THE EVOLVING LANDSCAPE OF REFUGEES IN NIAGARA
Inthe December 2023 release of Statistics Canada’s third-quarter population data, Canada reached a historic milestone with a record high of 40,528,396 in October 2023, marking a significant 1.1% increase from July 1st. This surge, the most substantial since 1957, outpaced any annual period since Confederation.
Provinces like Alberta, PEI, and Ontario experienced substantial growth, primarily fueled by international migration, contributing to an impressive 96.0% of the third-quarter growth. Canada welcomed 107,972 immigrants during this period, achieving 79.8% of the annual target. The non-permanent resident population also saw a remarkable quarterly increase – the largest since 1971, attributed to a rise in work and study permit holders and a slight increase in refugee claimant.
Against the backdrop of Canada’s growing population and new immigration policies, a profound narrative is unfolding in Niagara. Stories of resilience, adaptation, and change are quietly taking shape as the region stands at the crossroads of transformation, particularly in the welcoming and integration of refugees.
The Canadian government has introduced measures to facilitate refugee settlement, including initiatives to enhance access to housing, employment, and essential services. Success in the Niagara region relies on seamless collaboration between federal, provincial, and municipal authorities.
Nyarai Kapisavanhu, Executive Director of TOES Niagara, an organization that works to empower and enhance the quality of life for Newcomers in Niagara, is exceptionally passionate about policies and structures to support immigration and strongly believes that a team approach would be best to navigate refugee resettlement.
“Local stakeholders must work collectively to address the distinctive challenges faced by refugees in the region such as housing, language barriers, cultural adjustments and vulnerability to human trafficking in a way that takes into consideration the pre-existing needs of the local community as this surge also raises concerns about the capacity of local resources and services to effectively support the settlement and integration of an expanded refugee populace.” States Nyarai.
The recent decrease in admissions for humanitarian and compassionate grounds is highlighted in the immigration plan released by Canada, raising concerns about vulnerable individuals in need of refuge in the Niagara region. While the emphasis on other immigration streams may bolster economic contributions, maintaining a balance is crucial to ensure

that those in dire humanitarian situations are not overlooked.
Nyarai also highlights the increased targets for family reunification. “These changes bode well for fostering stronger social cohesion by reuniting families, enabling emotional support networks that enhance well-being. Niagara may witness an enrichment of its society with a vibrant tapestry of traditions, perspectives, and skills. Moreover, reunited families often spur economic growth, as they become active contributors to our workforce and local economies. However, proactive community engagement is imperative to ensure that existing support networks are adequately prepared to assist incoming families. Community members should be educated on and encouraged to participate in such things as sponsorship programs, facilitating the seamless integration of reunified families.”
TOES Niagara, along with other organizations like Employment Solutions, CERF Niagara, and Fedcap Canada, actively connects refugees to resources, seeking additional support through ESL offerings, mentoring programs, and workforce placement opportunities.
In our role as Employment Service System Manager for the HamiltonNiagara region, Fedcap Canada has established a collaborative relationship with Immigration, Refugees and Citizenship Canada (IRCC) our local employment service providers, and other community partners. Our collective goal has been to provide support to refugees in their transition into the labour market within the region and streamline access to services. As the number of refugees entering the area increases, we remain committed to this vital mission.
CERF Niagara and Fedcap Canada emphasize the need for employers in the region to be prepared for the growing number of Frenchspeaking residents. Despite many cities in Niagara being designated as ‘Francophone,’ most industries and businesses operate in English.
The IRCC has introduced new targets for French-speaking permanent residents outside Quebec, gradually increasing to 6% in 2024, 7% in 2025, and 8%
in 20263. These targets significantly impact Niagara due to its Francophone communities and potential workforce growth. CERF Niagara and Fedcap Canada provide valuable insights into how these targets will continue to affect the region. They challenge the employer community with the question, “Are we ready?” This is a complex issue as, despite many cities being ‘Francophone,’ most businesses primarily use English, making it challenging to encourage and retain French speakers in Niagara.
Assessing the potential growth of the existing French-speaking community brings benefits like increased diversification with new cultures, many originating from former French language colonies in Africa and the Caribbean. Employers have an opportunity to tap into these skills and knowledge by establishing recruitment and retention programs.
With so many organizations looking to add support and resources, the Niagara community should look to address the challenges faced daily. We must acknowledge that there is a significant group of Frenchspeaking newcomers who do not have the English language ability.
Challenges aside, Niagara is poised for transformation amidst Canada’s historic population surge and changing immigration policies. Navigating increased refugees and adapting to new admission criteria calls for collaborative efforts and resource
alignment. Recognizing the rise in French-speaking residents, tailored strategies are crucial as Niagara faces these shifts with a shared responsibility to embrace growth, diversity, and foster a welcoming environment.

When asked what Niagara needs to develop for an effective sport tourism plan, Sue says, “Sports tourism is a growing and lucrative sector that can benefit Niagara in many ways. It can attract visitors, generate revenue, create jobs, promote culture, and enhance the image and reputation of our destination. To do so, the plan would absolutely need to include all key aspects: Stakeholder Engagement, Market Analysis, Event Portfolio Development, Facility Identification, Community Involvement, Marketing and Promotion, Collaboration with Sports Organizations, Sustainability Approach, and Legacy Planning. Missing components have and will continue to lead to ineffective execution.”
This leaves the question ‘Who is responsible for this?’ If an organization or coalition were to follow these steps and foster collaboration among stakeholders, Niagara can create a dynamic and sustainable sport tourism strategy that showcases the region as a premier destination for sports events.
From a community perspective, major
sports contribute significantly to the fabric of Niagara and its role as a unifying force in the community. Sue emphasizes that the contributions extend beyond just monetary benefits, stating, ‘Yes, it brings in new revenue and can increase revenue for many sectors of the Niagara Region, not just during an event. It provides a great experience for young and old volunteers, motivates people to get healthy, and encourages engagement in new sports. There are deeper economic benefits here that translate into longer-term gains.’
Furthermore, sports play a unifying role in communities. Sue points out, ‘We can take a lesson from the Canada Summer Games. The Games Services committee was created to facilitate improved communication between all sectors. We were able to understand and address the challenges and solutions from each sector, supporting one another. Once the games were ‘ON,’ we were unified by the messages and the event. Many people are now looking to volunteer for other events. The games unified Niagara’s leaders to a large extent. This is a win-win!’

Initially rooted in 19th-century concepts like Western Union’s Electronic Transfer Fund (ETF), modern fintech gained traction in the 2000s with the rise of internet usage and online banking. By the mid-2010s, Canada experienced a fintech boom as startups aimed to disrupt traditional financial services, including payment processing, lending, investment management, and insurance.
Nicky Senyard, CEO and co-founder of Canada’s Fintel Connect, said that fintech emerged as mobile technology improved. She added; “We are lucky in Canada to have excellent regulatory oversight of the industry,” which has also helped to boost the industry.
Cheryl Woodburn, Canada Country Manager at Provenir, noted that despite the dominance of five to six major banks in Canada’s financial sector, fintech has witnessed significant expansion in recent years. Provenir, a fintech operating in over 50 countries, processes more than 4 billion transactions annually.
Woodburn explains that the impact of the new players is being seen “with the likes of KOHO, Bitbury and Neo, just to name a few.” She said fintechs are growing, “exponentially as they target key demographics and use cases that are underserved by traditional users.”
Toronto ranks as North America’s secondlargest financial hub after New York City. Invest Ontario reports 17,000 financial services firms and 750 fintech firms in the province, with Ontario hosting 64% of Canada’s fintech companies. In 2019, Canada saw 241 fintech deals totaling $2.7 billion in investments. Fintech adoption in Canada surged from 8% in 2015 to
50% in 2019, outpacing the U.S. growth rate by 4%. Notable Ontario-based fintech companies include Borrowell, KOHO, and Wealthsimple.
Borrowell stands out in lending, providing free credit scores, personalized financial advice, and low-interest loans, solidifying its role in Canadian fintech. Neo Financial, a digital bank, reached a million customers in 2022 after three years in operation. Wealthsimple, a robo-advisor, offers automated investment management, catering to investors of all levels with its user-friendly approach, fueling its rapid growth. Niagara-based Meridian Credit Union launched Motusbank, a standalone digital bank targeting digitallysavvy Canadian customers who have felt frustrated or underwhelmed by other banking services.
Woodburn said, “The most underserved segment continues to be New-to-Credit (NTC) consumers, particularly Newto-Canada, offering significant growth opportunities for fintechs that are willing to ensure access to credit to this demographic.”
According to Canada’s 2023-2025 Immigration Levels Plan, the government expects to welcome 485,000 permanent residents in 2024 and 500,000 in 2025.
Senyard added that fintechs are doing an excellent service in improving financial literacy, especially among younger consumers. For example, fintechs may have the technology to help gig workers obtain loans (which could be more difficult at a traditional bank) and help young consumers establish credit.
Being able to accurately assess creditworthiness, even in NTC consumers, is critical to driving growth while bringing costs down, explained Woodburn. With 37% of this largest growth segment having to apply multiple times before receiving their first Canadian credit product, fintechs must implement methods to offer them a better customer experience while making sound risk decisions despite lacking traditional data.
“Canadians expect quick, convenient, and secure fintech solutions,” Woodburn said. Meeting the expectations for a frictionless consumer experience while mitigating
risk and balancing security and regulatory requirements can be challenging. “To reduce risk, it’s important for fintechs not to lose sight of customer needs and to provide exceptional experiences, so they don’t take their business elsewhere,” she said.
Brandon Currie, an advisor at C.R. Smith Financial Services Inc., cautions that there are pitfalls in choosing a robo advisor over an advisor who is a fiduciary. For example, investors can be too emotional when the stock market is declining, such as at the beginning of the pandemic in March 2020. Currie, who is a fiduciary and must keep the best interests of his clients front and center, advised all his clients to maintain their investments and not to sell as the market declined. An investor in a selfdirected investment platform may not have that guidance in crucial circumstances.

In the annual release of Statistics Canada’s investor status of residential property owners, an average of 26% of residential properties are owned by investors rather than occupants3
GENTRIFICATION AND DISPLACEMENT:
The process of gentrification has become a significant contributor to the housing crisis. According to a United Nations Human Settlements Programme (UN-Habitat) report, over 80 million people are at risk of displacement due to gentrification by 20304. As affluent individuals and businesses move into urban neighbourhoods, property values rise, pushing out long-time residents who can no longer afford to live in their communities.
GOVERNMENT POLICIES AND URBAN PLANNING:
Government policies and urban planning play a crucial role in addressing or exacerbating housing affordability issues. In some cases, inadequate policies fail to keep pace with the evolving needs of communities, leading to insufficient housing supply and rising costs.
According to the World Bank, nearly 90% of the world’s cities continue to adopt policies that hinder affordable housing development while rising conflicts contribute to pressure on cities as more than 50% of forcibly displaced people live in urban areas5. Additionally, zoning regulations and bureaucratic hurdles can stifle the development of affordable housing options.
SUSTAINABLE SOLUTIONS:
Addressing housing affordability requires a multifaceted approach. According to a McKinsey Global Institute report, if governments worldwide were to implement comprehensive policies that prioritize affordable housing initiatives, it could potentially lift more than 100 million people out of slum conditions by 20306. Collaborations between the public and private sectors, along with the integration of innovative technologies, can foster the creation of sustainable, inclusive communities.
COMMUNITY ENGAGEMENT AND EMPOWERMENT:
Empowering communities to participate in decision-making processes and urban planning actively is essential. Communities that are actively involved in the planning process are more likely to see development projects that align with their needs and mitigate the risk of displacement.
