Welcome to Owatonna Parks and Recreation Spring/Summer 2013 This spring/summer brochure will be of help to you as our department advertises its seasonal programs, activities, and amenities with this feature. Included in this brochure is information about the River Springs Water Park, Brooktree Golf Course, SeniorPlace, Parks, Tennis and Fitness Center, and Adult, Youth and Therapeutic Recreation Programs and Activities. Also check what’s all “NEW” in 2013. Pickleball, expansion of “Movies in the Park”, River Springs Water Park Specials, Senior Games and new age limit at Brooktree Golf Course to name a few. Our department has also purchased a new software system which will be coming soon………We hope to implement a new software system – Max Solutions for our Fall Registration. This will be a great asset to the Parks and Recreation Department. Please be patient with us as we are currently working on getting the program up and running. Once we have the programs ready to go you will be able to register on-line with no extra fees! You will pay the same price if you register in person or on-line. We are very excited to get this program set up for all the users. Parks and Recreation are vitally important to establishing and maintaining the quality of life in a community, ensuring the

health of family’s youth, and contributing to the economic and environmental well-being of a community. Research has clearly shown that Parks and Recreation helps reduce obesity, depression, and crime, all while building stewardship, cultural diversity, economic development, alternative transportation and academic success. There are no communities that pride themselves on their quality of life, promote themselves as a desirable location for businesses to relocate, or maintain that they are environmental stewards of their natural resources, without such communities having a robust, active system of parks and recreation programs for public use and enjoyment. Owatonna Park and Recreation Recreational Programming Household Account Intake Form A NEW change in the Parks in Recreation office will be coming soon………Our plans are to implement a new software system – Max Solutions for our Fall Registration. This will be a great asset to the Parks and Recreation Department. Please be patient with us as we are currently working on getting the program up and running. Fun, all-inclusive exposure to the wonderful game of soccer for boys and girls age 5th through 6th grade. Children must be 5 years old as of April 1, 2013. The youth learn basic skills in a fun and social setting. The youth are divided into four separate boys and girls divisions: -5 year olds and kindergarten -1st and 2nd grades -3rd and 4th grades -5th and 6th grades The youth are coached by volunteer coaches. Practices are held when coaches are able to hold them, with games being held weekday evenings and Saturday mornings. The only equipment required is shin guards, and athletic shoes, which each child must obtain. ELK’s Soccer Shootout will be May 18th with the make-up scheduled for June 1, 2013. 8:30 am -1 pm by the Lincoln Soccer Pavilion.

Volunteer Coaches Information

Coaches Meeting For T-Ball and Squirts: Monday, June 3, 2013 at 5:30pm Location: West Hills City Administration Building – (use stairway on south side of building to meeting room.) This is a Coaches meeting as well as equipment and schedule pick up. It is a mandatory meeting! All Park and Recreation Coaches are required to complete a background check form each calendar year. Coaches will call the players after the coaches meetings. Coaches will hand out schedules to the players at the first practice.

Volunteer Coaches Needed!

The Park and Recreation Department utilizes volunteer coaches for many of the youth programs the

department offers. Volunteer coaches are a key ingredient in the offering of these youth programs. This includes training in psychology and philosophy of youth sports, first aid, and teaching skill techniques for the various activities. Please call the Park and Recreation office if interested at 507-444-4321. All volunteer coaches must fill out a background check on a yearly basis. Park and Recreation Registration for little league level 1 and 2; minor league and major league, and Youth Fastpitch Lightning and Thunder Leagues will continue at the Park and Recreation office for all participants that did not sign up on the early registration date. Baseball pant size, shirt size and sock sizes are needed from participants for their uniforms. The next level up from T-League baseball, geared for boys and girls who have completed 1st year of T-ball through 2nd grade. 2nd grade participants may choose Little League 1 – Lightning League Level I or this program. Volunteer coaches who pitch underhand to them coach the youth.

OYFSA (OWATONNA YOUTH FASTPITCH SOFTBALL ASSOCIATION) & PARKS AND RECREATION SOFTBALL

In efforts to provide the most efficient and cost-effective softball program for Owatonna’s Youth, OYFSA and Park and Recreation are merging their summer youth softball programs. T-Ball and Squirt programs continue to be “Park and Recreation” programs. Beginning with 2nd grade, however, the merger provides distinct levels for our youth softball players, Lightning League Level 1 (Grades 2 and 3), Lightning League Level 2 (Grades 4, 5 and 6), and U10 Traveling. Park and Recreation continues to handle the administration portion of the program: purchasing equipment, registration, scheduling, field maintenance and communication. OYFSA provides the programming: pre-season, evaluations, team selection, league supervision, coaching, recruitment and instruction, skills clinics and overall softball quality assurance. This merger reduces individual participation fees while maximizing human and financial resources. Checks for all softball programs should be made to OYFSA.

LIGHTNING LEAGUE LEVEL 1 and LEVEL 2

In addition to our in house league, players that turn 10 during the current year are eligible to play on our U-10 Tournament/Travel Team. The purpose of this is to introduce girls to tournament play. There will be 3 weekend tournaments consisting of at least 3 games per tournament. Players need to sign up by March 7th. Teams will be divided equally. Practice schedules will be determined by the coach starting in May. All players are required to participate in the OYFSA Spaghetti Supper fun draiser. You will be given 5 tickets that you may sell at $7.00 each, to recoup $35.00 of your tournament team fee. The following dates are the tournaments we plan to participate in and are subject to change. Youth Track Program – Includes track shirt

A program for boys and girls who have completed 2nd grade through 8th grade. The goals of the program are to promote physical fitness, develop self-esteem through individual success and provide low-key fun competitive meets with age-group categories. Items that participants need to provide include, a good pair of lightweight running shoes, light clothing (but dress for the weather), and a water bottle. All participants will receive a track t-shirt. MRPA Hershey Youth Track Meet - District 1

For boys and girls age 9-14. Location: Waseca High School Track Date: June 11 5 p.m check-in and 6 pm start. All age groups are based on age as of December 31, 2013 (no grace period). Participants can enter either two track events and one field event and two field events at the local and district meets. Top two will advance to the state meet at St. Peter Gustavus Adolphus College on June 22nd, 2013.

Pickleball Program this summer!

Owatonna Pickleball in partnership with Owatonna Park and Recreation will be offering a three week/two days a week summer pickleball class for youth. Pickleball is an up and coming sport for all ages. Pickleball is a cross between badminton, tennis and ping-pong. It is played on a slightly smaller court then tennis and uses a paddle and a wiffle ball. This is a great opportunity for youth to learn a new sport, excellent exercise and spend an hour with other youth of the community. The classes will be offered at Manthey Park where the tennis courts have been marked for pickleball play. Members of the Pickleball group in Owatonna will be instructors for the afternoon classes. A limited number of participants will be accepted so that actual playtime will be at a maximum. Interested to find out how the sport is played go on line to www.pickleball.com. Pickleball classes will be held for 7 – 10 year olds from 1:00 to 2:00 pm and for 11-13 year olds from 2:00 pm– 3:00 pm. Classes begin on Thursday, July 11thand continue July 16, 18, 23, 25 and 30th. Cost will include an Owatonna Pickle Ball shirt and use of paddles and wiffle balls. Cost $32.06 price includes tax.

Junior Golf Program:

A program designed for golfers ages 10-18. The Junior Golf program at Brooktree will begin on Monday, July 8th and Tuesday July 9th. Golfers are to choose the day (Monday or Tuesday) which is most convenient for them. See Brooktree Golf Section for more details.

2013 Summer Camps Outdoor Summer Adventure Day Camps (Limited Enrollment) Cost: $38.48 (Includes Tax) FUN! Camps should above all be fun. We are committed to providing an atmosphere that encourages learning and at the same time offers kids a chance to be kids! We want each camper to leave camp having made new friends, experienced new things and enjoyed the best week of his or her summer! While each experience provides unique programs on age and interests, all are rich in adventure, community, and education and will prove to be a fun-filled week of new and exciting events for youth ages 3-4. The camp location will be Mineral Springs Park. Meet at the Large Pavilion at the entrance of the park. A letter will be sent out two weeks prior to your camp with more information on events and locations.

Every day will be an adventure as we will set sail on a mission, play games, sing songs, eat snacks, make crafts and enjoy more outdoor fun. Each day we’ll dig into a different nature theme. We’ll prowl the wooded trails looking for squirrels and rabbits, dip our nets into the ponds for tadpoles and turtles, munch a tasty snack and create woodsy crafts to take home.

SPORTS CAMPS

FUN! Camps should above all be fun. We are committed to providing an atmosphere that encourages learning and at the same time offers kids a chance to be kids! We want each camper to leave camp having made new friends, experienced new things and enjoyed the best week of his or her summer! LEARNING THROUGH SPORTS: Not only do we hope to lay the foundation for a lifelong relationship with sports, we also aspire to use sports participation and learning as a means to improve self- confidence, enhance the love and enjoyment of sports through skills development and to reinforce the importance of fairness, cooperation and team play. This year the Sports Camps are geared strictly to ages 3-5 who have not attended Kindergarten. The overall goal of the camps however remains constant. By providing a healthy and safe camp environment and a curriculum based on true sports instruction and fun, we hope to plant the seeds for a lifetime of sports passion, appreciation and above all, participation. In these programs, campers have the opportunity to learn from experienced staff that provides the right mix of instruction and encouragement.

This camp will be a more in depth spin on a variety of sports offered through our Little Tyke Sports. A typical day will consist of: developing body participation, fun, team work, crafts, snacks, games, introduction and instruction to a variety of sports, and exercise will be encouraged as some skills and drills will be taught. GET YOUR KICKS SUMMER TRAVELING SOCCER LEAGUE If you missed the sign-up in January – you may still sign up your child ages 9 to 18 for the Owatonna Soccer Association (OSA) summer traveling soccer league if openings remain for particular teams The Owatonna Soccer Association (OSA) is sponsoring traveling teams to play in the 2013 Minnesota Youth Soccer Association Summer League for U10 to U18 teams. Practice starts in late March and league games are played on weeknights from April 29 to July 8. Coaches, assistant coaches, and team managers will be needed. Please let us know if you are willing to help coach or volunteer to assist with soccer-related activities. Due to a shortage of coaches we may have to limit registration in some age groups. Any child registering after January 29 will be given a lower priority for placement on teams. New OSA players should also bring a copy of their birth certificate to registration. All players should bring a recent small photo to registration. Fee per player: $175.00. There are a limited number of scholarships available for parents who are unable to pay the registration fees and meet financial eligibility criteria. Owatonna Parks & Recreation continues to develop its partnership with Youth 1st, a locally founded non-profit, with a stated mission of “Developing young people as the 1st priority in youth activities.” As a member of the Owatonna / Steele County Youth 1st Chapter, we have access to additional resources for training and education for coaches, parents, officials and participants, as well as facility enhancement and strategic partnerships. Youth 1st founders Mark Arjes and Mark Hendricks both have many years of experience and training in multiple facets of youth activities, organizations, facilities, fundraising and sponsorship. Here are some highlights from 2012: • New Youth 1st partners in 2012 were The Blue Line Club, Owatonna Girl’s Hockey Association, The Steele County Blades, The Owatonna Youth Basketball Association, The City of Medford and the Medford School District. Minnesota Clinic this summer at the Steele County Fairgrounds, Diamond #1. The tentative date for this year’s clinic is Saturday, June 29th. The clinic is open to boys and girls ages 6 to 16 and is divided into two 90-minute sessions. Youth 1st has also hosted a FREE picnic lunch in partnership with Hy-Vee for all participants and their parents after each session. There will also be prize drawings during the lunch program and each participant receives a Play Ball! Minnesota T-Shirt as well as a souvenir program guide from the Twins. Play Ball! Minnesota is a collaboration among the Minnesota Twins Community Fund and Minnesota youth baseball and softball organizations. Play Ball! Minnesota’s focus is to promote and improve the games of baseball and softball for Minnesota youth through increasing participation, communication and volunteerism; and improving fields, instruction and sportsmanship. The River Springs Water Park will NOT OPEN for open swim or any offered program (except morning lap swim) if the “feels like” temperature is colder than 70 degrees. The River Springs Water Park will close for at least ½ hour if lightning is visible and/or thunder is heard in the area. Closing decisions will be made at least 45 minutes prior to the scheduled facility opening or program time (when possible). Weather related closings may be re-evaluated for re-opening later in the day pending weather conditions. If you would like to stay for open swim time after your program is complete, you must leave the facility and return at 12:00pm and pay the specified general admission price, use a coupon from the coupon book, or be a season pass holder. Lap Swim/Water Walking Come enjoy your pool workout at the River Springs Water Park. Lap Swim will take place in the Activity pool and Water Walking will take place in the Lazy River. Youth under the age of 16 are not permitted to use the lap lanes at this time. Lap swim and water walking will be cancelled if lighting/thunder is present or when rain causes poor visibility for lifeguards. Group reservations are available during normal open swim hours. A $50 deposit is required for all birthday party and group reservations. No refunds except for the following: a. If the reservation is made 2 weeks or more in advance, a full deposit refund will be issued or a date change will be made if inclement weather causes the facility to close. b. If the reservation was made less than 2 weeks in advance, a refund of only $25 will be issued or a date change will be made if inclement weather causes the facility to close. c. The deposit will be applied to the total cost when the group arrives. Groups must check in at the admissions desk before entering – patrons’ height will be checked and wristbands issued (as needed) before they enter.

Junior High Pool Early Morning Lap Swim

Exercise lap swimming is available at the Jr. High Pool Monday, Wednesday and Friday mornings from 6:00-7:15am. The cost for a lap swim session is $2.00 per person for the one hour 15 minute period. The program will go through June 5, 2013 and then will begin again in the Fall (morning lap swim is available at the Water Park during the summer months). The following dates there will be no morning lap swim at the Jr. High: February 18, March 29, April 1, April 3, April 5, and May 27. There will be no morning lap swim if Owatonna schools are closed or have a 2 hour late start due to inclement weather.

Beaver Lake, A Steele County Park

Beaver Lake is located in the Southwest part of Steele County near the community of Ellendale. The park is one half mile from State Highway 30 on County Road 28. It is a small lake with an updated swimming beach and an added handicapped accessibility path that was renovated in 1999 with help\ form an Outdoor Recreation Grant. A new play area and equipment were installed along with hiking trails that wander throughout the backwoods area of the park. Alcoholic beverages are not allowed at the beach at Beaver Lake. Beach information regarding closing and swimming conditions may be heard daily over KRFO and KOWZ radio, or by calling the Parks and Recreation info line at 507-444-4321 or by checking on line @ www.ci.owatonna.mn.us under cancellations. Lake Kohlmier

The Lake Kohlmier beach will open at the end of May and will be open through September (actual opening and closing dates are pending weather). The beach will be open Monday through Sunday. There will be no lifeguards on duty – individuals will swim according to beach rules and at their own risk. Ropes will be put in place to indicate the swim areas.

American Red Cross Learn to Swim program

The Owatonna Park and Recreation Department offers American Red Cross Learn to Swim Programs. The programs are held at the Junior High Pool, West Hills Pool and River Springs Water Park. With its small size and warm temperature (kept around 88 degrees), the West Hills Pool is very conducive to entry level swimmers. Level 1 – Introduction to Water Skills: •Helps students feel comfortable in the water and to enjoy the water safely. Level 2 – Fundamental Aquatic Skills: •Gives students success with fundamental skills. Level 3 – Stroke Development: •Builds on the skills in Level 2 through additional guided practice in deeper waters. Level 4 – Stroke Improvement: •Develops confidence in the strokes learned and to improve other aquatic skills. Level 5 – Stroke Refinement: •Provides further coordination and refinement of strokes. Level 6 – Swimming and Skill Proficiency: •Refines the strokes so students swim them with ease, efficiency, power, and smoothness over greater distances.

Our recreation program offers a variety of leisure options for youth and adults with disabilities. We provide an adaptive format as well as opportunities for inclusion; programs are offered year round. Our policy within the Therapeutic Recreation program is to plan for the person first, the disability second, and to encourage the independent pursuit of personal leisure interests. Our goal is to make recreation/leisure choices available to everyone. Our objective is to accommodate individuals with necessary adaptations so that they may participate as fully as their non-disabled peers. Night Club

This weekly social group is designed for adults over 22 years who have developmental disabilities and mental health issues. This group is an extension of our Teen Club and functions much the same way. Activities are more age appropriate for adults, and we encourage the independent pursuit of leisure interest, whenever possible. Night Club is a place to establish and cultivate friendships through recreation. Meets Wednesdays 6:30-8:00pm Location: SeniorPlace and other sites Transportation provided to members in city limits upon request. Riders must call Owatonna Bus Company for pick up.

LIFE

LIFE (Leisure Is for Everyone) is the name of our Leisure Education Program designed for individuals with disabilities, 20-35 years old. Members of the LIFE group will meet on a weekly basis, and learn the skills necessary to make the most of their leisure time. While keeping involved in recreation activities and pursuing new friendships, they will also learn to plan and organize their daily schedules outside of work using a personal planner. Our goals are to explore personal leisure interests and community resources; develop an understanding of self advocacy and personal independence and learn the rewards that come from volunteering. At this time we do not provide transportation. We also encourage members to attend without staff, if possible. We hope this group will serve as a transition program between Teen Club and Night Club, and that members will learn the importance of choosing and planning leisure options. Summer Trips - Therapeutic Recreation

Watch for our Summer Newsletters for complete details regarding our Bus Trip Program. Trips will be available to persons age 14 and older who are members in the Therapeutic Recreation Program. The “Baseball Bus Trip” series will include trips to see the Minnesota Twins at Target Field. In planning, we look for games with great competitive action, and games with discounted ticket prices. The other trips include a series of our favorite out-of-town trips such as Valleyfair, or the Andiamo Riverboat cruise. Staff accompanying our groups are experienced individuals who follow routine safety procedures and are trained for emergency situations. They represent the City of Owatonna on these trips. If trip participants need individualized supervision, a parent or home staff is required to attend. Watch for details about specific trips in our summer Therapeutic Recreation newsletters.

Adaptive Swim Class

This class is designed for youth and teens (age 6-14) that have disabilities and benefit from a specialized program. The instructor is a qualified water safety instructor and experienced in making adaptations for the swimmer with special needs. If a WSI is unavailable our lifeguard staff will conduct a leisure swim session for participants using games and water activities to promote physical exercise, socialization, and independence in the water. Those using a wheelchair are encouraged to use our pool lift for transfer into/and out of the water. Anyone whose ability restricts them from using the men’s and women’s locker rooms independently is welcome to use the bathroom and changing area located directly off the pool. A south side accessible entrance is available for pool use. As we provide an experienced water safety instructor and a special needs aide to assist in the pool, we ask that you provide a volunteer if your child needs further 1:1 assistance. Class limit is 8.

Kid’s Friday Camp

This day camp program is designed for kids with developmental disabilities, ages 6-16 years. Campers will be placed in small groups based on age. Camp will be held Fridays at Lake Kohlmier. With this location, we will incorporate boating, fishing, and nature activities. Most of the day’s schedule will be spent in small group activity, with the exception of lunch and large group games. Afternoon swimming will be available in conjunction with other water activities. We will provide snacks and ask that campers bring their own sack lunch each week. On the last day we will prepare lunch over a campfire. Sack lunches will not be necessary on that day. Specific details about the camp schedule and weekly list of rain plans will go out in Friday Camp letters. Our agenda will feature traditional camp activities including: crafts, games, nature exploration, and water fun. Transportation is not provided. Experienced Park and Recreation staff will supervise this group. Our goal is to make friends and have fun. A minimum of 20 registrations is required to offer this program. Teen Activities Teen Traveling League Slowpitch Softball Teen league will be playing games with Faribault Park and Recreation. The age divisions are as follows: • 18 years old and under as of January 1, of the year participating • 16 years old and under as of January 1, of the year participating • 14 years old and under as of January 1, of the year participating The teams in all age divisions will form on their own initiative. Cost: $300.00 entry fee for teams in each division. Player fees are included in this fee. Equipment is available - first aid kits, bats and practice softballs. Adult Programs Adult Slowpitch Softball

The Owatonna Slow Pitch Softball Association in cooperation with the Owatonna Park and Recreation Department offers organized leagues in Men’s, Women’s and Co-ed softball programs. Games are played from early May through end of August at the Fairgrounds softball complex. •Organizational meeting Tuesday February 26, 2013 at 7:00pm, at the Owatonna Eagles Club. •Any interested individuals wishing to get on teams should attend this meeting. •Team registration deadline is Wednesday, March 13 at 3:00pm. •Schedule pick up and roster hand in will be held at the Parks and Recreation office on Tuesday, April 23, 2013 from 3:00-5:30pm. Men’s Slow Pitch Softball The Park and Recreation organizes leagues for 40-50 Men’s Slow Pitch Softball teams. These teams play usually on Monday through Thursday evenings at the Fairgrounds diamonds. Teams are organized into leagues and play in one of six. Men’s American League gets 24 games which include double headers on most nights and other men’s leagues get 20 games with most of those leagues also playing double headers. Women’s Slow Pitch Softball The Park and Recreation organizes 1 league for Women’s Slow Pitch Softball teams. These teams play usually on Thursday nights and only play one night a week with some double headers. Women’s teams get 16 games during the season. They also play at Fairgrounds diamonds. Recreational women’s teams may choose to play with the co-rec league’s bottom league as that league may have as many women on that league as they want. Co-Rec Softball Leagues The unique rules governing Co-Rec Softball help the sport remain recreational as opposed to being highly competitive. Recently there have been four divisions of play. Last year we had a total of 30 teams. Co-Rec plays a total of 14 games. This year the bottom league team as a recreational league can play games with as many women as you want.

This summer we will again be offering our “Movie in the Parks” program at Central Park. Each night this is offered, there will be a different Family Friendly movie played on an outdoor movie screen. Owatonna Community Band

The band is chartered under the Park and Recreation Department for purpose of allowing members of the Owatonna community and surrounding area the opportunity to enjoy the expression of their musical talents while rehearsing and performing a variety of band music. Membership is open to anyone in Owatonna or the surrounding area. Openings exist for all types of traditional band instrumentalists. Anyone interested in joining the band or desiring more information is asked to contact Amy Vincelli. Rehearsals are held Tuesday evenings from 7:00-9:00 PM starting in the spring.

Community Band Concerts

Each Thursday evening a band concert or musical event is held at Central Park utilizing the Central Park stage. The community band plays approximately four of the eleven Thursday evenings, and the other nights are local groups, visiting musical groups from the area, or other entertainment. A complete schedule will be available the first week of March and the “Eleven at Seven” series will begin Thursday, May 23, 2013 and will continue through August 8, 2013.

Disc Golf RECREATIONAL RULES OF DISC GOLF Disc Golf is like ball golf, but using a disc. Count one throw each time disc is thrown or when a penalty is incurred. Try to play the course in the least number of throws. Start a hole by throwing a disc from behind the front edge of the tee area. After teeing, the player whose disc is farthest from the hole throws first. The player with the lowest score on the prior hole tees first on the next tee area. A player’s foot must be touching the ground behind the previous throw while making their next throw. A run-up and normal follow through is allowed when there is more than 10 meters from the hole. A disc resting in the basket or chains completes the hole. A disc on top of the chain support is not in-the-hole. A Disc landing completely on or across the park road is out-of-bounds (OB). Count one throw penalty. Play next throw from point one-meter in-bounds from where the disc first went OB. Disc in a pond, on private property or on/across a public street is OB. A disc suspended more than 2 meters above the ground is a one-throw penalty. Play next throw directly below disc’s position. The Junior Golf program at Brooktree will begin on Monday, July 8th and Tuesday July 9th. Golfers are to choose the day (Monday or Tuesday) which is most convenient for them. Golfers can attend only one day for the week. Note: This is a change from previous years because of the large number of participants and growing program. Each day of golf begins at 8:00am and ends at 10:00am. This will be a four week program ending on July 30th. Register for this program during the Spring Parks and Recreation Registration Day on February 23rd from 7:00am-10:00am at Willow Creek School or before May 10th at the Parks and

Recreation Office. A typical day on the golf course will consist of 1 hour of guided instruc tion followed by 1 hour of golf. Players will be guided through two different 30 minute stations. There will be two instructors offering instruction on swing development, chipping techniques, and putting strategies. There will also be golf games with prizes given away at the end of each day. Resident/Non Resident Fee: $32.06 (Includes sales tax) Limit of 30 participants per day. This fee includes all green fees however you must have your own clubs or clubs can be rented from the Brooktree Golf Shop.

Hard Surface Trails

The Buxton Trail, Kaplan’s Woods Parkway Trail, Cashman Crossing, and the Muckle Trail are all open year around 24 hours per day for your enjoyment. Trail maps are available at the Park and Recreation office. Trail Rules: Owatonna’s multiple-use trail system has been created to provide a variety of recreational opportunities for city residents and visitors. To make sure the trail system is a safe and fun place for all users, please follow the rules of the road. Stay as near to right side of the trail as you can while still traveling safely. Travel in a consistent and predictable manner. Cyclists and in-line skaters should pass on the left when going by others moving in the same direction. Please look ahead and back to make sure the lane is clear before you pull out to pass. Cyclists and in-line skaters should give a warning signal by voice, bell, or horn before passing Yield when entering or crossing trails or roadways. When traveling in a group, please use only half the trail, so you won’t block the traffic flow Pets must be on leash. You are responsible for cleaning up after your pets. Dispensers with “pooper-scoopers” are available on each trail. This is a recreational trail only. Cyclists and in-line skaters must not race or use excessive speed. In Line Rink

Available for use for in-line skating at Morehouse Park. Lighting for the rink can be activated by following instructions next to walk-in door. Reservations can also be made for exclusive use through the Park and Recreation office at no charge.

Location: Lincoln School Number of Soccer Fields: 9 No softball practice or golfing allowed on the fields. We do ask that teams attempt to practice elsewhere in the community. We will be making available several neighborhood practice facilities.

The Warsinski Chalet may also be reserved with and $100 reservation fee for a ½ day and $150 for a full day and $200 refundable damage deposit.

Sixteen city-owned tennis courts are available. Manthey Park Courts (also stripped for Pickleball), Sid Kenyon Courts (near Lincoln School), Brown Park Courts which has artificial turf, and Dartts Park Courts. Six Courts at the Indoor Tennis Center at West Hills are also available.

PARK AND RECREATION PAVILION POLICY

In the event of cancellations of a pavilion by the renting party a cancellation fee of $10.00 will be assessed and a refund will be issued ONLY if the renting party gives notice ONE MONTH prior to the reservation. If the Parks and Recreation Department finds it necessary to cancel a pavilion reservation, a full refund will be given.

Picnic Shelters

**Permits for large containers of alcoholic beverages are required. They are available at the Parks & Recreation office for a fee of $10.00 and a damage deposit of $50.00. Minnesota Statue 340 regulates against the sale of alcoholic beverages.

Shelters available include those at Mineral Springs Park (2), Dartts Park (2), Morehouse Park (2), Jaycee Park, Fairgrounds Park, Manthey Park (2), Brown Park, Gainey Park, Kaplan’s Woods Parkway, and Owatonna Soccer Complex. Reservations can be made on a first come, first serve basis for either ½ day or a whole day. Rates for ½ day range from $50.00 to a whole day rate of $90.00. Reservations may be made at the Park and Recreation office. Reservations may be made up to a year in advance. Reservation fee and $50 refundable damage deposit to be paid at the time of reservation. **Balloons are not allowed in the Warsinski Chalet. Anyone using balloons in the Warsinski Chalet, and allowing balloons to float into the fans will lose their $200.00 damage deposit **Pavilion renters are informed to pick up the key for the Chalet one or two days work days before the rental. A $50.00 fee will be charged if the parks on-call person is called to open the Chalet on the day of the event. If the renter loses the Chalet Key and does not return the key to the Parks and Recreation office the $200.00 deposit is forfeited to the Parks and Recreation Department. **No smoking is allowed in the Warsinski Chalet facility. **Water keys are available for most pavilions. These keys are used when water is needed for filling coffee pots or large containers with water. No key is required for Dartt’s Large or Mineral Springs Large (push button for water).

SPECIAL USE PERMIT POLICY

Due to re-organization in the Park and Recreation Department, the following process will be used for Special Use Permit Requests. In order to continue to provide services for those requests, please follow the new process.

Special Use Policy

Starting with the 2013 year a new process will be implemented for all special use permits. This includes everything from using a pavilion for a school walk, moving picnic tables to a site for a picnic, holding a horseshoe, disc golf, or softball tournament, any kind of festival, fundraising walk or run, use of the Central Park Stage or anything that would require parks, street, or other city crews to assist or aide with the event, or a request to use a facility with waived fees. The process will begin with the Assistant City Clerk, Jeanette Clawson and MUST BEGIN at least 30 days prior to the event. The forms will be available on line at the city website-www.ci.owatonna .mn.us. Forms should be turned into Jeanette, who will then send to all city departments connected for approval. After approval has been given by city departments, the applicant will be notified if

there are any questions, problems, or if it has been given approval. If you have questions, please contact Jeanette Clawson at 507-774-7341. No over-time hours can be used by the Parks and Recreation Staff to handle requests. For instance – opening and closing of the Central Park Stage. For Central Park Stage Use: Someone within the rental party must be trained to open and close the stage –contact the Parks Department for a staff member to train a volunteer between the hours of 7:00am-3:00pm. A charge of $100 will be charged to open and $100 to close the stage if no one in the party is able to do this.

Owatonna Skate Park Skate Park Information

The Owatonna Skate Park, built in 2002 at Morehouse Park, with the bike portion completed in 2004, provides hours of family fun biking, skate boarding, and inline skating. The Owatonna Bike/Skate Park is located at Morehouse Park, School Street. Directions from Interstate 35, turn on Bridge Street, going east, go to Walnut Street, turn right and go to School Street, turn right, go into Morehouse Park. The Bike Skate Park is located within Morehouse Park on the left. 1. The Bike/Skate Park is a Tier I park—it is free to use by all patrons. 2. The Park is open throughout the year from 6:00am-11:00pm, Monday through Sunday, for as long as the weather allows. 3. Helmets are required to be used at the Park and other safety equipment such as elbow and knee pads are strongly recommended. 4. You will need to respect the facility, do your part in keeping it clean, picked up and in its best usable condition, and you will need to report any damage or needed repairs to the Parks and Recreation office (507-444-4321).

Semcac Senior Dining The Senior Dining Program serves a hot, nutritious noon meal with some diet alternatives, such as diabetic options, low salt, and low cholesterol anyone age 60 and over and their spouse regardless of age is eligible for the program. Suggested donation of $3.50 per person for 60 and over. Full cost of the meal is $5.50 for 59 and under. No one will be denied a meal because of inability to donate.
