About Green Climate Fund The Green Climate Fund (GCF) is the world’s largest dedicated fund of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It was set up by the 194 countries who are parties to the convention and is designed to support significant efforts to address climate change mitigation and adaptation. The GCF started funding projects and programmes in developing countries around the world in 2014. The GCF is expected to be a significant channel for distributing a significant portion of the 100 billion USD in annual climate finance that developed countries have committed to mobilising annually. These funds will flow from a variety of public, private, and innovative sources through many channels. GCF aims to catalyse a flow of climate finance to invest in low-emission and climate-resilient development, driving a paradigm shift in the global response to climate change. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change.

Position Objective The Senior Agriculture and Food Security Specialist, reporting to the Deputy Director, Adaptation of DMA, is responsible for the expansion and evolution of GCF’s Agriculture and Food Security pipeline and portfolio, aligned with wider organization policies. The focus is on developing a quality pipeline and “shepherding” high quality proposals to Board approval. Working closely with accredited entities, national designated authorities and other internal/external stakeholders, the Senior Agriculture and Food Security Specialist supports the pipeline and matures good quality proposals. They will lead the appraisal and review of concept notes and funding proposals, advise on the improvement of the projects under review, provide sector expertise and thought leadership, and technical oversight of the portfolio of investments in low emissions and climate resilient Agriculture and Food Security.

Duties and Responsibilities PURPOSE - INNOVATE • Provide thought leadership on funding ideas for paradigm shifting pathways in developing countries. • Promote innovative investment models in Agriculture and Food Security to address climate change mitigation and adaptation. • Lead the development of working papers, guidelines, and tools, and contribute to the development of strategy and policies related to this sector. ENGAGEMENT - ADVOCATE • Advocate on Agriculture and Food Security planning, implementation approaches, and relevant technologies, based on best practices and responding to country needs. • Advocate towards the development of transformative projects and programmes on the sector that respond to the identified needs and priorities of countries.

Coordinate and negotiate with relevant external stakeholders as they access the Fund’s investment resources.

DELIVERY - DEFINE PROJECT CYCLE • Lead the development and management of a high-quality pipeline of proposals for Agriculture and Food Security • Lead the task teams for appraisal and assessment of concept notes and funding proposals by working closely with accredited entities and coordinating the interdivisional review. • Lead the development of lessons learned papers and contribute to knowledge management activities. • Contribute to corporate and team activities and managing consultants, interns, and other GCF staff, as necessary.

Profile of the person we are looking for WE SEEK A SPECIALIST, SENIOR PROFESSIONAL WHO: • • • •

Understands agriculture and food security from a climate change and adaptation perspective, and how Covid-19 has changed our food systems and our food security paradigms. Has extensive knowledge and experience in climate resilient agriculture and food security supply chain. Has provided sectoral advice and collaborated with national authorities and agriculture institutions, like UN bodies, National and Multilateral Development Banks and international NGOs, largely in developing countries. Has experience in developing or managing a project pipeline or portfolio for Agriculture and Food Security.

Understands economic and financial models, as well as financial structures, to recommend the highest quality and most impactful proposals for GCF funding relevant to agriculture and food security. Has experience in vigorous negotiation and management skills in non-hierarchical multi-layered relationships. Is passionate about addressing the impact of climate on Agriculture and Food Security and truly subscribes the core values of the Fund. Has worked across a minimum of two regions in the world and thrives working as part of a very diverse and multicultural team. Is willing to relocate to Songdo, South Korea.

Requirements • • •

Masters Degree in agriculture sciences, agriculture development or a related field. Additional degrees, certificates or relevant courses in climate science and adaptation will be an added advantage. 11 years or more experience in project origination, development, evaluation and management and/or financing with specific emphasis on low emission and climate resilient Agriculture and Food Security. Substantive experience in developing and implementing low emissions and climate resilient Agriculture and Food Security investments in developing countries settings is required.

Relevant experience in climate finance operations and process management; familiarity with the UN and multilateral setting, and knowledge of the UNFCCC framework. Excellent interpersonal, communication and negotiation skills required with ability to interact with multiple internal/external stakeholders and at different levels. Fluency in English with knowledge of Spanish and/or French (or another UN language) is an advantage.

Division of Mitigation and Adaptation The Division of Mitigation and Adaptation provides technical expertise across all eight mitigation and adaptation results areas for both public and private sector CNs and funding proposals. The Division also leads the preparation and review of public sector CNs and funding proposals. It assists NDAs and AEs in the development and structuring of projects

and plays a critical role in finalizing the FAAs following project approval to enable projects to start implementation. In addition, DMA is responsible for managing the GCF REDD-plus results-based payments pilot programme. Finally, it carries out technical reviews of and provides input for PPF applications and draft country and entity work programmes.
