Mr Michael Capezio President AHA ACT Branch PRESIDENT’S REPORT The return of the Stanhope Labor Government for a third term would not have surprised many people who take an interest in ACT politics. Labor enjoys strong support in the ACT electorate and although some unpopular decisions saw them lose two seats, the Liberal Opposition was too late in uniting under Zed Seselja to have an impact on the final result. The trend from the Election that can’t be ignored is the rise in support for the Greens. Despite the retirement of its only sitting member prior to the Election, the Greens managed to win four of the seventeen seats and found themselves in the position of kingmaker – able to decide which party to support in forming Government. Unsurprisingly the Greens supported Labor, and the five ministers from the previous Government have been retained in Cabinet, with some minor portfolio changes. The AHA has been in regular communication in recent months with the Attorney-General Simon Corbell on the review of the Liquor Act. I am pleased to see Mr Corbell retain this portfolio so that this dialogue can continue. The Liquor Review has been underway since May this year and along with the changes to federal industrial relations laws will be the most important legislative event for our industry in 2009. The AHA has worked hard to represent the interests of our members. We have resisted the often irrational calls for harsh regulation on trading hours and serving practices that, if implemented, would cause many of us to question whether we could continue to operate our businesses. Mr Corbell understands the issues at play in the Review and of the concerns held by the AHA over proposals for curfews, lockouts, outdoor areas and other areas. It is a good thing that the Minister

who started the Review is able to see the project through to its completion. Likewise I am pleased that Andrew Barr will continue as Tourism Minister. The previous Assembly term included some dark days for the tourism industry but Mr Barr is an enthusiastic supporter of tourism and one who understands the economic benefit that can be generated by increasing the number of visitors to Canberra. In my role as a member of the Tourism Ministerial Advisory Council I am in regular contact with the Minister and look forward to progressing a number of issues raised in this forum over the coming year. From the cover of this magazine we can see the benefit of maintaining a dialogue with the Government on tourism matters. The joint campaign by four of the national institutions will be Canberra’s biggest tourism drawcard this summer. The ACT Government has committed $100,000 to the campaign in a bid to ensure its success at what is usually a quiet time for the industry. We will certainly welcome the visitation in the current economic climate. I am certain the campaign will be a success and intend to push for it to become an annual event on the Canberra tourism calendar, with funding guaranteed in advance to generate maximum possible exposure for the city. Its success will pave the way for more and more cooperative tourism marketing, particularly at the times of year when a boost is most needed. I will close by thanking all members and sponsors for their support of the AHA in 2008 and urge you all to continue your involvement in 2009 – a very important year for our industry.

Halleluiah! After years of lobbying stretching back to the long-gone days of Kate Carnell and the Canberra Tourism & Events Corporation, there will be a summer tourism marketing campaign jointly featuring exhibitions at four of our leading cultural institutions AND the ACT Government has agreed to provide funding support.

The attractions have contributed $100,000 to marketing the campaign and this has been matched by the ACT Government through Australian Capital Tourism. This is a fantastic example of a government-industry partnership and should be applauded.

The long, hot weeks of summer always bring about the lowest occupancy of the year in Canberra’s hotels. With no Parliamentary sittings, no government travel, and a lack of ‘must see’ exhibitions in the attractions, hotels have made it a practice to budget for disastrous occupancy levels from mid-December through the end of January. This summer, thankfully, we will have Culture Shock, a collaborative campaign headlined by the blockbuster Degas exhibition at the National Gallery of Australia also including major features at the Australian War Memorial, National Museum of Australia and the new National

Unless you’ve been hiding under a rock, you will be well aware of the challenges facing the world in respect to the global financial crisis. It’s early days yet and it’s important for us to remember that while the outlook isn’t pretty, Australia is better placed than most to ride out any downturn. With all the doom and gloom in the media, it’s important not to talk ourselves into a ‘crisis that we didn’t have to have!’ Markets both at home and internationally have been affected and are reacting in varying ways, so it’s hard to apply any one response from a tourism perspective. There are already some signs that the domestic market in the short term has strengthened, particularly for coastal destinations. This provides both opportunities and challenges for tourism in the ACT. Collaboration and co-operation is one key area of opportunity for tourism in the Territory. Australian Capital Tourism has embarked upon a co-operative campaign with some of Canberra’s cultural institutions to promote the rich offering of exhibitions headed our way over the summer months. The National Gallery of Australia will give audiences the opportunity to see an exhibition of one of the most important and admired Impressionist artists – Edgar Degas (France 1834-1917). The exhibition brings history alive with five First World War aircraft and a new light and sound show produced by Peter Jackson with Wingnut Films and Weta Digital. www.awm.gov.au As part of its ongoing commitment to increase international visitation to the Territory, Australian Capital Tourism hosted 20 Inbound Tour Operators (ITOs) during October as part of ATEC’s annual familiarisation program. Held over three days the ITOs enjoyed a full itinerary that showcased the best of Canberra. Participating ITOs represented a variety of companies from both the Western and Eastern markets and encompassed a range of delegates from managing directors and marketing/ development managers to front line staff. Finally, the 2008 Canberra and Capital Region Tourism Awards Gala Presentation Evening will be held in December. The annual awards provide an opportunity to showcase the best of our region’s tourism operators in terms of product, quality and visitor experience. Winning an award is the industry’s highest accolade, which is presented for excellence in tourism. The awards are open to all tourism businesses and suppliers to the tourism industry and serve to demonstrate the value of tourism to Canberra and the Capital Region. STRENGTHENED PARTNERSHIPS FOR CHALLENGING TIMES The tourism industry is important to the ACT but like all industries it faces challenges due to the state of the global economy. To help ensure the future of the industry in the short and longer-terms, the ACT Government will continue to work in partnership with the industry to deliver a range of policies which include: • Investing in a new domestic marketing campaign • Developing a new autumn event • Adopting a five‐year strategic direction to respond to global, national and regional trends • Continuing to support the business tourism sector through the Canberra Convention Centre • Examining possible sites for a new convention centre in conjunction with the Commonwealth and the industry

It has been a difficult time for business over the past few months, so it is important that this summer is a prosperous one for local industry. The global financial crisis could inadvertently have positive effects on our local economy if people choose to save money and take their holidays locally rather than travel to further destinations. The ACT has plenty to offer tourists and locals wishing to explore the diversity of recreation and institutional attractions. It is often surprising to hear how few fantastic ecological and cultural tourist places local residents have visited, including Tidbinbilla, the new Portrait Gallery, the National Museum, and the War Memorial.

• Commissioning a study into permanent sites for Floriade to ensure the event draws visitors to more parts of the city • Delivering Word of Mouse, ACT Tourism’s new online tourism strategy • Exploring commercial partnerships to increase investment in sports tourism infrastructure. This includes investigating partnerships to deliver a chair lift and low-cost accommodation for sporting and school groups at Mt Stromlo Forest Park and • Continuing to focus on transport, working with the taxi industry and the airport to introduce a new taxi service between the airport, Barton and Civic to ensure business tourists in particular have the transport services they need.

Another way to support our local economy at this time is through the ACT hospitality industry itself using local and regional produce whenever possible. Our local region produces excellent quality herbs, vegetables, wines, olives, free-range eggs, and more, which could easily be a highlight of any menu. Not only does this reduce the ‘food miles’ of products, but boosts the local economy at the same time.

While there are challenging times ahead, the ACT tourism industry is well placed to meet these challenges and the ACT Government is ready to work with industry to ensure the ongoing strength of ACT tourism.

On the back of our record result at the ACT Election, the Greens signed a Parliamentary Agreement with the ALP. It contains many initiatives, a few of which I would like to highlight here as relevant to the hospitality industry. These include: ensuring that ACTPLA undertakes small business impact statements for large new commercial developments; establishing a Small Business Roundtable in 2009; requiring ACT government agencies to pay invoices for small businesses within 30 days, or pay commercial interest on late payments. Other initiatives will see a 40km/h speed limit around shopping centres and town centres; a 12 month trial of a plastic bag levy; street level recycling bins in town centres; and consultations with business to introduce a commercial waste scheme to provide separate hoppers for landfill, glass and plastic, paper and cardboard, and organic waste. As the world comes to terms with the global financial crisis and of the consequences of this crisis for many industries, it is timely to look ahead as far as possible and attempt to frame a view of the future for the ACT.

Canberra has enormous potential to become a significant tourist destination for both domestic and international tourists. I am particularly concerned, however, that this potential will remain largely unrealised if Civic does not become the focus for major activities and events.

Canberra, as Australia’s capital city, has to work even harder now to be a place that attracts tourists; to be a place that stands out from the many possible tourist destinations that compete for the tourist dollar. I am convinced that, if Canberra is to evolve into a truly great capital city, it is imperative that Canberra develops a genuine focus for the many activities that are integral to that status. Moreover, this focus must be in Civic. Indeed, one of the most significant issues facing Canberra relates to the future of Civic – that area of Canberra that has struggled over many years to

I was interested to read the comments made recently by Professor Philip Cox – one of Australia’s most eminent architects – where he characterised Civic as ‘Canberra’s lonely centre’. Professor Cox also was quite concerned that the urban sprawl that is Canberra has led to a ‘bleeding of the central area’. The comments from Professor Cox reinforce the conclusions in the OECD’s 2002 Urban Renaissance report on sustainable cities. The OECD concluded that Canberra had the potential to be an important model for urban development: integral to this, however, was the need to ensure that Civic becomes an appropriate civic centre for Canberra. I have a vision for Civic as a wonderful focus for Canberra – that can provide a wide range of experiences for visitors and local alike. Our shared challenge is to turn this vision into reality.

• The abolition of the existing Board

This is the first of a series of regular updates from the Office of Regulatory Services (ORS) on important issues that affect your industry.

• The transfer of the tribunal functions of the Board to the new tribunal

Firstly you have probably noticed an increase in the number of visits from our compliance area as recent additional funding provided by the ACT Government has enabled us to employ two new liquor Inspectors. This means an extra 160 inspections can be carried out on licensed premises throughout the ACT each year The employment of the two additional liquor licensing inspectors is part of a number of measures aimed at lessening alcohol‑related violence and anti-social behaviour in the Territory. Another significant change on the way is the introduction of the new ACT Civil and Administrative Tribunal. In early 2009 it is anticipated that the Liquor Licensing Board of the ACT will become part of the new tribunal. The new tribunal will consolidate 16 existing tribunals and improve access to justice, reduce costs and provide better support to tribunal members and registry staff. It will incorporate four divisions, including Civil Disputes, Administrative Review, Occupational Discipline and the General Division.

• The transfer of the administrative and regulatory functions of the Board to the Commissioner for Fair Trading • Terminology changes with the Registrar of Liquor Licensing being replaced with the Commissioner for Fair Trading. INDUSTRY NEWS The ACT Government is in the final stages of the public consultation phase of a $1 million project to expand Canberra’s CCTV network in public areas.

The current network comprises 15 cameras around Civic which have been operating since 2000. Following concerns about the lack of coverage by the cameras, the Government announced funding of $1 million over four years starting in 2008-09 to upgrade the network.

$1 million upgrade of CCTV network

Officials from the Department of Justice and Community Safety have consulted the AHA and businesses in the affected districts with a view to determining the preferred location of the additional cameras. The AHA has distributed a survey of members to obtain feedback which will be passed on to the Department.

In addition to expanding the coverage in Civic, CCTV cameras will also be installed for the first time in Kingston and Manuka.

ACT Policing will be patrolling all licensed premises and public function areas this summer, especially in the lead up to Christmas and New Years Eve festivities. This December and January don’t be surprised to see more police out on our streets as part of Operation Cobolt. Operation Cobolt has been run before and as many of the business around Civic, Manuka and Kingston would know it is a focused police approach to prevent and detect anti-social or drunken behaviour before it gets out of hand. We will be working closely with the Office of Regulatory Services, ACTION Buses and the Sobering-Up Shelter again this year to ensure intoxicated people are appropriately cared for and have alternative means to travel home. You may receive posters like this one to place in your establishments to encourage people to drink responsibly and plan how they will be getting home. Melbourne Cup Holiday has run its race

The Chief Minister Jon Stanhope has indicated the Government will scrap the controversial public holiday it introduced on Melbourne Cup day last year. Family and Community Day has been the subject of intense criticism from the AHA and the broader business community. For many AHA members what was once the busiest trading day of the year became one in which most venues were not even open for business. The day after this year’s holiday, The Canberra Times reported that Mr Stanhope “said the Government would review the future of the public holiday amid an outcry from Canberra businesses that the holiday was costing them millions of dollars in lost trade”.

It appears that a stroll about the deserted city streets convinced the Chief Minister to reconsider the holiday. “I must say, as I was out and about over the weekend I was surprised at the number of small businesses and retailers that raised the subject with me.”

Don’t let it get to this.

“We have a section of the community that is not enjoying this public holiday, and I think we should look at that”, he said. The AHA will continue to lobby the Government on this issue and will keep members informed of developments.

Departing from the City Bus Interchange, Eight Nightrider routes will take passengers home from approximately 1.00am to 4.45am. Services drop passengers within a reasonable walking distance to most Canberra homes within the suburbs listed on the timetable.

The program, which is sponsored and managed in Canberra by Communities@Work, commenced in late February this year with a handful of donors. OzHarvest Canberra now collects from 50 donors and provides meals to 37 shelters and refuges in Canberra and Queanbeyan.
