TH E Supreme Court larger bench on Thursday resumed the hearing on intra-court appeals (ICAs) against annulling trials of civilians in the military courts A seven member bench headed by constitutional bench Chief Justice Amin Uddin along with Justice Jamal Mandokhail Justice Musarat Hilali, Justice Muhammad Ali Mazhar, Justice Hassan Azhar Rizvi,Justice Afghan,Shahid Bilal Hassan Counsel of defence ministry Khawaja Harris completed his arguments in the case while he argued that in the constitution the courts were mentioned in article 175

He went on to say military courts were not mentioned under this article in the judicial system

Continuing his arguments he said that the military courts were established on the recognized separate law Justice Rizvi observed that the 21st Constitutional Amendment also mentioned the Mehran and Kamra base attacks

He questioned where the trials of those who attacked the General Headquarters (GHQ) and the Kamra airbase were conducted

Continuing his arguments Defense Ministry s counsel Khawaja Haris Articles 175 of the constitution deals with the setting up and functioning of courts The military courts do not come under the purview of the article, he added Military courts are formed under a separate law the counsel said Justice Mandokhail observed that the powers of the courts formed under Article 175 are extensive while the jurisdiction of the court formed under a specific law is limited

The 21st amendment decision clearly states that military courts were formed in a war situation and for the purpose the constitution had to be amended to try civilians the justice remarked Advocate Haris argued that there was no need for an amendment for the trial of civilians as more crimes were added to the Army Act through the amendment

TH E replacement of KP CM Ali Amin Gandpur as PTI KP President may seem more symbolic than anything else, but it takes from him the party office that made him CM in the first place It is possible that this is the first step by which PTI founder Imran Khan will sack him as CM despite denials having been issued The KP CMship looms large for the PTI, more so than for the traditional mainstream parties, the PPP and the PML(N) That is because the province is a bastion, which it has ruled since 2013, with the last election resulting in its strongest showing so far KP proved the springboard from which the PTI achieved national power in 2018 It catapulted the PTI s first CM Pervez Khattak into the National Assembly where he became Defence Minister in Imran Cabinet Khattak was accompanied from Peshawar to Islamabad by Ali Amin Gandapur, who had been a member of his Cabinet as Revenue Minister and who became Kashmir and Gilgit-Baltistan Affairs Minister Thus Imran by making him KP President when Mahmud Khan left the party along with Pervez Khattak, was merely returning him to the province And when the PTI swept the province in the 2024 elections, Ali Amin became CM One of the ministers he inducted in his Cabinet was Shakeel Ahmad Khan from Malakand Shakeel was a veteran having been Ganadpur s colleague in the Khattak Cabinet from 2013 to 2018 where he was a special assistant to CM with the Social Welfare portfolio After the 2018 election, he was inducted into Mehmood Khan s Cabinet, succeeding to Gandapur ’s Revenue portfolio When Gandapur became CM he inducted Shakeel as Communication and Works Minister He left the Cabinet in August 2024 after having been inducted in March alleging that his department s secretary had released Rs 6 87 billion to contractors without his knowledge in May and June, keeping 10 percent to 20 percent as commission, including Rs 200 million paid to Gandapur and Rs 100 million to ‘influential circles’, He resigned from the Cabinet though he remains an MPA He was supported in all of this by his MNA a certain Junaid Akbar Khan Gandpur had earlier appointed him a Focal Person He was sacked from that when he threw his weight behind Shakeel, and was also removed from all his party posts This created ripples in the KP PTI, and would have created a national stink had the rest of the country not been distracted by the travails of Imran Khan and the party s convulsive efforts to get Imran released Gandapur made himself important to Khan by placing himself at the forefront of the efforts to get him released, including a meeting with COAS Gen Asim Munir However, that effort seems to have fizzled out, with Imran having refused to continue with the talks with the government until the formation of a judicial

The inability of the PTI to hang on to its KP CMs does not simply mean that it has problems in its home province, but that its selection process is flawed At present, there is no process, strictly speaking, beyond ImranÊs whim, with personal loyalty at a premium That does not seem to be working, and whatever the respective fates of Gandapur and Junaid Akbar, the par ty is bound to lose out, as contenders concentrate on getting ImranÊs ear rather than performing

The romanticism associated with rain has however transformed into dread The rising frequency of lightning incidents has overshadowed the joyous anticipation of the monsoon season, replacing hope with uncertainty and fear Myths and misinformation surrounding these tragedies exacerbate the anxiety leaving communities struggling to adapt to this alarming new reality

Since 2011 the Tharparkar region has witnessed a dramatic surge in lightning-related incidents, leading to an increasing toll of casualties and livestock losses The lack of preparedness and awareness among communities amplifies their vulnerability heightening the mental and emotional stress in an already challenging environment What was once a desert known for its resilience and beauty has now turned into a region plagued by zn exceptionally high number of lightning strikes According to studies, the Thar region experiences an estimated annual average of 100 000 lightning strikes significantly higher than the global average of 25 000 This alarming phenomenon can be attributed to the unique environmental, geographical, and climatic conditions of the area, making Tharparkar a compelling focus for scientific research

The rising incidence of lightning in Tharparkar is closely tied to global climate change Increasing global temperatures have intensified weather patterns, leading to more frequent and severe thunderstorms Higher temperatures accelerate evaporation, introducing greater moisture into the atmosphere and fueling powerful storms

As a result the frequency and intensity of lightning events in Tharparkar have grown noticeably creating new challenges

for local communities and infrastructure

Additionally human activities such as deforestation and land degradation further exacerbate the situation These activities disrupt regional weather patterns and may intensify the severity of thunderstorms, increasing the likelihood of lightning strikes Understanding these complex interactions is essential for mitigating risks and developing effective interventions

In response to this growing crisis, the Provincial Disaster Management Authority (PDMA) Sindh, in collaboration with the Fast Rural Development Program (FRDP) and with funding support from WHH has launched a project to investigate the causes impacts and precautions related to lightning in Tharparkar Primary and secondary data collected during this initiative reveal the devastating toll of lightning incidents over the last five years (2019-2024) In this period alone 98 human lives were lost 33 individuals were injured and 1 756 animals perished due to lightning strikes These losses underscore the urgent need for effective measures to address the crisis and protect vulnerable communities

To address this issue, two key consultation workshops were organized one at the divisional level and another at the provincial level These workshops brought together stakeholders to discuss the challenges posed by lightning and explore solutions Participants emphasized the need to enhance public awareness and community outreach through diverse mediums and platforms Key recommendations emerging from these consultations included:

1 Establishing a qualitative and effective Early Warning System at the district level

training programs for Union Councillevel cohorts

3 Developing an inter-agency coordination and communication plan with a focus on taluka-level Responsibility Focused Action

4 Strengthening local-level preparedness to ensure effective incident response plans
