About Green Climate Fund The Green Climate Fund (GCF) is the world’s largest dedicated fund of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It was set up by the 194 countries who are parties to the convention and is designed to support significant efforts to address climate change mitigation and adaptation. The GCF started funding projects and programmes in developing countries around the world in 2014. The GCF is expected to be a significant channel for distributing a significant portion of the 100 billion USD in annual climate finance that developed countries have committed to mobilising annually. These funds will flow from a variety of public, private, and innovative sources through many channels. GCF aims to catalyse a flow of climate finance to invest in low-emission and climate-resilient development, driving a paradigm shift in the global response to climate change. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change.

Position Objective The Sector Specialist, reporting to the Head of Risk Management and Compliance, is responsible for conducting an independent assessment of the investment proposals from the climate impact perspective and providing an expert opinion on the investment proposal to internal review committees in addition to developing investment policies and investment related knowledge building to shape an effective Human Security, Livelihoods and Well-being portfolio of the Fund.

Duties and Responsibilities PURPOSE - INNOVATE • Conduct independent appraisal of the funding proposals from Accredited Entities in the Human Security, Livelihoods and Well-being sector applying sectoral expertise and evaluating the strength of climate rationale, assumptions and project assessment from the origination and development teams. • Prepare independent written opinions on the funding proposals in the Human Security, Livelihoods and Well-being sector to internal review committees. • Lead the development of investment policies, refine sectoral guidance and strategy development in collaboration with other divisions, and create investment related knowledge products focused on the Human Security, Livelihoods and Well-being sector to shape an effective portfolio. ENGAGEMENT - ADVOCATE • Collaborate with our partners to provide innovative and paradigm shifting projects that results in great impact in related sectors; actively re-shape projects under implementation to improve likelihood of impact.
• Negotiate with the origination and development teams (if necessary) to enhance the quality and impact of the funding proposals, and provide technical advice on the Human Security, Livelihoods and Well-being sector related activities in line with the Fund’s mandate. • Advocate for the independent appraisal outcomes and for relevant risk and investment assessment tools in collaboration with other divisions. DELIVERY - DEFINE PROJECT CYCLE • Define steps in a sectoral appraisal process and collaborate cross divisionally; and ensure alignment between investment opportunities and policies governing risk and investment. • Generate lessons learnt and good practices in the Human Security, Livelihoods and Well-being sector and organize knowledge management learning platforms and tools to strengthen the appraisal process.

Requirements • Master’s Degree or higher in engineering, environmental science, management/ business or other relevant fields. • A minimum of eleven (11) years of relevant experience in climate finance operations, understanding of private and public sector interventions, and ability to provide thought leadership to the organization in the Human Security, Livelihoods and Well-being. • In-depth understanding of process management in a multilateral setting.
• Excellent interpersonal skills with the ability to interact with a broad range of stakeholders, communicate at various levels, build good working relationships while being assertive and providing an independent assessment. • Fluency in English is essential and working knowledge of another UN language is an advantage.

Office of Risk Management and Compliance (ORMC) The Office of Risk Management and Compliance (ORMC) mission within GCF is responsible to create and manage a comprehensive risk, compliance and Environmental and Social Safeguards (ESS) frameworks using best practices to perform fiduciary responsibilities and to anticipate, identify, prioritize, manage, and monitor the portfolio of business risks impacting GCF. The ORMC at GCF is leading on the development and implementation of effective policies which guide and facilitate risk, compliance and ESS
practices, competencies, accountability, processes, and procedures while using enabling technologies. They provide expert advice and solutions to successfully execute GCF’s mission, ensuring all investments meet the Fund’s investment criteria and are within its risk tolerances and comply with environmental, social and governance safeguards in order to provide positive assurance that investments made create a positive social impact.
