YOUR TOWN Tropical Storm Colin drops 5+ inches of rain Winds from Tropical Storm Colin reached up to 45 mph as the storm moved through Flagler County June 6-7, dropping 5.5 inches of rain in parts of Palm Coast, according to a Flagler County news release. The Pine Lakes area in Palm Coast got the most, at about 5.5 inches, and the Marina at Palm Harbor got almost five inches. The county’s southern and western borders got the least rain: 2.75 inches. The storm spawned wall clouds, which can turn into tornadoes. “This was a very fast moving storm,” Flagler County Public Safety Emergency Manager Steve Garten said in the news release. “A couple of our trained, volunteer Storm Spotters saw (and took pictures of) wall clouds with rotation, but we were fortunate that these didn’t form tornadoes.” The Flagler County Airport on State Road 100 recorded the strongest winds: 45 mph at about 1 a.m. June 7. The roadway at the intersection of county roads 302 and 305 was blocked late June 6 after a tree fell into the road. The National Weather Service issued a tornado warning at 4:57 p.m. June 6, and the CodeRED weather alert system notified 8,794 people by phone, 945 by email and 1,554 by text message. The luggage was heavier when the Future Problem Solving teams from Flagler County boarded their plane in Michigan to return to Florida. The cause of the extra weight? All those trophies. Nearly 60 students from Flagler Palm Coast High School, Bunnell Elementary School, Rymfire Elementary School and Indian Trails Middle School traveled to Michigan State University in East Lansing, Michigan, joining teams from 11 countries. Flagler students made their presence known during the opening ceremonies, when FPC’s own Savannah Umpenhour was chosen to be the flag bearer for the United States. Umpenhour had previously been announced as a semifinalist for the “Creating the Future” scholarship. The keynote speaker of the opening ceremony was 2007 Flagler Palm Coast High School graduate and former FPS competitor Alec Manfre. He spoke to the international crowd about his FPS experience, and how it has helped him start his own successful energy business. School Board member Andy Dance was one of the adults who attended the competition. “It gives the students a taste of college life,” Dance said. “They competed against countries from around the world — Turkey, Singapore, Australia and the Philippines. Two of the most prominent states, after Florida, were Kentucky and Texas. They both have intensive programs, and Texas has a paid FPS position in their department of education.” The FPS program is broken down into various competitions. In Team Global Issues, teams of four students were given a scenario in an imagined future. The teams had two hours to find potential problems in the future scene and solve them. The Indi-

vidual Global Issues competition is similar, except with only one student. In the Multi-Affiliate Global Issues Competition, (MAGIC), alternates from a school’s team are placed with others they haven’t worked with, to work on the Team Global Issues. The Scenario Writing Competition had students write a short story set 20 years in the future. The scenarios had to be less than 1,500 words and based on a competition topic. These were written before the event and mailed in for evaluation. Scenario Performance competitors created a 45-minute story, set at least 20 years in the future, based on one of the Scenario Writing topics for that year. Students couldn’t use any props, aids or notes. Community Problem Solving (CmPS) encourages students to find and solve problems within their own community using the FPS process. At Internationals, the teams had 3.5 hours to make a board highlighting their project, followed by a half-hour judge’s interview. “We always want to push them to exceed, beyond what even they believe they can do,” Dance said.

Captain’s BBQ to expand porch seating; county to improve Bings parking The change will not affect the overall amount of seating. NEWS EDITOR

Captain’s BBQ, at Bings Landing on Oceanshore Boulevard, will get 800 more feet of outdoor seating, and the county will consider ways to improve the parking lot. “What it’s going do is eliminate some of the overcrowding on the interior,” Flagler County General Services Director Heidi Petito said at a County Commission meeting June 6. “We don’t anticipate any increases to parking or anything of that nature, because, essentially, seating capacity is not changing.” The Flagler County Commission at the June 6 meeting approved the restaurant’s request for a lease amendment to allow for a larger porch on the countyowned land. The porch expansion is expected to cost about $20,000, and the restaurant has planned an additional $60,000 in seating and flooring improvements. The restaurant is paying for those changes. The porch proposal wasn’t without opposition. Lorene Schober, representing the Hammock Community Association, said the association did not agree with the expansion. “This is a public park,” she said. “It’s unfair to the people who can’t find parking spaces.” Very often, Schober said, “There’s traffic parked all the way up and down A1A. It’s a hazard. ... It’s an accident waiting to happen.” She asked the commission to table the matter until a future meeting. Commissioner Barbara Revels said she didn’t object to delaying

the vote. But parking is a separate issue from the restaurant’s proposal, County Administrator Craig Coffey said, because the construction on the restaurant won’t affect its capacity. And studying parking, he said, could take county staff several months. Several people, including Flagler Chamber President Rebecca DeLorenzo, spoke in favor of the restaurant. “The fact that we have a successful business that’s willing to upgrade and expand is good news,” DeLorenzo said. She asked the commission to approve the proposed changes. Resident George Mayo agreed. “It doesn’t really seem like an expansion; they’re just shifting their tables around,” he said County Commissioner Frank Meeker agreed that Bings has a parking problem. “I don’t think we have an effective utilization of space out there, particularly the center aisle,” he said. Meeker said the land could probably support three, not two, rows of parking, if the space were more strategically used. Petito said she agreed with Meeker about parking. One improvement, she said, might come from moving a bicycle maintenance station from Bings to another nearby location, opening up some space. Meeker proposed approving the Captain’s BBQ porch expansion request, while simultaneously asking county staff to return to the commission with a new parking plan within three months. The commission agreed with Meeker, and his motion passed unanimously.

Enforce traditional bathroom use Dear Editor: I believe the School Board should take a tip from the superintendent of schools in Levy County. To do otherwise is to discriminate against the majority of schoolchildren and their parents. The Levy County Journal on May 12 contained a letter written by Bob Hastings, superintendent of Levy County schools. Hastings discussed the directive made by President Barack Obama, which says students should be able to use the bathroom or locker room that they feel is most appropriate. Hastings wrote: “This directive (while not law)

Fresh slate of candidates gives Flagler a unique opportunity Dear Editor: Since we moved here over 12 years ago, you could almost predict the list of local candidates every four years. This year had a welcome surprise with not only new names and faces in each of the races, but more importantly quality candidates. A great example of this change and the possibilities began a little over a year ago when former Supervisor of Elections Kimberle Weeks resigned. It’s my opinion that a local elections office that is truly engaged with the community and promoting a voting culture in the area will bring more and better quality candidates. Our newly appointed supervisor of elections has made great improvements in a rather short period. We have a unique opportunity when it comes to the city of Palm Coast Council and Flagler County Commission. Three seats are open in each body, and all races have good options for voters. We have the opportunity before us to have two almost entirely new bodies and not only the possibility of the two groups finally working well together, but influence on finally addressing issues such as the local economy. We shouldn’t overlook the race for our Sheriff’s Office or School Board, either. We have a slew of candidates vying for the sheriff’s position, and it’s a group that is making it a tough choice as well. We are all well aware of the challenges with that office and have had little choice over the last several elections, but that is very different this time around. Likewise, we have one long-term seat on our School Board that will change as the incumbent is not running, and another that could very well change. The bottom line to me is that we, as residents, have a unique and excellent opportunity in front of us if we truly want positive change and to lay a more solid foundation for moving forward. But it is up to us to seize upon this opportunity at the polls in August, when some positions will be decided during the primary election,

And you don’t have to rely on simple name-recognition with signs or blurbs from compressed local forums. Seek out these candidates on their online social profiles, like Facebook pages or Twitter, and pose questions to them challenging their positions or statements. Send them messages with your questions through their websites. These are great new avenues for local voters to gain access and information about local candidates and make smarter decisions like we’ve never had before. Let’s seize the opportunity before us and lay the groundwork for a positive future.

Ethical lapses of sheriff candidates are troubling Dear Editor: I am really tired of having a sheriff with ethical lapses. Anyone elected to that position should be beyond reproach and continue that during their term of office. Don Fleming not only had the country club issue but also (more importantly, in my view) the issue with not reporting the conversations with what turned out to be the perpetrator of a hit-and-run — until it came up later after charges were made. That was enough to make me ditch my Republican leanings and vote for Manfre. Jim Manfre makes Don Fleming look like a piker when it comes to ethics. People forgot about Manfre’s ethical issues in his first term, which led to Don Fleming ousting him. We won’t make that mistake again. Mr. Larry Jones and Mr. Rick Staly have also demonstrated that their ethical compass can waver at times. None of those four deserve our vote and won’t get mine. MIKE MCGUIRE Palm Coast

The great egrets and the anhingas and other wildlife will now wade and swim among plastic reminders of someone’s big day. And local kayakers and fishermen and nature lovers will have to look at it too. So to the couple who just got engaged — or the senior who just celebrated graduation — or whatever milestone you were marking: What does it imply about your future that you showed such disregard for others? If you are reading this right now, and you just didn’t think (believe me, I’ve been there too!), now is your opportunity: Take a free hour on a weekend to go to a park and pick up someone else’s mess. MAN REPORTS BURGLARY, DEPUTY CHECKS HOME AND FINDS WEED 2:20 p.m. First block of Raintree Place. Residential burglary: A 24-year-old man got a notification through his cell phone that his home burglary alarm had gone off, and he called the Sheriff’s Office without entering the house, concerned that a burglar might still be inside. But when deputies arrived and checked the house, he found he had another problem: a cop asking him about that weed, glass pipe and grinder in plain view in the master bedroom. A window to the master bedroom was broken and the house ransacked. The deputy asked the man if he stored other drugs in the house that may have attracted thieves. The man said no, “and that the suspected marijuana and paraphernalia located in his bedroom belonged to him and was for personal use only,” according to the deputy’s report. A deputy confiscated the weed for destruction. The deputy did not arrest the victim. The man called the Sheriff’s Office after deputies left, and said he’d found a box from his bedroom in the woods outside the home. It had contained jewelry belonging to a woman who lived at the house. He found it all, except for a $150 matching silver bracelet and necklace pair. A $20 black “jewelry tree” that held some jewelry was also missing, he said.

The new location for the county’s southern public library branch will be at the Government Services Building complex on State Road 100 in Bunnell. The county already owns three of the 12 acres on which the library would be built, and the new site, which will replace the library branch near the intersection of S.R. 100 and U.S. 1, will be 16,000-20,000 square feet and have room for expansion later. (The main Flagler County Public Library building on Palm Coast Parkway is about 33,000 square feet.) What’s less certain than the library’s future location is how the county will pay for it. The county can apply for grant money, but there’s also a potential $1 million donation on offer for expansion at the main library branch on Palm Coast Parkway whose terms may interfere with planned work on a new Bunnell branch. The $1 million — offered by an anonymous donor who has been addressing the Friends of the Library, the library’s board and the County Commission through library board member Alan Peterson — is offered subject to the condition that the money be spent only on the expansion of the Palm Coast Parkway branch, and that the construction of the new southern location takes place after or concurrent with, but not before, work on the Palm Coast location. The money would be disbursed over five years. That could affect the county’s timeline for applying for grants for the southern location. Commissioners wondered at a workshop June 6 if they should accept the donation. “There are some risks here, but I think they can be minimized,” County Administrator Craig Coffey said. Commissioners did not make a decision at the June 6 workshop.

The ceremony was held during National Police Week. Local law enforcement officers who were recognized at the ceremony are: l Flagler County Sheriff Perry Hall, who was killed in the line of duty on Aug. 21, 1927. l Deputy George “Son” Durrance, who was killed in the line of duty on Aug. 25, 1927. l Deputy Charles “Chuck” Sease, who was killed in the line of duty on July 5, 2003. l Sgt. Francesco “Frankie” Celico, who died on Sept. 9, 2011.

Woman charged in husband’s shooting death to stand trial in July Anna Pehota, charged with second-degree murder in the Sept. 23, 2015, shooting of her 77-year-old husband at the couple’s home in the Hammock, will stand trial in July. Pehota appeared before Circuit Judge Matthew Foxman for a June 7 pretrial hearing, pleading with the judge to move the case forward. “I’ve been here 240-some days or something like that; it’s too much,” she said. Pehota’s attorney wants her to be evaluated by a specialist who can assess the possibility of psychological issues. Foxman scheduled the case for a July 14 docket sounding, with plans to move the case to trial during the month of July.

For more than 20 years, George Tabeling and his wife would drive from Daytona Beach to the Dairy Queen on U.S. 1 in St. Augustine. They would meet their son, Richard, and his daughter, Taylor, have ice cream and visit, and take Taylor home with them for a week, before returning to meet again. His wife died a few years ago, but recently Tabeling, now 93, took the trip on his own, and paid for his ice cream — ­ but forgot his wallet, with more than $400 in cash, on the counter. Lisa Marie Massey of Palm Coast, the assistant manager at the Dairy Queen, saw the wallet after Tabeling had driven away. Massey has worked at the Dairy Queen for the past two years. “At first I put it in the safe,” Massey said. “When he didn’t come back, I went through the wallet to find a number, or something, to return it.” Massey found two numbers, but neither worked. Then she found the name of a condominium and called the management office, who verified that Tabeling was a resident. “We didn’t know he had left his wallet behind until Lisa called,” his daughter Terri Winslow said.

“That Diary Queen has always been a meeting place for us.” Winslow was impressed that Massey took the time to find Tabeling, and was so honest. “I was happy to get it back,” Tabeling said. “I am thankful that she (Massey) returned it.” “Money is not everything that is in a wallet,” Winslow said. “There are other things that are hard to replace.” Massey said she searched the wallet only to find information that would help her return it. “I didn’t count the money,” Massey said. “It wasn’t my wallet. It wasn’t my money. I wasn’t brought up that way.”

Fire burns down Flagler Beach house, none hurt

Four displaced by fire at condo in Flagler Beach

A Flagler Beach house caught fire in the early morning hours June 5 and burned until only the shell of the home remained standing. Firefighters responded to the house at about 3 a.m., but believed the fire had already been burning in the house for a while when they got the call, Flagler Beach Fire Department Capt. Bobby Pace said. The owner of the house, at 1539 S. Daytona Ave., was out of town, and there were no people or pets inside. At least 15 firefighters arrived on six different fire trucks and fought the fire defensively, Pace said. They used the department’s new truck to stop the flames from spreading. “Using the new aerial device on that, they were able to keep it to the one structure, but it was a total loss at that point,” Pace said. Fire inspectors believe the fire started somewhere around the ceiling of the home’s living room, Pace said. The cause has not been determined. The fire on South Daytona Avenue was the second residential fire within Flagler Beach in three days.

Four people were displaced June 3 when a fire destroyed the electrical system in a three-story multifamily building at the northwest corner of Oceanshore Boulevard at North Ninth Street. No one was injured, but the building may be uninhabitable for months. “Nobody was hurt, and that’s what really matters,” said Anne Donahoe, 32 and a resident of the building. “But it’s terrible.” Donahoe, manager at Tortugas Florida Kitchen & Bar, said she was able to get her dog out of the building, and would be staying with local friends and family while repairs are done. A second dog and a cat were also rescued, witnesses said. Flagler Beach Fire Department Capt. Bobby Pace said enough of the structure was intact that residents would be able to enter later to gather some personal belongings. It wasn’t clear exactly how the fire started, Pace said, but it began outside and then spread to all three floors in the rear of the building. “There’s speculation that it was electrical, underground, and set the brush on fire,” he said. The Flagler County Sheriff’s Office and Flagler Beach Police Department closed off Oceanshore Boulevard between North Ninth Street and North 12th Street as about a dozen firefighters on four fire trucks arrived to fight the blaze. By about 7:30 p.m., the flames were out.

“Magic trees” are pretty rare, but Luci Griggs, better known as Nurse Luci (or Lurse Nuci when the kids are excited), has one in her office. The “L” shaped clinic at Wadsworth Elementary has three beds lined up for students who need to lie down. Lit only by small strands of lights around the ceiling, and the lights on the “magic tree,” the room is conducive to healing whatever ails you — children and adults alike. “The magic tree sends out vibes that make the kids better in just minutes,” Griggs said. “Kids come in here with a headache or tummy ache and they can lay down for 10 minutes or so, and then they are ready to go back to class.” Shelves of stuffed Eeyores,

donations from students, wait for children to hug them. She said Eeyore, the color purple, the Dallas Cowboys, her granddaughter Chloe, and “her kids,” are her favorite things. Griggs started her career in Fort Worth, Texas, and moved to Palm Coast the first time in 1977 with her husband. The couple returned to Texas, but in 1993 he was transferred again to Palm Coast. One year later, Griggs began working as the school nurse at Buddy Taylor Middle School, where she stayed for two years, followed by a

year at Bunnell Elementary. The third time was the charm — she was sent to Wadsworth Elementary in 1998 — and she has no intentions of leaving. The walls of her office, her computer terminal and tower are covered in snapshots of “her kids.” She knows where a lot of the students are, what schools they are attending, or where they are working. One former student she is in touch with on a daily basis — Wadsworth Principal John Fanelli.

“She stills sends a card to my husband, R.D. (who Griggs worked with at BTMS), and son, Austin, on their birthdays,” Johanna Davis, a teacher at Flagler Palm Coast High School, said. She is known as an advocate for her kids, even when she has to “stand on her soap box.” “I guess that’s why I am here, to make a difference in the children who need it,” Griggs said. “I hope so, anyway. If you can help the kids and save one, it’s the whole thing.” Johanna and R.D. Davis, both teachers for Flagler Schools, describe Nurse Luci as “their guardian angel” while their son Austin was at Wadsworth. “She is a mother to all of the kids at Wadsworth,” Johanna Davis said. “I never worried about my son at school, because I knew she was there. She is really a special lady.” Much of Griggs’ time is spent with paperwork, something paraprofessional Theresa Vega helps out with when she can. On the second to last day of school, the two were compiling data for the year-end report to the state, with data about every type of care, number of children with allergies, those without, those who need epipens — and the list went on. Once they were done with that, the two planned to tackle the monthly report. Griggs’ organization is as important to her as her passion for the children’s well being. “My records are a source of pride for me,” Griggs said. “Every child has their own records, and

it is my job is to make sure every single kid in school has those forms.” The 964 files she was responsible for this year included copies of the school hearing and vision screenings, scoliosis screenings for sixth graders, vaccination records, and any other medical needs. Folders are boldly stamped on the outside with “allergies” or “medical condition,” so that in the event of an emergency, Griggs, or anyone covering for her, can save precious time in getting the child treatment. “On a daily average, I see 50 to 70 kids a day,” Griggs said. “I also see teachers and volunteers,” she said. Griggs knows that sometimes children, and even adults, need a quiet time to get back on track. They are always welcome in the clinic. “Sometimes it’s just a time out,” Griggs said. “We have EBD (emotional behavior department) at our school. This is something they can’t control, and you have to understand that no matter what they say or do, 10 minutes later they are not going to remember.” Griggs said her “perks” are the feedback she gets from the parents. “The best thing a parent said to me was, ‘When I go to work, I don’t worry about my kids, because I know you are taking care of them,’” she said. “I have also received some wonderful notes. “The people I work with are tops,” Griggs said. “I love my job.”

etween the Flagler School Board workshop and meeting on Tuesday, June 7, Superintendent Jacob Oliva and the members of the school board said goodbye to those retiring from the school district in the 2015-2016 school year at a special dinner reception at the Government Services Building. Oliva said he was “taking attendance” as he asked each of the supervisors of the retirees to introduce their retiring staff. This resulted in laughter and tears. Retirees included bus drivers, custodians, teachers and administrators. Barry Wills, assistant principal at Belle Terre Elementary, started his career 34 years ago, just a couple of miles down the road, at Belle Terre Middle School. The school was renamed in memory of Buddy Taylor years later. “I was at BTMS in ’82, until Wadsworth opened five years later. I was a teacher and assistant principal there,” Wills said. “I stayed there 15 years. I was an assistant principal at Indian Trails for three years, and BTES the last 11.” The first thing Wills plans to do after retirement is spend time

with family and friends in West Virginia. “My happiest memory is working with the great people in Flagler County,” Wills said. Robin and Richard Dupont received an unusual gift at the retirement party their family had for them – a positive pregnancy test from their daughter. “Our grandson was born on Super Bowl Sunday, and we are going to be grandparents for the second time in January,” Robin Dupont said. After 27-year careers in Flagler Schools, the couple will pick up their new fifth-wheel recreational vehicle in Ohio and tour Michigan. Betty Farrell started her 26-year career behind the wheel of a bus, driving a handful of kids to the St. Augustine Technical Center. When the year-long grant expired she was asked if she could type, and became a secretary at Flagler Palm Coast High School. Farrell spent the past years in the finance department in the school district

s I write this on Monday, June 6, Tropical Storm Colin seems mild. Rain and wind from time to time; but certainly no Hurricane Frances or Charley. The Estes dogs are not impressed with Tropical Storm Colin. This is especially true for Buddy, the Jack Russell. After being adopted in Florida, Buddy moved to Arizona. Arizona doesn’t have hurricanes, and not that many thunderstorms. He came home with us last December because he was not adapting well to our granddaughter’s new found mobility. He liked her fine — if she stayed in one place. So to keep the peace, and the dog, good old Mom and Dad brought him back to Florida. A place where there are thunderstorms, tropical storms and hurricanes. The bands of rain from Colin are passing through the area.

Putnam announced Bunnell Elementary’s garden as a Golden Shovel winner for “Best Revitalized Garden.” Schools awarded in this category must have revitalized either a dormant garden or a garden that has shown improvement following a revitalization. “School gardens bring the classroom outside and allow students to gain a hands-on understanding of where their food comes from,” Putnam said in a news release. The on-campus gardens are part of the BES Flagship Program, “Green Technologies,” and is where hands-on learning takes place. Students learn the basics of planting vegetables and herbs, which are harvested and cooked. Students then learn about hydroponic and aquaponic systems inside the

MHS and $2,016 for FPC. MHS received an additional $1,000 for raising the most money. Each school is able to apply the funds where they’re most needed. “We are very appreciative of the generosity of Moe’s to donate 100% of their sales,” Rich Weber, MHS athletics director, said via email.

LINDA SUE RICHARDSON Linda Sue LaRoche Richardson, 59, of Palm Coast, FL passed away peacefully on Friday May 27, 2016 at her home with her husband by her side. She was the beloved wife of 24 years to William A. Richardson, Sr. Linda was born in Pueblo, Colorado on March 16, 1957; daughter of the late Percey and LaVeta Joyce Pauley LaRoche and worked as a Phlebotomist at Quest Diagnostics for ten years. Mother of Lillian Richardson, LeRoy LaRoche (Rebecca), William Thomas (Colleen) and William Anthony Richardson, Jr. Grandmother of Jason, Destany, Aurora, Zara, Audrey, Izzy, Jullian and Mellina. Sister of Lois White, Louise Main, LaVeta Evans and Karolyn Patterson. Funeral services were conducted in the North Haven Funeral Home, 36 Washington Avenue, Saturday morning at 10:30.
