Following up on Donors’ Pledges The Cairo Conference (October 2014) to support the Recovery and Reconstruction efforts in Gaza, resulted in raising USD 5.1 Billion. The latest update of the Cairo conference pledges, carried out by the World Bank, in cooperation with the National Office for the reconstruction of Gaza (NORG), reveal that: Total amount that has been paid reached USD 1,851 million, representing 36.5% of the total pledges at the Cairo conference. Total funds received in the first half of 2017 (30/06/2017) were USD 55 million, supporting programs in various sectors such as: humanitarian aid, UNRWA budget support, Government budget support, housing and infrastructure. Only USD 38 million (out of the USD 55 million) were earmarked for Gaza Recovery and Reconstruction program . As a result of the delays that have been encountered in 2017 and the slow-down in funding of pledges made at the Cairo Conference for Gaza Reconstruction, many planned interventions have been postponed and delayed. This will lead to a decline in improving the economy and the return of life to normal in the southern provinces.

The Islamic Development Bank (IDB) is one of the major supporters of the Gaza reconstruction program. IDB’s support covers a number of important sectors, including; Energy, Housing, Agriculture, Education and Health, with an implementation strategy that is based on the use of a number of local, international and UN Agencies (UNDP and UNRWA). Available information on the NORG Platform reveals that the IDB contribution has surpassed USD 117 million for the Gaza Reconstruction Program.

Construction Materials The total number of requests for purchasing construction materials submitted under the temporary Gaza Reconstruction Mechanism (GRM) by owners of damaged homes, as well as persons not impacted by the 2014 Gaza war, has surpassed 164,000.

Currently, the GRM is experiencing delays in many of its components. Certain streams, such as the finishing stream has been stopped, whilst others are experiencing interruptions and long delays. This situation has affected the implementation of both the international and local projects. All sectors encountering problems and challenges for all materials stated in the Dual-use List which has been created by Israeli side.

If the current situation continues, all interventions in all sectors will encounter delays, especially the efforts toward growing the economy through implementing strategic and development projects.

Updates

The Central Water Desalination Project estimated budget is USD 410 million. “Working closely with EU donors to secure the funding� National Carrier: with total budget of USD 140 million. USD 60 million have been secured by the State of Kuwait (43% of the total cost). Other donors are showing interest in funding this strategic project. Other projects: Waste water plants, the use of treated wastewater for irrigation and small desalination plants.

Currently the sector is implementing interventions beyond emergency. This includes vital projects like new reservoirs in Gaza North and Gaza City.
