Recent developments in blended finance, climate finance, green economic recovery, guarantee instruments, insurance, carbon credit financing, payment for environmental services and digital financial services, amongst others, have created more momentum on the potential of innovative financing mechanisms to contribute to systems change aiming to attain the SDGs and Paris Climate Agreements. It is important to ensure that the additional sources of finance leveraged through innovative development finance mechanisms result in the stated desired impacts and do not create negative market distortions, negative development impacts, or contribute to inequality.

Innovative development finance mechanisms are increasingly recognized as key instruments to achieve the SDGs and Paris Climate Agreements. There are essentially two goals of innovative development finance in development: i) to mobilise additional finance from existing and new sources; ii) to utilise funds more effectively or efficiently in new sectors, geographies or for new purposes.

SNV has gained a relevant track-record in innovative development finance through facilities such as the Dutch Fund for Climate and Development (DFCD), the Innovations Against Poverty (IAP) fund and other facilities (global, regional and country-level) where SNV is involved in the provision of early-stage catalytic grants, results-based financing, technical assistance to catalyse private sector investment, carbon credits finance and microfinance, business development services and investment brokering, commercial lending guarantees and insurances, amongst others. SNV wishes to strengthen its critical understanding and assessment of the effects of these investments, in terms of additionality, target audiences and market distortions. SNV seeks to intensify its engagement in this space ensuring that this engagement contributes to the SDGs and Paris Climate Agreements. Therefore, SNV is seeking a Global Technical Advisor (GTA) Impact Driven Finance to provide strategic leadership, advisory services and backstopping to projects on innovative development finance mechanisms aimed at delivering sustainable and inclusive impact. The GTA is expected to support the development, inception, safeguarding, implementation, and ongoing assessment of Impact Driven Finance initiatives in SNV’s portfolio of projects. Under the direct supervision of the Managing Director Sectors, the GTA Impact Driven Finance will work closely with the global sector teams of Agri-Food, Energy and Water, country offices, as well as the Business Development team. The GTA will develop innovative solutions and critical metrics, contribute to knowledge and learning, and maintain/expand relations and partnerships with key sector players. The GTA will support SNV Project Managers and project teams to maintain and improve project quality, ensuring knowledge is exchanged between projects and countries to continuously improve our tools and approaches. The GTA will take SNV’s learning to wider audiences in order to increase impact and leads the design of new projects, together with Business Development staff and country teams. The GTA Impact Driven Finance is expected to enhance SNV’s ability to deliver on financial services overall, better meeting the evolving needs of the (sub) sectors and introducing critical awareness about the targeting and additionality of financial services.

Duties5 and Responsibilities

Strategy Development: Support identification of SNV’s niche in the Impact Driven Finance landscape, based on an analysis of developments and trends, as well as an internal stocktaking exercise of SNV’s current positioning, trackrecord, and performance. This is expected to cover a diverse range of innovative development finance aspects, including but not limited to: technical assistance provision, business case development, approaches to leveraging private finance, targeting, metrics, evaluation and the potential launch of a stand-alone facility building on SNV’s existing experience. Coordinate and define, with SNV’s Global Sector Teams (Agri-Food, Energy, Water), the integration of innovative financing approaches and tools in SNV’s products and broader vision on how to transform food, energy and water systems to enable sustainable and more equitable livelihoods for all.

Technical Advice: Provide advice and support to relevant project and programme staff to implement tools and approaches in relevant Impact Driven Finance approaches according to set standards and safeguards. Develop innovative and relevant methodology enhancements or new products based on experience and external developments, together with other Global Team members and stakeholders. Support the Global Sector Teams in design and review of relevant new project proposals on technical quality of Impact Driven Finance aspects.

Profiling and positioning: Identify, build and expand global partnerships with appropriate partners and actors within the sector in consultation with the Global Sector Teams. Represent SNV at selected events. Work closely with our Corporate Affairs unit and the Global Sector Heads to develop messaging and engaging in relevant international development debates.

Knowledge and Learning: Support on practice development on aspects of Impact Driven Finance and translate external trends into internal improvement actions and innovations for the 3 sectors. Support the development, maintenance and updating of the innovative development finance agenda and how it plays out across SNV’s sectors and supports organisational learning.

• Strong background in business development with external donors: proven ability and solid experience designing impactful projects and programmes, writing successful proposals and managing international donor relationships.

• Experience with knowledge management, learning and innovations in development finance.

• Solid expertise and experience with the assessment methods for measuring the target audiences, additionality, and broader effects of different financing mechanisms in specific contexts

• Experience with Impact Driven Finance mechanisms, blended finance and/or leveraging commercial investments in emerging markets targeting sustainable and inclusive impact.

• International work experience and proven ability to effectively steer, give direction and advice to project managers, effectively coach and lead a team of advisors in a multi-cultural setting.

• Experience in engaging impact investors, carbon credit financing, public climate funding and payment for environmental services in development programs in food, energy and/or water.

• Excellent social and networking skills, ability to engage with governments and the private sector including influencing skills and experience of working effectively in a matrix organisation.

• 7+ years of relevant working experience, in a role providing financial services, consulting/advisory and/or business administration in the context of development. Balance of hard and soft financial skills.

• Proven experience in developing programme strategies, critical evaluation and positioning in innovative development finance, and within an international cooperation context.

• Mastery of interpersonal skills with the ability to be flexible and adaptable.

• Entrepreneurial, result-oriented and driver for change.

• Master’s Degree in Finance, Business Administration, Applied Economics (and management), or any other relevant field.

• Having an extensive (international) network in the innovative development finance sector, including financial institutions, (impact) investors and donors.

• Good communication and negotiation skills as well as intercultural sensitivity.

• Self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organisational skills.

• Proficiency in both written and spoken English is required. Proficiency in French is desirable.

• Deep knowledge and expertise in international commodity supply chains, corporate sustainability (environmental and social issues), and the reality of developing & emerging economies and increasing investment readiness of local companies.
