PRAYER FOR THE YEAR

2014 holds more fascinating surprises than we can imagine. I say that confidently because every year does that, and it’s a good job we don’t know what some of those surprises are. But we can be equally sure that the year ahead is held in the loving mystery we call God and that God is as reliable as the world is unreliable.

Gracious God, sustainer and friend of all, we look for your blessing upon this Diocese of Oxford, asking for the ability to live and share your love thoughtfully and generously in all our work, that many may be attracted and provoked into lives of justice and joy through Jesus Christ our Lord. Amen

We’re coming to the end of the first five years of Living Faith and this is the year when we focus on Shaping Confident Collaborative Leadership, particularly through the three big conferences – look at the calendar entries for March, June and September! My hope and prayer is that these three events will inspire, encourage and equip us all in the leadership we exercise – and all of us have some role in leadership simply by being baptised and in some way active in our church. This calendar is an attractive and valuable way of being reminded regularly that we belong to the wonderful, motley band of pilgrims we call the Diocese of Oxford, and that there is a huge diversity of activity going on all the time directed towards that breath-taking vision of ‘the transformation of all things under God’, or, more directly, ‘creating a growing, caring and sustainable Christian presence in every part of the Diocese of Oxford…’

In our Diocese we have: • More parishes and churches than any other diocese in the Church of England • A population of 2,250,000 (2010) • 290 benefices • 621 parishes • 813 churches, of which more than 650 are listed buildings • Around 50,000 people on our church electoral rolls • Approximately 600 parochial clergy, plus around 400 active retired clergy and 100 on non-parochial licences • Around 290 Licensed Lay Ministers • Four bishops and three archdeacons • Around 45 Youth Ministers • 53,000 children attending our church schools.

Schools and Education What we do The Oxford Diocesan Board of Education (ODBE) exists to serve God in all aspects of the educational work of the Church, providing pastoral and professional support to 280 schools and academies serving 53,000 pupils across the nine local authority areas within the diocese. We work to enable children and young people to develop academically, spiritually, morally and socially and to offer them an experience of the Christian faith.

Priorities for 2014

We work closely with local authorities, the Department for Education, sponsor organisations, and local community schools and multi-academy trusts to ensure that all schools can work collaboratively towards delivering education of the highest quality. Eighty per cent of our church schools are rated good or outstanding by Ofsted and we are working to raise that number further. We are proud of our schools, their staff and governors and pupils. Our schools are open to those of all faiths and none and provide a vital service in each local community. Specifically, we: • Offer support and advice on developing children and young people's spirituality and their personal, social, cultural and moral education. • Appoint and support Foundation Governors for all church schools. • Provide training both centrally and locally, for teachers, other school staff and governors, sometimes in conjunction with other training partners or local authorities. • Provide guidance on developing a Christian ethos and a Christian perspective on all aspects of school life for young people. • Offer pastoral and professional support for church schools in all aspects of leadership, management and governance. • Support and advise school leaders on religious education, collective worship and the Anglican inspection process for church schools (SIAMS). • Approve all new building, alterations and refurbishment to Voluntary Aided Schools.

Department of Mission Mission in the World WHY? Christians are called to make the world a better place. It’s our mission. Church has been called ‘an unlikely coalition of justice-seeking friends’ and such coalitions are at work across the Diocese of Oxford, making a fantastic contribution to the transformation of individuals and communities. The Mission in the World Group celebrates these activities, encourages and resources them, and constantly seeks ways to maximise their impact.

WHAT? The Mission in the World Team (six members, all but one of whom are part-time) supports a large network of volunteers, who bring passion and expertise to a vast array of themes, including: rural issues, the environment, mental health and wellbeing, the spiritual care of older people, international development and global issues, pastoral care, and urban life and faith. In 2014 we'll be seeking to build on our diocesan Living Faith vision as we think about how churches can provide confident collaborative leadership that will make a difference in the world. We'll be doing this in a range of areas. In social responsibility we'll be helping our churches think about their leadership in areas such as food banks, credit unions and welfare reforms. In community engagement we'll be helping churches think about how the community's use of church buildings can be increased.

In the environment we'll be helping churches take a lead on carbon reduction. In the spiritual care of older people we'll be helping churches think how their leadership can improve the community's response to dementia. And in the area of World Development we'll be inviting all our churches to take the lead in supporting Fair Trade.

HOW? • Training events and resource days: open to all, usually for nominal or subsidised fees. • Multi-media resources, including written factsheets and guides (eg ‘Welcome, Inclusion, Respect’ on disability); an environment blog (see http://earthingfaith.org); a DVD ‘Reaching Out: A Practical Guide to Pastoral Caring’. • Access to experts on many themes, e.g. health and social care, world politics, domestic violence. • Information and support network (e.g. on fairtrade; urban deprivation; older people’s issues; pastoral care challenges). Department of Mission Mission through Ministry What we do

The task of most Christians is to be disciples of Jesus Christ in the world, living lives that give honour to God, being to the best of our ability what God has called us to be – mother, builder, physicist or shop keeper – and witnessing to Christ through our conduct, speech and values. Our churches exist to resource disciples in these tasks, or as the writer of Ephesians would say, “to equip God’s people for work in his service, for building up the body of Christ”. Within the Department of Mission, the Mission through Ministry team identifies, trains and develops ordained and licensed ministers whose work it is to help people worship God and live as disciples of Jesus in the world. • Our diocese produces six per cent of new clergy for the Church of England. We work with those who offer for ministry to help them discern their call, prepare for selection and undertake training for their future ministries • We have around 120 curates. We support their training, helping them reflect on all they are learning as they serve in parishes around the diocese • We have about 35 people in training for licensed lay ministry at any one time and support the 350 people who serve through such ministry in parishes • We provide ongoing training, known as continuing ministerial development, to the 650 clergy found in every community in Oxfordshire, Berkshire and Buckinghamshire.

PRIORITIES FOR 2014

To continue to nurture the large number of people (currently more than 120) offering for ordained ministry in the Diocese with a special emphasis on discovering vocations among young people and those from black and minority ethnic backgrounds.

Department of Mission Making Disciples What we do At the very end of Matthew’s Gospel, just before he ascends to heaven, Jesus gives to those who follow him his “Great Commission”: ‘All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations, baptising them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything that I have commanded you. And remember, I am with you always, to the end of the age.’

PRIORITIES FOR 2014 To support mission action planning taking place in deaneries, benefices and parishes. To encourage churches around the Diocese to gain the new Diocesan 'Youth and Child Friendly Church Award'.

The Making Disciples team exists to support people, parishes and deaneries around the diocese as they seek to undertake this core task left by Jesus to his Church. We:

To work with the network of parish stewardship promoters to help churches think how they can strengthen their work in giving and fundraising.

• Help Christians reach out to others, enabling people to make beginnings in faith and to be encouraged at all stages in their Christian journey

To begin to roll out a programme of safeguarding training that will reach all clergy and licensed lay ministers in the Diocese.

• Work for a Church where children and young people are valued, nurtured and protected • Aim to inspire generous giving that enables parishes to be well resourced for mission and ministry • Resource strategic thinking and decision-making at parish and deanery level, helping disciples witness to Jesus through their presence, life and work.

Diocesan and Archdeaconry Mission and Pastoral Committees What we do Parishes exist within defined boundaries, able to elect officers and undertaking a range of duties and functions. As such they are legal entities with responsibilities and charges laid upon them. From time to time, aspects of the life of parishes may need to change. For example, new parish structures may need to be created in order to respond to the needs of new areas of housing - one or more parish(es) may be united to streamline administration, or (very occasionally) a church may need to be closed. Such changes are of immense importance to the life of local communities and it is essential that they are handled sensitively, wisely, and because parishes are legal entities, with close attention. Within the diocese, the archdeaconry and diocesan mission and pastoral committees exist to oversee such activity. They do the following:

• Work with deaneries and archdeaconries on pastoral reorganisations such as unions of benefices and parishes, boundary changes and the creation of group and team ministries • Oversee the closure of churches where this needs to occur • Help the diocese plan for its future workforce needs for clergy and licensed lay ministers.

Across the Diocese we're witnessing the creation of areas of significant new housing and the arrival of new residents to form new communities. We're making use of this opportunity to be creative about mission and ministry within these places and those yet to come. Peter Morgan, the Diocesan New Communities Development Officer, works closely with parishes and deaneries affected by significant development to help them in their response to the missional challenges that will arise. He also liaises with local authorities and house providers who are tasked with delivering related community facilities, to ensure mission and ministry is considered alongside other aspects of community life - now and in future development. Glebe and Buildings What we do The Buildings Committee is responsible for providing housing for clergy where pastorally required. To that end we follow as far as possible the recommendations of the Church Commissioners for housing to be energy efficient, economical to run and maintain, in suitable locations and in harmony with the surroundings. Where finances permit we have a programme for improving or replacing those vicarages which are no longer fit for purpose. Improvements to existing vicarages include cavity wall and added loft insulation, window and boiler replacements. The Buildings department also offers housing support to curates, non-parochial clergy, deserted clergy spouses, and widow/ers of clergy as appropriate. The department manages 455 houses. Houses are let during vacancies. We generate further income by providing architectural services for capital building projects in Voluntary Aided schools. In addition we are increasingly providing advice to churches on community use projects. The Diocesan Glebe Committee is responsible for the management of ‘glebe land’ – property that historically

existed to provide income for the clergy. The work involves the negotiation of leases and tenancies, rent reviews and collection, the payment of outgoings, repairs, improvements, sales and purchases. Land use designation is constantly monitored, with the help of outside planning consultants, and, where possible, land values are enhanced by seeking planning permission for development. Increasingly we seek to work with Local Authorities to help meet community needs, especially affordable housing. Apart from rental income from property, capital released from sales is invested to create further income for the stipends fund. • The Glebe Committee is responsible for 6,000 acres of mainly agricultural land in over 250 separate land holdings • 80 per cent of land is let on Agricultural Holdings Agreement, the remainder on Farm Business Tenancies or Grazing Licences • Glebe investments and rental income contributed over 20% of the Stipends Fund for 2013.

Diocesan Advisory Committee Living Faith

What we do The DAC is a committee of 20 experts on church buildings and their contents, with a secretariat of two. It was set up in 1916 to advise the Chancellor of the Diocese and parishes on all works relating to churches, churchyards and their contents, and that remains the core of our work today. Membership includes architects, archaeologists, historians, conservation officers, archdeacons and parochial clergy. Meeting on the second Monday of every month but August, we process around 570 new applications for ‘faculty’ (a special form of planning permission for churches), and make over 150 visits to parishes considering repair or development works every year. As well as our legal function advising the Chancellor, the DAC aims to support parishes in developing and maintaining their buildings as centres of local worship, mission, and community. The support we offer to parishes includes: • formal comment on faculty cases • site visits • training • access to specialist technical advisers • lists of approved architects and specialist contractors • examples of good practice • pre-application advice on drafts and sketch schemes.

We see church buildings as central to the aims of Living Faith, sacred centres for worshipping communities and bases from which those communities can reach out in mission and in ministry. We aim to help parishes meet the demands of modern church life in these buildings, without endangering the architecture and craftsmanship that is testament to the faith of former generations.

Priorities for 2014 To offer a dedicated and helpful advisory service to parishes undertaking the repair, alteration or development of their church building. To process faculty casework in a timely and efficient manner, with the aim to respond to all casework enquiries within 10 working days. To expand the 'Building Skills' training programme so that clergy, churchwardens, and other volunteers can continue to develop the skills needed to care for and develop our church buildings.

Administration, HR and Registry What we do The Administration team covers a wide range of support functions. The work of the Diocesan Synod and the Bishop’s Council (which is also the Board of Directors of the Diocesan Board of Finance) are supported by Rosemary Pearce, Diocesan Secretary, and Howard Cattermole, Committee Secretary. They are also the contacts for matters relating to elections, APCMs, Charity Commission registration and the electoral roll. Diocesan Trustees (Oxford) Ltd acts as the Diocesan Authority, holding PCC or Incumbent and Churchwarden personal property (financial endowment and land) for at least 1,300 Trusts under the PCC (Powers) Measure 1956 or the Incumbent and Churchwarden (Trusts) Measure 1964. The Trusts Administrator assists representatives of parish trustees in administering Trust business. Assistance is given to Church School Trustees of 286 church school properties with matters relating to school trust property.

Human Resources advice and support is provided by the Director of Human Resources, Poli Shajko and the Human Resources Manager, Sally Wildman. They provide an integrated HR service with respect to clergy in the diocese as well as employees. They also provide resources and advice for parishes who employ staff.

Communications What we do

Living Faith

Our job is to help the flow of clear and accurate information within the diocese, and to promote the mission of the Church to the wider world. • This means helping to tell the Church’s story through the media. We take around 250 calls each year from journalists. We are here when you have a 'good news' story you want to share through the media and offer a 24/7 on-call service to support parishes in need of advice when a crisis strikes • We produce publications, including our diocesan newspaper, the Door, which goes out to churches 11 times a year. It’s there to share news and good practice across a large and diverse diocese. Share your stories and send them to the Editor (email: jo.duckles@oxford.anglican.org) • We produce resources for Living Faith and other diocesan initiatives, including seasonal campaigns tied to Christian festivals • We run a diocesan website (which has more than 110,000 unique visitors a year) and support parishes in their use of new media. We create audio and video content, we host blogs and use social media including Twitter and Facebook to engage with others. We manage our online and printed diocesan directory • Our e-newsletter goes out to 2200 email addresses every week. We advise other departments in Church House on their mailings and publications, and help publicise events. Finance

What we do

The Finance Department provides a comprehensive financial service for the Oxford Diocesan Board of Finance (OBDF), its Councils and other diocesan entities. This includes: • Financial management, strategy, policies and controls; budget and monitoring against results • Financial systems for all accounting matters, tax and parish share allocation • Reporting to Councils, Diocesan Synod and Board meetings as appropriate • Payroll and parish share administration • Stipend issues and parochial fees accounting • Financial returns, mission statistics and PCC accounts • Provision of advice on financial and accounting matters to PCC Treasurers • Financial administration of loans to PCCs

Living Faith By managing the diocesan finances prudently, we help resource the Church in the Diocese of Oxford to live out our 'Living Faith' calling. • Financial administration, including glebe transactions, recording and monitoring including rent roll and Capital purchases and sales of properties and investments.

Our Cathedral

The Cathedral Church of Christ, Oxford

Today we are grateful that the building has survived, and that it is used to the glory of God.

Uniquely, the Cathedral is a College Chapel as well as the cathedral church for the Diocese of Oxford. The beautiful building is home to a vibrant worshipping community with a rich tradition and a world famous Cathedral Choir. It hosts a wide range of diocesan events, music, art and drama.

Members of the Church of England in the Diocese of Oxford may apply for a Christ Church Cathedral membership card, entitling them to free access to Christ Church Cathedral. Applications for a membership card need to go through your parish priest who should have a form (forms are also available from the Cathedral Office - Tel: 01865 276155).

The Cathedral is visited by thousands of people each year who pray, worship, or simply enjoy the stillness and the profound sense of history it inspires. On this site stood the convent church where Oxford's patron saint, Frideswide, was buried in the 8th century.

Priorities for 2012

Around her shrine in the 9th and 10th centuries a group of priests lived a communal life, doing pastoral work, and in the 12th century the monastery became the Augustinian Priory of St Frideswide. By the 13th century it was a major place of pilgrimage.

When Cardinal Wolsey began the building of his college here, the western end of the building was removed to make space for Tom Quad, and the remainder was used as the temporary chapel for the new college. Wolsey's plan to replace it with a larger chapel on the North side of Tom Quad would have caused its demolition but when he fell from power the building of the new chapel stopped.

From the Diocesan Secretary

2014 has been all about our fifth Living Faith theme, 'Shaping Confident Collaborative Leadership'. By the time you read this, I trust that our three 'Imagining Faith' events - the Clergy and LLM conferences and the whole Church family gathering - will have helped us to explore where God is leading us next and to think afresh about the challenges and opportunities of living as Christians at the start of the 21st century. This thinking will build on and inform the important work of deanery and parish Mission Action Planning. The MAPs set out the prayerful and intentional approaches agreed locally to help to grow God’s Kingdom and Church in scope, size and depth. We are doing so in difficult times. We remember Jesus’ parable where he says “For which of you intending to build a tower does not first sit down and estimate the cost, to see whether he has enough to complete it?” (Luke 14 v 28 ). We not only need to grasp a vision and begin to plan but we also need to be able to think through the resources needed to bring it to fruition. The new share scheme is one of the tools which will help us to develop a Church which is growing and sustainable.

But it is not just about working things out in the local parish or deanery. As a diocese we have set as our purpose “To join with God in creating a caring, sustainable and growing Christian presence in every part of the Diocese of Oxford, enabling every Christian and every Christian community to live and share the love of God, seen in the life of Jesus Christ.” The Mission Action Plans have enabled us to see how different the challenges and opportunities are in some of the very small rural communities, in our urban and suburban parishes and in areas of deprivation. It is very exciting to hear these different stories but it is also clear that some places will continue to need additional financial support if they are to thrive. We have to work out the cost not just for growing the Church in our own parish but across the diocese and indeed across the whole Church. That can be hard when the roof needs repairing but it is what we are called to.
