll roads. This was a top priority of Senate President, Bill Galvano. The bill will expand the Suncoast Parkway from Tampa Bay to the Georgia border, expand the Florida Turnpike west to connect with the Suncoast Parkway and include a toll road from Polk County to Collier County. Representative Mike Beltran of Lithia was instrumental in passing of SB 292 and HB 843 . The first requires school districts to allow authorized students to wear military dress uniforms at high school graduation. The latter increases oversight of pediatric heart surgeries by allowing team doctors to make unannounced visits to struggling programs and review death records. Representative Beltran said of HB 843 , “My legislation will provide the necessary oversight to allow a Pediatric Cardiac Technical Advisory Panel to appoint physician experts to visit Florida’s 10 pediatric heart surgery programs.” Representative Beltran added, “We worked with all stakeholders to devise a system of regulation that will reduce preventable deaths while allowing doctors and facilities to perform necessary lifesaving procedures. Opening Dates Announced As Bloomingdale Square Reconstruction Continues

It has been almost a year since the redevelopment of Bloomingdale Square began, and with all the construction underway, everyone is curious about the target dates for new tenants and store openings. The long-vacant Walmart space is currently being converted into a new 48,841-sq.-ft. Publix, a 1,600-sq.-ft. Publix Liquors, as well as a 15,000-sq.-ft. Home Centric, a home goods store owned by Bealls that features a continually changing assortment of home products. The anticipated opening date for the new Publix is tentatively set for Thursday, November 7. The existing Publix will keep its doors open until the day the new one is ready. “There will be no down time for Publix,” reported Marc Elias, who is the leasing contact agent for Bloomingdale Square, Regency Centers. The old 40,000-sq.-ft. Publix location will be home to a new LA Fitness once the storefront becomes available and build-out is complete (early 2020). Construction of the new, 14,400-sq.ft. strip center (with 2,000-sq.-ft. of patio area) began September 2018 with a completion date of the exterior shell estimated to be in September or October. It will then take tenants another month or so to com-
plete their build-out in order to customize their stores. The work being done behind the McDonald's is related to water drainage retention and will not be developed. Located along the entrance roadway closest to McDonald’s, the center will be home to a 3,500 sq.-ft. First Watch restaurant with a patio. A breakfast/lunch/brunch favorite, this location has also requested for an Alcoholic Beverage Permit and is planning to serve adult beverages (unlike most other local First Watch restaurants). It has also been announced that Beef ‘O’Brady’s will open next to Truly Greek. Adjacent to that is a currently available 1,200-sq.-ft. storefront, followed by a 3,000-sq.-ft. Banfield Pet Hospital, then a 2,800-sq.-ft. Pacific Dental Services. Next will be 1,200-sq.-ft. GNC Live Well, and the building will be anchored by a 2,700-sq.-ft. Chicken Salad Chick, a restaurant specializing in fresh, housemade chicken salad. A traffic light has been installed at the entrance/exit on Bell Shoals Rd. Riverview Was Named ‘Moonshine Alley’ By Prohibition Era Feds Leaven Brewery in Riverview, Four Stacks Brewing in Apollo Beach and Bullfrog Creek Brewing in Valrico are local, southern Hillsborough County craft breweries growing legions of devoted fans. Although legal and popular today, opening a craft brewery during Prohibition (1920 to 1933) might well have landed an enterprising brewer/distiller in jail. Prohibition-era laws outlawed the manufacture and sale of alcoholic beverages. More practical economic laws of supply and demand, however, ensured that the illicit commerce would thrive. Well-hidden stills could be found throughout rural Hillsborough County, and Riverview was a hotbed for the prohibited activity. Dubbed ‘Moonshine Alley’ by enforcement agents, the backwoods creeks flowing into the Alafia River around Riverview were natural settings for the illegal trade. Armed with guns and hatchets, agents often conducted raids in the area, smashing hundreds of stills and thousands of bottles of moonshine. Arrests, however, were infrequent. Tampa’s Prohibition Enforcement Director A. L. Pete Allen explained that, “The people out there live in trees. They see us coming and take to their heels. Lookouts are posted in trees to warn boozemakers.” Even when arrests were made convictions were rare. On a small island in Buckhorn Creek (near today’s Bloomingdale Rd. and Kings Ave.) was one of the largest sites ever raided. In May 1922, agents destroyed a 250-gallon still and arrested R. L. Watson. One

thousand bottles of moonshine and fruitbrandy were smashed and dumped along with 800 lbs. of prunes and 200 lbs. of dried peaches found in ‘very bad condition.’ Bad fruit was often reported as a primary source of the mash. Director Allen reported, “The more juicy the garbage, the better the shine.” Typically, Watson was not convicted as the search warrant could not be produced at trial. Only 4 percent of those arrested in 1922 were sentenced to jail. Allen also reported that, “The aver-

age moonshiner did not know enough about distilling to manufacture clear whiskey, and the product was often strengthened with potash and other poisons which sometimes resulted in deaths.” This was a dangerous business but lucrative for operators where the risk of capture and punishment was slight. Smaller sized operations were more numerous. A small camp located about three miles northeast of Riverview was the location of a raid
where officers seized a 100-gallon capacity still and 11 barrels of grapefruit mash. Four miles southeast of Riverview on Bell Creek (near today’s Bell Creek Nature Preserve), a 100-gallon still was smashed and eleven barrels of corn and grits mash were confiscated. No arrests were made in either raid. Once moonshine was made, distribution to local buyers was key. Local road houses were often searched. When an illegal product was found, it was confiscated and these saloons were shut down, only to spring up in another location. A popular spot for moonshiners to deliver their stock was also found on Whiskey Stump Key, a small island south of the Alafia River mouth. Legend has it that customers left their money in an empty bottle under a tree stump on the island and returned to find the money gone and the bottle filled with liquor by area moonshiners. Today it is a protected bird habitat. So, feel free to visit one of our growing, local craft breweries. When you go, give a thought to the 1920s and tell your brew master of our wild moonshining history and his good fortune when it comes to timing in opening his business. DEHYDRATION AND EXERCISE HEAT INJURY IN THE YOUTH ATHLETE
Summer in Florida does not mean youth athletes get a break from sports. Temperatures climbing to 100 degrees plus unacclimated or under-hydrated middle and high school students, can be a recipe for disaster. It is important, as parents, to not only make sure your athlete is prepared to play in this environment, but to also recognize the warning signs if they are not. The beginning stages of exertional heat illness are exercise-associated muscle cramping, usually in the calf or hamstring. This indicates your child should be pulled from practice or a game to hydrate with water, electrolytes from a sports drink or salty snack, and rest. Gentle stretching and massage to the area can also be beneficial. As suggested by the National Athletic Trainers’ Association, the recommended fluid intake should be 20floz of water/sports drink 3 hours before exercise and up to 2 hours post-exercise, to correct for losses. When fluid loss through sweat starts to exceed fluid intake, dehydration begins to settle in. Dehydration signs include thirst, irritability, headache, weakness, dizziness, and decreased performance. If left untreated or unnoticed, dehydration and exercising in the heat can cause an elevated core body temperature, which leads to fainting, collapsing, dizziness, confusion, and vomiting. If core body temperature continues to climb, exertional heat injury or heat stroke can be a concern. Collapse, seizures, loss of consciousness, hot/wet skin, and severe muscle pain are common symptoms. This is now a medical emergency and 9-1-1 should be called. Be aware of your youth athlete this summer and ask them these 5 important preventative questions: 1. How much water/sports drink are you drinking before, during, and after practice/games? 2. When you notice that you’re excessively sweating, are you making a conscious effort to drink more than usual? 3. How much sleep are you getting the night before? 4. Are you incorporating healthy carbs and salty snacks before and after practice/games? 5. Are you taking frequent breaks in the shade or cooler area? The Florida Aquarium is a widely popular attraction. What many people don’t know, however, is that the aquarium features a few unique activities for visitors to sign up for online. The aquarium hosts a daily Behind the Scenes Tour. One hour in length, the tour gives guests a closeup look at the work that goes into maintaining a facility which harbors 14,000 animals. If you are a mom looking to get together with other moms, MOPS is the way to go. MOPS stands for Mothers of Preschoolers. MOPS gives mothers of all types, young moms, expecting moms, seasoned moms, adoptive moms, stepmoms and even foster moms, a chance to fellowship with one another. The MOPS groups meet at FishHawk Fellowship Church every first and third Tuesday of each month starting in September. The meetings are a time for socializing with other women as well as listening to guest speakers, videos, discussions and friendships. This all comes with free childcare as well so moms get a chance to really build relationships with one another. MOPS FishHawk started in 2006 and is a branch of MOPS International, Inc. Although MOPS international is a Christian organization, members do not have to be affiliated with a church to join the group. However the group is split up so moms can communicate with mothers that have children their ageH “I moved to FishHawk four years ago, and while looking for a way to plug into the community, get to know moms with kids my age, a neighbor shared that MOPS was meeting that upcoming week and she invited me along to check it out. I went to that first meeting, and instantly felt welcomed, refreshed and a part of the community of moms,” said Laci Bellora, a member of the MOPS leadership team. Not every meeting is the same. Each meeting is planned by the leadership team beforehand, which tries to incorporate a theme for each meeting. During the table talks, moms have the opportunity to chat about their lives and what it means to be a mom. MOPS/MOMSnext also helps to serve the community throughservice projects. Grow Into You Foundation, Inc. Offers Life-Coaching & More What began as a calling to mentor teens in the foster care system has now expanded into a foundation and a home for teens who have aged out at 18 years old. Brandon resident Erin (O’Grady) NeSmith, a certified professional coach and mentor, guides teens who are getting ready to age out of group homes and transition into adulthood. NeSmith described how her experiences as an educator and time working with juvenile justice led her to establish her foundation in 2016. She recognized the gaps in ‘the system’ and felt God placed this mission of mentorship in her heart. Every week, NeSmith visits group homes throughout the Tampa Bay area. The goal of the foundation is to prepare teens for adulthood before they leave the foster care group home. However, she spends much of her day also assisting teens who have already aged out. Through life-coaching, she helps teens finish high school, encourages them to make healthy decisions and educates them on the state’s extended foster care benefits. “I help them shift their perspective,” explained NeSmith. “I tell them that ‘I can’t change your circumstances, but I can help you change the way you see

them.’” Every year, nearly 26,000 teens age out of foster care. A recent study was conducted in the Midwest found that by age 26, between 31 to 46 percent of these former foster care teens were homeless at least once. Furthermore, an estimated 80 percent of foster youth suffer from a mental health issue. In March 2018, NeSmith was honored as a Lightning Community Hero and received a $50,000 donation from the Lightning Foundation. That following December, NeSmith used the funds to establish the Oak House for boys in Brandon. NeSmith's father owned the Oak House property, which was renovated for its new purpose with materials generously donated by Chadwell Homes. Travel Tales: Family White Water Rafting Adventure In Colorado

About 25 years ago, when my parents still lived in Denver and were blissfully without kids, they used to go white water rafting every Memorial Day when the water levels were at their peak. My mom and dad are both very outdoorsy people and my dad is a bit of an adrenaline junkie, so he is always pushing my mom to try new things. So, one year my dad booked a rafting trip through Royal Gorge, which is a part of the Arkansas River that funnels into a narrow canyon. My parents departed when the water levels were dangerously high -so high in fact, that they shut down the river right after their boat left for the tour. With more than 3,200 cubic ft. of water flowing per second, mostly everyone got thrown out into Class 5 rapids. Luckily everyone was OK, but after that, my mom vowed never to white water raft again. Fast forward 19 years later. This summer, my family and I took a minivacation to Colorado. Before we left, my dad burst into my room and excitedly announced that he booked a rafting trip for Royal Gorge, the very same trip that scarred my mom for life. Of course, she would not be joining us, so it would just be my dad, sister and me. On the day of our trip, the water level was 4,000 points, which is so high that Royal Gorge was shut down. So, our tour changed to Bighorn Sheep Canyon, the section of the Arkansas River right before Royal Gorge. Instead of rafting all the way through, we would get out, eat lunch and drive back up to the beginning to raft

this leg again. We set off on the river through the first rapid with no problem, but then approached the hardest rapid of the day: Three Rocks. Our guide gave us the option to either go around the rapid or through it, and all of us voted to take the hard way. We took off, paddling with all of our strength when all of a sudden the raft took a nosedive down, and then went straight up into the air. Before I even knew what was happening, I was thrown out of the boat and became submerged underwater. The current was pulling me under, and I had trouble staying afloat. I tried to remember the crash course they give you at the beginning for what to do
when you fall out, but my whole body went into panic mode as I thought I was going to drown. I saw everyone else ahead of me being tugged in every direction by the water when the van driver threw down a rope for everyone to grab onto. I reached for it behind my head as my body almost whooshed past it and held on for dear life. Everyone else lost their grip and continued to float farther down the river. I was pulled to shore and staggered up onto
one else got rescued. Everyone loaded back into the boat and continued down the river; my sister and I still freaked out. Once we got to the lunch spot, I was relieved to be on solid land. After eating and hanging out for an hour, I was starting to calm down but was dreading going back to the beginning and facing Three Rocks a second time. I think my dad could sense the dread of my sister and I and pulled us off to the side and asked, “Are you sure you’re ok to go again? We don’t have to do the second half.” My sister and I looked at each other, knowing we both were scared but reluctantly agreed to go again. The second time around we took the easy route through three rocks and got the chance to see what exactly we swam through. For the rest of the ride, I actually got to enjoy myself and felt proud for facing my fears head on rather than running away from them. While I understand why my mom gave up rafting after a traumatizing experience, I know that the only way to conquer those feelings of fear and doubt is to just keep pushing through them and enjoy the ride, even if you do get wet along the way.
