About GOAL

Deeply moved by the plight of street children he encountered on a trip to Kolkata (Calcutta), John O’Shea founded GOAL in 1977, and throughout the 42 years since its foundation, GOAL has responded to almost all of the world’s major humanitarian crises since, working with vulnerable communities in more than 60 countries. While GOAL continues to be an agile first-responder to humanitarian crises, it is also committed to working with vulnerable communities to help them survive crises and

support them on the road to recovery. GOAL aims to increase the resilient wellbeing of the world’s poorest people and focuses on those who are excluded or marginalised, particularly those who are vulnerable due to socio-economic status, gender or age. GOAL operates in 13 countries with 2,400 employees and has an annual budget of over €100 million.

The Role

The Director of International Programmes will be responsible for the operational management of GOAL’s country programmes and grant portfolio across 13 countries. S/he will maintain the culture of continuous development within GOAL by providing guidance and support to the Regional and Country Directors. S/he will also ensure that all international programmes are delivered to the highest quality

and achieve the desired impact. As a member of the Senior Management Team (SMT) s/he will help build a future model for programmatic expertise within GOAL and clearly define the unique value add of the organisation within The Humanitarian and Development sector. Primary Duties and Accountabilities • Oversee and lead a broad portfolio of programmes in line with the organisational strategy. • Ensure GOAL has the appropriate infrastructure to response in a timely effective way to Humanitarian emergencies. • Work closely with the senior management team to facilitate quality communications with GOAL’s donors and partners on programme impact. • Strategically position GOAL for new opportunities, foster innovation, and identify new programming opportunities and partnerships. • Support Country Teams with the development of partnership strategies locally and internationally. • Lead a culture of learning across all country teams. • Ensure strong engagement with MEAL and Technical Teams to ensure strong programme quality. • Oversee the development and submission of concept papers, proposals and other funding opportunities to ensure a strong pipeline for GOAL’s country programmes. • Ensure on-time, on-budget, on-target programme implementation, provide trouble shooting and guidance on issue management per GOAL’s standard processes and approaches. • Work with the Operations team, Group Services, Ethics and Compliance, Internal audit, Technical Advisory and MEAL team to promote continuous quality improvement of country programmes. • Liaise with the CFO and Finance team to conduct monthly reviews of field programme, and exceptional item expenditure, approval of no cost extensions, cost rates and annual budget processes. • Provide timely updates to CEO on all aspects of GOALs programme work and present updates to relevant Boards. These duties are a guide to a wide range of responsibilities and are neither definitive nor restrictive. Person Profile GOAL is seeking an accomplished leader with a long-standing background in the development and/or humanitarian sector, including significant experience of direct management of country programmes. The preferred candidate will possess the ability to work effectively under pressure in a complex and rapidly-changing environment. The post-holder will be an innovative and strategic individual, possessing a strong people management skillset and show commitment to GOAL’s values and mission.

Core Competencies and Skills Summary Essential • Track record of achievement in a previous, similar role. • Significant experience in the development and/or humanitarian sector including direct management of country programmes. • Ability to lead/motivate teams and identify learning and development needs within GOAL’s team. • Demonstrated proficiency with government grants, public/private donors and finance management. • Strong organisational analytical and administrative skills, including a strong ability to focus on detail and quality assurance. • Ability to work under pressure and to meet challenging deadlines. • Ability to analyse complex organisational challenges and present innovative solutions. • Excellent relationship management skills and ability to communicate in all forms (written, verbal, negotiation, presentation skills, etc.) • Willingness to travel, sometimes at short notice, to major global cities and GOAL’s operational locations. Desirable • Fluency in a second language, preferably French, Spanish or Arabic, is desirable.

Remuneration:

Competitive salary commensurate with experience. Pension scheme – 7.5% employer contribution after 12 months service. Employee contribution is optional.
