THE ROLE
ROLE: Head of Commercial Contracts
LOCATION: Oxford or other UK office (with the ability to work from home under OGB’s hybrid working policy)
SALARY: Up to £59,000 (including market supplement)
JOB SUMMARY
• Required to develop long term vision and strategic planning to achieve significant impact.
• Represents its affiliate and manages and influences significant and high-profile external relationships.
• Helps shape objectives at the affiliate level.
• Provides leadership of unit including setting and leading the delivery of unit objectives.
• Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, sec, brand).
• Produces, assimilates, analyses and uses Programme information from varied and diverse sources to provide indepth analysis.
• Decision-making is strategic and operational with a high degree of judgement based on specific problem-solving experience, drawing on a range of external and internal factors.
• Works autonomously with significant financial and commercial responsibility.
• Is the key decision maker.

ROLE RESPONSIBILITIES
• Serve as the Oxfam GB lead for commercial contracts, advising senior management on deciding the principles, setting priorities, and clarifying ambition level for engagement in commercial contracts.
• Develop and implement Oxfam’s commercial contract strategy in line with Oxfam’s values and organisational strategy.
• Build Oxfam’s systems, processes, tools, and guides to implement new framework agreements and commercial tenders. This includes developing policies and approaches to commercial and non-commercial financial risks, including but not limited to approaches and processes related to bidding, managing, delivering, and reporting on commercial contracts.
• Establish ways of working on contract opportunities and provide technical support to the bid team on key commercial contract opportunities to ensure successful outcomes.
• Build internal capacity on commercial contracting, including developing and delivering training and workshops, consolidating lessons learned and developing guidance documents such as ways of working on commercial contract, commercial contract operational manual, PbR management tools.
• Interface with various Oxfam stakeholders such as Finance, Logistics, HR, M&E (Monitoring & Evaluation), and Risk Management on compliance/alignment between donor rules, regulations, and their general expectations on partners with Oxfam’s internal policies, guidelines, procedures, and tools.
• Work with relevant donor leads (UK, EU, International Financial Institutions), and business development on pre-positioning and to form partnerships for tendering processes and networks with INGOs and for-profit entities to establish relationships.
• Work with Oxfam country offices and selected partners on tender readiness initiatives.
CANDIDATE PROFILE
ESSENTIAL
• Demonstratable experience in tendering for and/or implementing large commercial contracts funded by FCDO, World Bank, and others, either for non-profit or for-profit organisations. This includes a strong knowledge of the regulations and procedures of major institutional donors.
• Strong understanding of contractual and financial management principles and systems applicable to various contracts and sub-contract types, including but not limited to cost reimbursement, time and material, fixed price, framework, and performance-based Programme management.
• Clear thinking and sound judgement-able to manage competing demands, make effective decisions under pressure and think creatively to come up with solutions to problems.
• Demonstrated ability, tact, and sensitivity in working across institutional boundaries, business units, and teams in an effective and productive way.
• Highly collaborative with the ability to develop excellent working relationships and practices that enable various internal stakeholders to meet their goals and objectives.
• Ability to negotiate and influence various stakeholders.
