working relationships with key Movement partners in Ukraine. At the time of writing, a total of approximately £165m across all donors has been raised to support the Ukraine Crisis. You will lead this response, design a long-term set-up that brings programmatic stability and provide a vision to guide those you lead.

You will be joining us at a critical time in our humanitarian response. The Country Manager will take responsibility for implementing a highly relevant and innovative humanitarian partnership with a range of partners, most importantly the Ukrainian Red Cross. You will be expected to design, roll out and grow a multi-faceted response in what represents the largest operation in the British Red Cross’ international history.

You will be a seasoned humanitarian with extensive experience working internationally and of building partnerships both bilaterally and multilaterally. You will bring valuable experience in the oversight of technical experts in addition to a persuasive and supportive style of people management. The role requires extensive knowledge in the field of humanitarian diplomacy and the ability to represent the British Red Cross at the highest levels externally.

Due to the scale and breadth of the crisis, and the huge amount of resources raised by BRC, our Ukraine response is going to last for several years and encompass a variety of programmes and initiatives. We have launched our biggest appeal ever, deployed dozens of delegates more rapidly than ever before, and have established important

The response to the Ukraine Crisis will dominate the International Red Cross and Red Crescent Movement throughout 2022-2023 and likely beyond. The scale of the crisis and the global reaction have been profound, and you will work closely with colleagues in the UK to steer an effective response that guides the organisation through the coming years.

Job Summary The British Red Cross Country Manager in Ukraine is responsible for the representation, development and delivery of the country strategy and programme outcomes in support of, and aligned to both BRCs and National Society strategic priorities including: capacity development and national society strengthening, branch development, design, delivery and monitoring of disaster response and development programmes, and effective use of BRC resources in bilateral programmes. As the in-country lead for BRC, the Country Manager will act as the lead representative in Ukraine and will primarily be responsible for effective relationship building and partnership working at diplomatic levels with Ukrainian Red Cross Society (URCS), International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC) and partner national societies implementing programmes in Ukraine. They are expected to maintain and develop significant working relationships with prominent donor representatives, including FCDO.

Responsibilities BRC Representation • Develop and maintain BRC relationships with the Ukraine Red Cross Society leadership the International Federation of Red Cross and Red Crescent Societies secretariat at the country level, ICRC, other Partner National Societies (PNS), FCDO present in the country and strategic external actors, ensuring an open and transparent dialogue through diplomatic representation. • Active participation in relevant co-ordination fora (both Red Cross Movement and external). • Develop and maintain BRC operational relationships with other key stakeholders including communities, local authorities and other agencies. • Represent BRC for media opportunities and communications with senior stakeholders, including major donors. • Demonstrate a localisation approach to partnership working by prioritising relationships with URCS and Movement partners within Ukraine to understand organisational needs and contribute to the

organisational development of the National Society. • Act as a key in-country relationship holder for the BRCs interactions with FCDO and other high-level representatives as identified with the Head of Region. Represents the BRCs current funding portfolio and works to identify new funding opportunities in line with country strategy.

Humanitarian Diplomacy and Red Cross Red Crescent Coordination • Working closely with the International Law and Policy team in the UK, they will take forward discussions with URCS on supporting development of URCS’s humanitarian diplomacy strategy and any related structures or fora. • They will act as the key representative of the BRC with senior ICRC and IFRC officials, seeking to implement an ambitious multilateral approach in Ukraine promoting innovative approaches that strengthen the Movement’s overall response in Ukraine

Security management

• With the support of a dedicated Programme Manager, assist in the design and execution of a clear strategy for the roll out of BRC programmes in adherence with current strategic operational framework focussed on humanitarian cash assistance, national society development, humanitarian diplomacy and migration. • Build and lead the BRC Ukraine in country team and manage, support and develop staff involved in matrix working environments with URCS and the BRC bilateral programme ensuring a working and living environment for any BRC national and international staff that is in line with BRCs culture of safeguarding, inclusion and belonging. • Maintain accountability to donors in all of BRC-supported activities within the country portfolio, ensuring BRC resources are used effectively with maximum impact. • Provide support to the regional Disaster Management Coordinator in disaster response activities in the geographical area

• Responsible for security management of staff travelling to and/or deployed to the assigned country and other high/extreme risk contexts. This includes leading country security plans, designing and drafting in-country security rules and regulations, developing contingency plans, and monitoring security changes in country, with the support of the Security Unit in London. • Responsible for maintaining a strong working relationship with all Movement partners with whom the BRC has a security management relationship, primarily the ICRC.

Programme management • With the support of a dedicated Programme Manager, strategically plan for and oversee the work and input of technical advisors and other specialist colleagues in order to ensure the technical quality of all programme delivery and support to partners

Responsibilities • Ensure that community engagement and accountability principles are used to ensure that programme affected populations are consulted in design and implementation whilst ensuring the effectiveness of regular and complementary mechanisms for sharing information with and receiving feedback and grievances. • Ensure due diligence and compliance requirements are in place and adhered to for Ukraine Red Cross Society, in coordination with PNS due diligence processes. • Ensure appropriate communication, risk escalation and decision-making information is shared with the Major Programme Board • Oversee full budget management for Ukraine Crisis (mutli-lateral and bilateral)

Candidate profile Knowledge and Skills Essential • Significant working knowledge of the international humanitarian system, including the RCRC movement • Good knowledge of the context, challenges and opportunities within the Country. • Building and maintaining partnerships and relationships at senior and representational level • Strong communication and diplomacy skills • Proven skills in project / programme management techniques, processes and controls including project planning; project change control; resource allocation; and team management.

• Appreciation of, and ability to navigate a cultural environment within Europe, with strong, influential and well resourced partners • Developing and managing budgets with high accountability standards • Programme development via whole programme cycle management process including proposal writing for a range of traditional and institutional donors e.g. FCDO • Language skills in Ukrainian and/or Russian would be a significant advantage • Good understanding of the basics of international humanitarian law, principled humanitarian action would be an advantage Desirable • Higher level academic qualification (degree level or equivalent work experience) within a relevant field
