Overview Plan International UK is a global children’s charity with an annual income of c.£60m and employs 220 staff. We work to give every child the same chance in life. In every child, there is a spark of imagination, curiosity and ambition. But not every child is born with the same opportunities. When you face poverty or violence, the odds are stacked against you. When you’re a girl, it’s even harder to be safe, to be in school and to be in charge of your body. All children deserve an education, health care and clean water. All children deserve the chance to thrive. We’re fighting so every child, especially every girl, knows their value. We’re fighting so the communities they’re growing up in – and the world around them – value them too. And, if disaster strikes, we’re there to protect children, keep them learning and help them recover. This is an exciting time to join the organisation as Director of International Programmes, as we embark on the implementation of our new three-year strategy. A strategy that this role will be integral in bringing to life through the work of our International Programmes Directorate and through participation in the Leadership Team of the organisation. The International Programmes Directorate (IPD) consists of three key Units: the Development Programmes Unit (38.5 FTEs), Disaster Risk Management Unit (15 FTEs) and Programme Effectiveness and Compliance Unit (18 FTEs). The Directorate aspires to deliver the highest quality gender transformative programmes and is known for its expertise in empowering young people and equality for girls. With a core focus on programmes in education, economic security, child protection, sexual reproductive health and rights (SRHR) and our expanding humanitarian response offer. The total income budget for IPD is c.£28m, working with corporate partners, institutional donors and multilaterals with an expenditure of c.£5m. Key deliverables Leadership & Strategy
• As part of the Leadership Team (LT), lead the delivery of the three year organisational strategy, by contributing to creating a coherent, collaborative and supportive senior leadership team • Live Plan International’s Global Values and inspire others to do the same, building on their commitment to making a difference to ensuring children’s rights and equality for girls • Be accountable to the CEO, LT and staff for the efficiency and effectiveness of your area of responsibility by strong financial management of budgets, development and delivery of annual plans and compliance with policies and procedures and relevant regulations/law and effective risk management • Represent Plan International UK effectively at all levels with both internal and external stakeholders • Lead your direct teams to embrace and amplify our new people and culture framework, brand strategy, digital approach and “One Plan” approach in order to deliver the organisational strategy • Champion collaborative and cross-organisational working to ensure the successful delivery of organisational and mission objectives • Build external networks to ensure innovative and creative thinking and diversity and inclusion is championed and brought to key initiatives
Management
• Manage resources (staff and budget) of teams, setting and monitoring annual plans and budget, staff performance and management • Responsible for setting and managing relevant performance targets • Support the work of the Board of Trustees through the provision of high quality information and analysis • Be an effective and inspiring manager and role model to direct reports, developing talent and team work • Trouble shoot and problem solve escalated issues and risks impacting effective programme delivery, doing so in coordination with Plan Global Hub, Regional and Country Offices and other National Offices
Mobilising Resources
• Ensure Plan International UK has a coherent, relevant and innovative programme portfolio • Share learning from the programme portfolio, supporting the development of policy and advocacy positions, contributing towards publications and representing Plan International UK’s programmes work to a range of audiences to promote awareness of our dual development and humanitarian mandate • Provide technical support and thought leadership to Plan International UK and contribute to Plan International’s global technical capability • Collaborate in the design, development and submission of grant proposals and reporting against grants awarded by institutional donors • Support Country Office resource mobilisation, grants and project management and strategic plans • Provide oversight of travel security arrangements and assure the wellbeing of staff travelling overseas on behalf of Plan International UK • Take shared responsibility for ensuring that Plan International’s Safeguarding Policies and Implementation Standards are maintained • Ensure processes are fit-for-purpose to maximise effectiveness and efficiency of the directorate • Ensure sound and efficient use of resources and adherence to Plan International UK’s governance procedures, including engagement with the Board of Trustees • Lead on financial planning, budgeting and forecasting for the Directorate, ensuring income and cost recovery targets are met and resources are allocated to meet strategic priorities • Champion the accelerated development of monitoring and evaluation, accountability and learning across all our work • Ensure that gender equality, diversity and inclusion and anti-racism are integral to the work of the International Programmes Directorate

Key deliverables Effective Delivery
• Deliver high quality programmes, by ensuring that the necessary technical and management support is adequately resourced, that quality assurance mechanisms and systems are in place and adhered to and that the necessary capacity and accountability to implement quality programmes is available within Plan International Country Offices • Ensure adherence to donor compliance requirements for the full project lifecycle through a risk based management approach

• Lead on representing Plan International UK at the Plan EU Board meetings • Develop meaningful relationships with key donors and stakeholders • Develop strong networks across the Plan International family in order to deliver the global and UK strategies

PERSON SPECIFICATION • Demonstrable experience of working at Board level and contributing to the development and delivery of organisational strategy as part of a senior leadership team • Critical thinking and strategic planning skills with the ability to translate strategy into action and work collaboratively with colleagues across the organisation to deliver results • Proven success in a strategic, senior management role relating to international development, including experience of influencing and building profile for an organisation • An inclusive and inspirational leader with a proven success in leadership in a complex and dynamic environment, including leading and building highperforming, cross functional teams • Proven success in leading strategic engagement with large institutions and developing and maintaining high-level influencing relationship networks. Able to work effectively with the Foreign, Commonwealth and Development Office (FCDO) and representing organisations and with a variety of key external actors • Substantial experience of managing development and /or humanitarian projects overseas and reporting to institutional funders • Success in commercial tenders in Plan International UK’s areas of strategic priority and proven experience of raising funds in the UK and / or EC from institutional donors in new areas and of competitive tendering processes, using research and evaluation strategically in the process.

Summary Terms and Conditions Salary:
£90,000 per annum
Pension:
Defined contribution pension scheme and match pension contributions up to 7.5 per cent.
Leave Entitlement:
25 days annual leave per calendar year (including 3 days between Christmas and New Year), plus Bank Holidays, rising to 30 days after 5 years
