Our Hometown seeks to connect residents to each other and to key resources to build community. It celebrates achievements, informs readers of important news, introduces businesses to potential customers and invites readers to consider ideas—sometimes bold, sometimes old—that matter. All these are why I’ve chosen to join the talented team of people who create this magazine. My husband has worked in Chula Vista for eight and a half years, and I developed strong ties for the area when I too became employed in Chula Vista. During a year and a half in a grant-funded position in the Office of Mayor Cox, I learned of countless ways organizations work together and share resources. I witnessed a level of collaboration in Chula Vista that made people in other cities envious. Most importantly, I saw the results of this crosssector labor that made me proud of my work, my colleagues, and of our city. The March edition of Our Hometown is a prelude to April’s Earth Month because it’s never too early to reduce, reuse or recycle. Growing up, I was the person in my family responsible for lugging the recycling bin to the curb each month. After moving to Southern California, I learned new ways to conserve water. My husband developed a rain catch system for our back yard and has three 55-gallon barrels lining the side of the house. Our laundry machine, with earth-friendly detergent, also waters the back yard. We even have two compost bins, in which we recycle both our and our neighbors’ kitchen and yard waste. We want to keep our planet beautiful and sustainable, and I encourage you to read our feature article with the expectation of answering the question, “What can I do to preserve the earth?” When the opportunity of serving as editor presented itself, I couldn’t resist saying yes. Businesses were evaluated on their reduction of greenhouse gas emissions and documentation of the costs and benefits of their actions. With several businesses in the running, El Primero went above and beyond what was asked of them, demonstrating effective ways to conserve and protect our precious natural resources. Providing a climatefriendly environment to their patrons was also important. Sol and Pie Roque, owners of El Primero, also participated in sending used hand tools to the survivors of last year’s Philippines super typhoon to help rebuild homes and schools. To the SOUTH BAY ALLIANCE FOR ARTS EDUCATION, in collaboration with the Sweetwater Union High School District Visual and Performing Arts Department, for presenting “A Celebration of the Arts in Education.” The event took place on Feb. 5, 2014 at 7:00 p.m. in the Jack Tygett Performing Arts Center at Chula Vista High School. The celebration featured performances by the Community Opus Project, the Chula Vista Middle School Cavalier String Orchestra and Eastlake High School’s Advanced Strings.

The event also featured testimonials from current and past arts students. The keynote speaker, Russ Sperling, Coordinator of Visual and Performing Arts for the San Diego County Office of Education, illustrated how arts education engages students in a wide variety of beneficial ways. Adopt-A-Beach Clean Canyons Program

I

Love A Clean San Diego (ILACSD) is excited to announce the addition of two Chula Vista canyons, Del Rey Canyon and Rice Canyon, that are now available through its Adopt-A-Beach Clean Canyons program. ILACSD has partnered with the Chula Vista Charitable Foundation, the City of Chula Vista Open Space Division and the California Coastal Commission to protect our canyons—and ultimately our beaches—from the harmful effects of litter and pollution. Local Chula Vista businesses are already gearing up to adopt. Pride Martial Arts, a Chula Vista martial arts studio, recently adopted Rice Canyon and is eager to bring the studio’s young students to clean up and learn environmental conservation. ILACSD encourages other businesses to adopt a canyon. It’s a fun team-building activity and a chance to get outdoors and give back to nature. Youth also benefit from the Clean Canyons program. In February, members of the local Job Corps cleaned up Rice Canyon and reflected on their experience. Arlette Camacho of Job Corps said, “My students had a great time giving back to the community. n March 2010, the San Diego community suffered the tragic loss of an inspirational young woman, Chelsea King. This led Pride Martial Arts of Chula Vista to pledge to do everything it can to ensure children have the tools necessary to stay safe. Pride Martial Arts co-owner and Fourth Degree Black Belt Ms. Ahn explains, “There is nothing more important to us than being able to protect our children.” In honor of Chelsea King, Pride Martial Arts has dedicated the month of March as “Teach, Learn & Protect” month. Pride Martial Arts is offering a free Self Defense clinic on March 28 from 6-7:30 p.m. and a Child Abduction Prevention seminar on March 29 from 1-2:30 p.m. for anyone in Chula Vista to attend. The clinic will focus on empowerment, situational awareness and tactics for preservation. The training is offered to children and women of all ages and is free. ominations for the 2014 Gayle McCandliss Art Awards are now being accepted by the City of Chula Vista. High school teachers, administrators or counselors may submit student award nominations for any junior or senior who resides in Chula Vista.

Any Chula Vista resident may nominate another local resident who has supported the arts. Categories include the “Rising Star” award for high school juniors and seniors involved in dance, theater, music, media, visual and literary arts. The “Bravo” award recognizes those who have helped build community pride and art appreciation, and the “Literary” award celebrates local writers. In 2013, student Rising Star winners were selected from Otay Ranch, Eastlake, Olympian, Hilltop, and Chula Vista High Schools, while the Bravo award was given to Neisha’s Dance Studio and owner Neisha Hernandez.

uring these sunny, warm months, lasting memories are created in and around water. As children and families head to the pools, beaches and lakes with the rising temperatures, it’s important that water safety skills are at the forefront of their minds to ensure safety while having fun in the water. Every day, about 10 people die from drowning, and these accidents are the leading cause of death among children under the age of five. Research shows participation in formal swimming lessons can reduce the risk of drowning by 88 percent among children ages one through four, yet many children do not receive formal swimming or water safety training. Under the leadership of Captain Mike Filson, the Chula Vista Fire Department, American Medical Response San Diego and the South Bay Family YMCA have come together to place drowning prevention at the forefront of Chula Vistans’ minds and hearts. The three organizations have been steadfast partners for nearly half a decade. “As firefighters we often hear comments such as, ‘I only turned away for a few seconds,’ ‘I thought they were safe in the house’ or ‘I assumed another adult at the party was watching the children swim.’ Unfortunately, a child can drown in just a few seconds. It happens quickly and quietly with very little splashing and no cries for help. We also know that drowning is preventable. Please take the steps necessary to ensure your kids are safe. Sign them up for swim class, learn CPR, and designate a water watcher anytime kids are in or near the pool. I am looking forward to another safe swim season,” stated Captain Mike Filson, Chula Vista Fire Department.

With more than 2,200 pools nationwide, YMCAs are collectively the largest operator of swimming pools in the United States of America. The South Bay Family YMCA taught more than 8,000 individuals how to swim last year. “As the individual responsible for the high standards and program quality for YMCA aquatics, drowning prevention is always at the forefront. But more importantly, I’m a father of two young boys. And, they both know how to swim. Drowning is one hundred percent preventable.

It’s up to us, as parents, to be the catalyst for change. At the Y, we not only teach youngsters how to swim, but adults as well. We recently taught a seventy-five-yearold woman. It was on her bucket list,” stated Blaze Zarev, South Bay Family YMCA Aquatics department head. “Paramedics with American Medical Response (AMR) ambulance in San Diego County unfortunately see many boaters, swimmers, and divers hurt or killed in water-related accidents. AMR is proud to partner with the YMCA to bring heightened awareness and education to the public that will help reduce the risk of water-related accidents in our neighborhoods,” said Michael Murphy, General Manager of AMR Ambulance. As Chula Vista City Manager from 1983 to 1998, Goss oversaw the planning, growth and development of a city that grew from 80,000 to 170,000 people (now more than 250,000), and from 22 to 52 square miles. “Smart growth” principles guided this development, even before “smart growth” became a popular term. lthough April is considered

Earth Month, a lot of green is already going on. There is no better place to go green than Chula Vista, the city with a “beautiful view” that is recognized as one of the most environmentally conscious cities in the nation.

On a beautiful day I talked with Charles Ludwick, a resident of Chula Vista and the owner of Chula Vista Lawn. We talked about the drought (the worst the region has seen in over 160 years) and the possibility of having mandatory water restrictions. We also talked about the largest water waster in landscaping: people’s lawns—that pretty green carpet that rarely gets used and has no environmentally beneficial properties. Charles reminded me that lawn owners can be responsible by eliminating run-off and not watering the sidewalk, not using pesticides and fertilizers and adjusting watering times to water less. That all sounds good, but we still don’t see many people, let alone birds, bees, butterflies or other wildlife using the lawn, so what can you do? You can remove your lawn and create a sanctuary for yourself as well as one for wildlife. There are rebates that may completely cover the cost of creating an amazing landscape. It could include beautiful native plants, fragrant flowers, and lush colors and textures to enjoy day after day. Sweetwater Authority and Otay Water District, through www. watersmartsd.org, along with your landscaper can have you going green in no time. For example, the Chula Vista Chamber of Commerce replaced its lawn with a no-water landscape. Local artist Michael Leaf created for the Chamber an artistic masterpiece of a bird feeder and bird bath. This qualified the landscape through the National Wildlife Federation as a Certified Wildlife Habitat, a free certification through the City’s NatureScape Program.

Chula Vista is filled with amazing people who keep our city green and clean every day. Many are innovators who think outside the box to utilize resources to the greatest capacity possible. The concept of “Reduce, Reuse, Recycle” is not new and can be done with almost anything. For example, when you get your coffee to go, have a reusable coffee mug ready instead of a paper cup. Or, stow your kids’ lunches in Tupperware-style containers instead of plastic bags. These small efforts add up to big reductions in what normally goes into the landfill. But can you reuse water? Why, yes, you can! Eastlake High School Music Director Charlie Wolf has been doing it for a while; he actually invented his own gray water diverter. Now everyone can get one, as long as you follow the California Plumbing Code for single-source systems. Sweetwater Authority has a rebate of $75 toward the purchase and installation of a “laundry to landscape system.” The City’s Conservation Section just hosted a gray-water workshop with over 60 participants, so some of your neighbors may have already installed a system. let’s Go Green, continued Many businesses have also adapted to using less water or less harmful products, but few have taken it to such extremes as ARYA Cleaners. “The reason for our radical change was not just the environment, but it was personal too. My family and I live in this community. How we care for it directly impacts my family. It’s the right thing to do,” commented Sassan Rahimzadeh of ARYA Cleaners.” ARYA Cleaners was one of Chula Vista’s first “CLEAN” businesses and has also been recognized by the State of California with a Small Business Excellence Award. Our community with a beautiful view stays this way thanks to everyone helping out, but one particular individual has been doing extra. For more than 10 years, Mr. Victor Uranga has walked the streets of Eastlake picking up trash. “Why?” you may ask. “Why not?” replies Victor, with his 13-gallon trash bag overflowing. Can you imagine how many tons of trash he has saved from going into our bay? There are over 10,000 storm drain inlets and over 200 miles of

storm drain pipe in the City of Chula Vista. All storm drains in the City are directly connected to nearby rivers and streams, which eventually lead to the San Diego Bay. Trash, bacteria and fertilizers from our neighborhoods run off into nearby creeks, rivers and the ocean. These pollutants can harm fish and plants that live downstream and can make people sick. Keeping trash out of our bay can be done through school or community groups through the I Love A Clean San Diego Adopta-Canyon program. We have two canyons in Chula Vista that can be adopted, and Rice Canyon and Del Ray Canyon are just waiting to become sparkling green. Agree on a few potential venues and make appointments to visit them. If you like what you see, ask to see a list of wedding packages or event promotions to see if they fit your budget. DO YOU KNOW WHO YOUR IRA BENEFICIARY IS— Deciding whom to designate as a beneficiary for your IRA might seem like an easy decision— YOU PROBABLY WANT YOUR MONEY TO GO TO SOMEONE NEAR AND DEAR TO YOU. But is the person (or people) you’re thinking of actually named as the beneficiary on the particular IRA you opened all those years ago? To be certain, it’s wise to review your beneficiary designation form every few years, or whenever you’ve had a change in circumstances, such as a birth of a child or grandchild or change in marital status. Changing your beneficiary is easy—you simply complete a new beneficiary designation form. Keep in mind that a Will or trust does not override this form, or the IRA document itself (which may have “default” beneficiary designations that control even if no beneficiary designation is on file), unless you name your estate or trust as your beneficiary. Because beneficiary designations are important estate-planning documents, you may want to review them with your attorney. You have the option of naming primary and contingent beneficiaries. The primary beneficiary is your first choice to receive your IRA account and can be more than one person or entity. If you choose more than one primary beneficiary, you may specify a percentage to be paid to each person and indicate whether a beneficiary’s share will be void if he or she predeceases you or if that share will pass to his or her children. You also can name a minor as a direct beneficiary of an IRA, but you should clearly name an individual to act as custodian for any minor beneficiary in order to avoid the need for court appointment of a guardian for the minor. A contingent beneficiary is someone you designate to receive your IRA only if all primary beneficiaries predecease you, pass away at the same time as you or disclaim their rights to the IRA assets. 20 OUR HOMETOWN · MARCH 2014

While taxes shouldn’t be the primary determining factor in naming your beneficiaries, ignoring the impact of taxes could have significant consequences for your family. A tax advisor can help you weigh the pros and cons in order to make sure your wishes are executed in a tax-efficient manner. Remember to look at your IRA assets in context with the rest of your estate before making any decisions. To help ensure that your wishes can be executed as you intended, discuss your beneficiary designations, Wills and other estate matters with your tax and legal advisors and other members of your advisory team.

A PRIMARY BENEFICIARIES PRIMER When naming a primary beneficiary, some designations to be familiar with are all my children, per stirpes and per capita. Terminology and definitions may vary from state to state, however, so you should consult with an attorney before making a final decision. Per Stirpes: Also known as “rights of representation” in some states, per stirpes means that the children of a beneficiary who predeceases you will share equally in the portion of your IRA originally left to the now-deceased child. Per Capita: This method divides your IRA assets equally among your beneficiaries and the descendants of any beneficiary who dies before you. In addition, remember that being precise is better than being vague or general. For example, it’s not uncommon for people to name “All My Children” on a form. However, the better practice is to list the children being designated, and then decide if their share is held “per capita” (meaning if the child dies before you, your IRA assets will be divided among your surviving children, with the remaining children sharing equally) or “per stirpes” (meaning that your deceased child’s children will receive the share).

RESIDENT SPOTLIGHT

KESSLER FAMILY

We’ve all known families with twins and maybe even triplets, but how many of us know families with quadruplets? If you live in Eastlake, you may answer, “I do.” If so, it’s most likely the Kessler quadruplets you’re talking about. It’s no surprise that the leader of this small group of sailors is Navy Commander George Albert Kessler, Jr, former commanding officer of a local San Diego ship. But even he reports to a higher command: his wife Michelle. Believe me, anyone who has given birth to quads plus one has earned her rank. A devoted mother of George Albert, Michaela Ann, Rachel Marie, Jared Alexander and baby sister Sarah Elizabeth, Michelle runs a tight ship. It wasn’t always smooth sailing. Giving birth to multiples is very stressful, and Michelle found herself in rough seas after delivery. Under the watchful eyes of her beloved husband, they weathered the storm and were all home safely after a five-and-a-half-week stay in the hospital. Though quads can seem to look alike at first, each child has its own unique personality. George Albert Kessler III is the family namesake. Named after his father and grandfather, he is the oldest and takes his duty as big brother seriously. Michaela Ann is known as the motherly sibling, a loving and caring big sister. Next there’s Rachel Marie. She’s the real deal, a special combination of athleticism and princess. Naturally, you need a thinker, someone who has both feet on the ground, a man with a plan,

and that is Jared Alexander. However, it is evident that the whole family revolves around a darling little two-year-old named Sarah Elizabeth, the anchor for all the love in this family. For the last few years, the Kesslers enlisted the help of au pairs. In the past nine months they have found a natural fit with Delany, as she quickly bonded with all five children. George is a graduate of the Naval Academy and a Naval postgraduate with a master’s degree in national security affairs, and Michelle has a master’s degree in guidance counseling with a bachelor’s degree in psychology. It appears that education and training have prepared them both for the mission of raising five wonderful children. Sadly, the Kesslers are being redeployed to Virginia in May. Hopefully we will have a chance to welcome them back home in the future. Anchors away.
