Welcome to Owatonna Parks and Recreation Fall-Winter 2011 Greetings from the Owatonna Parks and Recreation Department Next spring’s brochure will have a new look. This publication will be published three times per year by the Owatonna Peoples Press. We continue to update our website to make it much more customer friendly, www.ci.owatonna.mn.us, created a Facebook page, and have made major attempts to “get the word out” about the Parks and Recreation Department and their programs. The Park and Recreation office will continue to create flyers for the schools about our youth programs, and continue our weekly column with the People’s Press, along with our bi-weekly radio shows on KRFO. If you have any suggestions on how to make further improvements on advertising our department services, please let us know. As all of us try to cope with the tough economic times, I find myself reflecting upon the core values of what our mission is at the Owatonna Parks and Recreation Department. After 35 years in the Profession, I still get the feeling of satisfaction to see so many citizens using the parks, trails, recreational activities, Brooktree Golf Course, SeniorPlace, Skate park, River Springs Water Park, and the list goes on and on. The department does significantly add to the quality of life we enjoy here in what we call home….Owatonna Sincerely,

Owatonna Parks & Recreation MISSION STATEMENT The City of Owatonna Parks and Recreation Department shall provide a viable, broadbased source of recreational services and facilities serving all residents of the community. The department shall develop and maintain programs to meet the needs of all persons. The department further shall keep itself aware of the needs of the users through ongoing evaluation and assessment.

IMPORTANT INFORMATION PROCEDURES To participate in programs offered by the Parks and Recreation Department a registration form must be completed and accompanied with the appropriate fee. No phone registrations will be accepted. With the magnitude of the youth recreation programs, the Parks and Recreation Department can no longer accommodate special requests for placement of children on specific teams.

REGISTRATION DEADLINES/ LATE FEE INFORMATION Registration deadlines are the last day listed on each registration period. Any registration after the deadline date will be considered late. A $10.00 late registration fee will be assessed to any registration that comes in after the deadline date.

Owatonna Parks & Recreation Youth Scholarship Fund: This fund

helps support programs for all of the kids in our school district and Adult Special Recreation Programs. The Scholarship Fund has now

Fall & Winter 2011 received its 501(c)3 status so all donations are tax deductible if you so choose to donate to the Youth Scholarship Fund. Without the continued support of many, this program could not exist.

New Fee Structure: Participants must pay 40 % of program fee as of February 1, 2009. Qualification for Scholarship (check one or any that apply) a.____ Recipients of Current Free and Reduced Lunch Program (income level under $ ) b.____ Recipients of SSI (Supplemental Security Income) or Social Security Benefits c.____ Recipients of Medical Assistance Program d.____ Other, please explain ________________________________________________ New last year: Show proof of verification of one of the above qualifications The Owatonna Parks and Recreation Department has available funds from the Owatonna Youth Scholarship Assistance Fund for any youth in Owatonna for Parks and Recreation Programs. No youth will be denied the opportunity to participate in Parks and Recreation activities due to lack of funds. However, participants may not misuse the scholarship funds, such as, signing up for trips and not coming. Those misusing the funds may be denied future scholarship funds. All information supplied to the Parks and Recreation Department is kept confidential.

REFUND POLICY 1. Once purchased, registrations for various activities, class fees, league fees, and other privileges become the property of the purchaser and are not transferable under threat of revocation. 2. The Parks and Recreation Department must process any authorized refund through the City Council which involves a minimum of three weeks. 3. Authorized refunds are as follows: A request for refund is submitted prior to use of the privilege and no longer than 30 days after purchase. • If a class or activity for which the purchase was made is cancelled. • In case of annual memberships, if refund is requested within 90 days after first effective date, and only when illness, death, injury or

moving out of Owatonna is concerned. (In this case 50% of purchase price is reimbursable.) In case of seasonal memberships, such as golf, no refund will be allowed after July 1st. In the case of a class registration fee, no refund will be forthcoming to any class member following the first two weeks of class period except for reasons of illness, injury, or death, in which case maximum refund will not exceed 50% of the registration fee. In the case of a cancellation of an activity prior to its scheduled conclusion due to natural causes or facility conflicts, refunds shall be issued on a pro-rated basis excluding the Brooktree Golf Course for whom no refund will be issued. No other refunds for activities will be allowed.

CANCELLATION FEE A $10.00 fee will be assessed for all cancellations of registrations for programs.

WAIVER OF LIABILITY TO THE CITY OF OWATONNA The City of Owatonna requires all program participants involved in Owatonna Parks and Recreation Youth Programs to sign a Waiver of Liability form. The purpose of this form is to inform the participant/parents that the City of Owatonna will not be liable for any claim, demand, injury, damage, action or course for action while participating in a recreation program. Participation in Recreation programs are voluntary in nature and activities that are offered are optional choices of the individual.

VOLUNTEER COACHING OPPORTUNITIES

Individualized consultation with parents and coordination with the coach/instructor helps make the transition possible. In addition, all coaches, W.S.I’s, and staff receive a brief orientation when working with a child with disabilities in their initial training sessions. One-on-one assistance for your child is provided upon request. Registration: When enrolling your child in sports and other youth programs we request that you check the “Special Needs” column on the registration form. We must be aware of any medical condition that warrants medication or special attention from Parks and Recreation staff while your child is in our care. Information shared with a coach or instructor is confidential.

UNIFORMS FOR YOUTH ACTIVITIES

YOUTH WITH DISABILITIES

The only uniform that your child may keep at the end of the season are the T-shirts given by business sponsors for youth T ball. Squirts, youth softball and Fast pitch softball, youth volleyball, and squirt basketball, regular basketball and the full uniforms for youth baseball. All other uniforms and equipment must be returned to coaches as soon as the season is over. If possible, please make the necessary repairs after you have washed the uniform. If you are interested in sponsoring a youth activity please contact the Parks and Recreation office at 444-4321. Thank you!

Inclusion in Youth Programs

TEAM SIZE PHILOSOPHY

The Parks and Recreation Department utilizes volunteer coaches for many of the youth programs the department offers. Volunteer coaches are a key ingredient in the offering of these youth programs. The volunteer coaches will be trained through a new training program called American Sport Education Program. This includes training in psychology and philosophy of youth sports, first aid, and teaching skill techniques for the various activities. Please call the Park and Recreation office if interested.

Youth with disabilities or special needs are welcome and encouraged to participate in existing youth sports, aquatics, trips and summer programs. The “inclusion” policy of this program provides all children registered to participate with an equal advantage. Therefore, adaptive equipment, program modifications, and other accommodations are used to assist the individual as needed.

The Owatonna Park and Recreation Board has established maximum participation numbers for each activity. Teams will no longer by combined by school or neighborhood. “Friend or Driver” requests can no longer be honored.

YOUTH FOOTBALL Mini Husky Pup Football: This program is for 1st and 2nd graders. This program will tentatively start on September 10th and continue through Mid-October. (Four sessions at 1 1/4 hours per time). The time of the sessions are 9 AM-10:15 AM on Saturday mornings. (Dates: September 10, 17, 24, October 1 with the rain date being October 8). There is no football equipment required: only shorts, shoes and shirt. This program will focus each week on a football skill followed by games such as flickerball, interception, and much more. There is no clinic for this program. Location: OHS Practice Field. This is a great program to introduce children to some football skills, along with having some fun! Cost is $26 if registered July 27th – August 10th. Price includes a t-shirt! Mighty Husky Football: This tackle football program is for 3rd and 4th graders. Games/ scrimmages are played on Thursday evenings and/or Saturday mornings. Practices are held when coaches schedule them. The coaches will call the players after the coaches meeting in late August. The program continues through midOctober. Cost is $40.00 if registered July 27th - August 10th for City Residents/Non-Resident. Cost after August 11th: $50.00. The youth are weighed at the time of registration at the Parks and Recreation office. There will be no light weight/heavy weight division this year. We will be taking registrations for Parks and Recreation football at the Owatonna Huskies Football Camp on Wednesday, August 10th at the OHS Football Field. (Jeff William’s Camp 455-3130-flyers available at the P & R Office) Equipment needed for 3rd-6th grade football: A well-fitting helmet with face bar and chin strap, shoulder pads, mouth guard, football pants and multi-purpose shoes. A facemask which met the NOCSAE test standard at the time of manufacture. The multiple bar type is recommended. The face mask shall be made of material designed to be non-breakable with rounded edges, and those constructed of metal shall have the surface covered with resilient material designed to prevent chipping, burrs, or abrasiveness, which would endanger players.

A helmet, which met the NOCSAE, test standard at the time of manufacture and has a visible exterior warning label regarding the risk of injury. A properly fastened chinstrap shall secure the helmet. Optional: football shoes. The Park and Recreation Department will supply the football jerseys.

The Learn to Skate/Level One-Earn Your Stick group of skaters take to the ice on Monday evenings and Saturday mornings for 45-minute sessions. Skaters work on their skill progression at their own speed with many volunteers on the ice to help them along. Once a skater has passed our level one testing, they can progress throughout levels two, three and four before they become active in the Owatonna Youth Hockey Association traveling hockey program. The cost is $75 per session for levels one through three. A helmet is required for everyone on the ice. Protective equipment is available through the Owatonna Youth Hockey Association rental program for $50-$75 per year. Skates can be leased at Straight River Sports for the entire season at a reasonable cost.

-WINTER YOUTH PROGRAMSWINTER YOUTH BASKETBALL REGISTRATION • Youth Basketball- grades 3rd -6th • Thursday, September 29, 2011 – Tuesday, October 11, 2011 • Registrations received after October 11th will have an additional $10 late fee

Youth Basketball: This program is for 3rd, 4th, 5th, and 6th grade youth. Separate girls and boys leagues are formed. Programs begins in early November and continues through late February. The first couple of Saturdays will be scrimmages which was new last year. Practices are held one night per week at an elementary school and games are held Saturdays at Jr. High Gymnasiums. Volunteer coaches contact teams as to first practices. Costs are $38.00 city residents

LITTLE TIKES, SQUIRTS BASKETBALL REGISTRATION • • •

Tikes Basketball (Kindergarten), Squirt Basketball (grades 1-2) Through Thursday, December 1st Registrations received after December 1st will have an additional $10 late fee

Little Tikes Program-: This program is being offered to children who are in Kindergarten. It will be a non-competitive basketball league for boys and girls with the focus on incorporating social and motor skills for youngsters in a safe and supervised environment. The goal is to provide pleasure in playing, cooperating, and socializing while learning the game of basketball and stimulating their curious nature. Parents are encouraged to attend the sessions increasing parental understanding of the developmental process of age appropriate activities. All players will receive a t-shirt from a local sponsor. Costs are $33.00 for city residents.

Squirt Program:

A skills program designed for youth in grades 1 and 2. The program puts an emphasis on skill development. The program does not have a league schedule where games are played. Programs begin January 8th and continues through the end of February on Saturday mornings and early afternoons at Willow Creek. Parents will be notified as to which group their child is in. Costs are $33.00 for city residents. All players will receive a t-shirt from a local sponsor.

The wrestling program for youth is operated by the Owatonna Wrestling Association for Pre-Kindergarten through 5th Grade. Tentative Sign Up Night: Tuesday, October 25 6:00-8:00 PM Location: Owatonna Junior High School Cafeteria We will go over rules, code of conduct, schedule and have apparel for sale to take with you that night. 1. The River Springs Water Park will NOT OPEN for open swim or any offered program (except morning lap swim) if the “feels like” temperature is colder than 70 degrees. 2. The River Springs Water Park will close for at least ½ hour if lightening is visible and/or thunder is heard in the area. 3. Closing decisions will be made at least 45 minutes prior to the scheduled facility opening or program time (when possible). 4. Owatonna Parks & Recreation -OWATONNA PARKS AND RECREATIONTHERAPEUTIC RECREATION PROGRAM Wendy Reller, Therapeutic Recreation Coordinator Our recreation program offers a variety of leisure options for youth and adults with disabilities. We provide an adaptive format as well as opportunities for inclusion. Programs are offered year round. Our policy within the Therapeutic Recreation Program is to plan for the person first, the disability second, and to encourage the independent pursuit of personal leisure interests. Our goal is to make recreation/leisure choices available to everyone. Our objective is to accommodate individuals with necessary adaptations so that they may participate as fully as their non-disabled peers. THERAPEUTIC RECREATION MEMBERSHIPS

Inclusion in Youth Programs Youth with disabilities or special needs are welcome and encouraged to participate in existing youth sports, aquatics, trips and seasonal programs. The “inclusion” policy of this program provides all children registered to participate with an equal advantage. Therefore, adaptive equipment, program modifications, and other accommodations are used to assist the individual as needed. Individualized consultation with parents and coordination with the coach/ instructor helps make the transition possible. In addition, all coaches, W.S.I’s, and summer staff receive a brief orientation to working with the child with disabilities in their initial training sessions. One-on-one assistance for your child is provided upon request.

Registration: When enrolling your child in sports and other youth programs we request that you check the “Special Needs” column on the registration form. We must be aware of any medical condition that warrants medication or special attention from Parks and Recreation staff while your child is in our care. Information shared with a coach or instructor is confidential.

o A newsletter six times a year providing a calendar of trips, special events, weekly scheduled activities, and program information. o Free transportation to “in town” activities for residents within city limits for Night Club. o Experienced Park and Recreation staff facilitating programs and events. o Access to other resources and agencies such as A.D.D., Special Olympics, and more who advocate for persons with disabilities. o $42.00 fee (adults) and a $38.00 fee (teens) provides a 6 month membership in weekly programs. This weekly activity group is designed for teens age 14-22 years, who have developmental disabilities and would benefit from social interaction and a place to meet friends. Our 90 minute weekly schedule includes drop in activities, structured crafts, games, local trips and tours, as well as attending OHS events as a group. A schedule of our weekly plans and locations is available in the Therapeutic Recreation office and again in our newsletter every 2 months. Teen Club runs year round. The group meets Thursday evenings from 6:30PM-8:00 PM with locations to be announced. Weekly sites vary between Warsinski Chalet at Morehouse Park and Brooktree Clubhouse. o Membership fee is $38.00 for six months with fees due January 1 and July 1.

NIGHT CLUB

This weekly social group meets Wednesday evenings and is designed for adults over 22 years who have developmental disabilities. This group is an extension of our Teen Club and functions much the same way. Activities are more age appropriate for adults and we encourage the independent pursuit of leisure interest, whenever possible. Night Club is a place to establish and cultivate friendships through recreation. Our usual meeting place is the Senior Place, but our location varies with activity as well. Transportation to and from Night Club is provided to residents within city limits free of charge upon request. LIFE (Leisure Is for Everyone) is the name of our new Leisure Education Program designed for individuals with disabilities, 20-35 years old. Members of the LIFE group will meet on a weekly basis, and learn the skills necessary to make the most of their leisure time. While keeping involved in recreation activities and pursuing new friendships, they will also learn to plan and organize their daily schedules outside of work using a personal planner. Our goals are to explore personal leisure interests and community resources; develop an understanding of self-advocacy and personal independence through practice; realize the rewards that come from volunteering. Our usual meeting time will be Wednesday, 4:00-5:30 at SeniorPlace. At this time we do not provide transportation. We also encourage members to attend without staff, if possible. On meeting nights we’ll ask that they bring a brown bag lunch or a small fee to bring supper in. We request that they bring their own drink or snack during planning sessions. We hope this group will serve as

BUS TRIP INFORMATION Bus trips are open to Therapeutic Recreation members and their families. Although non-members may register for any trips listed, Night Club and Teen Club and LIFE members will have priority seating on bus trips. Non-members will pay an additional $5 fee. Transportation for all trips is provided by Owatonna Bus Company, with home pickups and drop offs available to members residing within city limits (as needed.) Requests for at

home pickups should be made at the time of registration. Wheelchair accommodations by lift are available also. Experienced Park and Recreation staff supervise the bus trips, and carry emergency information of individuals traveling with the group. They also determine emergency procedures, if necessary. Program I.D. neckwear is provided for all trips to insure a means of personal identiďŹ cation if members become lost or separated from the group. PCA’s, home staff, or parents are welcome to accompany members if their abilities or behaviors warrant assistance. Deadlines are listed for all trips and fees are expected prior to trip day. Paid fees will be returned only if trips are cancelled due to lack of registrants or inclement weather. All return times listed are approximations. The Buxton Trail, Kaplan’s Woods Parkway Trail, Cashman Crossing, and the Muckle Trail are all open year around 24 hours per day for your enjoyment. Trail maps are available at the Park and Recreation office. Trail Rules: Owatonna’s multiple-use trail system has been created to provide a variety

PARK REGULATIONS Listed below are some of the city ordinances that pertain to the parks in Owatonna. Although these are not all the regulations, they are the ones that include: Brown, Buecksler, Cashman, Central, Crocus, Dartts, Fremont, Gainey, Hammann, Hazel, Jaycee, Kaplan’s Woods Parkway, Manthey, Maple Creek Greenbelt, Mineral Springs, Morehouse, Leo Rudolph Nature Reserve, West Hills, Willow, Owatonna Soccer Complex and Steele Country Fairgrounds Park.

TOBACCO POLICY SUBJECT: Use of tobacco Products at Owatonna Park and Recreation Department and Owatonna Youth Athletic Association Youth events using Owatonna Park and Recreation Department outdoor facilities. Background: The Owatonna Park and Recreation Department believes that tobacco use in the proximity of children and adults engaging or watching youth sports at City of Owatonna owned or operated facilities is detrimental to their health and can be offensive to those using such facilities. Furthermore the Owatonna Park and Recreation Department believes parents, leaders, coaches, and officials are role models for youth and can have a positive effect on the lifestyle choices they make. Also cigarettes once consumed in public spaces are often discarded on the ground thus posing a risk to toddlers due to ingestion. Fires: No fire shall be set in any park except a fire for picnic purposes at grill sites designated by the Park and Recreation Department. Removal of Natural or Vegetative Material: No person shall remove from any park any plant or other natural object that exists in nature. Snowmobiles or horses: are not allowed in any city park. Pets: All pets must be on a leash, in control by a person. The person in control of the pet must remove any feces left by a pet. Picnic Shelters Shelters available include those at Mineral Springs Park, Dartts Park, Morehouse Park, Jaycee Park, Fairgrounds Park, Manthey Park, Brown Park, Gainey Park, Kaplan’s Woods Parkway, and Owatonna Soccer Complex. Reservations can be made on a first come, first serve basis for either ½ day or a whole day. Rates for ½ day range from $50.00 to $60.00, a whole day range of $60.00 to $90.00. Reservations should be made at the Park and Recreation office. Reservations may be made up to one year in advance. Reservation fee and $50 refundable security deposit to be paid at the time of reservation. You may also call 444-4321 for reservations by using a charge card for fee. The Warsinski Chalet may also be reserved with a $100/$150 reservation fee and $200 refundable security deposit.

FAMILY ACTIVITIES Disc Golf

RIVER ROCK DISC GOLF COURSE MINERAL SPRINGS PARK OWATONNA, MINNESOTA The River Rock DGC is a 9 hole/basket, par 27, 2586’ Disc Golf Course. It was first established in April of 2004 through contributions from individuals and local businesses. Modifications were made in 2006 to the layout of the course. Most of the 9 holes have a long and short tee. Local leagues and tournaments are available at River Rock;

the course is open year round during regular Owatonna park hours 6:00am to 11:00 pm.

BIKE/SKATE PARK- 2011 The Owatonna Skate Park was newly built in 2002 at Morehouse Park, with the bike portion be completed in 2004, provides hours of family fun, biking, and skateboarding. The Owatonna Bike/Skate Park is located at Morehouse Park, School Street. Directions, from interstate 35: turn on Bridge Street, going east, go to Walnut Street, turn right and go to School Street, turn right, go into Morehouse Park. The Bike/Skate Park is located within Morehouse Park on the left. The Bike Skate Park has changed to a Tier I Status. What the change to Tier 1 means for Bike/Skate Park users: 1. You will no longer need to pay to use the Park 2. The Park will no longer be staffed by city employees 3. There will no longer be a set season, set days of the week or set hours during day that you can use the park. You will now be allowed to use the Park anytime between 6:00am and 11:00pm (these are normal hours all parks in the city are open). 4. Waiver/Release forms will not need to be signed by any participant to be able to use the Park

SeniorPlace is a vital, intergenerational, timely, caring provider of meaningful, social, education, and volunteer opportunities that enhance the growth of our community.

MEMBERSHIP

Owatonna SeniorPlace is a place for leisure and recreational pursuits for adults over 50 years of age. We are located on the West Hills Campus off of State Ave. Our hours are: Monday – Friday 8 am to 4 pm. For the rest of the year – Membership is $21.00. Membership is $35 per person January— December of each year.

Bowling – Located at SouthPark Lanes League is on Mondays at 9 am and Individuals on Fridays at 9:00 am Balloon Volleyball – Thursday 9-10:30 am Table Tennis – (November to March) 12:30-2:30 pm Pickle Ball—During the Summer Months: Pickleball will be played on Mondays & Thursdays at 8:30 am at the Sid Kinyon Court by Lincoln School.
