About Green Climate Fund The Green Climate Fund (GCF) is the world’s largest dedicated fund of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It was set up by the 194 countries who are parties to the convention and is designed to support significant efforts to address climate change mitigation and adaptation. The GCF started funding projects and programmes in developing countries around the world in 2014. The GCF is expected to be a significant channel for distributing a significant portion of the 100 billion USD in annual climate finance that developed countries have committed to mobilising annually. These funds will flow from a variety of public, private, and innovative sources through many channels. GCF aims to catalyse a flow of climate finance to invest in low-emission and climate-resilient development, driving a paradigm shift in the global response to climate change. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change.

Position Objective The Senior Water Specialist, reporting to the Deputy Director, Adaptation of DMA, is responsible for the expansion and evolution of GCF’s water sector, together with wider organization policies. Working closely with accredited entities, national designated authorities and other internal/external stakeholders, the Senior Water Resources Management Specialist provides leadership and oversight of the portfolio of investments in water resources, which distinguishes the Fund as a unique partner for addressing climate change.

Duties and Responsibilities PURPOSE - INNOVATE • Leads the development of strategy, policy, technical documents and tools focused on water development, investment and assessment aligned towards adaptation, mitigation and overall country/sectoral programming strategies • Oversees sectoral pipeline and portfolio performance to ensure investment targets are met. ENGAGEMENT - ADVOCATE • Advocates with DMA colleagues and GCF Program Leadership on water resource planning, management and development approaches, relevant methodologies, and country needs • Negotiates with external stakeholders as they access the Fund’s investment resources (including scalable catalytic facilities) and provide technical advice on water resources related activities in line with GCF objectives.

DELIVERY - DEFINE PROJECT CYCLE • Oversees water portfolio activities from the development of concept notes to the monitoring of project implementation in line with DMA strategy and ensures their alignment with cycles of funding and project development • Organizes knowledge management resources and tools to strengthen the quality of sectoral and country-level projects to shift the paradigm on low-emission and climateresilient water development • Contributes to corporate and team activites such as strategic planning and programming, Board support, hiring processes, consultant selections, communications, and replenishment, by providing relevant inputs, and managing consultants, interns and other GCF staff as necessary.

Profile of the person we are looking for WE SEEK A SPECIALIST, SENIOR PROFESSIONAL WHO: • Understands water resources management from a climate change and adaptation perspective • Has provided sectorial advice and collaborated with national authorities, UN bodies and international NGOs, largely in developing countries. • Has extensive experience in water-smart landscaping and irrigation as well as large scale water conservation. • Understands financial, institutional modelling and structuring relevant to water resources management to be able to make recommendations to the Fund on the most impactful projects to fund.

• Has experience in vigorous negotiation and management skills in non-hierarchical multi-layered relationships. • Is passionate about addressing the impact of climate on water resource management and truly subscribes to the core values of the Fund. • Considers knowledge management and learning natural assets and is passionate about tirelessly furthering the mission of the Fund. • Has worked across a minimum of two regions in the world and wants to work as part of a very diverse and multicultural team. • Is willing to relocate to Songdo, South Korea.

Requirements • Master’s degree in water resources management, environmental science or engineering, natural resources management or other relevant fields • 11 years or more experience in project origination, development and management and/ or financing with specific emphasis on water resources management • Substantive expertise in one or more of the following areas: water resources management, extreme events such as floods and droughts, water-based adaptation, climate change adaptation at national level and river basin level, coastal zone management

• Relevant experience in climate finance operations in water resources; familiarity with multilateral funds, including the UNFCCC framework • Fluency in English with knowledge of Spanish and/or French an advantage.

Division of Mitigation and Adaptation The Division of Mitigation and Adaptation provides technical expertise across all eight mitigation and adaptation results areas for both public and private sector CNs and funding proposals. The Division also leads the preparation and review of public sector CNs and funding proposals. It assists NDAs and AEs in the development and structuring of projects

and plays a critical role in finalizing the FAAs following project approval to enable projects to start implementation. In addition, DMA is responsible for managing the GCF REDD-plus results-based payments pilot programme. Finally, it carries out technical reviews of and provides input for PPF applications and draft country and entity work programmes.
