About Green Climate Fund The Green Climate Fund (GCF) is a one of the primary funding institutions of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It was set up by the 194 countries who are parties to the convention and is designed to support significant efforts to address climate change mitigation and adaptation. The GCF started funding projects and programmes in developing countries around the world in 2015. The GCF is expected to be a significant channel for distributing a significant portion of the 100 billion USD in annual climate finance that the developed countries have committed to mobilise by 2020. These funds will flow from a variety of public, private, and innovative sources through many channels.
The overall goal of the Fund, as defined in its governing Instrument, is to contribute to the achievement of the ultimate objective of the UNFCCC by promoting the paradigm shift towards low-emission and climate-resilient development pathways. Its climate investments are placed in the context of sustainable development and secure additional economic, social, developmental, and other environmental benefits while taking gender equality and other human rights considerations into account. The GCF aims to achieve this by providing support to developing countries, particularly those most vulnerable to the adverse effects of climate change, to limit or reduce their greenhouse gas emissions, and to adapt to climate change impacts.

The Deputy General Counsel reports to the General Counsel in the Office of the General Counsel (OGC) and will have responsibility for the day to day functioning of the operations and institutional divisions in that office. While the General Counsel has the overall responsibility for OGC, the Deputy General Counsel will oversee these two divisions ensuring that their respective functions and processes
are streamlined, and ensuring that there is proper coordination between the OGC and its relevant internal and external boundary partners. The Deputy General Counsel will also ensure that suitable development programmes are developed and implemented to enhance and empower the professional and administrative staff in the OGC.
Position Objective This is an exciting opportunity for an experienced law and management professional to make an impact within the Green Climate Fund. The Deputy General Counsel will be able to create lasting change through developing policies within the organization, as well as gain valuable experience in the area of climate finance. This is an emerging area that will only become more and more vital in the years to come.
The Deputy General Counsel will need to have demonstrated senior management experience as well as experience in project finance. Technical competence, the ability to effectively communicate with a broad range of internal and external stakeholders, a decisive attitude and the ability to lead a team are crucial aspects of the role. Experience in and/or managing an institutional team advising on internal governance issues relevant to an international organisation is also key. 5

Duties and Responsibilities Purpose (Lead and coordinate efforts) • Leading, coordinating and ensuring that the institutional and operational divisions adhere to their respective work programmes, thereby ensuring timely and quality delivery of their work products to their respective internal and external partners and the Board under the wider Secretariat Work Programme. • Devising and implementing operational efficiencies in the two divisions in the Office of General Counsel to maximise productivity and managing relationships with internal boundary partners and external partners to enhance the reputation of the GCF. • Assistance to the General Counsel thereby ensuring that all policies, rules and procedures in the Fund are adhered to and developed in a manner consistent the Governing Instrument and the strategic direction of the Board and Senior Management Team (SMT). Engagement (Empower and Oversee) • Advise the SMT and the Board in the absence of or at the request of the General Counsel on all matters requiring legal input, advice and strategy. • Constant and efficient consultations with all relevant divisions, thereby
ensuring that there is effective guidance provided concerning their respective operational mandates consistent with legal requirements in the context of the work programme of the wider Secretariat. Delivery (Quality Assurance and timely delivery of work programme and assigments) • Overseeing and managing the relationship between the respective institutional and project teams with their respective boundary partners so as ensure the efficient and timely delivery of tasks and completion of assignments including acceleration of the pace of delivery of privileges and immunities agreements by countries in which are members of the UNFCCC. • Ensuring that appropriate acknowledgment systems are in place in OGC. Overseeing the professional development programme for the OGC and ensuring that the programme is consistent with the long term and strategic objectives of the Secretariat and individual growth and development of OGC personnel. • Assisting and developing relationships with the legal departments of other international organisations as well as member countries of the UNFCCC with emphasis on expediting the delivery of privileges and immunities the GCF.

Person Specification (Education, experience, technical competencies required of the job) • Juris Doctor LLB or equivalent law degree; qualification to practice law in at least one jurisdiction (additional LLM degree a plus); • A minimum of 15 years of relevant professional experience, of which at least eight years at an international level; managing a legal team a plus. • Strong professional knowledge of, and relevant practitioner experience in, project finance, finance, preferably with experience in climate or environmental finance;
• Experience in and/or managing an institutional team advising on internal governance issues relevant to an international organisation; • Experience working in, or working with, developing countries; and • Fluency in English is essential; knowledge of anther United Nations language is an advantage.
