Welcome to the beautiful and historic Savannah Riverfront. I think you will find the 59th Annual IBSC Convention to be a fun and unique experience!

This has been a difficult twelve months for banking; coming on the heels of weathering the COVID years. But, we have shown what it means to be South Carolina strong. Our ICBA and IBSC associations have fought hard to protect the interests of our community banks and the communities we all serve. Whether it be the attempt to penalize us for the follies of others or more locally preventing out of state credit unions from buying local banks, our associations have stood strong. I am especially proud of the opportunities the IBSC has provided this year as we have strengthened our Leaders of Tomorrow program so you that you can continue to grow future leaders within your organization. We have also developed new education opportunities for your staff with programs like our popular IBSC Banking Essentials class.

The Convention Committee has worked hard to put together a great program. The speakers lined up are timely in matching the events and concerns we have today. Our “Special Event” will be for everyone as we enjoy a lunch cruise along the Savannah River. The banquet Friday night promises to be truly a unique evening as we put on our Denim and Diamonds and enjoy some homegrown southern sounds.

It has been a true honor to serve as the IBSC President this year and getting to know more of my fellow SC bankers. I want to express my sincere gratitude for the work of the IBSC Board of Directors, and its various committees, but especially for Executive Director, Teresa Taylor, and Marketing Coordinator, April Folger, who without their dedication to IBSC none of this would be possible.

JEFF BLACK - FOUNDER & CEO BLACK SHEEP, INC

Jeff Black, principal of Black Sheep, has worked with executives, sports professionals and front-line leaders in twenty countries to prepare them for communication and business strategies. He provides keynotes, training, executive coaching and consulting on enhancing executive presence, talking to the media, presenting to employees, encouraging people to lead, building a strong team and creating customer engagement.

As a former television anchor, talk show host and reporter in Birmingham and Los Angeles, Jeff delivers a unique perspective to training leaders and company spokespeople. His extensive client list includes GE, Lockheed Martin, American Airlines, Takeda, NBC Television, Sabre and Nielsen. From NBC to the Food Network, Jeff’s clients have appeared on all the major television networks and several cable channels, large daily newspapers and radio networks.

While in Los Angeles, he worked on the international prime-time television drama, “Dynasty.” When not traveling the world with his coaching and consulting business, Jeff is one of the on-air TV hosts for the live drawings of the South Carolina Education Lottery and hosted their TV game show, “Power Deal.”

He is proud to be the co-founder of the “I Promise” Initiative, designed to encourage law enforcement agencies around the nation to renew their commitment to treating all citizens they protect and serve with dignity, respect and fairness. The initiative was launched in Manning, SC with the Manning, SC Police Department – Jeff ’s hometown for most of his life.

Jeff’s first book is out from Morgan-James Publishing in New York, Unleash Your BS (Best Self): Put Your Executive Presence to the Test! He appeared on NBC-5 in Dallas to launch Unleash Your BS. In addition, he has been quoted in articles on CNBC.com and FoxBusiness.com. He resides with his family in Columbia, South Carolina.

PATRICK DIX - VP OF ASSOCIATION ENGAGEMENT AT SHAZAM

As vice president of client and association engagement, Patrick leads SHAZAM’s Speakers Bureau, providing valuable and timely education on issues facing banks and credit unions. SHAZAM’s Speaker’s Bureau delivers some of the highest-rated content and training at more than 100 meetings and conventions annually. Patrick also supports SHAZAM’s advocacy efforts at the state and federal level to ensure community financial institutions have a strong voice in the payments industry.

Patrick joined SHAZAM as vice president of public relations and has served as vice president of strategic alliances prior to moving to his current role. Before joining SHAZAM, Patrick spent 25 years as a broadcast journalist, including 16 years as the senior morning news anchor at the NBC affiliate in Des Moines, Iowa.

SENATOR MICHAEL W. GAMBRELL - DISTRICT 4

A public servant for more than four decades, Mike Gambrell has dedicated his life to serving the people of South Carolina. He began as a volunteer firefighter, a job he continues to hold and love. Currently, he is assistant chief of the Friendship Fire Department where he devotes countless hours. Beginning in 1972, Mike started serving with the Anderson County Fire Department. Later, he served as chief of the Friendship Fire Department for 18 years, as chairman of the Anderson County Fire Chiefs Advisory board for 12 years, and as a charter member of the Anderson County EMS. Mike was elected to the state legislature in 2006. For 10 years, Mike has been fighting for key issues that matter to families in his district such as education, job creation, and lower taxes. Mike served in the SC House until 2016. He chaired the Insurance committee and served on the House Labor, Commerce, and Industry committee, which addresses all business-related legislation. He also served on the House Ethics and the statehouse committees. In May 2016, Mike was elected to the SC Senate to serve the rest of the term left vacant by the untimely death of his good friend Sen. Billy O’Dell. In June 2016, Mike won the primary election in District 4 for a four-year Senate term running 2016-2020. Mike has deep roots in the area he serves, calling it home for his entire life. He was born and raised in the Friendship Community near Honea Path, SC. He graduated from Belton Honea Path High School in 1976 and was honored to attend Palmetto Boys State. After high school, Mike earned a B.A. in Business Administration from Clemson University (Go Tigers!). Today, Mike and his wife Reene make their home on a farm once owned by his grandparents. Mike is a businessman and entrepreneur. He is sole owner of M&R Enterprises, LLC. Mike is actively involved in his community as well. He is a member of the Honea Path Civitans and chairs the Anderson County Legislative Delegation. He also is an active member of Friendship Baptist Church. Throughout the years, Mike’s number one goal has remained constituent service. That is truly the heart of why he serves.

SARAH GETZLAFF, TREASURER, ICBA

Sarah Getzlaff is treasurer for the Independent Community Bankers of America® (ICBA), the only national organization that exclusively represents community banks. Getzlaff is CEO of Security First Bank of North Dakota in Bismarck, N.D. A third-generation community banker, Getzlaff serves in many roles at ICBA. She is a member of the ICBA Executive Committee, board of directors and Federal Delegate Board. She serves on the Policy Development Committee and is the Executive Committee liaison to the Bank Education Committee and Mutual Bank Council. She also serves as treasurer of the ICBA Reinsurance board and is a member on the ICBA Bancard board. Active at both the state and community levels, she serves on the board of the Independent Community Banks of North Dakota, as well as on the Bismarck State College Foundation Board of Trustees, where she is the Chair of the Finance Committee. Additionally, she is a trustee and president for the North Dakota Banks Benefit Trust. Getzlaff is a graduate of the University of St. Thomas, in St. Paul, Minn., where she earned a degree in Business Administration. She is a certified public accountant.

JONI EVERHART HOPKINS, AAP, VICE PRESIDENT

Joni Hopkins is a Vice President for the Federal Reserve’s Product and Relationship Management Group as part of the Federal Reserve Financial Services Area. Hopkins’ responsibilities include engaging and collaborating with community financial institutions throughout the United States to help define and prioritize system improvements that advance payment speed, efficiency, and security.

Hopkins has been with the Federal Reserve System for over 25 years. Her background is rooted in working with community bankers across the United States. In addition to her experience at the Federal Reserve, Hopkins has worked for two commercial banks and a Payments Association. She was awarded the EPCOR Marquis Award for outstanding leadership, innovation and excellence in the development, implementation or advancement of electronic payments and risk mitigation solutions and is known as a champion for electronic banking services.

Hopkins’s undergraduate is from Kansas State University. She received her master’s degree from Kansas Wesleyan University and is a graduate of Northwestern University’s Kellogg School of Management Executive Education program. She holds an Accredited ACH Professional designation.

NIKITA PEARSON, DEPUTY TO THE CHAIRMAN FOR EXTERNAL AFFAIRS

Nikita Pearson serves as Deputy to the Chairman for External Affairs and Director of the Office of Minority and Women Inclusion (OMWI) at the Federal Deposit Insurance Corporation (FDIC). Pearson advises the Board of Directors, develops strategies regarding all aspects of the external outreach, and guides how it communicates its mission and goals to the public. Her responsibilities also include providing strategic oversight for the Office of the Ombudsman, a confidential, independent resource for anyone affected by the agency’s activities. Pearson also serves as the agency’s deciding official on discrimination cases. In addition to serving in two senior executive positions, Pearson serves on several of the FDIC’s executive committees, including as Chair of the Diversity and Inclusion Executive Advisory Council.

Pearson has transformed the agency’s efforts to promote diversity, equity, inclusion, and accessibility among 6,000 employees in over 80 locations across the country. She earned the 2022 inaugural diversity award from the Association of Government Accountants and has been featured in multiple national publications and podcasts as well as serving as a commencement speaker. Pearson provides strategic direction for the FDIC’s Financial Institution Diversity Program that assesses the diversity policies and practices of and provides diversity and inclusion technical assistance to over 3,000 financial institutions with $4 trillion in assets. Her office championed supplier diversity initiatives that resulted in over $400 million in contracts being awarded to minority- and women-owned businesses in 2021 and over $280 million in 2022, representing almost 50 percent of contract awards each of the respective years.

...to discuss the agency’s efforts to enhance diversity and promote financial inclusion. She serves on three White House Initiatives on Advancing Educational Equity, Excellence, and Economic Opportunity for (1) Hispanics, (2) Historically Black College and Universities, and (3) Asian American, Native Hawaiians, and Pacific Islanders.

With 25 years of financial services experience, Pearson has demonstrated a strong track record in initiating and leading change, driving results and innovating amid a rapidly evolving digital landscape. She joined the FDIC as an entry-level bank examiner and earned her commission to examine banks for safety and soundness and compliance with applicable laws and regulations. She has held progressively more responsible roles covering bank supervision, information technology, budget, human resources, knowledge management, and internal controls.

Pearson holds a Bachelor of Business Administration in Accounting from Savannah State University, Savannah, Georgia, where she graduated magna cum laude and joined Alpha Kappa Alpha Sorority, Incorporated. She also completed the Graduate School of Banking at Louisiana State University, Baton Rouge, Louisiana, and holds an Executive Certificate in Public Leadership from Harvard University, Cambridge, Massachusetts.

JAMES L. “JIM” REBER - PRESIDENT & CEO OF ICBA SECURITIES

Jim Reber is President and CEO of ICBA Securities. He is a frequent speaker and lecturer at bank investment seminars and workshops. Jim also writes a monthly investment column for Independent Banker magazine. He is a member of the Board of Regents at Barret School of Banking in Memphis, TN, and served a term as Chairman. Jim is a Certified Public Accountant and a Chartered Financial Analyst, and is a graduate of Christian Brothers University, where he served on the Board of Trustees as Chairman of the Finance Committee and University Treasurer.

REP. WILLIAM E. “BILL” SANDIFER, III - SC STATE HOUSE DISTRICT 2

He has served the people of Oconee County since 1994 and has earned a reputation as a dedicated conservative who shapes public policy focused on job creation and economic growth, high-quality education, efficient government, and strong families.

Sandifer was born on February 21, 1945 in Aiken, S.C. to the late Frances Harley Sandifer and the late and former two term mayor of Seneca William Edward Sandifer, Jr.  After his family moved to Seneca in 1959, he graduated from Seneca High School and earned a degree from the Cincinnati College of Mortuary....

REP. WILLIAM E. “BILL” SANDIFER, III - BIO CONTINUED...

Science. Following graduation, Sandifer moved back to Seneca where he began his career as owner and operator of Seneca Mortuary.

Sandifer currently serves as chairman of the SC House Labor, Commerce and Industry Committee (LCI), one of six standing committees in the House. LCI is the only House committee that addresses business-related legislation. Sandifer has chaired LCI since 2008. He also serves as vice chairman of the Public Utility Review Committee and on the Review and Oversight Commission on the State Ports Authority. In addition, Sandifer was appointed to represent South Carolina at the Southern Legislative Conference where he was elected to chair the Energy and Environment Committee. He has also been selected to serve on the Executive Committee of the Southern States Energy Board, a 50 year-old organization supporting innovations in energy and environmental policy.  In both of these capacities, Sandifer is recognized as a leader in energy and environmental efforts.  He has spoken on many occasions on these subjects throughout the Southeastern US.  In doing so, he brings positive attention to his home state of South Carolina.

Sandifer is active in the Seneca community. He has served as chairman of the boards of Oconee Memorial Hospital, Fort Hill Natural Gas Authority and the Oconee United Way. He is a member of the Seneca Foothills Elks Lodge #2822. He served as chairman of the board of Seneca National Bank, as president of the Greater Seneca Chamber of Commerce, as master of the Seneca Masonic Lodge, and as worthy patron of the Seneca chapter, Order of the Eastern Star. Sandifer also is a member of the American Legion Charles McGee Byrd Post 120.  In 1981, former South Carolina Governor James Edwards appointed Rep. Sandifer as his representative on the State Board of Funeral Service, which he chaired.

Sandifer served his country for 20 years in the S.C. Army National Guard, retiring as a major. He is married to the former Sandra Prater of Townville and is a proud father and grandfather.  A member of Trinity Baptist Church, Sandifer and his wife live in Seneca.

REP. JAY WEST - SC STATE HOUSE DISTRICT 7

Representative West was born and raised in Belton, SC until the age of 10. Raised by a single mother from the age of 10, he moved to Greenville, SC where he attended Wade Hampton High School. Following high school, Rep. West attended Erskine College. Most of his life has been spent in higher education, economic development, and business. He was honored to have received the Governor’s Award for Rural Leadership Development from the SC Department of Commerce in 2002, the Rotary Citizen of the Year for Abbeville County in 2000, and named SC Economic Ambassador for Economic Development in 2002. In 2012, Rep. West was elected to Belton City Council, and served as Mayor Pro Tempore from 2014 through 2016 when he was elected to the SC House of Representatives.
