ABOUT LINK COMMUNITY DEVELOPMENT Link Community Development is a family of not for profit organisations working together to transform education for children and communities across impoverished rural areas of Ethiopia, Malawi, Rwanda and Uganda. Since our foundation in 1995 we have worked in 3,000 schools and improved the lives of over two million children through unique and effective school improvement models. We guide governments and educators to adopt low-cost solutions to improve learning and support for children, with a focus on literacy, numeracy and inclusion for the most

marginalised children. Through a partnership delivery model which embeds piloting and learning within local systems, we influence changes to policy, practice and accountability on a national scale, and our interventions are regularly adapted and replicated by governments and NGOs in new countries and contexts. Link Community Development International (Link International), based in Edinburgh, Scotland supports all project, M&E, fundraising, finance and governance activities in our five sub-Saharan partner countries.

JOB PURPOSE The Country Representative will ensure the effective and efficient delivery of Link’s Ethiopia programme. The includes the Girls’ Education Challenge ‘STAGES’ project, a key partner in TARGET, which sits within the General Education Quality Improvement Project for Equity (GEQIP-E) and various projects funded by Trusts and Foundations.

Reporting to the Link International CEO, the post-holder will manage the STAGES Programme Director, the Link TARGET team and coordinate closely with the Senior Programme Management and Technical team based in Edinburgh, to ensure all project activities are delivered on time, on budget and to the highest standard.

ABOUT THE PROJECT Supporting Transition of Adolescent Girls through Enhanced Systems (‘STAGES’) is an ambitious DFID-funded eight-year Girls Education Challenge programme which aims to improve girls’ learning and transition in 127 rural elementary schools and up to 17 secondary schools - 12 existing schools and 4 new ‘deep rural’ schools. Over eight years, working in all schools in four marginalised, densely populated districts of Wolaita, Ethiopia STAGES directly reaches 61,345 girls with a range of interventions to improve literacy and numeracy outcomes, transition through education, and sustainability. STAGES is boosted with amounts of funding which come from a small number of Trusts and Foundations.

TARGET is a DFID-funded and Education Development Trust-managed programme over 3 years which is complementary to the Government of Ethiopia’s Education Quality Improvement Programme for Equity (GEQIP-E), supported by the World Bank. Link’s role in TARGET is to provide technical assistance to the Ministry of Education and Regional Education Bureaus in the 4 ‘emerging regions’ of Ethiopia, namely Afar, Somali, Gambella and Benshangul Gumuz. The technical areas in which Link will provide support include the School Improvement Programme and School Leadership, with a focus on gender and inclusion to reach the most marginalised children in these regions.

INDICATIVE AREAS OF KEY RESPONSIBILITIES • Act as Link International’s representative in Ethiopia and key liaison with government partners, donors, fund managers and consortium leads on management, technical and strategic aspects of projects • Ensure Link Ethiopia activities align with Link International’s core model, theory of change and organisational values • Develop an Ethiopian country strategy that aligns with Link International’s vision, mission and business plan • Ensure effective management and development of human resources in Link Ethiopia in line with Link International’s policies and international best practice • Identify areas of growth for Link Ethiopia that lie within Link International’s mission, core model and theory of change, and pursue these along with the Link International team • Prepare and oversee delivery of detailed operational plan for Link Ethiopia including budgets for implementation of all programme activities based on approved project budget and work plan • Ensure compliance with Ethiopian CSO regulations, donor requirements and Link International and international best practice policies and procedures

• Ensure Link Ethiopia’s Governance structures are robust and effective and follow best practice, including building a strong Advisory Committee • Manage the STAGES Programme Director and Link TARGET team to lead and coordinate the programme technical and administration teams and subcontractors in the implementation of large, complex education development projects • Work closely with Link International’s Senior Management Team (SMT), Ethiopiafocused Technical Advisor and Knowledge and Impact team based in Edinburgh • Co-ordinate stakeholders and partners (government and other NGOS) to ensure that Link Ethiopia activities in TARGET, STAGES and future projects are delivered on time, on budget and to the required quality • Manage the contracts of external MEL providers according to MEL framework and budget • Ensure all internal and external project reporting for all Link Ethiopia projects is completed to a high standard and on time • Provide briefings to donors, partners, fund managers and Link International SMT as requested

PERSON SPECIFICATION EXPERIENCE AND QUALIFICATIONS Essential • Strong knowledge and understanding of education provision and community engagement in Africa (particularly Ethiopia) • Understanding of technical assistance support as well as direct programme delivery • Experience of coordinating the range of functions common to large projects including finance, programme, MEL and Human Resources • Experience working with government partners at all levels • Strong budgeting and financial management experience • Proven track record of coordinating complex education projects • Experience working on large, multi-partner projects • Experience working in a multicultural environment • Proven knowledge and understanding of and commitment to Safeguarding and child protection • Able to build safeguarding and child protection into Link Ethiopia programmes at all levels

Desirable • A postgraduate degree in a relevant field (International Development, education, research skills) • Experience of the Ethiopian education context SKILLS AND ATTRIBUTES Essential • Ability to self-manage a demanding workload • Ability to think and plan strategically • Strong people and organisation skills (human resources) • Excellent interpersonal skills • Demonstrable ability to complete work to a high standard • Excellent written and spoken English • The ability to communicate complex information for a range of audiences, both in written reports and through presentations
