ather’s Day in Pacific City at the Farmers Market was full of the expected produce, and also surprises for three special community citizens — Noel Knopf, Gerardo Contreras and Dick Carter. Each gentlemen was honored with the Pacific City Men of Distinction Award and was presented with the key to Pacific City crafted by resident Dennis Bentley. The presentation was made by Mark McRae, manager of True Value Hardware, sponsor of the event, and Dawn Beyer, manager of Pacific City Farmers Market. Noel Knopf arrived in Pacific City after spending 23 years as a college professor in California, having loved Oregon from his college days at Linfield College. He fished the dory fleet in the Nolzarc. He later recruited Rob Royster as a teenager (now owner of the Sportsman’s Pub ‘n Grub) to Oregon as he was good friends with Rob’s father Bob Royster. He boasts four sons and six grandchildren. Noel now resides in Lakeview Senior Living and loves visitors. Facing a challenging life for his children in Los Angeles, Gerardo Contreras moved his family to Pacific City to pursue the American dream and to build his own business. Twenty-one years later, he and
his wife Rosa are founders and owners of Los Caporales Mexican Restaurant, a popular Pacific City restaurant, where he works along side his family, which includes four children and nine grandchildren. Dick Carter came to Pacific City after serving as a Colonel in the US Air Force flying the A1. He settled in Pacific City, was a dory fisherman and then learned the construction trade from Morris Fleming, who owned the building now known as the Oar House. Dick retired after building 89 homes. He is on his second “tour” with wife Bobbie and has eight children, 13 grandchildren and three great-grandchildren. Now in it’s third year, the Pacific City Farmers Market is held every Sunday through Sept. 27 from 10 a.m. - 2 p.m. at the South Tillamook County branch of the Tillamook County library system at 6200 Camp Rd. The day features not only local produce and artists but entertainment by local musicians. Special events are held throughout the market season with giveaways and promotions. Burn Ban goes into effect July 1 The Tillamook County Fire Defense Board in conjunction with the Oregon Department of Forestry has announced a county-wide burn ban — including burn barrels and open debris piles, starting July 1. According to Nestucca Fire officials, the burn ban is being put into place early because of current and predicted weather conditions, along with recent fire activity.
The closure does not include permitted campfires and campfires in designated sites. Campfires on the beach are required to be sited at least 50 feet away from vegetation and any driftwood concentrations. NEWS&COMMUNITY PCJWSA to raise user fees, base rate Homeowners within the Pacific City Joint Water-Sanitary Authority can expect a change on their July bills. Authority manager Tony Owen told the Sun that he plans to levy a $10 user fee increase that will support the upcoming improvements in the wastewater treatment plant. Owen said that he is starting the three-year process of phasing in a $30 increase in user fees for the plant upgrade, but that figure could end up being lower if significant grants are secured from the USDA’s Rural Development program. The eventual user fee increase could also be less if voter’s de-
ODFW seeks candidates for Fish Passage Task Force The Oregon Department of Fish and Wildlife seeks two members to represent the public-at-large on the state’s Fish Passage Task Force. Applications will be accepted through July 31. The Fish Passage Program administers the statutes and rules related to the passage of native migratory fish in Oregon’s rivers and streams. “The task force is instrumental in the implementation of Oregon’s Fish Passage Policy,” said Greg Apke, ODFW Fish Passage program coordinator. “Its role in bringing different perspectives into the fish passage arena creates a program that is responsive to both fish passage and societal needs.” The Task Force advises the ODFW director and the Oregon Fish and Wildlife Commission on matters related to passage issues such as program development and implementation, fish pas-
Oregon Department of Fish and Wildlife has introduced a new video series titled “How to Fish for Trout in Oregon,” that they hope will teach newcomers how to fish. The 14-part series, sponsored by ODFW and starring professional guide Cody Herman of Day One Outdoors, takes the beginning angler from picking out the proper gear at the local sporting goods store, to cleaning and cooking their catch. In between, anglers will learn “easy, proven techniques” for attaching tackle and bait, casting, and what to do when a fish bites. “It’s true that catching trout can be easy, but it can also be intimidating when you’re first starting out and you don’t know what you need, how to do it, or where to go,” said Chris Willard, ODFW recruitment and retention coor-
dinator. “These videos are designed to make it easier for beginning and novice anglers to take advantage of Oregon’s most popular fishery.” The videos are being released in conjunction with the beginning of summer and the accompanying family trips by Oregon families. “Summer vacation and fishing just naturally go together,” Willard said. Whether you’re planning a week-long getaway to a remote location, or a oneday staycation close to home, there will be an opportunity to add fishing to the agenda, he said. Surfing To Stay at Cape Marine Board denies petition for rulemaking to create a Navigation Safety Zone at Cape Kiwanda
I
n a unanimous decision, the Oregon State Marine Board voted on June 24 against initiating rulemaking to consider adopting a new rule that would have established a navigational safety zone at Cape Kiwanda that would have abolished surfing whenever dory rigs and trailers are parked on the beach. The decision was in response to an April 10 petition, signed by Leonard Leis, that requested the safety zone be marked with lighted markers and make the operation of a surfboard within the zone illegal when dory rigs and trailers are parked on the beach a violation of ORS 830.365(1). In a June 24 statement, the OSMB said Marine Board staff reviewed the Board’s rulemaking authorities and the propositions of law asserted by the petitioner and concluded that the Marine Board can only make regulations for specific areas relating to the operation of boats, that as used in ORS 830.365, the term “surfboarding,” is referring to a towed watersport and the term “surfboard” is a towed device, and therefore, a surfboard is not a “boat” as defined in ORS 830.005. Based on this analysis, staff determined that the Marine Board does not have authority to regulate surfboards, as requested in the petition, except when those surfboards are used as a towed
device and involving the operation of a boat. Staff recommended that the Marine Board deny the petition. Marine Board staff have participated in, and will continue to participate in, Cape Kiwanda Master Plan Meetings. The Pacific City Dorymen’s Association had previously voted on May 23 not to endorse the proposed “Navigation Safety Zone.” At that time, the PCDA board summarized their position in a statement that was presented to the members. The statement, which the board voted 11-1 to approve, reads: “The Pacific City Doryman’s Association has never proposed nor supported restricting access to any user group at Cape Kiwanda. In more than 100 years of dory launching and landings, less than four fatalities have occurred, making it one of the safest ports in Oregon, and in more than 50 years sharing the area with surfers, there has only been one serious accident. We have chosen to work in collaboration with the surfing community, the Oregon State Marine Board, Oregon State Parks, Oregon State Police, United States Coast Guard, Nestucca Rural Fire Protection District, and the Tillamook County Sheriff’s Department to educate all user groups to provide for a safer Cape Kiwanda. The Board of Directors will again review current safety measures and may propose additional concepts.”

Offering a Helping Hand For first responder and firefighter Roy Hansen, there’s lots of reasons to volunteer at Nestucca Rural Fire Protection District. He enjoys the action, he welcomes the chance to showcase his problem-solving skills and he loves the close-knit family atmosphere evident amongst all the volunteers. Hansen has lived in Pacific City for a decade now, and, from here, has telecommuted for his software engineer job with Mentor Graphics, where he’s worked for the last 27 years. He says that a big part of his career is to help people solve their problems — and that’s a skill that has also paid dividends as a volunteer at Nestucca Fire. “I enjoy helping people that are in trouble,” he said. “The reason I do it is to help people. And while he acknowledges it is a time commitment, he says, at least for him, it’s time well spent. “A lot of what we do at the fire district is common sense kinds of things, but you need to have everyone on the same page,” he said. “You need to know what to expect from other (volunteers) and follow the same procedures.” Hansen, who has been volunteering for the last year, notes that though there’s plenty to learn, the district takes you at your own pace so you’re not thrown into action before you’re ready. “At least for me, the training doesn’t feel like an imposition,” he says. “It’s just part of it. You do it because you want to. You do it because you need to. The training is both in the classroom and hands-on experience. It’s all really, really good training. It’s all beneficial.” He says his only regret is not getting involved sooner, but notes that was because he was busy finishing building his Pacific City home. “It’s a great thing to do,” he says. “I’m glad I’m doing it. (The volunteers) are a great group of people — they’re like another family. It’s really a good team.”

THE PACIFIC CITY-WOODS CAC will participate in an advisory committee that will address Oregon Parks and Recreation Department’s Beltz Property. Public meetings will be held Aug. 1 in Tierra del Mar and Aug. 6 in Pacific City.
CAC to participate in Beltz advisory group Pacific City-Woods Citizens Advisory Committee voted on June 20 to participate in an advisory committee being formed by the Oregon Parks and Recreation Department to work on the Beltz Property Master Plan. The Beltz Property, which will eventually become the area’s newest state park, was acquired last year. It includes approximately 1,250 acres of open water, tidal flat, emergent marsh and forested wetlands. The CAC was responding to a June 10 letter in which OPRD said they were assembling a broad advisory committee, which will help the organization gather pubic input and identify strategies for park development, as well as long-term management. According to the letter, OPRD has nearly completed the assessment of the natural, cultural scenic and recreational resources at the Beltz Property and is now moving into the public involve-
ment phase. The first advisory group meeting will be held Aug. 6, 1-4 p.m. at Kiawanda Community Center. At public meetings held Saturday, Aug. 1 at the Tierra del Mar meeting hall, 1-3 p.m. and Thursday, Aug. 6 at Kiawanda Community Center, 6-8 p.m., OPRD will explain the planning process and how it will guide park management, as well as take feedback from local residents and stakeholders. Subsequent public meetings will be held in November 2015 and March 2016, the first of which will feature a presentation of assessment and concept alternatives as well as gather public input. or a day full of patriotic fun that also offers a nod to the area’s storied dairy traditions, Fourth of July adventure seekers can make hay at the 34th annual Clover’s Day Celebration, Friday, July 3 in downtown Cloverdale. The event’s hallmark, a march through a revitalized downtown core, is believed to be the only parade to be led by a cow. This year’s “Clover” the cow comes courtesy of Hale Valley Holsteins, a Hebo dairy farm that milks about 250 head of cows daily. The two-year-old Holstein will be escorted at the parade by Piper Armstrong and her sister Rylee. Piper has previously shown the cow at the Tillamook County Fair and other local shows. Their mother, Kelly, describes this year’s Clover as a “gentle giant.” Other highlights of the noon parade are expected to include everything from antique tractors to horses, the Tillamook County Rodeo Queen to hot rods. VIPs will include Tillamook County Commissioner Bill Baertlein and Parade Grand Marshals Verne and Pat Mobley. A beer garden hosted by Rusty Truck Brewing will run from noon-4 p.m. Additional activities will include a bouncy house for the kids, face painting and buggy rides. And adding a little energy to the moment will be the country music sounds of Countryfied, led by Mark Mobley. With an entertaining style reminiscent

of Garth Brooks, the younger Mobley promises high-energy fun until about 3:30 p.m. A car show will also be on display after the last float goes by when auto enthusiasts shift gears from cruising the streets as part of the parade to showcasing their polished engines. Event plaques will be given to the first 50 participants and cars will line up both in front of South County Motors and in the parking lot across the street from the Dory Restaurant (former site of the Nestucca Fire administrative center and fire hall). “People have pride in their cars,” said Tom Goodwin, who is organizing the car show. “This is a chance for them to get them out of the garage and share them with the public. It’s part of the fun of the event and part of the atmosphere of celebration.” For more information on the car show, call 503-329-8345. A Family That Plays Together Countryfied brings its high-energy musical fun back to Clover’s Day By VICKY HIRSCH of the Sun
W
hen the last parade entry has gone by, don’t fret, the fun’s not over yet. Countryfied, a high energy, five-piece band will take to the stage in downtown Cloverdale to entertain the crowd. The Mobley brothers, Mark and Ron, started playing with their father, Verne Mobley, in their parent’s band, the Sundowners Band when they were kids, and have been playing ever since. Mark, who plays lead guitar and sings, says Countryfied has been together for 29 years and plays a mix of old coun-
try, new country, Caribbean music like Jimmy Buffet, and rock ‘n roll like the Eagles. He says the band is really friendly and encourages audience participation. “My goal is to make everyone smile,” he says. Ron, the band’s drummer and manager, has opened for more than 30 major label artists during his music career. He runs a fence contracting company as well as managing the family ranch, and says that music is an outlet for the stress of day to day life. And, of course, he’s a lover of music. “I see an old guitar in the corner
and I just want to pick it up and play it,” he says. John Hite mixes the sound for the band, plays piano, and sings classic rock songs from bands like ACDC and Journey. The comedian of the band, Yancy Fall, plays bass. Their shows contain a good mix of comedy and Fall is a big part of that. Timmy Fenderson, or Tim the Fin, is a phenomenal guitar player, says Ron. The band hasn’t played bars in many years, instead focusing on corporate events. You can find out more about Countryfied on Facebook.

he community of Neskowin will show their true colors on Saturday, July 4 when villagers — and visitors, too — embrace Independence Day with a fun run, book and bake sale, patriotic sing-a-long, sand castle competition, a “walkabout” and, of course, fireworks. The action kicks off with the fourth annual Neskowin 5K Runabout, a combination out-andback and loop course that starts at 7 a.m. The race starts and finishes at Hawk Creek Bridge. The course runs along the Neskowin Beach Golf Course on the way out and Breakers Boulevard on the return trip. Registration ($15) is available at www.neskowin5krunabout. com. The walkabout will start at 10 a.m. between Neskowin Trading Co. and the Cafe on Hawk Creek. “The walkabout is certainly one of the highlights of our summer activities,” even co-organizer Susan Amort said. “It’s kind of funky and cute and you never know what family is going to come up with what (creative) idea.” In past years, the walkabout has featured everything from fire trucks

to bicycles, a dog dressed up as Uncle Sam to a pirate-themed float. As usual, there figures to be a surprise or two but other than saying it has something to do with the recently reopened Neskowin Beach Golf Course, Amort wasn’t offering any spoilers. Following the walkabout, there will be a patriotic celebration at the Proposal Rock Inn parking lot featuring a sing-a-long led by Jeff Walton. And from 2-4 p.m., there will be kite and sandcastle building activities on the beach. The patriotic celebration will conclude with a fireworks display at dusk. “We love our Fourth of July decorations,” said Amort about the community and their attitude towards Independence Day activities. “(At) family (homes) throughout the village, our flags are proudly displayed.”

Elephant Ear Excitement By VERNE MOBLEY Lions Club President Our Lions around the world will wrap up another year on June 30th. Seems like a weird time to say its the end of the year — to most, that’s Dec. 31. Tell me why the heck do many people take a half year out of two years. Anyway, our Nestucca Valley Lions will do it that way, too. We had our annual installation of officers on June 23. Our new officers, who will start serving in July, are President Kris Weiland, 1st VP Corrine Peratore, 2nd VP Dorothy Gann, 3rd VP Bill Rock, Secretary Sandy Hanneman, Treasurer, Teresa Smith, Tail Twister Dave Gordon, Lion Tamer Ruby Fry-Matson, and Membership Chair Verne Mobley. The Tillamook Rodeo, held Saturday and Sunday, June 27-28, will be where to find, amongst other things, the world’s best Elephant Ears. Lion Brian Moore has his crew rarin’ to go! Lion Jim Dieringer will be there checking up on all of us! He has led us in this venture for many years. Some Lions spent a recent Saturday cleaning the Lions Den inside out. The place looks sharp. Lions workers were Teresa Smith, Sandy Hanneman, Corrine Peratore, Jim Dierringer., Lea Traxler, Pat and Verne Mobley, Bill Rock, and Fire Chief Kris Weiland. Also, our wonderful Scout Pack, led by Scout Leader Dave Gordon, pulled weeds, cleaned up, and made it easier for us Lions. Right after the Rodeo, Lions will be Cloverdale at Clover’s Day on July 3 with our Elephant Ear Wagon. Then next is Dory Days. South Tillamook County Library’s Summer Reading Program for children 12 and under will present Super Sidekicks on June 30 at 3:30 p.m. at the Pacific City library, 6200 Camp St. Greg Gustafson and his Border Collie K-9 team will give a presentation. The Nature Conservancy invites anyone interested in preserving Cascade Head Preserve to participate in a volunteer work party taking place on Saturday, July 11. Located near Lincoln City, Cascade Head is a coastal promontory overlooking the Pacific Ocean that provides critical habitat for native prairie grasses, rare wildflowers, the threatened Oregon Silverspot butterfly and the Cascade Head catchfly. Volunteers will help weed violet beds during this event. The
work party includes a four to fivemile roundtrip hike with elevation gain and may require volunteers to hike off trail and stand on uneven ground while working. Volunteers should bring hiking shoes, a daypack and a lunch and snacks. They should be prepared for any weather. Registration is required. THIS 1908 POSTCARD was made when Pacific City was still known as Ocean Park. These large rocks below the cape are sometimes referred to as “mushroom rocks.” The inscription on the back says: ”A summer resort. There (is) lots of fine scenery here.”
Postcards of the Edge Images tell story of Cape Kiwanda in the early 1900s By SALLY RISSEL for the Sun I have pictures of Cape Kiwanda from 1904 to 2014, and I don’t see an enormous change in the profile of the sandstone cape itself. That is pretty amazing considering the thousands of people who climb the cape each year and winters of wind, rain and high surf. Some of the sandstone on the south side collapsed this year and several years ago an arch collapsed on the north side. Pictures show lots of variation in the vegetation on top.

It seems like as a Pacific City-Nestucca Valley Chamber of Commerce board member, there would come a time when we sit back after we finish a project for the community and say, “Whew! Now we can take a break!” Then, whoops, here comes more fun stuff. The party for Clover the cow takes precedence right now with Clover’s Day set for July 3. Y’all remember now, it’s the 3rd, not the 4th. It’s bound to be more fun on the 3rd. We will party all day and watch fireworks into the night. Then, the 4th is wide open for the party in Neskowin with fireworks again. We hope our little villages are filled with all ages of folks on our and (Clover’s) Day. Right soon after the 4th on he 18th and 19th of July is the big event for Pacific City — our Dory Days. Be sure and keep up with the promotions for this event. As you know, our chamber is always looking for businesses and individuals to join. But maybe you didn’t know — we need board members! Leadership is so important. We have great officers now, but some of us are gittin’ tired and we need some younger folks to “Step up” as they say!! The Pacific City-Nestucca Valley Chamber of Commerce is very important to our local citizens AND our local businesses. rom inspiring antiques to stylish haircuts, greeting cards to ice cream treats, Cloverdale’s newest shopping center has something for just about every taste. The 4,200 square foot retail space at 34385 Highway 101 S., which for years housed Cloverdale Pharmacy, is now the home of the Rusty Cow, a store that specializes in vintage items, antiques, gift cards and more. It opened its doors on Tuesday, June 23. The Rusty Cow can be reached at 503-910-2835. “We’ve got homemade stuff; we’ve got old stuff; we’ve got vintage stuff,” said Debbie Hale, who bought the old pharmacy building with her husband Dave. “We’ve got a little bit of everything.” Open from 10 a.m.-5 p.m., Monday through Saturday, and noon-4 p.m. on Sunday, the store also features vendors hailing from a variety of locales — both locally and from as far away as Portland. Available items also include furniture, quilts and fresh flowers. And acupuncture and massage services will soon be added. Debbie says the venture got started because she believed in the need to resurrect the town. “For the last three months, we’ve been working on this,” she said. “Little by little, we’re getting Cloverdale perked up and lively. Everybody’s buzzing around and getting things done. It’s very cool to see that.” ‘HAIR REMEDIES’ NOW OPEN Helping Debbie inside the store will be daughter Kelly Armstrong, who will also offer beauty salon services including haircuts and color treatments under the business name of Hair Remedies. Armstrong has cut hair for 13 years, mostly as a stylist for Lori’s Ocean Clippers and says she’ll specialize in cuts and colors. She also plans to offer facials in the near future. She is available by appointment only. Evening appointments are available. Armstrong says she hopes to distinguish herself from other salons through more of a one-on-one experience with clients. “I like helping people,” she says. “(My service) will be different. It’s more personal.” KATIE’S KORNER For fresh food and treats, Cloverdale residents and visitors will soon be able to indulge their sweet tooth and hunger cravings at Katie’s Korner, a soda fountain

ig weekend coming for Pacific City and the ocean fisheries. An all-depth halibut fishery began on Thursday, June 25 and runs through Saturday, June 27. This could be it for spring all-depth halibut seasons. ODFW has set the spring quota for halibut at 110,649 pounds. Back-up dates for spring seasons are July 9-11 and July 23- 25. Those dates will be opened by ODFW if quotas are not met this week. Halibut fishing in general has been slow to fair so far this season and my guess is we will get some additional spring seasons. The summer seasons for all-depth halibut have been set for Aug. 7-8, and with a 43,908 pound quota, that fishery could end by the Aug. 7-8 date. If not, ODFW has set the additional summer seasons for every other Friday and Saturday starting Aug. 21- 22 until the quota is met. One thing to note is that retention of other species of bottom fish during all-depth halibut is not allowed if you have a halibut on board — no bottom fish may be taken. This Saturday, June 27 marks the beginning of the selective (fin-clipped only) coho salmon season from Cape Falcon north of Garibaldi to the Oregon-California border. The season dates have been set from June 27 through Aug. 9 or until the 55,000 fish quota is met. ODFW will post updates as to where they are in the quotas. Bottom fishing for ling cod and sea bass has been excellent for those that make it out. Persistent winds most of the spring have made it difficult and limited the numbers of days that have been fishable. High surf and rough ocean conditions have been the rule instead of the exception. Crabbing in the ocean had been slow early on, but, over the last two weeks, it has picked up considerably. A few days ago I was given some crab, fresh from the ocean, and it was actually pretty good. They were not too soft

and had a fair meat content and ohhhh were they tasty. Nothing beats the flavor of fresh Dungeness Crab — we have it so good here on the north Oregon coast. Summer steelhead have made their way into the Nestucca River system in fishable numbers. Over the last two weeks, fishermen have seen a pretty good surge of summers. They are still hanging out low in the river, and I would say that if you want to target them concentrate your efforts from First bridge in Beaver down to the mouth of Three Rivers. That seems to be the area that the most summer steelhead have decided to concentrate in. With water levels already at summer levels. fish are not moving very quickly upstream. It may take some time for summers to move very far up river. Normally, by this time of year, they can be caught all the way to Moon Creek. At this posting, not much is happening in the upper stretches. Spring chinook fishing in Three Rivers is still getting the lion’s share of attention. Any given morning, you can count at least 20 cars from the hatchery to the s-curves on Highway 22. Fishermen are catching fair to good numbers of springers. We are starting to see some darker fish; however, the bulk of the salmon are still pretty bright, some of them just-in fish, and still sporting live sea lice. At this point in the season, and due to extremely low river levels credited to the lack of rain, getting these salmon to actually bite is tough. Smaller offerings on lighter lines are the keys to getting bit. Unfortunately, these are large powerful fish and often with lighter lines salmon turn and run. Catching up to them is often easier said than done and many of these big salmon end up breaking lines and disappearing downstream. Still, it’s an awesome fishery with lots of returning salmon and it provides a very fun opportunity to fish local streams. Spring chinook, in my opinion, are the best eating salmon — bar none.

There will be wonderful art work, crafts, food, and a lot more to see at the Artisan Fair! The Parade will be Saturday, July 18th, starting at 11am. Parade line-up at the boat ramp on Sunset Drive begins at 8am, judging will begin promptly at 9:30am. Trophies and ribbons will be awarded. This year the theme is “The Dory’s Have a Story”, and applications are accepted until parade day. You can access the parade application on at the Chamber website, http://www.pcnvchamber.org/events/ local-events.htm, or pick one up at PC Hardware, Inn at Pacific City, or the Post Office. At the Kiawanda Community Center there will be exciting Children’s Activities, with a vendor running Friday through Sunday along with the Lions Elephant Ear Booth. The Linfield College Traveling Dory Exhibit will be here Saturday and Sunday, as well as the Nestucca Fire Volunteer Association annual Pancake Breakfast fundraiser Saturday 7 a.m.-10 a.m., and Family Bingo starting at 7 p.m. Saturday. Don’t forget the Pacific City Farmers Market at the Library parking lot from 10 a.m. to 2 pm. This year the PCFM is introducing Dory Dog Days: Sunday, July 19th at the Pacific City Farmers Market, corner of Camp & Brooten at the Library grounds. The event will feature a costume contest and doggie parade starting at 10:30am. Prizes will be given to playful pooches for best costume and treats will be given for participation! Tillamook Animal Rescue will be on site doing dog adoptions. Local legend, Buster Brown will be on site showing off his many ribbons won at Barn Hunt. Another local canine hero, Cooper the Trooper will show his stuff and share his story, all at the Pacific City Farmers Market.
