NEWS&COMMUNITY Dorymen to announce Dory Days princesses The Pacific City Dorymen’s Association will make presentations to its annual high school scholarship winners, as well as announce the 2015 Dory Days grand marshal and princesses at its Memorial Day weekend meeting on Saturday, May 23, starting at 2 p.m. at Pacific Coast Bible Church, 35220 Brooten Rd., Pacific City. Also on the agenda are reports on membership, donations, Dory Days, the Memorial Wall, the boat ramp, safety concerns, and the upcoming Blessing of the Fleet ceremony. In addition, there will be an update on the Territorial Sea Plan and a fishery report. No Surfing Zone Proposed Marine Board considering ‘Navigation Safety Zone’ petition that would bar surfers from south side of Cape Kiwanda during dory boat use By TIM HIRSCH of the Sun The Oregon State Marine Board is accepting written comments until 5 p.m. on June 3 on a petition requesting that the Marine Board open rulemaking to establish a navigation safety zone on the Pacific Ocean at Cape Kiwanda within which the operation of a surfboard would be a violation of ORS 830.365(1) when dory rigs and trailers are parked on the beach. The proposed rulemaking change, which was authored by doryman Len Leis, would prescribe the marking of the safety zone with lighted markers. The safety zone would extend from the shoreline at the south side of Cape Kiwanda to the beach ramp, a distance of about 1,100 feet. Following the written comment period, agency staff will consider comments, evaluate the merits of the petition and bring a recommendation whether to open rulemaking before the five-member Marine Board on June 24. At that time, the Marine Board may either direct staff to initiate the rulemaking process to consider the rule change proposal; deny the petition and take no
further action; or deny the petition and direct staff to take some other action at the board’s discretion. Public comment will not be accepted at the June 24 board meeting. In a letter addressed to dorymen that fish at Cape Kiwanda, Leis said that his primary purpose behind the petition is increasing safety. “Dories will have an area to operate in without fear of running someone over,” he writes. “It is not the purpose of the petition to punish surfers, many of whom are our friends, or exclude them from the beach. They want to enjoy their avocation just as we want to enjoy ours. Just not in the same place at the same time.” The Pacific City Dorymen’s Association will take up the matter during a 2 p.m. meeting at Pacific Coast Bible Church on May 23 — amongst other association business. In a May 12 statement that co-chair Paul Hanneman said had the support of the majority of the board, the association said that “the association has never proposed nor supported restricting access to any user group at Cape Kiwanda.” The statement also noted that in more than 100 years of dory launching
and landings, less than four fatalities have occurred, making it one of the safest ports in Oregon. The document also points to the fact that in more than 50 years sharing the area with surfers, there has only been one serious accident. “We have chosen to work in collaboration with the surfing community, the Oregon State Marine Board, Oregon State Parks, Oregon State Police, United States Coast Guard, Nestucca Rural Fire Protection District, and the Tillamook County Sheriff’s Department to educate all user groups to provide for a safer Cape Kiwanda,” the statement reads. “The Board of Directors will again review current safety measures and may propose additional concepts.” Written comments on the petition should be sent to Oregon State Marine Board rule coordinator June LeTarte, 435 Commercial St. NE, Salem, OR 97301. Community invited to on-site public input session for planned park The Nestucca Valley Community Alliance, together with Dreamland Skateparks is inviting the public to join them at a May 24 open house, during which concerned citizens are invited to share their visions for Pacific City’s future community park. The third of three planned open houses, the event will run from 2-4 p.m. at the future park site, located at 33395 Cape Kiwanda Dr., Pacific City. In the event of adverse weather, signs will be
posted at the park site with information about an alternative location for the meeting. The 2.4-acre community park, which will be located just east of Cape Kiwanda on land being leased — for $10 a year — from Tillamook Light Wave, is expected to include a skate park, picnic benches, playground, outdoor amphitheater, interpretative center, and trailhead access. NVCA has employed Harper Houf Peterson

NEWS&COMMUNITY Futures Council hosts ‘Envision’ workshop The Tillamook Futures Council is hosting a public workshop on the two-plus year “Envision” Tillamook County Coastal Futures Project, Thursday, May 28, starting at 6 p.m. at the Officer’s Mess at the Port of Tillamook Bay. During the workshop, the public will have the opportunity to review scenarios and updated results from the Coastal Tillamook County Envision Model. The five scenarios include: 1) Status Quo: continuation of present day polices; 2) Hold the line: implement policies or decisions that involve resisting environmental change in order to preserve existing infrastructure and human activities; 3) Realign: implement policies or decisions that involve changing human activities to suit the changing environment; 4) Laissez-Faire: relaxing current policies such that existing homes, infrastructure and new development all trump the protection of coastal resources, public rights, recreational use, beach access and scenic views; and 5) Neskowin: implementing policies or decisions in accordance with the Neskowin Coastal Hazards Adaptation Plan. edar Creek Child Care Center & Preschool and the Nestucca Sr. High School Grad Night Committee were amongst 41 charitable organizations that received a share of $96,036 handed out courtesy of the Siletz Tribal Charitable Fund on May 1. For their part, Cedar Creek was awarded $1,000 for the purchase of walk/run race permits, as well as insurance and professional timing services for the Cedar Creek Beach Challenge, a 5K/10K fundraiser scheduled for Aug. 2 at Cape Kiwanda. This year will mark the Cedar Creek Challenge’s sixth annual event. Registration is expected to be available online soon at www.eclecticracing.com. NHS’s share of the quarterly distributions by the Siletz Tribe totaled $500 and will be used to help fund an alcohol- and drug-free graduation event for Nestucca seniors. The Siletz Tribe has made contributions through employment, monetary donations and cooperative measures to the Siletz community, Lincoln County and the state of Oregon. The seven-member chari-
table fund advisory board has distributed more than $9.2 million since its inception in 2001. Overall, the Tribe has now distributed more than $11.6 million through the charitable fund and other Tribal resources. Chinook Winds has donated nearly $2.8 million in cash and fund-raising items since it opened in 1995. The casino also provides in-kind donations of convention space for various fundraisers as well as technical support, advertising and manpower for many events. The next deadline to submit applications is June 17. To be eligible for money from the charitable fund entities and activities must be either located in the Siletz Tribe’s 11-county service area of Lincoln, Tillamook, Linn, Lane, Benton, Polk, Yamhill, Marion, Multnomah, Washington and Clackamas counties or be a Native American entity or activity located anywhere in the United States. TAC OKs marketing grant package Tillamook County’s Tourism Advisory Committee approved its plan for Tourism Lodging Taxfunded marketing grants for both nonprofits and for-profit enterprises at its May 12 meeting. The documents still must be approved by the Economic Development Council. If approved by EDC, both the for-profit and nonprofit grants will be for up to $10,000. For-profit organizations that are awarded grants, which must

be approved for by both the TAC and the EDC prior to any marketing and promotion project, will be reimbursed at 50 percent. For both grant programs, priority will be given to tourism marketing efforts between Oct. 1 and May 31. Funds can not be used for facility or operational costs, staff and salaries, rent or utilities.

T
he drive to save South Tillamook County’s only golf course is in full swing and all that’s needed is a little green. Since current owner Tom Clark announced last summer that he didn’t intend to open the course in 2015, a group of volunteers has been working to organize and put together a plan to purchase the longstanding golf course. Operated as the Neskowin Marsh Golf Course during Clark’s ownership, the course will return to its original name, Neskowin Beach Golf Course. With a purchase agreement now signed, the task is to raise enough funds to complete the purchase. The total purchase price is $908,850 — including a down payment of $309,850 that must be paid at the end of a period of lease payments between now and September. To raise funds for the down payment, the Neskowin Beach Golf Course Board,
a 501(c)7 nonprofit (not tax deductible) that was formed for ownership, is looking to the community for contributions. For those interested in helping out, several options exist. For a $5,000 or more contribution, backers will earn “founder” membership status, which includes one year free green fees for a family; for a $2,500 to $4,999 contribution, supporters will earn “trailblazer” membership status (one year free green fees for one person); and for a $1,000 to $2,499 donation, contributors will earn “explorer” membership status (25 free rounds of golf). All levels also include voting rights and the “So Long Summer” dinner. For those interested in celebrating the purchase and learning more, the NBGC Board is holding an open house on Sunday, May 24, 5-8 p.m. at the course’s Clubhouse and Gathering Place, 48405 Hawk St., Neskowin. Hot dogs and beverages will be provided. Those interested in attending are asked to RSVP via email to nbgc@neskowinbeachgolf.com

In addition to the 48.42-acre main golf course, clubhouse and maintenance barn, the purchased property will include a 2.7 acre triangular parcel just south of the ninth hole that has 355 feet of Highway 101 frontage, as well as two small lots west of the clubhouse and a small lot south of the maintenance barn. Designed and built in 1932 by Ercel Kay, who originally started Salem Golf Club, the course features a 9-hole course that can be configured three different ways, depending on conditions. The longest course is 2,569 yards and features mostly par 3 and 4 holes with one par 5. A round of golf will cost $10 when the course opens on May 15, but will likely increase as the course gets into shape this summer. Annual green fees are $500 for one, $750 for a couple and $1,000 for a family. “(The golf course) is a real important and integral part of the community,” said board member Lyle Rowland, who told the Sun that not only would golfers miss the course if it were to close, but that so, too, would motels, restaurants and grocery stores. “Everybody is affected in a positive
way by the golf course being here,” he added. Though one of the challenges of community-ownership is maintenance and operation costs, Rowland, and his wife Pam, who will help run the clubhouse on a volunteer basis, are confident in the board’s five-year projections and plans. Pam said that during the first year, it will be operated on a mostly volunteer basis. She is also confident that planned changes — including accepting credit and debit cards and increased marketing effort will result in more rounds of golf played and more revenue to support the course. Though the course is short, both Pam and Lyle said that has its advantages. Lyle said it’s the perfect course for playing with hickory clubs. He also hopes to hold hickory tournaments in the near future. “(At this course), you can easily play a round in under two hours so you can go enjoy the beach when you’re done,” said Pam. “It’s a good course for the novice and also fun course (for the more experienced) to practice their accuracy on.” “It’s definitely a family-type golf course and resort,” added Lyle.

The club had more than 25 members a few years ago. Some ladies that have played more than 25 years, and still play are: Lea Traxler (92), Joni Wells, Evie Harris, Lana Kowalski, Jo Lofton, Sally Rissel, and Pam Rowland. The Nestucca High School golf team used the course with Bill Martin, Mr. Black and Rose Edmunds as some of the golf coaches. Countless other family gatherings make use of the course each year. It is exciting to see a group of people coming together to save the course.

T
he Neskowin Beach Golf Course is a real treasure to residents and visitors in Tillamook County. The course is one of the oldest courses on the Oregon Coast. The course opened in 1931 as a nine-hole, 3,078yard course built by Bill Walton and designed by Ercel Kay and Graham Sharkey. The late Jack Benny played the course many summers. I also recently discovered a 1961 press photo of Jackie Cochran on the course in Neskowin. Jackie Cochran held all kinds of flying records and was in the same realm as Emelia Earhart in the early days of flying. Helen Dettweiler, a leader in the Women’s Professional Golf Association, taught for a year on the course. Previous owners were Matt Sandage, Al Hughs, and Stan and Judy Carbaugh. Bill Martin bought the course in 1976 and sold it to the

F
olk-pop, singer-songwriter Daniel Cecil will bring his musical talents to the Stimulus Espresso Cafe for a March 27 concert, starting at 4 p.m. Though Cecil, who hails from Canby, Ore., pretty much stopped playing music in 1974 — instead choosing to spend his life “fooling around in the business of horses” — he resurrected his musical interests in 2011. Since then, he has rewritten many of his old songs and started to create new material. “I write songs about animals and relationships,” he says. “On the surface, they’re stories, but underneath they’re about the human condition — of suffering and liberation.” Also on Cecil’s playlist is an abundance of folk-rock from the 60s, 70s and 80s, including such bands as the
Beatles, Eagles and Joani Mitchell. Since rediscovering his love for music and performing, he says he’s played at venues ranging from wineries, wine bars and restaurants in the Portland area to farmers’ markets on the Oregon Coast — including the Tillamook Farmer’s Market. “It’s a real joy to get out and play for people,” he says. “If I can influence people to be more at peace through the songs that I sing and write, then I would like to do that.” Stimulus Espresso Café, located at the Inn at Cape Kiwanda in Pacific City, serves Stumptown Roasters coffee, organic teas, and locally made pastries. Christian Heritage Conference set for May 22-25 Bible believers can explore the relationship between law and grace during the Christian Heritage Conference, held May 22-25 at Wi-Ne-Ma Christian Camp. At the four-day Memorial Weekend event, organizers are promising fresh insights on how Christians can participate and serve in their home church. Titled “A Hermeneutic of Grace,” this year’s conference will be led by featured speakers Paul Blowers, Dean E. Walker, professor of church history at Emmanuel Christian Seminary, and Gene Sonnenberg, retired professor of church history and Bible from Hope International University. Roughly based on Alexander Campbell’s “Sermon on the Law,” the conference will explore the heritage of the Stone-Campbell Movement. Songwriter Dan McCoy to play at Stimulus on May 16
A
ward-winning singer-songwriter Dan McCoy will play his brand of country western swing music during a May 16 performance at Stimulus Espresso Cafe, from 4-6 p.m. Originally from Oregon, the New Braufels, Texas-based artist followed his love of music to the Lone Star state in the early 1970s. His claim to fame includes platinum and gold records for recordings by George Straits of two of his songs. His career has included a 12year career on the road with the Clay Blaker and the Texas Honky Tonk Band, also based out of New Braunfels. He continues to write and play music daily and plays in venues from Oregon to Italy — with a lot of Texas in between. McCoy has performed at many venues including the Kerrville Folk Festival, Texas Music Festival, Anderson Fair, Nashville’s infamous Bluebird Café, the Frutigen Songwriter Festival (Switzerland) and the Matlock Festival (U.K). His musical inspirations come from his time in Houston when he was exposed to writers and performers such as Townes Van Zandt, Lightning Hopkins, Ernest Tubb, Muddy Waters, Guy Clark, and Lucinda Williams. THE NESTUCCA VALLEY JR.-SR. HIGH SCHOOL BAND performed music from the 1920s to the 1960s for the Community Prom, which was held at Kiawanda Community Center, Friday, May 8. Originally touted as a “senior” prom, the event has since morphed into an all-ages event for the community to enjoy. Admission to the annual event was free, but donations welcomed.
The Damascus Fiber Arts School is in an historic tworoom schoolhouse in Damascus, Oregon, southeast of Portland, where members, ranging from new students to experienced fiber artists, use the school as a studio and place of inspiration. The exhibit All Dressed Up features sixty works from forty members of the school community.
