The Rolls-Royce and Singapore Airlines Engineering Company joint venture has become a market leader over the years for both engine overhaul and component repair services but, as Morris enthuses, capacities and scope are about to reach unprecedented heights via a new test cell, a recent strategic merger, and significant affiliations with regional centres of excellence. “SAESL’s engine overhaul business is the only facility in the world that can service all current products in the Trent engine family,” he states, “[and] with annual revenues of around $2 billion, SAESL is a key contributor to the Singapore aerospace community.” Another internationally-prominent manufacturer making waves in Southeast Asia is P.T. BAUER Pratama Indonesia, the regional hub of the global BAUER brand. With intensifying competition among white-collar workers for jobs in the first quarter of 2017, the increase in average monthly salaries slowed down significantly. The average monthly salary in the

first quarter of 2017 edged up only 0.8 percent; the growth of average salaries for white-collar workers hit the brakes during the past two quarters, slowing down from a 4.1 percent rise in the third quarter of 2016.

ounded in 1994, Amazon - the world famous ecommerce retailer – was formed originally to provide consumers with products in two segments, merchandise and content. Now Amazon is ready to increase its presence in Asia, massively boosting its operations in Southeast Asia, and making its entry into the region by launching its new hub in Singapore. Enlarging its presence in Asia is a bold move for the Company, shortly after pouring $3 billion into its India business and the introduction of its Prime Service to China. Amazon has used both as a springboard for entry into Southeast Asia where it doesn’t currently offer local services. Initially the Company’s plan was set to launch a selection of services in Singapore by the end of the first quarter of 2017, centrally aiming to offer AmazonFresh grocery store and Prime Delivery services. At present, online services account for less than five percent of all commerce in Southeast Asia, which when you take into account the 600 million consumers living there, shows huge growth potential for any companies looking to begin work in the market. The main focus for Amazon is most definitely expanding its presence in Singapore, however, it has not ruled out entering Indonesia Southeast Asia’s

Despite the initial excitement and anticipation surrounding Amazon’s move into Southeast Asia, its entry has been put on hold until later on this year; the initial footing to set up the business taking longer than initially anticipated. Some of which include wider internet usage, higher ownership of credit cards, better establishment of logistics and delivery networks as a clearer environment for business compared to other areas in Asia.

However, the move has slipped slightly down Amazon’s expansion timeline, with the Company potentially looking to expand in Australia first after hiring a team of more than 100 people in Sydney to kick-start its operations successfully. Amazon has promised its new Australian customers with cheaper prices, faster delivery and new access to a greater range of products. Although Australians can already purchase products from Amazon, in providing local warehousing, the Company will be able to massively cut the delivery to customers and therefore improve its service.

Entering a competitive market

When the move does go ahead, Amazon may not be in for an easy ride. The US-based Company may be the mainstay of internet shopping sites, however it will have a strong contender to take on in the form of Chinese Company, Alibaba; both of which have built strong reputations in their home markets, standing each in good stead when it comes to conquering new ground.

Billionaire, Jack Ma, the owner of Alibaba, has been making aggressive moves in Southeast Asia already, taking a lead in the market against Amazon, making for an interesting year ahead as the two already have history; having encountered one another in the US. The two companies are definitely the most notable players in the ecommerce space, demonstrating two very different business models. Jeff Bezos’ Amazon sells its goods directly to consumers, with its inventory kept in a network of warehouses, while Alibaba focuses on online marketplaces - it’s largest to date being Taobao - providing platforms for the trading of goods, similar to ebay. Alibaba has also found a lot of success with Tmall for larger retailers, where it is able to produce commission, and AliExpress, a globalfacing ecommerce site which makes it possible for consumers globally to buy from Chinese merchants. As Alibaba doesn’t have to stock an inventory

anywhere, the Company has an easier time in terms of mobility when setting up in new markets. Interestingly, Alibaba has been referred to as the Amazon of Southeast Asia in the past, known for

its domination of the region’s ecommerce market. However, with Amazon making its move into the region, it will be interesting to see how Alibaba copes with this global superstar. With Southeast Asia providing such huge potential it is big enough for multiple players to enter the market, even if that does just happen to last for a short amount of time. Despite the fact that the ecommerce market in Southeast Asia is projected to hit heights of $25 billion by 2020, there will still be many challenges leading up to that point, making for a fascinating battleground for ecommerce’s two leading exponents to fight it out over the coming years.

n Arcadis report has revealed that Hong Kong remains the most expensive city in Asia for construction works, while also divulging the wider continent’s domination over current high-value projects in the global industry. The annual Arcadis International Construction Costs Index placed Macau and Singapore just behind Hong Kong, contrasting with Bangalore, Kuala Lumpur, Jakarta, Ho Chi Minh City, Taipei, Bangkok and Manila who were all among the world’s cheapest cities for the sector. This vast chasm and alarming divide at both ends of the spectrum is further enforced by the fact that only New York remains more expensive in the global charts than Hong Kong, leading to the global management consulting Company exploring the reasons for such a gap.

A foremost factor appears to be a severe labour shortage in the city which underpins the high contributory costs within construction projects, but there are signs of improvement in the offing too, as it looks to try and emulate many of its Asia-Pacific counterparts in future Indexes. Hong Kong markets are now stabilising at peak activity level, while ongoing and upcoming mega public infrastructure projects, such as the Zhuhai-Macau bridge link and the largescale housing programme that totals 480,000 units over 10 years, are expected to sustain Hong Kong’s construction industry workload at its current level. The Report also found that three of the top ten highest value construction projects in 2017 are located in China.

Initiatives and solutions

The annual Arcadis index, which analyses the relative cost of construction across 44 major cities, also noted that a slowdown in the global economy - led by China and in resource economies such as Brazil and Saudi Arabia - points to wider changes affecting the world’s construction markets over the coming months.. For Hong Kong however, there remains optimism in the knowledge that an insular reform could result in the same economic leniencies that are being seen in the likes of Kuala Lumpur and Jakarta at present. Francis Au, Country Head for Hong Kong and Macau at Arcadis commented: “The rise of labour costs in the construction industry is mainly caused by the ageing workforce and labour force shortages. This issue is challenging to solve because solutions based on migrant labour are

Meanwhile, growth rates in many Asian construction markets have eased significantly over the past 18 months, mainly due to the peak in commercial and residential development rates. Looking forward, expansion at around five-seven percent a year is the best prospect for many construction markets in Asia. And with this in mind, the likes of Hong Kong, Macau and Singapore will be looking to capitalise on the sector revival in order to turn its culture back from an emerged to an emerging outlook. Alan Hearn, Arcadis’ Head of Buildings Solutions, Asia concluded: “The future of the construction industry in Asia is looking bright. However, we believe that the construction industry drivers for the future will change. “Four out of the 10 highest value construction projects in 2017 are located in Asia. Among them are One Belt One Road (OBOR) initiatives and the Delhi Mumbai Industrial Corridor. Megaprojects like these are mainly funded by public-private partnership (PPP) and will continue to fuel the development of the construction industry in Asia.”

Asia Outlook (AsO): As one of these key projects, can you please talk me through FARO’s contribution to India’s first ever R&D project devoted to modernising the country’s railway infrastructure? Quah Beng Chieh (QBC): Last year, FARO supplied researchers from the Indian Institute of Technology Roorkee (IIT Roorkee) with the FARO Laser Scanner Focus3D X 300. The goal was to provide the Ministry of Railways with insights on India’s current railway infrastructure and recommendations for improvements on the tracks, signalling, stations, and terminals. A first of its kind, the research would help shape the country’s future

railway infrastructure, and would require accurate and objective results to facilitate progress. Using the compact and lightweight Focus3D, the team of researchers completed the task of scanning the Roorkee Railway Station in just 10 days, a task that could have otherwise taken 30 days. The Focus3D performs well even under direct sunlight and this feature proved to be vital for the team, as it enabled them to acquire data quickly and accurately regardless of lighting conditions. In addition to providing point cloud data simultaneously with every scan, the Focus3D also offered the client with a complete stitched 3D map,enabling the Government to

easily integrate the map into a 3D smart city data file for the country. We are encouraged by the success that IIT Roorkee achieved, and FARO will continue to share its expertise with various partners. AsO: How do you foresee the role of 3D measurement, imaging and realisation technology evolving in the years to come via projects such as these? QBC: We expect that future projects and product designs will become more complex. This will influence manufacturers to change and evolve to retain their competitive edge in their respective markets. At the same time, companies will also demand for more advanced technologies to support their goals. This impacts FARO, as we believe that demand for innovative technologies will drive greater demand on the requirements and specifications of future 3D measurement, imaging, and realisation devices. Technologies will become more multi-functional and cross-functional, with greater accuracy, lower cost, smaller form factors, higher efficiency, and measurement effectiveness. For example, we can possibly expect the integration of several platforms and technologies to form new solutions such as unmanned

aerial vehicle (UAV)-scanning or inspection systems for hard-toreach places such as dams, or fully autonomous remote scanning or measurement solutions to perform tasks in hazardous environments. In 2017, FARO will continue to support these and other sectors with our expertise and technologies, as we target to also explore new projects. Our solutions are used in multiple projects around the world, and across different industries and applications. As shared earlier, FARO’s solutions have enabled IIT Roorkee to gather information on India’s railway infrastructure. Our technologies have also been used to support different aspects of India’s Smart Cities Initiatives, such as the revamping of railways and buildings. With the India government pushing for infrastructure investments, the immediate future is bright for companies operating in the industrial manufacturing and construction segments, and FARO will be on hand to provide manufacturers with advanced metrology and scanning support where needed. H O N G K O N G I S a very small place when taking into account the seven million inhabitants that are squeezed into the city, therefore transportation has to be top notch to keep it moving. This makes it the perfect setting when faced with a jampacked schedule, while also providing you with plentiful opportunity to explore the city’s cultural offerings. The Mass Transit Railway (MTR) is the quickest and most modern way of navigating your way around urban destinations, however, if you have a little more time on your hands in between meetings and wish to take in more of the city on the way to your destination, this is perhaps not

the most preferable option. Hong Kong comprises five underground lines, including the Kwun Tong, Tsuen Wan, Island, Tung Chung and Tseung Kwan O lines; three suburban rail lines including West, East and Ma On Shan lines; the Airport Express; and a complex network of modern tram lines in the North West New Territories. Generally as a visitor to the city, you will become familiar with the busy Tsuen Wan Line, which runs from Kowlook to the New Territories and it is important to note a few things before entering. Firstly and perhaps most importantly, the consumption of food & drink both on the trains and in stations is forbidden and if you are caught, you could be liable to incurring up to a $2,000 fine. Fares will of course depend on the distance you are travelling and most ticket machines will not accept

anything larger than $10, however, customer service points will provide change for you and you have the option to use your card on the Airport Express. When seeking a slightly more traditional mode of transport, the city’s double-decker trams have been servicing Hong Kong for more than a century, and although they are perhaps a slightly more bumpy and rustic way to travel, for a flat rate of $2.30 you have the opportunity to see a lot more of the city and get in a little sightseeing. Busses and taxis are also a perfectly good option for finding your way around Hong Kong, however, it is important to remember that those options will only be as practical as traffic will allow, so be sure to afford yourself plenty of extra time when faced with a busy schedule to avoid any hold-ups.

The Business End While stereotypically somewhat of a backpackers’ paradise, the city has inadvertently shaken that tag in recent years virtue of development on a more corporate level. As the major metropolitan area in the region and the country’s political hub, it has evolved rather rapidly into a thriving financial domain; all the while retaining its natural appeal. A sector diversification is occurring, and being compounded by five new large-scale industrial parks, as well as a strong increase in trade portals being formed to overseas partners. Out & About As epitomised by Vietnamtourism-Hanoi’s tours, the array of activities available in Hanoi are plentiful, whether you’re looking for a sedate walk among the trees, or a vibrant night out in some of the city’s reputed eateries and bars. Hanoi's road network is among the best in Southeast Asia

With every new infrastructural development, a new road or transportation system has been introduced in tow, and as such, Hanoi has become one of the most refined transport networks in Southeast Asia. Initially served by Noi Bai International Airport upon your arrival, the plethora of options that are then on-hand to dictate your movements from then-on leave no stone unturned. Where other cities may present you with obvious choices across rail, road, taxi or bus, all four have been honed successfully in this case to suit preferences rather than necessity. If push comes to shove, internal movement probably favours the road via car, taxi or bus - especially while its metro links are being developed - but once these are unveiled as early as next year, the network really will be complete. Until then, it could loosely be

advised that while tourists capitalise on the bus and open-top bus array, the business traveller may instead opt for taxi luxury or by getting about under your own steam. That being said, ‘your own steam’ in Hanoi, often means motorbikes or bicycles, so if you’re not overly confident on two wheels, then perhaps the four-wheeled taxi option is a way to stay on the safe side. It should be noted though that some metered taxi owners will attempt to negotiate a flat fee in advance of the journey, which may sound daunting but can often end up being cheaper if you know roughly where you’re going and how much it should cost. For the more daring of you, motorbikes can be rented from agents within the Old Quarter and in all honesty are the most exhilarating way to enjoy the magnificent city and its surroundings.

possible because of the fantastic support we get from our headquarters in Germany and Asia-Pacific regional networking countries, whether that’s technical, contractual, or manpower support,” Narayanan explains. “We are completely self-sufficient through the big returns we have made in Indonesia, so don’t have to bring in financial support, but we know we are large enough on an international level to be flexible, to cope with fluctuations, and to react to clients’ needs when required.” In turn, such peace of mind has been rewarded with some of the country’s most significant construction projects in recent years, as owners and contractors look to BAUER’s mite when it comes to the most pressing of challenges and technical requirements. “A good example of this I would say has been the International Finance Centre building, which was designed and built by the main contractor, Samsung,” Narayanan recalls. “It is located in a very busy part of Jakarta, Jalan Jenderal Sudirman, which made site conditions very difficult; but that is precisely why we were chosen for the job. “Despite all of the complexities of it being one of the tallest buildings in Jakarta, everything was finished on time and we have received numerous additional works as a result of our triumph as well.”

I, myself have worked for BAUER for 25 years, Indonesia being my seventh country, and this is vitally important to retaining the culture of BAUER in everything we do.” “We often send employees overseas for a time so that they get this wider experience of the BAUER Group, before bringing them back as enhanced individuals with new information and improved standards.” A strong local emphasis is placed within this strategy too, as is also seen via its supply chain; for materials and procurement activities outside of its own vertical integration chain. Once again, this lends itself more successfully to quick turnarounds, quick decision making and quick reactions to industry and client requirements; something which is all the more important in a multi-Island country such as Indonesia where logistical refinement is critical. It also epitomises P.T. International Eminence in

Ophthalmology The Singapore National Eye Centre seeks to transform eye care in Asia, bringing eye care to the community while increasing innovation, quality and value Writer: Phoebe Calver | Project Manager: Callam Waller n the middle of Singapore’s transition from a manufacturingbased economy to a knowledge-based “value creation” hub in 1990, the Singapore National Eye Centre (SNEC) was established. At that time, cataract was the major cause of blindness. Over time, this was compounded by an epidemic of myopia in young schoolchildren, leading to visual problems later in life. Concurrently, with an ageing population, glaucoma and agerelated macular degeneration (AMD) were becoming major problems. Fortunately, at the same time, the practice of ophthalmology was experiencing a revolution enabled by new technology. A prime example of this was eye doctors’ transition from standard extracapsular cataract extraction (ECCE) to small incision “sutureless” phacoemulsification, a method which gave both positive and predictable clinical outcomes in a faster recovery time. “We saw the gradual transition from in-patient surgeries into day surgeries and the gradual replacement of general with local anaesthesia

during procedures,” begins Professor Wong, the 5th Medical Director at Singapore National Eye Centre. “These changes provided the foundations for a standalone ambulatory eye centre, giving birth to the true concept of SNEC.” Undoubtedly, the establishment of SNEC as the national specialist centre for eye care that would be independent from the Singapore General Hospital (SGH) was one of the most profound changes for ophthalmology in Singapore, a change which would subsequently accelerate many other changes in the practice of eye care.

Ahead of its time

Beginning with a team of only nine, Professor Arthur Lim, the founding Medical Director of SNEC, experienced considerable resistance as a number felt uncomfortable leaving SGH as they were unsure if SNEC would be a viable entity. “Of course, for many eye surgeons at that time, joining a new startup standalone centre, separate from the 100-year

SERI has the unique distinction of being among the first research clinics to be located and embedded in a hospital “During the past decade or so, SERI has conducted landmark research that has led to tangible outcomes, continuous patient benefit and success stories,” Wong describes. “It has paved the way for significant improvements in the way in which eye diseases are treated and prevented, not just for Singaporeans or Asians, but on a global scale.” SERI has now published 2,700 scientific journal papers as of January, 2017, alongside securing 252 external peer-reviewed competitive grants worth more than $227 million and being awarded more than 400 national and international prizes.

Expanding facilities

With the tremendous growth that has been achieved since SNEC’s inception, the plans for a new-phase two-wing Centre were conceived as early as 1992. Completed in October, 2001 at a total cost of $50 million, SNEC’s new purpose-built, eight-storey phase-two

In 2014, SNEC developed the Retina Centre, complementing the services of the adjacent new Diabetes and Metabolism Centre on the campus. Then SERI started operations in the Academia Building which opened in 2013. There are four levels of basic and advanced eye research facilities such as corneal tissue engineering and stem cell, ocular genetics, ocular therapeutics, drug delivery as well as a retinal reading centre and research administration office . “The new building is able to offer a more conducive environment for greater synergies in pathology, medical research and education to raise the benchmarks for better healthcare,” clarifies Wong. “Located within the vicinity of the clinical services at

SNEC and Duke-NUS Medical School, this is a key milestone in academic medicine with a vibrant environment for networking and professional collaborations to advance diagnosis, treatment and innovative care for patients.”

Transforming healthcare

SNEC is actively involved in local and multi-centre clinical trials and research into the causes and treatment of major eye conditions such as myopia, AMD, diabetic eye disease, glaucoma and corneal conditions, with hundreds of ophthalmologists from neighbouring countries. The Centre has been privy to thousands of ophthalmologists from neighbouring countries and beyond participating in the Centre’s teaching

courses and international meetings which are organised annually. In order to advance ophthalmic science and service, and to increase opportunities for professional interactions and collaboration, SNEC has also fostered strategic links with leading eye institutions the world over. Not only is the institution as a whole well-respected, but it has also selected the top talent to take it forwards successfully. Wong continues: “Three of our top clinicians from the Singapore National Eye Centre and the Singapore Eye Research Institute were awarded the prestigious President’s Science and Technology Award in 2009, 2010 and 2014 for their outstanding contributions in translational, clinical and epidemiological research in cornea, retina and glaucoma. “Apart from retaining this top level of talent, the other challenge we face is in continually providing good service, and even with an ever-increasing workload, we saw 250,000 annual visits in 2007, compared to close-to 340,000 today.” An issue for the Centre is the time in which it takes to increase its manpower, due to the many years - up to 12 - that it takes to train a specialist, and at present it is challenging to keep up with the increasing population demands. However, SNEC is now working closely with the Ministry of Health with the overall aim to transform eye care, bringing eye care to the community, while enhancing quality and value for the patients. Over the next five-10 years, SNEC and SERI hope to develop new innovation in areas of deep learning technology or artificial intelligence for diabetic retinopathy screening, telemedicine for remote diagnosis and monitoring, step-down community eye care for patients with mild or stable eye disease, and new surgical treatments such as minimally invasive glaucoma surgery and stem cell therapy for retinal diseases.

DC: We have served an average of 15,000 patients annually from Malaysia and Southeast Asia to Europe, Canada, New Zealand, Japan, Hong Kong, and the Middle East. As a matter of fact, we have largely contributed to Malaysia’s

medical tourism industry with more than 60 percent of our patients being international. In regards to our competitive advantages, we offer a PTCA day surgery format and we are one of the few medical centres in the world to offer ‘comprehensive’ health screening packages for heart, stroke and cancer. Up to date, we have successfully performed more than 10,000 noninvasive CT coronary angiograms.

AsO: How much research and development goes into monitoring global trends and developments which can be replicated in the HSC Healthcare Group? To that end, what are the main healthcare trends that the Group has been monitoring at the moment and how are you striving to adhere to these? DC: One of the biggest challenges that we are facing is the unstable and unreliable economies as well as the weakening of the Malaysian Ringgit which has driven out our costs as we invest in imported medical devices

Another factor is the competitive and saturated medical industry in Malaysia and the region. Nonetheless we only see competitiveness as a positive driving force for us to never compromise quality and to dedicate our best in delivering medical excellence and world-class healthcare delivery. Lien adds: “As our relationships with customers have grown over the years, our understanding of what they are likely to need has deepened and therefore we have been able to enhance our products and service offering to meet customers’ logistical and engineering service needs.” Taking the next step in ensuring reliable service throughout the chain of service delivery, AMOS has gone on to build up its own fleet of supply boats to ensure timeliness and accuracy in the final stages of delivery. Moving on in time, the Company has further transformed its business model to one which provides technical

represented by Mr. Indan Handono, Drilling & Completion Manager, we received a certificate for the compilation of our efforts towards the award,” adds Parlindungan. “During our 2016 campaign, 28 wellintervention and two workover jobs were completed, with a resulting 15 percent production gained which was higher than the production target originally set, and all of the jobs were both delivered on time and within budget. “Both our performance and commitment in these workover and well-intervention programmes are the key elements to our success. After being given this award, the Company is really pushing on to continue our upward trajectory in 2017. With both the combination of our commitment and strong team, this vision will result in great improvement for the Company.”

Parlindungan describes: “At present more than 120 children have accessed the programme and more than 60 children have received educational support via the Snaggar Belajar, mainly in Ujungpangkah.” The programme has also provided the distribution of technology to schools in Penajam Paser Utara and Gresik, providing them with 40 computers. Not only has the Company made significant improvements to educational facilities in the area, but it has also implemented massive improvements to levels of sanitation which was in very poor condition. Saka’s programme focuses on enabling the community to both reduce waste and make significant improvements to the community. Parlindungan adds: “Our programme looks at how the community can reduce waste and improve the community through

Future projects

Moving forward from the success of Saka Energi’s past few years, the Company is focusing its efforts on exploration and development, with many projects in the pipeline which will set it up well for the remainder of this year and beyond. Parlindungan concludes: “We are working hard to produce the best technology, using the options available to us locally which enable us to improve efficiency at a very competitive price. DSA’s origins stem back to its five founding Directors who all worked together in the London office of an American mechanical and engineering consulting engineering firm. Their combined decision to leave the

recalls. “This included two airports in Cyprus and a major office building complex in London. “By offering expertise on delivering large projects in combination with innovative engineering, DSA quickly built the firm to comprise 50 people with work throughout the world.” These 50 people, and everyone hired since, fit within the DSA culture of driving innovation; many of its workforce having at least 20 years of experience in the construction industry to compound this collation of knowledge. “An engineer has to have experienced working on the design of a large building complex and then seen it through to completion of construction on-site a number of times before he can see how one can achieve simple and elegant solutions for complex building design issues,” Stillman adds. “Constantly upgrading and training staff pays dividends as our

While recruitment remains centralised in London, the employment emphasis is placed locally, before engineers from the likes of Vietnam and China are brought to the UK to be trained in the “DSA Way”. “This is the only way in which we can ensure consistent quality of our design work across the globe,” Stillman explains. “Our London office has senior engineers of many nationalities which helps us work across the world.” The fact that DSA Engineering has worked in almost every region around the world makes such a strategy essential, with Europe, the Middle East and Asia proving especially fruitful over the years. According to a Frost & Sullivan report, Thailand’s Internet of Things (IoT) spending in 2014 amounted to US$57.7 million, and it is forecasted to increase by 1,600 percent by 2020. On the smart city front, the ICT ministry in Thailand has developed a digital economy masterplan which entails two phases: 1. Main domain missions: hard infrastructure, soft infrastructure, service infrastructure, digital economy promotion and a digital society. 2. Pilot projects centred on ecommerce, e-education, e-industry, and e-government. To manifest these projects, the country is actively searching for partners to collaborate with, representing massive opportunities for IoT solution providers.
