T

he challenge of dedicated and visionary Leadership in Nigeria has become an intractable morass, a hoodoo or jinx that is not about to evaporate anytime soon. The search for performers and performance has therefore been truly frustrating. At all levels, this problem seems to be worsening. It is to one State, Lagos State in particular, that we wish to turn in this edition. It is often said that “to whom much is given, much is expected.” Lagos State, Nigeria, is like the State of California, in the United States of America. It is a State with an economy bigger than that of most countries in the world. Lagos State occupies the same significant and substantial space on the African continent because its humongous economy dwarfs that of most African nations. And this is not by accident. Perhaps it is God’s way of signalling that he still has some love for Nigeria, that Lagos State has not had the same problem of lack of exemplary leadership as many of the rest of the country. Lagos State has been blessed for many decades, and several generations, with bright and smart leaders who laid solid foundation and bequeathed impeccable pedigree to those coming behind. The latest leader, is Governor Akinwunmi Ambode, whose story is not only exceptional, but also inspiring. Prior to his contesting and winning the

Gubernatorial election in Lagos, most people had neither met nor encountered him. His name was not a household one and hardly could anyone recognise his face. Yet, he had paid his dues and made his mark as a seasoned technocrat and phenomenal civil servant. He had acquired more than enough education, and certificates to boot, at home and abroad. But he chose to be a thoroughbred

workhorse, a silent power house, allowing his good work to speak for him when necessary. What could have been a weakness turned out to be his biggest strength. I met Mr Ambode just before he publicly declared his interest in running the affairs of Lagos State, though it was already being discussed in

whispers here and there. His protégé, Mr Idowu Ajanaku, had put a call through to me in Accra, Ghana. He said Mr Ambode would like to meet me over an important issue. I told him to shoot straight and he responded that “Mr Ambode is the next Governor of Lagos, by the grace of God.” I wondered where such audacious and authoritative confidence came from, given that this was a hitherto unknown, unsong and unheralded candidate. I flew to Lagos and met Mr Ambode somewhere in Ikoyi. He was dressed in a simple wax traditional outfit and appeared a bit shy, or humble, or both. We got on very well from the outset. He introduced himself as extensively as possible. What struck me about him was his barrage of academic accomplishments. I’m a great fan of scholars and I regard myself as one. This melted my heart and I promised to do my best though I still had my fears about politicians allowing such idealists to come into power. We should have known that for him to receive the total approbation, acclamation and support of Nigeria’s supreme political impresario, Asiwaju Bola Ahmed Tinubu, Ambode must have had what it takes to build on the successes of his predecessors, Tinubu himself, and the Babatunde Raji Fashola and even others before them. The rest is history! Mr Ambode contested the 2015 Governor election and won and was sworn in on May 29, 2015. Since then, Lagos State has been on a rollercoaster of gigantic developments. As to be expected, it is impossible for your opponents to acknowledge your genius, no matter how obvious it may be. Governor Ambode has unleashed a blistering infrastructure development campaign on Lagos. It is like being taken on an adventure into the future. His critics have been less than charitable by creating the impression that he has done little or nothing to improve on the Lagos State he met. Could this be true or just a case of bellyaching? This is what the crew of Ovation International set out to investigate in our usual inimical style, using crispy pictures, and unassailable evidence. We do not have to say, or write much, the facts speak for themselves. As you open the pages of this special edition, you are bound to wonder how this enigmatic and charismatic leader has been able to achieve this deluge of ambitious projects in just three years. The idea behind the Cleaner Lagos Initiative is that for once, the way and manner we clean that road in Victoria Island should be the same way we clean that road in Ayobo, it should be the same manner we clean that road in Badagry and that residence in Ibeju-Lekki. It is a comprehensive process. Reforms are not static, reforms are a daily occurrence, as we start practicing it; we also spend some time reviewing it. All I want is for Lagosians to understand that our intention is to make our state cleaner, safer, and more competitive. I can assure everybody that this state will be cleaner than whatever it has ever been before this year runs out.

hree years on, and the vision of transforming Lagos is still alive and well. It was precisely on May 29, 2015 that amiable and astute Chartered Accountant, Mr. Akinwunmi Ambode was sworn in as the Governor of Lagos State. From the get go, his vision was clear cut, his commitment to the upliftment of Lagos and Lagosians was at the top of his agenda and it was with such clearheadedness that he embraced his responsibilities, followed his conscience and faced with fervour this job of running Lagos, the Centre of Excellence, Nigeria’s Commercial Capital and the 5th largest economy on the continent. Ambode’s confident and dynamic leadership is changing the landscape of Lagos. He has turned Lagos to a huge construction site, embarking on serious projects that have direct impact. Projects that are solving everyday problems. He explained that the template of taking development to every nook and cranny of the state was a deliberate strategy to keep people busy, especially those in the lower rungs of the economic ladder, as well as put money in their pockets. He revealed that this policy was geared towards ultimately reflating the economy that was at the time witnessing a recession. For him, the best way to exit inflation, is to spend your way out of it. That is the reason why he has rolled up his sleeves and has been working like a man who is racing against time. Those who are close to him revealed that he is a quintessential workaholic, a deep thinker par excellence who works as if every day is his last in office and many times, it is as if 24 hours is just not enough. It is this passion for getting things done in record time that propellled his first major investment which was in the delicate security sector. Governor Ambode realised that the prosperity of

the state is tied to the security of lives and property. Thus, his government re-organised the security architecture of the state, rebranded the Rapid Response Squad (RRS) of the Nigeria Police and spent a whopping N4.7billion on equipment. Today, crime is on an all-time low in Lagos. That was not all, the energetic gentleman also upped the ante with the introduction of the Lagos Neighbourhood Corps and the Lagos Response Unit (LRU). Today, these agencies have been applauded for their efficiency. In a country with many strong and dominant leaders, he has certainly been as tenacious and courageous as any other. But he has also been flexible, and a careful listener, who is always willing to accommodate the views of others. Nothing shows this more than the decision he took after the furore over the Land Use Act. Ambode is one gentleman who has brought principled leadership and integrity to the office of Governor. He is the first at work and the last to leave. He has built a reputation as a hands-on man, who does not just sit in his office and give orders. He goes on the field to personally inspect projects. Those who know, told us that there is hardly any project site that he does not visit. He usually drives around the city with his entourage, sometimes in the dead of the night, to conduct on-the-spot assessments, and ask the contractors tough questions. It is this personal approach that is directly responsible for the speedy delivery of many of the projects across the state. A sense of urgency is apparent. Furthermore, he joins top officials and experts on foreign trips every now and then inorder to keep abreast with discussions and have first-hand knowledge of arrangements concerning projects. This is surely responsible for the delivery of firstrate standards. He is one man who is not afraid to fire

and hire just to get the best. We are told that this Governor has zero tolerance for mediocrity. His eyes light up when ideas are big and bold. He cherishes innovative ideas that solve real problems but which also go beyond the ordinary. He has the uncanny ability to dream big and envision things. When you see some of his projects, you cannot but be awe-struck at the deep thought behind them. The iconic nature of some of them are also a marvel to behold. Indeed, Governor Ambode is one who has an extraordinary capacity for excellence. For him, it is only the best or nothing. He always believes that Lagos by now should be among the 3rd largest economy in Africa and a top city of choice for tourists, and he is working tirelessly to make this happen with some of the ambitious projects that his government is embarking on at the moment. He has become an enigmatic vessel who is focused on ensuring that his dream of making Lagos a smart, mega city becomes a reality and every day, he is building blocks with this goal in mind. Ambode is audacious. Yes, he can be termed as a man of courage who is not afraid to take risks. His audacity is exemplified by the ambitious Bus Reform Project and the intergrated transport system. Governor Ambode believes that Lagos is growing exponentially and as an emerging mega city, it needs a comprehensive transport system that can meet the demands of its over 20 million citizens. It must be conceded that there have been attempts in the past but the state with its complexity, requires a tailored solution to address its peculiar experience and that is reason the administration has developed a rugged, robust and workable system starting with bus transportation. Therefore, the 9 million or so Lagosians are set to enjoy a public transport system that is home grown,

All over Lagos, From Ikorodu to Ikeja, Agege to Ajah, new Bus Terminals are springing up, and when they are completed, the landscape of Lagos will change forever. That is not all, the rickety Molue and danfo buses will also become history as top-notch, comfortable buses will be introduced at costs that would be economical. As a man of the people, Governor Ambode is also thinking of those who may not really like buses, so the transport template is all encompassing: as it include ferry, rail, airport and an efficient traffic management

system. We gathered that the transport reform is so thorough that 40 traffic spots have already been identified in Lagos and the government has begun to tackle them. This is proof that for Governor Ambode, the overall goal is not just to embark on any project but he concentrates on projects that attacks and solves specific problems. Furthermore, he has made interventions in education, health, housing, power generation. Agriculture, youth empowerment, environment, water, sports, tourism and more. And the last three years, facts hasve shown that he has delivered a total of 1489 projects. Which translates to 423 projects per year, 35 projects per month and approximately one project per day. Remarkable!

What makes this feat even more outstanding is the fact that all these were achieved at a period where Nigeria was technically in a recession. When people say that it is in a period of adversity, that the capacity of extraordinary men come to fore, they may be describing someone like Mr Akinwunmi Ambode. His prudent management of resources, and firm ability to cut wastages in many sectors have been attributed for this success. Coupled with the fact that as an insider, who rose to the top echelon of the civil service as a Permanent Secretary and understands the intricacies of this engine room of government, he has oiled this all important system to his advantage.

Governor Akinwunmi Ambode Interestingly, despite these achievements, the indefatigable, pragmatic and seasoned administrator still believes that there are still many rivers to cross. He benchmarks himself with world class standards. In his view, for a state which contributes 30 per cent to the Nation’s GDP, houses the cream of Nigerian businesses and aspires to become the 3rd largest economy on the continent, Lagos must be on a fasttrack lane to development. Perhaps, it is this urge to deliver so much in the shortest space of time that could be given as the reason that he hardly grants media interviews. Governor Ambode revealed that he shuns interviews not out of disrespect for the media but because he believes that his work should do the talking. According to him, as long as he is solving assorted

Our encounter with him after so many attempts, was very revealing. He came across as a man who is fully in charge, he reeled out facts and figures effortlessly, and is very optimistic about his vision of driving Lagos to the top. Though he did not say so by himself, Governor Ambode is a man destiny. That was why he did not take the occasion when Lagos turned 50 for granted. For him, his election as Governor was a divine call to duty and that landmark occasion was a signal, that he was there to serve and nothing else. That celebration really brought home the enormity of the expectations of running a state like Lagos and one could only imagine the amount of pressure the

Governor must have internalized. But from the wonderful array of activities lined up to mark the occasion, it was obvious that this was a man who knows his onions. With the enormous projects he has executed; the many others which are ongoing and yet others planned for the future, everyone agrees that today, Lagos is not only working, but in very safe hands. Governor Ambode revealed to us that his driving force is a desire to give back; to use this God-given opportunity to impact lives and make a real difference. In this interview, the cerebral, selfless and savvy technocrat in politics, who is referred to as a genuinely good person that is fearless but gentle, discusses his key projects, his passion and his vision.

Just yesterday sir, your Commissioner for Commerce and Cooperatives announced that we exported $264 billion worth of goods out of the Lekki Free Zone. How does that make you feel, and what is your general plan for that zone and the Epe corridor

It was delightful news for us. Indeed the Lekki Free Zone is supposed to encourage industrialisation in Lagos state and also allow people use it as an export free trade zone. We are excited that one of the functional free trade zones that is working in Nigeria presently is the Lekki Free Trade Zone, and being able to export that $264 billion worth of goods, means that the free trade zone is functioning well, and it is just even the beginning. The idea of the free trade zone is to create a catalyst for the eastern axis of Lagos to become that economic hub that we want Lagos to be. Right now, the greatest investment that Alhaji Aliko Dangote has is in that free trade zone; we are looking forward to having a refinery there, a petro-chemical plant is there. Also, the Lekki Deep Sea Port is now under construction and the Epe Airport is also coming there as well. And with the kind of construction and infrastructure that we have been providing in the Lekki-Epe axis, it means that the future industrial hub of Lagos is in that eastern axis; and in the next 2-3 years, our overall strategy for that area will come to fore and it is going to grow the GDP of Lagos and eventually the GDP of Nigeria.We are really excited about the massive development going on there. Talking about the construction going on in Epe, a lot of buildings were pulled down for developemnt and I heard that even your own building too was affected, why did you let that happen?

Development is about touching every community, whatever infrastructure decision that we have made in Epe, is the same that is being replicated in Alimosho, the same thing that is going on in Badagry. This is deliberate because my philosophy is about inclusive governance, and I have promised myself that I would touch every community in Lagos state. So, with different projects being constructed in Epe or Badagry

or Alimosho, they are the fulfilment of our promise to ensure inclusive governance. Yes, during construction in Epe my fence was broken, I wasn’t compensated but that is the price you pay for leadership because you need to exhibit leadership by example. And for me to make that kind

of sacrifice, every other citizen in Epe and in deed the entire state now knows that nothing is too much for them to sacrifice, and the result of that sacrifice is the level of infrastructure you are seeing all around you. Our vision it is to increase commerce and expand the

whole concept of economic integration within the south-western states, and that is why we have taken that major road in Epe up to the boundary of Lagos state and eventually into Ogun state.

People say that Nigeria is facing economic recession, although the Federal Government says we are coming out of it, how have you been able to finance a lot of these your ambitious projects

It is not Akin Ambode’s money. It is the taxes paid by the people that have enabled us make these interventions. The singular difference is that we have been able to use these taxes and other forms of revenue judiciously, and also appropriating it in the best manner that you are able to see projects everywhere. We are running a leaner government. But beyond that, what you see happening in government today is a paradigm shift, we are trying to make sure that we reflate the economy; though people say recession has gone. A big reason for the disappearance of that recession can be attributed to our activities in Lagos state. We reflated ourselves back. It is my believe that you have to spend yourself out of recession. So, the bulk of infrastructure that we have been embarking on, also creates income at the lower level. Therefore, when you start a project in Badagry, Alimosho, Ikorodu, Epe and others, you are employing these lower level people: artisans, food sellers, plank makers, painters and others. By so doing, that little income on a daily basis, 5000, 10,000, etc., is what we use in keeping our people busy, that was the idea we used to reflate the economy, and eventually it has taken us out of recession. I have always said it that you can only reflate people out if recession and government must spend it self out of recession. It is a strategy that never fails. And this what Lagos state has actually been doing and has been committed to in the last 3 years; that’s why you see that there is peace here, you buy security by keeping people who do those jobs busy and by extension, this stabilizes the state.


My philosophy is very simple; I want to touch as many lives as possible. I don’t want to know them, I just want them to feel and see that there is somebody somewhere that is thinking and caring about them

Many of the projects this government has embarked upon in terms of aesthetics and architecture are not mere buildings but monuments, were you consciously laying the foundation for your legacy

It is not as if I deliberately decided to do things to ensure that it is my legacy. No, not at all. The projects going on all around the state are all part of our vision for the state. I just didn’t wake up one day to say I want to do interchange somewhere, or I want to do Ojodu-Berger. I usually concentrate on projects that would have the greatest social impact; the ones that really touch the majority of the people. If I say my government is people-driven, I should be able to choose projects that affect them, those which have the greatest impact on their lives. I don’t do projects for the poor; neither do I do projects for the rich. I do projects for people so that they would see it and feel it. Projects that affect their lives positively. If that is what we are doing consistently, and people are now saying that we are building legacies or monuments, that is their opinion and they are entitled to it. But the idea is more about doing people-centric projects that have greater value to their lives on a daily basis. So, if we do bus shelters, if you do lay-bys, or we do an interchange that the poor and rich are passing through and it is reducing their commute time drastically. If we remove roundabouts in Lekki, and instead of spending 3 hours, people spend 30 minutes; it is about them, it is about the people and it eventually would inrease productivity and grows our GDP. The ultimate goal is to oil the economy in a manner that there is always prosperity in the state That’s just my philosophy. This takes me to the question of the whole transport reform policy. How will this your innovative idea reduce the perennial Lagos traffic jam

If I tell you that the bus reform policy that we are embarking upon is going to reduce traffic jam in Lagos, it is not a straight forward answer. The truth is that Lagos needs an integrated transport management system. Unfortunately, from history, there has always been only one mode of transportation, which is just bus and the roads. But we have water, we have air, we have walkways, and then we have rails. They are still all going through a process but notwithstanding; the one that is so emphatic right now, which you can call the low hanging fruit are the roads. So why don’t you provide comfortable system in the road transport sector that allows the average persons (the poorest) to be able to have a comfortable life? Why can’t they ride in comfortable buses? Why should we consign them to Okada just because they don’t have the income. The essence of government is to be able to improve on the transport system in such a way that every voter has some comfort. Interestingly, the most important part of this mode of transportation is even the walk paths and walkways. There are more people walking than those of us that have cars, and we need to cater for them. You will notice that the new roads we are constructing, you would always find walk paths, we also have special lanes for bicyces. You have more than 8 million people walking on the streets of Lagos every second. How many cars do you have in Lagos? They are not up to 1 million or maybe 1 million plus, how do you cater for the 8 million people? They want to enter buses, so we need to create better buses for them, we need to create bus terminals for them; we need to create comfortable things. If I say Lagos is going to be globally competitive, I must do things that work towards Lagos being competitive, so that it becomes the best destination that anybody would like to visit, nobody who is a tourist in Lagos would enter danfo; it is not going to happen. So, we need to intervene and make the system work the way we really want it to work. And that is what we are doing in stages, in another 1 to 2 years; you will see the

real change we are making in the bus transport system.

There are fears that Lagos is poised to become a victim of its own success, because as you are making Lagos comfortable for Lagosians, other people would want to benefit from it. So, what is your vision regarding making Lagos a real mega city.

I agree that sometimes you can be a victim of your own success, but again you do not need to necessarily wait to become a victim. So there must be forwardplanning. Today, 86 people enter into Lagos every one hour. It is the largest in the world. Today, some people are looking at Lagos like New York, because they believe that when they get here, they will be successful. As someone in government, you have to start thinking ahead of that intended implosion; what I mean by implosion is that when more people start coming in, then it becomes a challenge as our infrastructure will be put under pressure. everyday expansion on capital expenditure is a plan that we have adopted to mitigate against that implosion or the entrance of more people. But again, you secure the city; once the city is safe and secure, the security is topnotch, it can contain whatever challenge that people coming in and going out can bring. Once there is peace, once the city is lit up, once the security is okay, we would have no to complain that people are coming in. So far you obey our laws, so far you are orderly and that’s the only way the economy can grow. We welcome everybody, who is law-abiding. When they contribute their quota, the state will continue to thrive. On the issue of environment, let’s discuss Visionscape and the Cleaner Lagos Initiative

All I just want is that Lagosians should understand that our intention is to make our city cleaner and safer, and more competitive. I can assure everybody that this city will be cleaner than whatever it has ever been before this year runs out.

You once said in a speech that you are going to introduce new thinking and innovative ideas; what innovative ideas should Lagosians expect from you

Look, innovation is a process. We have done things that we have been proven right; we said we would rejig the security apparatus, that we will do it in a way and manner that is totally different from the past. When I assumed office as early as June 2015, we were having tanker explosions, we were having the issue of falling trailers and all sorts of mishaps. We were having challenges security wise too. The incidents that confronted us in that early days taught us that we had to change the way our emergency response system is run. Today, we have the LRU team, we have the LASEMA team, with brand new equipment, and our response time is faster and globally competitive. We have also ensured that our rescue mission is near perfect, and we are almost everywhere. We decided to innovate in a way that we would adequately respond to the challenges in the state. We also invested N4.6billion on equipement and other items for the police to provide adequate security. That was one of our ways of changing the way we run the city, we want the city to become smarter. For example, how do you move from one point to the other? How can I stay in my house and I would be able to determine that the next bus that will come to my bus-stop is coming in another 30 minutes? It is in areas like this, that we have been innovating with an optimistic view that it would propel us to our destination of being a smarter city,-a city that talks to people without necessarily having to come in contact with them; that is my drive and we would eventually get there. Then again, we have cultural issues; the way our people respond to new things, their attitude and all that, is an issue we have to also navigate as we go along.

Let’s talk politics now, very powerful individuals and organizations have endorsed you for a second term; How does this make you feel?

I tell you, I don’t like to talk about politics.

If there is anything about being a successful career person, I would modestly say I have been successful in my career ordinarily as an Accountant. So, finding myself being a governor of a state is more or less a divine call to touch humanity. Therefore, I don’t see time frame as part of the task of what I have been assigned to do. Maybe in a bid to show appreciation, people just believe that what we have done is good enough and we should continue, but I don’t see it like that. I believe that I have a task that has been given to me for 4 years. As Governor, I just think that I am serving a purpose by God, and if it is God’s wish to move me unto something else, why not! I am committed to the issue of touching people, I am committed to making sure that we can demystify governance. When I look around, I tell myself that we are better than this, we can get things done by ourselves and not wait for foreigners. We can change the status quo. That is what propels me.

What is your message to a lot of people who believe they are not benefitting from this government?

I don’t understand your connotation of benefit. If I reduce your travel time from 3 hours to 30 minutes, you have benefitted. Governance and benefit are about how you have made people more comfortable. People

You value the taxes that you have paid against the benefit that government has provided, in terms of facilities. That’s the way we should be thinking; that

should be the new thinking. The social contract between my civil obligations as a citizen and the value in return that the government gives me is the benefit. If there was no night life in Lagos state before, if the city was not safe, and you are now able to appropriate your time in a manner that you leave your office when you want to leave, you drive to where you want to go at night, you move from your church or mosque to your house without fear; you have

benefitted! When you compare it to where we were at the beginning and now, those are the kinds of benefits we should be talking about. On a final note, what inspires you, and what philosophy has guided you all through the years

My philosophy is very simple; I want to touch as many lives as possible. I don’t want to know them, I just want them to feel and see that there is somebody somewhere that is thinking and caring about them. Touch as many people as possible in life, that’s the assignment God has given us. I don’t want anything again. I became a Permanent Secretary at the age of 37. I became a graduate at the age of 21. So, what else do I want? I am married; I have children. What else? Am I the best Chartered Accountant in Nigeria, the answer is no. Why has God given me that grace to be the governor at this time? It is to return all the blessing He has given back to people. That’s all! Thanks!

The Light Up Lagos initiative is an integral part of the administration’s programmes to put Lagos on the same pedestal and status as similar megalopolis in the world.

Governor Ambode had assured Lagosians that his administration would light up the State and create a 24-7 economy. Later, the government commissioned the Rural Electrification project to connect 68 communities in the Ibeju Local Government and Lekki LCDA to the national electricity grid. And the governor stated that the Light Up Lagos Project was built on a tripod consisting the Light Up Lagos Power Advisory Committee, Community Electrification and the Street Lighting Initiative. It is very important to note that the Light Up Lagos Project goes beyond lighting up roads. As a State, Lagos keyed into the change mantra of the President Muhammadu Buhari-led

government and has taken the project to Federal Roads. The state also got the support of Federal Government agencies to take over federal roads, put new installations and retrofit existing installations that are not working. The Light Up Lagos initiative is an integral part of the administration’s programmes to put Lagos on the same pedestal and status as similar megalopolis in the world. This initiative is in line with Governor Ambode’s commitment to build a 24/7 economy that will create employment and wealth for our people. The Light Up Lagos project is also part of the overall security strategy to make the State competitive, safe and secure.

AGRICULTURE

The Governor Akinwunmi-led administration has completed an agreement to acquire and establish a 32 tonnes per hour rice mill with AG (“Bühler”), a leading rice-mill producer in the world. The establishment of the rice mill is targeted at enhancing food security and creating employment in the State. It is estimated that the partnership would facilitate the creation of 274,000 jobs across the agriculture value chain, and will also bring about the cultivation of 32,000 hectares of farm land to produce rice paddy, equating to an estimated 130millionKg of processed rice per year which is an equivalent of 2.6milion 50kg bags of rice
