Less than 10 km South of Paris, the city is known for its proximity to the airport, which occupies a large portion of its territory and which makes the city’s reputation. With two RER stations (suburban train) and the future tram, the town is very well connected to Paris and the suburbs in a North-South direction. The city also holds a strategic place in the Paris region since it is located close to major employments poles such as the airport, the national interest market of Rungis or other business and industrial zones. However, the connections to these areas are weak; an obstacle for the inhabitants that would like to work there. Despite this favorable environment, the city is in decline of attractiveness, especially compared to the neighboring towns.

This social specialization of the neighborhood has led to the production of a nonmixed space where the urban segregation resulted in the social concentration of a disadvantaged population.

Orly is a city of 21 395 inhabitants located in the Southern suburbs of Paris. It is characterized by a dual urban structure marked by the tracks of the suburban train that create a physical, historical and social border, dividing the city in two parts: Low Orly and High Orly. The West hosts the historical heart of the city where the richest inhabitants live, occupying individual homes with gardens. Low Orly, in stark contrast to the suburban housing, is a social mass housing district that accounts for 60% of the population of the city, composed of large high rise buildings going from 4 to 15 stories.The housing units are small and do not correspond to current standards of comfort or needs. The area counts almost 100% of social housing.

The city which is bordered by a large green area and the Seine river has undeniable natural assets that are not yet developed. This large area is isolated from the city by the train tracks and the absence of any path leading to the river. The territory is known for having experienced numerous attempts of urban transformation in the last decades, being in the heart of national renewal policies. These fractures and instability are nowadays the source of a lack of identity and coherence within the city. The ongoing renovation program is restricted to the operational perimeter and fails to implement a global territorial strategy for the whole city and its integartion in the region. Moreover, focusing on a physical rehabilitation, the project is not by supported by socio-economic policies that will allow the revitalization of the neighborhood and the empowerment of the inhabitants. This project aims at repositioning the city within the metropolis by enhancing the connections with the neighboring employment poles and staging the existing natural and recreational assets. The objective is also to strengthen the east side of the city, occupied by the Grand Ensemble, by restructuring the main axes and redeveloping an urban front along the boulevard that will reflect the new image of the city. To revitalize and liven the neighborhood, a network of secondary acupuncture points (public spaces, flexible spaces, premisses for organisations...) is created to accommodate daily activities and local initiatives.

The Science Museum is concieved as an integrated element in the landscape. Dedicated to science, the bridge and the museum create a new entrance to the scientific Neuenheim feld Campus opening the campus to a wider public. In reverse it opens up the campus to the river creating new open public spaces that bring visitors, locals and users of the campus together.

This new building is to be a conference and an exhibition room in order to create an interface between the scientific world and the citizens, and between the campus and the riverbanks.

Un corridor de loisir à Cergy-Pontoise VOIES NAVIGABLE DE FRANCE - ECOLE D’ARCHITECTURE DE BELLEVILLE︱2013
La commande passée par VNF nous a amenés à aborder le territoire sous un angle différent. Imaginons. Nous sommes à bord d’un bateau. Comment nous apparaît alors le paysage le long du fleuve? Quels types de touristes voyons-nous à bord de ce bateau? Penser le tourisme fluvial c’est penser à un autre genre de connexion entre les territoires, la plus naturelle qui soit; celle du cours de l’eau. Penser le tourisme fluvial c’est penser la lenteur car le trajet en bateau lui même est partie intégrante du voyage. Situé à l’articulation entre la région parisienne et la normandie, ainsi qu’au coeur de l’axe Seine et au débouché du futur canal Seine nord, le territoire de l’agglomération de Cergy-Pontoise profite d’un po- sitionnement stratégique. L’objectif est de capter les flux touristiques terrestres venant principalement de la région parisienne mais aussi de l’ouest de la France grâce à la construction de la ligne TGV Paris- normandie. Avec la future construction du canal Seine nord Europe : lien entre le réseau de navigation de l’Europe du nord et de la France, le nombre de touristes fluviaux est amené à augmenter. Les bateaux de croisière s’arrêteront à Achères où un projet de port multimodal est en cours. Les bateaux de plaisance privés peuvent quant à eux déjà s’amarrer à Port Cergy, marina très convoitée par les plaisanciers, mais aujourd’hui saturée. Là aussi un projet d’extension est à l’étude. Cergy devient donc un passage obligé pour différents types de tourisme: autant plaisanciers que passagers de croisières. En plus de sa position stratégique, la vallée de l’Oise est pleine de richesses. Entre la Confluence avec la Seine et Isle-d’Adam, le territoire présente différentes identités. L’héritage laissé par les peintres impressionistes entre Pontoise et
Auvers-sur-Oise est de renommée mondiale. Le parc naturel du Vexin est également une ressource naturelle exceptionnelle, véritable poumon vert de la région. Aussi, le territoire est riche d’un patrimoine architectural contemporain, constitué en premier lieu par la ville nouvelle de Cergy, et illustré aujourd’hui par l’emblématique pont de l’Axe Majeur, réalisé par l’architecte Dani Karavan. La multiplicité des possibilités offertes par ce territoire en fait sa richesse. C’est un lieu de tourisme remarquable, qui manque cependant aujourd’hui de visibilité. Ses identités sont fragmentées, et son image n’est pas homogène. Notre approche vise à proposer une offre touristique plus cohérente, en révélant le potentiel des lieux et en les connectant entre eux pour créer une nouvelle identité touristique riche et globale. Ainsi présenté, le territoire devient une nouvelle polarité touristique à l’ouest de Paris, hors des sentiers battus de la capitale, où chacun trouve son compte. Enfin, un autre atout majeur de ce territoire et qui en fait une centralité intéressante pour les loisirs est la Base de loisirs de Cergy-Pontoise, lovée au coeur de la boucle de l’Oise. La Base concentre une diversité unique d’activités de loisirs et de sports nautiques en Ile-de-France, pour lesquels une demande crois- sante est observée. La rivière suit son cours, imperturbablement. Elle traverse les époques et les territoires sans se souci- er des frontières. Au Moyen Âge, les villages de l’agglomération se sont développés autour du cours d’eau. Aujourd’hui, ils lui tournent le dos. En voulant trop préserver la qualité paysagère des rives de l’Oise, la communauté d’agglomération de Cergy- Pontoise a réalisé qu’elle avait enfermé le fleuve dans son écrin de verdure. Le temps est venu de renouer avec la rivière et créer les lieux de destinations de demain.

On this territory profoundly marked by the successive transformations of its urban fabric, the proposed redevelopment of the railway station area and the relocation of the station is a tremendous opportunity to rethink the city, through a strong project that contributes to the enhancement of the identity elements of Dunkerque. Proposition of two scenarios that articulate the railway train station with the entrance of the agglomeration , the docks and the city center.
